The trade for the Medi- terranean also sailed the same day. The Correspondence between Mr. Secretary Canning aud the Hon. David Erskine, and two Other sets of papers respecting America, vfere delivered, on Monday night, to the Members of the House of Commons. We have riot room to give even a sketch of theiu.— The last letter in the Correspondence is from Mr. Erskipe to the American Secretary Mr. Smith, ditcd 14th of August, 1809, which concludes thus :— " Under these circumstances, therefore, finding that I could not Obtain the recognitions specified in Mr. Canning's Dispatch of the 23d of January, which formed but. one part of his several instructions to me, in tbe formal manner required, I considered that it would b- tn vain lo lav before the Govern- ment of the United States the Dispatch in question, which I was at liberty to ha\ e done, in extenso, had I thought proper. But as I had such strong grounds for believing that the object of his Majesty's Government could be obtained, tllougo in a different manner, and the spirit at least of my instructions be fully complied with, I felt a thorough conviction upon ihv mind, that 1 should be acting in conformity with his Majesty's wishes, and accordingly concluded the late Provisional Agree- ment on his Majesty's behalf with the Government of the United States. A letter from Koniujdturgh says, the Kiug of Prussia was lo proceod on the 2ist int. to Paris. Tne object of this jouraey is not stated ; but it is reported that the Prussian dominions are to undergo still fur- ther changes, it is said, thai the whole of Branden- burg is to be given up by'his Prussian Majesty, hut that he is to receive ample indemnification in Austrian Gallicia, and other parts of Germany. The fashionable Papers tell us, that at the Queen's Drawing- room, on Thursday last, a gay widow uas thrown oil' her weeds, and burst forth iu all her former splendor. This seems a kind of advertisement, signify- ing that'she is again in the market ! On the 5th init. an Inquest was taken at Bradford oil the body of W. Smith, eleven years old, son ol Sarah Smith, who died in consequence of a wound received by means of an instrument used as a poker, which was . thrown by the mother, and stock in the bell of Pie. lad, from whom it was taken by his sister. The conflagration originated from a young m m firing at some rats in a passage, by which stra'V was set on fire. THURSDAY, FEBRUARY 15. VVe have received Spanish papers to the 93, and Portuguese to the 4 th instant; tile contents . of which are of considerable importance. It appears, that the French, having united a. strong force" at Alm. vden, pen- etrated, in that direction, throjgh tile Sierra Alorena to Cordova, from which, however, according to oue ac- count, they were driven back; but it is stated, in a Lisbon paper of the Ut, as a well- kuown fact, lliat; the towu had capitulated. Cordova is only 75 miles . V. E. of Seville, and the Duke of Albuquerque, apprized ; of tne enemy's approach, advanced, by forced marches, and with his cavalry attacked the van of Victor's army at Ecija, aud dislodged them from that place : Ecija is in the line between Seville and Cordova, and within about 50 miles of the former city. The account of tbe defeat of- the French at Ecija, if true, is decisive of me near approach to Seville. Tue inhabitants of' that city, as well as those of the whole proviuce of \ ndalusia, arc, however, represented in the papers full of spirits apd confidence, but these statements may be intended as tho means to prevent despondency a id confusion, and not a true picture of the real state of the public mind.— lie- port, last evening, stated, that the French had actually entered Seville. The Lady Arabella packet is arrived at Falmouth, with mails from Jamaica, after a passage of 49 days. On the 3d, a message was delivered in the Senate, from the President, iu which he asserts the necessity of assuming a stronger attitude in the present critical state of affairs, in relation to the belligerent powers of Europe. For this purpose ho recommends the organization of an extraordinary military force of 20,000 men, in addition to the militia, which is to be placed in a state of greater efficiency than at present, . and also of the marine force, which is to he equipped and rendered fit for actual service.— Congress has voted 750,000 Dollars for the objects specified.— The consideration of the resolution of the Senate, approving the conduct of the Executive, respecting Mr. Jackson, was resumed in the House of Repre- sentatives oa the 3d, and at half past five tne fol- lowing morning, the resolution was passed and read a third time, upon a division, Ayes, 7 2— Noes, 41. Kerr, has captured Le Gascon, Trench privateer, of 16 guns, and 113 men, out two days from Kayonne, vithout making any prize.—- The Narcissus frigate, the Hon. Capt Avlmer, has captured two French privateers, viz. Dnguav Trouin, of J4- guns, and 75 men ; and Aimable Josephine, of 14 guns, and T05 men; a brig which had bfen captured by the former, has also been taken by the Narcissus.—- Gazelle. Letters from Holland, of the 8th inst. state, that the whole of that kingdom is to become subject to the laws of France, which are to be administered in the same manner as those by which the government of Tus< any is regulated. Letter* of the 5th inst. from Cadiz were received this day, which disclose the hopes and fears entertained by the inha- bitants in Consequence of the approximation of the French to that place. • The enemy is described to be in Xeres, Alcano, Grenada, Fort St.. Mary, and intact in possession of every place of consequence, except Cadiz itself. The Gover- vernor, aided by the inhabitants were preparing for the stoutest resistance, and it is declared on all sides, that the fall of Cadiz shall not be less gloiious than those of Saragossa or Getona. Licences have been extended to corn ships coming from the enemy's ports, some a month, and others five weeks, according to the distance they have to come. The oiercing shrieks which followed this catastrophe from the oersons who wereentering the church, but escaped, with the crash of the ruins,, drew a large concourse of people to th* spot, who, notwithstanding the menacing appearance of tin- remaining part of the tHtoer and the roof, instantly began and continued their exertions till all the . bodies were extricated — The ringers all escaped, but a boy wi'h them was killed. Thev were alarmed bv a stone falling upon one of the bells which stopped its swing. They ran out, and in a moment ihe bells, beams, and upper floors, fell to the bottom of the tower. Their escape would have been impossible bad not the belfrey been upon the ground floor.— The Rev. L. Pughe, the minister of the day, was just entering the church, but was stopped a few seconds by the children, which probably saved his life ; and the Rev. K. Roughsedge, the rector, was preser- ved, by happening to go round a part, of the church instead of through it.— A person of the name of Martin providentially escaped unhurt in his pew, whilst the seats around him were crushed to pieces. In the afternoon heieturned public thanks to the A'mighty for his preservation, iu St. Peter's church.— J. Brandreth, one of the singers, was in the gallery when the organ and the front of the gallery were crushed down. He fell with the ruins, and was preserved by the timbers falling cross- wise, and supporting the weight over him, and was dug out with only a slight cut on his forehead— It appears that the old part of the tower had been erected 430 years— and that a new upper part had been injudiciously built upon it iu the year 1745. Mr. WABPLR rose, in pursuance of notice, to move for cer- tain papers for the purpose - of disclosing abuses in the civil department of tl. e navy, and in the hatrack department. His object was, to improve the Biluatton of a laige body of estimable men who officiated as elerks in these departments, and to pieicut in futme certain abuses, which he pledged himself to prove at prrsent existed. A short time ago he was applied toby a person of the name of 15utt, who had been a clerk in the navy office, and who represented his east to him, which ceriainly appeared to htm a very extraordinary one. Tliij gentleman had miginally purchased his situation in the navy office; and on his retirement he had mired that some equivalent should be given iiim for tbe purchase wli'cli he had made. Oil this subject he had cories| H) oded with trie Lotds of the Admiralty, slid for this correspondence he now meant to move. Mr. Wardle then mentioned several instances of abuse in the Banack Board. Suicide.— On Thursday hist, a melancholy circumstance hapnened near the village of Llanymynech, in this county. A labouring man in Ihe lime quarries, near that place, had long been suspected of stealing the workmen's tools after they h id left work, aud a spade aud some deal planks, with various other articles, being lately missing, the owner offeied a reward for the detection of the offender. The spade, w hich was maiked, was soon after ottered for sale by tiic suspected peisou, and detained till further enquiry. Company's troops, ] feel it my doty to enter into minutely ; trusting that the names of those excellent officers, whom it has been mv paiti- cular good fortune to have had the honour to command, may be noticed, in proportion to tbe great national service which they have performed, arid the honour acquired by his Majesty's and tbe Hon. Company's troops, in an attack upon the town, batteries, posts, and shipping of St. Paul's.— His Majesty's j ship's La Neiei. de and Otter, " and the Hon. Company's cruizer '• Wasp, with 568 officers and men, who were embarked on the YfiW'fSStant at Fort Duncan, Isle of Roderiqoes, arrived off Fort Louis Isle of France, on the evening of the 18th, and joined hii Majesty's ship Raisonable, Commodore Rowley, and Sirius ;' early the next morning, the 19th, the seamen and troops destined for the attack, amounting to 4() 4, were, ac- cording to an arrangement made by Captain Corbett, put on hoard the Nereide, and towards evening, the squadron stood for the Isle of BftUrbon ; on the morning of the 20th being off the east end of the: Island.— At five A. M. on the 23d inst. the troops were disetiribaiked to the southward of Point de Calotte, seven miles from St. Paul's, and immediately com- menced a forced march, with a view of crossing the causeways that extend over the lake, before the enemy could discover our debarkation or approach tothe town, which we were for- tunate enough to effect; nor hail thev time to form in any force until we had passed " the strongest position. By seven o'clock we Were in possession of the first and second batteries, Lambonsiere and La Centiere"; when Captain Willoughby of the royal navy, who commanded a detachment of about a hundred seamen on shore, and to whose zeal, activity, and exertions I feel much indebted, . immediately turned the gun„ upon the enemy's shipping, from whose fire, which was chiefly grape, and well directed, within pistol- shot of the shore, we suffered much, being necessarily exposed to it during our movements upon the beach, and through the town. From the battery La Centiere, Captain Imlflck was detached with the second column, composed of one. hundred- and forty. two of the second battalion of the 21 regiment of Bombay native infantry, and 32 Europeans, to take possession of the 3d, or oattery of La. Neuf, deseited by the enemy. " Oil his Way thither, he fell in with and was opposed by the entire force of the French, who had concentrated, and taken up a veiy strong position behind a stone- wall, with eifiht biass field- pieces, 6 pounders, upon their flanks. This post was instantly charged in the mo- t gallant manner bv that officer and his men. The enemy, however, maintained their position, and Capt. Hanlior, of the 56th regiment, was ordered to proceed with the third column to his support, who charged and took . two uf the enemy's guns. The action now became w. artn, but Clever doubtful. The enemy being reinforced from the hills, and having also received 110 troops of the line from the French fiigate La Caroline, and the squadron not being able to stand in to support us, our movements being endangered • by their fire, except at intervals, which they always took ad- vantage of, Capt. Willoughby was diiected to spike the guns of Lambousiere, and La Centiere, and with the seamen to man the third battery La Neuf, continuing tq fire upon their shipping. By this arrangement Capt. Forbes, who with the reserve had coveted those batteries, was enabled to advance against the enemy, who, after an honourable'resistance, was compelled to give way ; their remaining guns being carried by that excellent Officer; a sufficient number of men were ordered to act as light troops, and to pursue the enemy, whilst the third column, with part of the reserve, advanced - against the 4th and 5th batteries, La Pierre and La Caserne, which fell into our hands without opposition, and whose entire - fire was immediately directed against our shipping. Bj half- past eight o'clock, the town, batteries, magazines, eight brass field- pieces, one hundred and seventeen new and heavy iron guns, of different calibres, and all the public stores, were ill our possession, with several prisoners. The instant that the squadron perceived that the object iu landing had succeeded, and that they could, with safety to the troops, stand in effec- tually, they immediately anchored close to tbe enemy's shipping, which af er a short fifing surrendered. The entire of the enemy's batteries being destroyed, and the town completely commanded by our squadron, the troops were re- embarked by eight o'clock the same evening. On the 22d, late in the evening, the enemy appeared in $ ome fotce upon, the hills, and a heavy column was observed advancing fiom St. Denis, which I since understand to have been under the immediate command, of Gen. Des Brusleys; the Commodore and myself now agreed upon the propriety of landing a sufficient force to destroy all public property; and accordingly the marines, with a few sailors under Capt. ( Willowhby, weie ordered upon this service, when I had an opportunity of again witnessing the steadiness and good conduct cf the seamen and royal marines, who effectually burnt an extensive government store of considerable value; . the remaining stores were only saved from some doubt existing respecting their being public property.— On the morning of • the 23d, the entire force was put in boats to re- laud and attack the enemy, whose retreat, however, to St. Denis, during the night, prevented the necessity of any further debaikation.— The Commandant, St. Michiel, being disposed to enter into negotiations, witlrt the concurrence of Commodore Rowley the preliminary articles were drawn up, a copy of which is en- closed ; and the Commandunt accompanying me oil board Ins Majesty's fhip Ruisonnable, they weie signed, subject to the confirmation or rejection of , the Commauder in Chief, Gen. de Brusleys. On the 24tb, all the remaining public stores were delivered over by the head of the police, and fatigue parties from the squadron and trooi> s were ordered to embark them on board the Hon. Company'is re- captured ship Strcaiham, which, together with the Europe, were placed under the mders of their foicner Commanders. IT has been asserted from respectable authority, that a great majority of cases of epilepsy are incurable by any remedy that has yet been discovered. The Epilepsy often attacks suddenly and without giving any warning j bat is more Irequently preceded by a pain in the head, lassitude, some disturbance of the senses, uncju et sleep, unusual dread, dimness of sight, a noiae in the ears, palpitation of the heart, coldness of tiie joints, and in some there is a sensation of formication, or of cold air, & c. ascending from the lower extremities towards the head. In the fit, the patients fall suddenly to the ground ( whence the name of the falling sickness) frequently with a violent cry.— The thumbs are shut up close in the palms of the hands, and are with difficulty taken out; the eyes are distorted, so that nothing but the whites are to be seen : ail sensa'. ion is suspended,' insomuch that by no smell, noise, or otherwise, nor even by pinching the body, can they be brought to themselves : they froth at the mouth, with a hissjng kind of noise, the tongue is frequently lacerated by the teeth, and there is a violent convulsive motion of the arms and legs. Sometimes, however, the limbs, instead of being agitated by convulsive motions, are all still", and the patients are as immove- able as a statue. At length there is a remission of the sympioms, and the patients recover after a logger or shorter interval, when they complain of a pain, torpor, or heaviness of the heudj with a lassitude of all the joints. The disease will attack strong as well as weak people, and in those who are subject to it, any considerable excess in drinking, violent passion1, & c. will in general bring Oh a fit. Some have epileptic pa'roxysms returning periodically after considerable intervals, and the disease has been thought to have some dependence ou the phases of the moon.-—( Vide the Edinburgh practice of Physic and Surgery.)— When the epilepsy attacks persons about their ^ lst year, and the fits continue to grow more frequent, the animal functions arc often destroyed as well as those of the mind, and the patient be- comes helpless and foolish. Sometimes it will termrnate m melan- choly or madness, and sometimes in a mortal Apoplexy or palsy.
