ON PETITIONS RELATING TO LIMERICK TAXATION. 177 to administer the said oath, shall thereupon, by virtue hereof, be deemed reputed and taken to all intents and purposes to be a freeman or member of the said citty, and of the brother- hood societie or fellowshipp of any trade craft or misterie where hee or they shall be denied ad/ nission as aforesaid, and thenceforth have exercise and enjoye the libertie and priviledge of trading, working, buying or selling of any comodities whatsoever, in as large and ample manner as if hee had beene admitted a freeman of the said citty, a brother or member of such brotherhood societie or fellowshipp of any trade craft or misterie wth in the same, taking the usuall oathes of such freemen brothers or members, which oathes any one justice of peace of the said county of Limerick shall have power to administer, and paying all such charges as aforesd, any law, custom, charter or usage to the contrary in any wise notwith- standing. And in case any pson or psons shall give any interrupcon or disturbance to any such stranger being a merchant, trader, artificer, artizan, workeman or seaman as aforesaid, to the hindering him in his trading, working, buying or selling as aforesaid, contrary to ye intent and meaning hereof, all and everie such pson and psons so offending shall upon like complaint and proofe made of his or their offence therein before the Lord L' or other cheefe governor or governors and councill of this kingdome for the tyme being, be by their order disfranchized, and from thenceforth incapable, without their licence, of being made a free- man or member of the said citty. And these our rules orders and directions Wee doe hereby order and establish for ever hereafter to continue in force within the said citty of Limerick and within the corporacon thereof, and that the same be forthwith enrolled in the rolls of His Majtics High Court of Chancery in this kingdom. Burg0: Resolved that whereas his Excy the Lord L' and Councell of this kingdom have issued their proclamation, the copy whereof is hereafter written word by word sclt. Essex By the Lord L1 arid Councell. WHEREAS we are informed that in many citties and towns corporate within this kingdome, greater customes, tolls, and duties then are really due, have been of late exacted in right of the said corporations, upon goods imported or exported into or out of the said citties and towns corporate, to thegreate prejudice of his Majesty in his customes, the decay of trade, and the discouragement of merchants and others from settling themselves & their families in this realme; For remedy whereof Wee the Lord Lt and councell have thought fit hereby to require all magistrates & other officers intrusted with the collection or receipt of any customes, tolls, or other duties claymed or pretended unto by any the cor- poraions of this kingdome, or by any companies, societies, or guilds within such corporaions, that they doe at their perils hereafter forbeare exacting or demanding any other duties upon any goods or comodities imported or exported into or out of the said respective citties or towns corporate, but such only as are really &, justly due unto them, and were constantly receaved and paid in such citties and towns corporate in the yeare of our Lord 1641, or have been since the said yeare 1641 by any new charter granted unto them. And we doe also hereby require all mayors, soveraignes, portreeves and other chiefe officers of citties and towns corporate, and all mass wardens and heads of inferior guilds, fraternities, and corporaions within any citties or towns corporate at or before the 24th day of December next, to send unto us under such cheife officers hands and the usual seale of the corporation, a pfect schedule or certificate of all customes, tolls, & other duties of what kynde soever usually receaved in their corporations. And that they doe therein pticularly insert which and how many of the said dutyes are granted unto them by their respective charters, and upon what grounds they claime or pretend to any other duties than what are expressed in their said charters. To the end that wee may thereby be enabled to judge of the lawfulness and reasonablenes of such their demands, and to give such orders thereupon as shall be just,; and that they doe from henceforth forbeare to take or receave any custome, 617.
