The borough of Helston, for municipal purposes, is limited to the town of Helston, but it is extended to Sithney and part of Wendron for the purpose of representation. 18 December 1837. Philip Longmore, Town Clerk. HULL. * The number of freemen on the register of 1837 is, as near as I can tell, 1,546. N. B.— The register being arranged in districts relieving their own poor, it happens that the same name occurs in several districts; generally the person so named in two districts will be the same person, but frequently not so ; and as, in a population of between 40,000 and 50,000, not above a twentieth part are known to me, even by sight, and perhaps not one in a hundred of the freemen, owing to their chitfly being mechanics, it is impossible to ascertain the numbers accurately 5 but, by rejecting those names which occur more than once, whenever I know them to be the same person, I conceive the above number of free- men, 1,546, will be neurly accurate. From not personally knowing the freemen by sight ( and since the voting at separate booths has been adopted, I know no one who professes now to do so), it is impossible to say how many of those freemen, in truth, are entitled to vote for Members of Parliament as 10/. o 20, 002 householders
