( 9-) ATT a generall assembly of ye mayor, sheriffes and cittizens of the citty of Limric, held at the Tholsell there ye third day of Aprill 1680. Comon speakr~ l This assembly ppose Rob* Smith, burgs, to the mayor and councell to be chosen. J their comon speaker, and crave their allowance and confirmation. And the comon councell doth allow and approve of ye sd Rob' Smith to be comon speaker accordingly. The comon speaker in behalf of the comons and cittizens of this corporation doth psentto Mr. Mayor a proposal made by Rob1 Hannan and others to ye comon councell and their approbation thereof, the tenor whereof followeth in these words ; viz1. The proposall\ The pet" . ppose, That first by an act of councell and then by an act of confirmed, / assembly, it should be enacted, that towards the discharging the debts lately contracted by the corporation upon the purchase of the Weyre, all freemen shall pay the same duties with denizens for a yeare and a halfe, which is halfe a yeare more than the respondents in their answer say they believe may suffice, ( the said yeare and a halfe to co- mence this day) ; And that it be in like manner enacted, that after the determination of the said yeare and halfe, noe freeman shall pay any dutyes other than what was accustomary for freemen to pay in and before the yeare 1640, and that it shall not hereafter be in the power of the mayor & councill to charge any other dutyes upon any freeman. Dated in Lymericke, the first day of Aprill one thousand six hundred and eighty. The within is the proposal of Robert Hannan, John Leonard, Thomas Roch and John Craven, pet" at the councill table agst the mayor and comon council of Lymerick. Stephen Rice.
