R. has transmitted to Jolia Wilson Crriker, Esq. a copy of a ietter from Lieutenant, Timothy Scrive'n, com- manding his Majesty's schooner telegraph, dated off Brest the 20th'instant, giving an accountol his having captu- ed, on the 12th instant, after a chace of forty- four hours, within ten miles, of St. Andero, the American schooner Ellen and Bine- line, nrtrtetl with one long heavv French twelve- pounder, on a pivot, and a number of small arm « . The schooner had been out th ee hours from Nantes, with a cargo of silk, & c. and was bolinrl lo New York. —— * LONDON TUESDAY, Aug. 31. . Yesterdav dispatches were received at Lord Bat burst's ' Office, from Marquis Wellington, dated Lezaca, tlte 18th instant. No operations of importance had taken place on either side, and the Allied Army remained in the- same positions as at the date of the last . dispatches, General Graham's head- quarters were at Avetztwi, in the vicinity of St. Sebastian's which Sir G. Collier's squadron vigilantly blockaded by sea. On the 13th, at the mouth of the Bay of Passages, a rather heavv canunnade nt St. Sebastian's was distinctly visible. It was understood that some heavy . ordnance, which had been landed some days before, would be brought to net against the fortress on the 20lh. The operations nf the siege may, therefore, be considered as vigorously resinned. A large convoy bat1 arrived at Passages from Portsmouth: and on Tuesday last, the packet on her way from Santander fell in with numerous fleet of transports, steering southward, which there was every reason to suppose would arrive at their destination in the course of twn or three days. Yesterday a mail from Heligoland arrived bring- ing letters from the 27th inst. A suppressed number of thp Altona Mercury of the 13th, gives an Recount of thewnrlike preparations of Austria, bv which it appears that ' alf a million of men, trained m arms and disposable for. service in the field, have already been, raised. Some of the letters from Heligoland s'ate, that a corps of 40,000 Russians nnd Swedes have entered Hoi- stein, in consequence of which Ln+ iecU was eva- cuated by theenemy. A severe encounter is re- pot ted. to haye taken pla e between the troops under the Crown Prince and thos § under Davoust. in the vicinity of Hamburgh, in which the latter nre said to have hern totally defeated. About 50 waggons of wounded French soldiers had been Itirnught into Hamburgh, who are supposed to fcavc suffered in another affair at Lauenburgh-. O tlte 13th, a proclamation " as issued By Count Von Hogendorp, the French Governor of Ham- burgh, declaring that city in a state of siege.' The tetters from Heligobind. state, that Dantzic, Stettin, and Custrjn, are soon, expected to fail on account of the want of provisions. Yesterday arrived a Mail from St. A" ndero,- • with letters to the 21st inst. The smallest for- tresses lately occupied by the French HI Arragon have: been successively surrende ed. - The only place in Valencia still occupied by a French garrison, was Murviedro ( the ancient Sagunium),' which was besieged hy General Sarsfield. The Rcrlin Gazette nf the Slst ult. contains a ltnyal Edict, directing the levy en masse to he continued, subject to certain modifications. A reserve is to he formed from the levy en m'iss'e, hy which the Landwebf is to be kept at its full complement. The levy en masse is to be trained and exercised eve* y Sunday and holiday, and also three evenings in each week.— lu case of the evacuation of a place, or the devastation of a district, it is declared to be the duty of every individual to deprive the enemy, as much as possible, of all means of subsistence. The Prus- sian forces now comprise four classes, namely, the Regulars, the Free Corps, the Landwehr or Militia, ami the Lew en Masse. French Papers to the 26th inst. were last night received in town. They contain accounts from the head- quarters ol Bonaparte at Goerlitz to the 20th inst. biit make no mention whatever of the declaration of war by Austria against France; Two extraordinary meetings, however, ot the Senate took place on the 2,1d and 24th inst. at wbicb it is probable tlie defection of Austria was announced, and a new tribute of blood demanded from the French people. Numerous as Bona- parte's armies are there is every reason to believe they are inferior to the Allies in Germany, and lint a man can be spared from the army under Soult to reinforce the main army under Bonaparte himself in Saxony. It rather appears, indeed,' from some articles in the Paris Journals as if the French Utiler himself anticipated that he should be compelled to retreat. Tlie fortresses oh the left bank of the Rhine are placing in a state of defence, and orders have been given to prepare the castle of Eisenach for the King of'Saxony and Jjis family, as if it was thought that, Dresden, was . too advanced a station to afford any safety. The Post from Prague to Augsburg had been dtie- for six days, and the communication between Frank- fort and Vienna was likewise interrupted. The Allies are stated to have renewed their proposals to the King of Denmark to detach him from France; bntJie is said tn havfe rejected their offers. If the French are driven' beyond the Rhine, Denmark must necessarily submit to such terms as the Allies may please to dictate to her, and in the mean while but little can be expected from her co- operation with France. In point of real power she is below the ktngdoir of Portugal, andin point of reputation she does not stan I higher' than one of the vassal kingdoms of tlie Confederation of the Khine. The difficulties of Bonaparte's situation are ren dered manifest by the system, ot concealment resorted to in the French Papers. It is evident that, at the date of the Paris Journals ( the 26tli( " inclusive) received in town, the Declaration of War by Austria, and the determination generally to renew hostilities, must have been known in Prance; and yet not a syllable upon these points is ' suffered to transpire. Is he, then, afraid of public opinion among the French people? Does he wait for the ectat of a victory to announce to them that hostilities have re- commenced? Ifthat be- the case, it shews still more forcibly the situ- ation of danger in which he hns placed himself U for, despot as he is, it is impossible he can lonji go on acting upon such a system of conccal'mcut, ' le must render some . account to the Frenrl nation of the fate of the seoo'nd great army which they have placed at his disposal, whether vict'- rious or defeated ; yet the system of concealment he has commanded in the Public Journals at once betrays bis fears, and shews that his dread o' lefent is out of all proportion to an advantage that can result to him from victory. Lord Biithurst. it is said, in anticipation of the mportant dispatches received from Lord Cath- art, had taken the precaution to send down a messenger to Plymouth some days ago, and direct him to be embarked in a swift- sailing; vessel. A telegraphic communication would announce to him the important news, and he would instantly sail f> r the coast of Biscay. Lord Wellington will thus be put m possession of facts so vitall important for him to know, two days sooner than be otherwise would have been. The Regency of Spain, it is said, have lately carried into execution the unanimous vote of the Cortes, which ordered a grant' of land to be ccinferrerl on the Marquis of Wellington, as solid, and enduring monument of the gratitude ol their nation. Three rov. nl estates have accordingly been submitted to the British Field Marshal for his choice; and wilh that disinterestedness and taste which are known t « temper the splendour of. his military fame, he gave the preference to that wltjch was lowest in actual value, but which came recommended to his fancy bv the beauty of its situation and the amenitiestif its scenery. It is seated op the river Xenil, in the kingdom of Granada, and its annual produce is estimated at 30,000 dollars. Captain Maples, of the Pelican sloop of war. is promoted to the rank of commander, for his gallantry in the capture of the Argus.— Captain Allen, late Ameiican commander of the Argus died of his wounds at Plymouth, and was buried with mibfary honours, and every other token o respect which could be shewn'to tile memory of brave man. King Joseph's sword, found iu his. carriage after the battle of Vittoria, has been sent ho. me by \ Iarqt1i9 Wellington, as a present to the Prince Regent. - This is doomed to he an Age of Wonders! and those Wonders are rendered doubly lingular b their uniform plurality; for example.•-- On Comet at a time was a rarity, now we have ' two One Victory in a month satisfied the most ardent lover of his country, now we have two; where we had one Capital Prize in a Lottery, now'we . have two; and even the fortunate Days Drawing which were lately litfiite'd to one in each Lottery, are now increased to ( wo. We scarcely need add, that the first of- these is fixed for th 17th of September, when- the purchaser of one Ticket will obtain two Capital Prizes. ' T By the arrival of a Gottenhurgh Mail, Govern- ment have received ntVvices from the head quar- ters of the Allies at Lanrieck, dated on the 16th ult. No Bulletin has been published of their contents, hut it is said tliej fUllv confirm the ac- counts by the previous mail of the declaration of war by Austria against Frdncc. It is even re- ported that Government is iii possession of a copy of that important document, but its publication 19 supposed to be suspended, either from tiie cir- cumstance of its not having been cdnltiiunicated in a regular official form, or from a point of etiquette, there being no accredited Austrian mi- nister at present at the British Court. A quin- tuple treaty of Alliance between Austria, Russia, Prussia, Sweden, and this country, is said to be in n state, of great forwardness. The Government dispatches were brought over by Mr. Mills, the Messenger, who was also the bearer of a second and third Bulletin issued by the Crown Prince of Sweden, the former at Potsdam on the 18th, and the latter at Chariot tenhurgh the 18th ult. The Combined Army of' the North of Germany, as the forces under the command of his Royal Highness are denominated had been concentrated to the amount of 90,000 men between Berlin and Spandau, the Crown Prince having received intelligence that the enemy's troops were assembling in force at Bareuth and in the direction of Trebben, with the intension of making a push against Berlin. The enemy, however, had not detached any troops over the Prussian frontiers except reconnoitring parties A circumstance of very high importance is men- tioned by the Crown Prince, and which may be hailed as a most favourable prognostic of the future. It is the defection of General Jomini; Chief of the Staff to Marshal Ney, who came Over to the Allies on the 15th of August, and proceeded to the Russian head- quarters. The second Bulletin of the Crow* Prince con- tains an Address to the Soldiers under his com- mand, which, like all the productions of that eminent personage, is plain, simple, anil intelli- gible. It touches the true ground of the present contest vv. hen it says, " The Emperor Napoleon cannot live in peace with Europe, unless Europe be his slave:'' and it observes ( with a happiness of illustration which the enemy himself must acknowledge to be correct) that the same sonti ment which prompted the French in 1792 to as- semble and to combat the armies which enterei their territory, must now animate the; ir opponents in the defence of their nati « e land, their wives, and their children. The territories of all liav been either invaded, or threatened with invasion the independence of all lias been menaced Subverted; and it cannot but incite the combined army of Northern Gerirtany to deeds of distin- guished heroism, when tliev reflect that tliev fight for the liberty of. all Europe, and the peace of the whole world. Some further French Papers to the 28lh ult. have been received in town. They still maintain a profound silence as to the Declaration of War by Austria against France; but private accounts from the French capital say, that the fact was well known there, and reports were in circulation that some serious reverses had been sustained bv the French arms. To counteract the9e rumours, Savory, the Minister of the Police, had thought it necessary to publish a sort of Bulletin, of which the following is said to be a copy :— " The Emperor was at Lowenberg on the 21 st. The enemy's tronps had suffered much, particularly the corps of General Langeron, com. posed of five divisions. The total amount of the force under the com- mand of the Crown Prince is one hundred and ten thousand effective men. London, Friday, Sept. 3. PARIS Papers to the 31st ult. were received in town this morning;. Thev contain i » o Bul- letin or Report from Bonaparte himself; but a Letter from Count Daru, the Secretary of State, to the Minister at War, dated Goerlitz the 24tb ult. announces the renewal of active operations Bonaparte, it is said, was too much occupied to write, lire allied Army in Silesia is vaguely stated to have been beaten and repulsed to a dis- tance, and the passes of Bohemia to have been occupied and fortified ; but no mention is made of any general action having taken place, from which it is clear, that the Bulletin of Savary, serted in another part of our Paper, must have been an imposition. We think, however, there can be little doubt that a great battle has been fought subsequent to the 24th. Davoust was ad- vancing in the direction of Berlin, which capital he was expected to reach on the 231 or 24th. We know, however, that the Crown Prince of Sweden, with an army of !> 0,000 men, had ad- vanced to the defence of Berlin; and that Davoust must have defeated that army before he could make his entrance into the Prussian capital. That Bonaparte will endeavour to strike a blow in that quarter is highly probable. The fate of the for- tresses which he holds upon the Oder, and that of Dantzic, depends upon his being able to relieve thein, and he will make a violent effort for thi purpose; but even should the Crown Prince be compelled to retreat, Bonaparte will increase h danger the further he removes from his re- sources. The Austrian army, by a movement on his rear, may compel liini to fall back, in spite of any advantages which he may have gained at the re- comurencement of the campaign. The French Papers contain no intelligence from the Peninsula. Reported Defeat of the French.— A letter has been received this morning from Deal, stating the arrival of tbe Active cutter in the Downs, from the squadron off Flushing. She is said to bring aecounrs. that, previous to her sailing, some. Dutch fishing boats had been alongside the Impregnable, Adm. Young's flag ship, and communicated the intelligence that an engagement had taken place between the allied armies and the French, in which the latter bid sustained a loss of 10,000 men. No , date or place were mentioned ; but it is added, that ( luring the engagement the Emperors of Russia and Austria, and the King of Prussia, were present. Yesterday arrived a mail from Cadiz, with letters and papers to the 28th July. The in- formation which they communicate on military matters possesses little either of novelty or interest. It is sormised that Catalonia is now about to become the principal theatre of war; but many rea « ons concur to persuade us, that the military operation, of the French ill that quarter cannot assume a sufiicient importance to prop, for any great length of time, the falling fortunes of their cause. Al- most ever since Murray's disgraceful flight before Suchet, the latter has been flying with still greater rapidity, though with more skill and prudence, before the united British and Spaniards. Our brave troops, led on by Lord W. Bentinck, and panting to remove the stain of their late failure, had hoped that thev would be able to come up with the boasting Frenchman at the passage of the Ebro j be, however, afforded them no oppor- tunity to try his strength there, but retired, burning and destroying every thing that could be converted to military use by his opponents, aud only leaving garrisons in Murviedro, Peniscola, and Tortosa, on his route. These fortresses of course will occupy a certain portion of the Spanish army iu their blockade or reduction; but they have hitherto occasioned little or no obstacle to the movements of Lord VV. Bentinck, who, joined by several Spanish divisions, still presses on the retreiting forces of the French Commander. Even if the latter should face about, and endeavour to appear once more in the open field, his sphere of action will now be So limited as to afford little scope for extensive operations: and great hopes may be certainly entertained of seeing bint forced, ere long, to seek refuge behind the Eastern, as Joseph did behind the Western Pyreitnees. The scatteied garrisons will, intleed, serve to protract the warfare; but it will be only a petty disjointed struggle for insulated posts; whilst, in the mean time, the general population of the country will join on all sides in harassing the retreating enemy and giving support and assistance to the ad- vancing army of deli erers and friends. Indeed, the enthusiasm with which the English have been received at every town and village on their march from Alicant has been most truly gratifying, and is a iwlficient pledge of the zeal of the inhabitants irt the good cause,— a zeal, which, under proper direction, will enable them easily to maintain that freedom which is now so gloriously recovered for them. In the midst of these animating scenes, and whilst the whole, kingdom of Spain justly felicitates itself on the wonderful exploits of its protecting armies, it is a pity that any part of its attention should be called nflf to a matter of comparatively trivial concern. It seems that tbe Pope's Nuncio, who was so properly expelled from Spain for bis meddling' and officious interference with the acts of the Legislature, has thought proper to take up his residence in Portugal, at no great distance from the frontier. Tliii is a circumstance which might well have been passed over without notice. The'individual in question might have been suffered to sink quietly into oblivion, and not made of any further consequence by " discussions, trifling in them- selves, and drawing off the thoughts of the Spanish people from the important duties of providing for the defence and security of their liberated country. Much yet remains to be done in that respect : much in tbe formation and discipline of an effective army,— much in the cultivation and tiaiiRgement of the national resources. Indebted as they are to the great talents of the Marquis of Wellington, for tbe acquisition of their liberty and independence, they may owe him still more for its preservation, if, laying aside all frivolous disputes among themselves, they will take bis advice for their guidance,' and steadily tollow his pl, aii9 for the protection of Spain against any future irruption of its barbarous invaders. The present moment, indeed, is one in which all civilised nations ( for the French have lost their title to that distinction) should earnestly join ii the one great work of rebuilding the edifice oi rational European liberty. There should be a ruce with the petty squabbles of party and faction. In the well- chosen wordi of J: lie Crown Prince, " there might to exist only one will among hose nations that are determined to escape from shame and slavery." Coalitions of. the greater Powers have of late years fallen almost wholly II to disrepute, from the experience that they have seldom or never been founded in a true community of opinion and principle; but the severe and continued sufferings of the whole Continent, and the shameless and unbounded rapacity of its oppressor, has, we trust, at length obliterated ali scepticism, and silenced all selfish- less in this respect. Never was a league con- tracted mirier circumstances which more strongly warranted the good faith of all its parties, than that which in effect unites at the present moment the greater and tiie better part of Europe agairist Despot and a horde of slaves; and, judging from the terms which Austria last proposed as the br\ pis of her mediation, it must be owned that that Power, though the last to adopt the principles of the Confederacy, appears to have finally accetled to them without reserve; Those terms, are understood on good authority to have been the following:— 1. That the Duchy of Warsaw ( a mere engine of Bonaparte's intrigues) siould be abolished. 2. That the Prussian fortresses should be given up to their legitimate Sovereign. 3. That Dantzic should be evacuated by the French troops. 4. That Austria should be put in possession of the Illyrian Provinces. 5. That Hamburgh and Lubeck should be restored to their independence; and 6. that the Confederacy of the Rhine should be dissolved.— No Sovereign would have ventured to make such demands as iliese, but upon a full conviction that his own in- terest was inseparably connected with the inde- pendence of other Powers. If it had been pos- sible for Bonaparte to have agreed to them, then it might have been possible for liiin to live on tet'ms of fairness and equality with other crowned heads; hut if his rejection of them was next to a certainty, then Austria must have been prepared to encounter all the weight of his hostility, in de- fence of the common safety and independence of nations. . That Bonaparte's rejection of the Aus- trian ultimatum is exceedingly unpopular in France, cannot be doubted, Indeed, the reports of yesterday went so far as to assert, that serious disturbances had broken out in many pans of the Empire. However, little ought to be reckoned upon disaffection in France, whatever may be the case iu the annexed departments; but the lung silence of the French papers on the Austrian De- claration of War, coupled with the secret meet- iugs of the Senate, certainly indicate a more than usual degree of apprehension in the Tyrant, or a more than usual degree of. difficulty in his mea- sures. Letters from the French coast mention, as an undoubted fact, that the Government, in spite of all its declamations against paper money, is obliged to have recourse to that expedient, aud that an issue of fifty millions of francs is imme- diately to take place. The following paragraph is copied from the Glasgow Courier of Tuesday last; but the Admi- ralty have not received any such intelligence :— " We hear that a King's cutter, yesterday morning, standing into Iivine Bay, fired a gun lor a boat to come out. The Commander of the cutter stated, that the President American frigate had been captured by one of his Majesty's cruisers." The French Senate has had another cabal, and, it is whispered, are about to sanction the issue of Assignats to a great amount. But it may be greatly doubted whether the credit of the present Government of France will sustain any issue of paper money. The Firm is not very respectable, and there are some appearances which indicate the immediate bankruptcy of rhe chief partner, who has been long notorious for extensive gambling speculations, and the debasing of crowns. To the GROWERS of WHEAT.— The INFALLIBLTI ALKALY, a certain Preservative against Bunts he Wheat.— l'o those persons who have already made use of this preparation, it is unnecessary to say any" thing by way of recommendation, the advantages they have experienced from the use of il being such, that many of tliein have declared that they would not be without it, were it ten times the price it is sold nt; but to those who are unacquainted with its value, the following fact must necessarily prove, not only the efficacy, but the great utility^ iikewise of this preparation, which is calculated to preserve a species of grain from injury, that is not only the strongest nourishment but the prin- cipal support of man:— A few years ago, the inventor of this remedy tried an experiment upon 50 bushels of wheat, which was sown upon ' 20 acres, of land, in an open field; the flat it was sown upon lay nearly in the centre of 20l> acres of fallow, which was all sown vvitli wheat the same autumn. ' The flat on which the wheat prepared by this Alkaly was sown, was lean, old- going, tired land, far from being in a decent state of cultivation, having had no more than three or four ploughings, « liereas land for wheat ought to have at least six or seven. The 50 bushels of wheat were all in the ground by die 20th of Sep- tember; " it came up very even, and continued a fine healthful growth until it was fit for thesicklet he bunts were but few in number, as, upon a careful examination, by judicious people,- they could not discover more than 4 or 500 bunts in the whole 20 acres; whereas the adjoining flat, which was 12 acres, was nearly oiu half of it bunts lthough the seed with which both Hats were sown did not differ in any respect, except the preparation ; indeed, there was not a single land throughout the whole 200 acres that had escaped the ravages of this diminutive but destructive insect. A fiery meteor, of great brilliancy, passed over - Huntingdon, on tbe night of Tuesday se'nnight, about 12 o'clock.— It appeared to take its course towards the Riptyns. The crops of nil'kinds of grain have never been more luxurious than at the present year; several field-, in this neighbourhood have yielded 40 bushels per acre— an instance almost unprece- dented, the general average being about 20 bushels. The want of hands to get in the harvest on some parts of the coast is very distressing; in the vicinity of Budleigh and Exmouth a quantity of wheat has been lying on the ground upwards of a week without tbe farmers being able to procure a sufficient number of labourers to get it together.— Fleeter Gazette. One proof, in support of the general opinion of the unprecedented bountifulness of the present crops, we feel great pleasure in mentioning, and hope it will he as general as it is in this instance well authenticated.— Mr. Southwood, ofBathpool willing to ascertain the actual amount of rhe pro- duce' of twy acres of wheat " 111 his possession, last week caused it to be thrashed, and found it yield the uncommon quantity of 70 bushels ! This is nearly double the amount of an average crop.— Taunton Courier. Potatoes.— A Farming Correspondent informs , that it is « ell ascertained, and proved by documents tbe most unquestiorable, that the cause of CURLED Potatoes is from allowing the crab of the potatoe to remain on the plant; for when the crab litis been cut off, the future sets have always proved free from the curl, and vice versa, It is also necessary that the potatoes, foi sets, should be reaped before the stem is withered. — Another matter worthy of remark is, that a green potatoe top, cut oft" in June, at the lengtl of 0 to 8 inches, and pricked into the ground ii moist weather, will produce good potatoes in October.
