• ON THE LOCAL TAXATION OF THE CITY OF DUBLIN, 319 defend and be defended, make, suffer or execute; and that the said mayor, sheriffs, com- mons and citizens of the city of Dublin aforesaid, and their successors for ever hereafter, shall and may have a common hall to serve for doing the affairs and business of them and their successors; and that it shall and may be lawful for the said mayor, sheriffs, commons and citizens of the said city, and their successors, to alter and change the said seal from time to time at their pleasure and another to make a new as to them shall seem most meet • and further, for us, our heirs and successors, We will, ordain, constitute, confirm and' declare that the said city of Dublin, the suburbs, franchises, liberties and precincts of the same, and also all and singular castles, messuages, houses, edifices, lordships, manors, towns, lands, hamlets, lands, tenements, waters, rivulets, ports, meadows, moors and other hereditaments whatsoever within the said city of Dublin, the franchises, liberties and precincts of the same, and those which heretofore at any time were reputed to be situate or lying within the city of Dublin, the suburbs, franchises, liberties and precincts of the said city of Dublin, or within the county of the said city, either by land or by water, shall for ever be united, consolidated and for ever hereafter be one entire county, distinct and sepa- rate from the county of Dublin, and from all our counties within our kingdom of Ireland, to all intents and purposes, and in as ample manner and form as any other county within our kingdom of Ireland, and for ever hereafter be, and be named, kiiown and called the county of the city of Dublin; and all and singular the premises into one entire free and distinct county of the city of Dublin by itself, for us, our heirs and successors, We do erect, ordain, confirm and create by these presents; provided that no land or tenements shall be within the county of the city of Dublin which heretofore were not within the same: And further of our special grace, certain knowledge and mere motion, We will, and by these presents for us, our heirs and successors, We do grant to the aforesaid mayor, sheriffs, commons and citizens of the county of the city of Dublin aforesaid, and do declare and ordain, that for ever hereafter there shall be within the said city of Dublin, one of the more honest and discreet citizens or commons of the said city aforesaid ( in manner hereafter in these presents mentioned) from time to time elected, who shall be and be called the mayor of the city aforesaid; and also we will for ever there shall be within the said city twenty- four of the more honest and discreet citizens or commons of the said city, or the liberties thereof, ( according to the ordinances hereinafter in these presents specified,) from time to time elected, who shall be and be called all men of said city ; and that every mayor after he hath finished his mayoralty shall be an alderman of said city during his life, and that said alderman be from time to time aiding and assisting to the mayor of the city for the time being, in all causes and matters, or liberties thereof; and likewise that there be within the said city of Dublin, two of the more honest and discreet citizens or commons of the said city or the liberties thereof, in form hereinafter in these presents mentioned, from time to time elected, who shall be and be called sheriffs of the city of Dublin aforesaid, and of the county of the said city; one of the more discreet citizens or commons of the said city, from time to time likewise elected, who shall be and be named the chamberlain of the said city; and that likewise there shall for ever within the said city, forty- eight of the more honest and discreet citizens and commons of the said city or of the liberties thereof, in manner hereinafter in these presents mentioned, from time to time elected, who shall be and be named the free burgesses of the said city, which free burgesses shall from time to time be likewise aiding and assisting to the mayor and aldermen of the said city, in all affairs and matters touching or concerning the said city and the liberties thereof; and further we have ordained, constituted and made, and by these presents for us, our heirs and succes- sors, do ordain, constitute, nominate, make, grant and declare that the mayor, aldermen, sheriff's, chamberlain and free burgesses of the said city for the time being, and their suc- cessors, shall be, and be called the common council of the said city of Dublin, and each of them for the time being, so long as he shall remain in his said office or place, shall be one of the common council of the said city of Dublin; and further, We will also and by these presents for us, our heirs and successors, do grant, decree, ordain, and by these pre- sents for us, our heirs and successors, do grant, decree, ordain and declare that the alder- men, free burgesses, chamberlain and recorder of the said city for the time being, and such persons as hereafter shall be hereafter freemen of the said city, be and shall be com- mons and citizens of the said city; and further, We will, and by these presents for us, our heirs and successors^ for ever, that it shall and may be lawful for them the said mayor, sheriffs, commons and citizens of the city of Dublin, and their successors, to have, retain and appoint a certain council house within the said city, and that the said mayor, sheriffs and the rest of the common council of the said city, and their successors, or the major part of them for the time being, as often as to them shall seem fit or necessary, can and may at all times hereafter assemble and hold within the said house, a certain] court or assembly of themselves the said mayor and the rest of the common council of the said city, or the major part of them, and in the said court or assembly, to treat of, confer, consult and determine of the statutes, articles and ordinances of the said city, and the franchises and liberties of the same, and touching the good rule, estate and government of the same according to the sound discretion of them, or the major part of them; and further, We will, and by these pre- sents for us, our heirs and successors, do grant and confirm to the mayor, sheriff's, com- mons and citizens of the city of Dublin, and their successors, that the mayor and the rest of the common council of the said city of Dublin for the time being, and their successors, or the major part of them, upon public summons to be made for this purpose by the mayor of the said city for the time being, or by his precept for that purpose, may have and here- after shall have full power, rights and authority from time to time for ever, of composing, 540. 4 F enacting,
