his constituents and the welfare of ( he empire. By the conduct • whic he had pursued, he had realized and fulfilled every pledge of the fondest expectation. He had watched with the eye of a firm and constitutional representative over all the civil righls and liberties of Englishmen ; he had set his face against waste- ful profusion ; and had endeavoured to ease the people from the burthen of taxation, as far as was consistent with the preserva- tion of their true interests. CHARLES ALLIX, Esq. expressed his regret that he had been selected for an office of which he was everyway unworthy, except in the high degree of his zeal for the cause of indepen- dence and Sir R. Heron. The freeholders had met to perform the most sacred duty which could devolve upon Englishmen ; lie entreated them to consider the political opinions of the gentle- men proposed, and to give their votes to those who would best support the interests of the empire at large. For private cha- racter none could be more proper than the three candidates pro- posed : of Mr. Pelham lie would say no more— except to thank him for his public services, and to express his wishes for his success ; but of Mr. Chaplin he must say, that in public life he
