Uos. 14 & 15.] ON FEES, GRATUITIES, & c—( Pod- Office.) balance of errors discovered in favour of the Revenue, to the amount of f. 7, r7r 1 8* The greater part of this sum arose from the Irish Account having been credited fince the c bbl fi - ioltage on Brmffi Letters mis- sent to the country parts of Ireland returned to London and with the Bntiffi Rebates made by Deputy Postmasters. These sums were conftanriy cL " d to the Account of the British Post Office, and thereby repaid to the Irish Revenue, wShe Tt0, u", ude them r the cred; 5 of Account, operated as an undue charge aga nft the Iriffi Revenue and to its consequent diminution. These errors came to be com- mitted by following the printed Accounts originally laid down for the Office, in which there y/ as no head for making fuch deductions, nor was there any system of proof applicable to thefe Accounts. The Poftage on mif- fent Letters credited as aforesaid, from Auguft 1704 to 5th January 1805, amounted to _____ r „ * ' £ And the Britiffi Rebates credited during the same period amount- ed to - ~ 4) 949 7 Making a total, overcharged under the two aforesaid heads against the Iriffi Revenue, of - _ £. 6,152 ,6 10 A variety ot other errors were difcovercd, and in some instances to confiderable amounts; and the refult was, that in the general Account of the Irish Post Office made up for the quarter^ ending 5th January 1806, a fum of ^. 7,571 1 was placed to the debit of the Office in favour ot the Revenue, to which amount cafli had accumulated in the hands of the Treafurer - beyond what he appeared from the general Account to be charged with. Fred. Geale, John Murphy. Robert Alexander, Cha. Stewart Hawthorne, John Hamilton. No. 15. The Examination of Mr. MAURICE CRAMER taken upon Oath, the 7th of March and 21ft of April 1809. This Examinant saith, That he is a Clerk in the Accountant General's Office. It is his duty to keep the Accounts of the Deputy Postmasters of Ireland for the ift, 2d, and 3d divifions, and that of the Win- dow- man for the Postage on Letters post- paid in Dublin. The Accounts of the 4th, 5th, and 6th divifions are kept by another Clerk in the Accountant General's Office. Examinant receives monthly an Account from the Letter Bill Office, ftating the total amount of general and poft paid Postage to be charged against each Post Town, alfo a Monthly Account from the Bye Letter Office, stating the total amount of the Crofs- road general Poftage, and poftpaidPcftage to be charged against each Post Town, and a Quarterly Return from Waterford and Donag- hadee, ftating the amount of Postage on British Letters chargeable againft each Poft Town. Thefe feveral charges he enters on the debit fide of a Quarterly Account kept in his Ledger for each Poft Town. For the difcharge fide he receives Quarterly Accounts from the Secre- tary, ftating the fums to be allowed to each Poft Town for riding work, falary, exprefles, incidents, and ffiip letters. From the Dead Letter Office quarterly, an Account of the fums to be allowed to each Post Town for general Letters, and bye Letters returned, including overcharged covers, See. and from the Remittance Clerk, who is a Clerk in the Secretary's Office, a Weekly Account, which is neither totalled nor figned, of the fums to be credited to each Poft Town for cash received and bills paid during the week ; thefe laft- mentioned fums he enters in an Account opened for each Poft Town, in the Accountant General's caffi- book. At the clofe of the quarter the Cash Accounts are totalled, and the amount of each, together with the allowances above- mentioned, under their rcfpecHve heads, are entered on the credit fide of the Quarterly Account. A balance is then ftruck, which if to the^ debit of the Poftrnafter, always includes the unpaid bills remitted by him, and lodged by the Treafurer in " the Bank ; this balance forms the firft article on the debit or credit fide, as the cafe may be, of the fucceeding Quarter's Account. A copy of this Quarterly Account is, after the clofe of the quarter, " furnished to the Deputy Poftmafter, who points out any error that may exift therein, which, if satisfactorily shewn, is con- efted in the fucceeding Quarter's Account. The Accountant General fhould return weekly to the Secretary an Account of the fums remaining due by the feveral Deputies for the balances ftruck againft them at the clofe of the preceding quarter, but this Return is only mwle occafionally, and no other Return of the ftate of the balances, unlefs particularly required, is made for the information of the Poftmafters General The Window- man, in the Paid Letter Office, returns weekly to the Accountant Gener- l' an Account of his receipts for post- paid Letters during the week, and of the fevcral n- vment's made thereout, together with the Vouchors for fuch payments.
