Nos. 9, io.] ON FEES, GRATUITIES, & c.—( Post- Office.) No. 9, 35 The MATURIN: Examination of Mr. 28th of February, 21ft and 24th of April 1809. This Examinant faith, That he is Principal of the Paid Letter Office, the bufinefs of which confifts of two branches, that had been previous to January 1808 tranfaaed in diftind Offices; one relates to the delivery of Letters at the Alphabet to the Public Offices, or fuch individuals as defire to receive their Letters at the Poft Office; the other to the receipt of the Poftage on poft- paid Letters, and the feveral payments made thereout. The Inland Office delivers daily to the Alphabet, all inward Letters belonging to its delivery ; the Poftage charged on fuch Letters is immediately compared with the amount ftated by that Office, and any inaccuracy appearing therein is forthwith corrected ; in like manner Britifh Letters received are delivered to the Alphabet from the Britiffi Mail Office. Examinant keeps Accounts with the feveral Public Offices, as well as individuals, for the Poftage on their Letters delivered at the Alphabet; but an Account of the Poftage charge- able againft that delivery, is made up to the Monday inclufive in every week, and furnifhed weekly by the Accountant General to the Treafurer, to whom the full amount is paid by Examinant on the Monday fucceeding. The Poftage on poft- paid Letters is received at a fmall window from the perfon tendering the Letter, who ftands on the outfide, without any means of obferving what pafies within. On the Letter, the Poftage and the words pojl- paid are marked, and an entry made in a book of the name of the perfon to whom the Letter is directed, the place to which, and the amount of the Poftage received. Examinant keeps Accounts with the Boards of Cuftoms and Excife, the Commiffary General, and the Barrack Board, for the Poftage on their Letters outwards, the amount of which is not paid at the window, but the Letters being marked in like manner as thofe there received, the total amount of Poftage is entered in the book above- mentioned, under the head of the department to which the Letters belong. At the clofe of the evening all Inland and Britilh, or Foreign poft- paid Letters, are delivered to the Inland and Britifh Mail Offices refpec- tively, accompanied by a Docket, fpecifying to the Inland Office the number and amount of Poftage charged on the Letters, and to the British Mail Office the amount only. Each Public Office generally marks its Letters with the nams or initials of the Office, and fends with them a Docket containing the number intended to be poft- paid, diftinguilhing the Englifh from the Iriffi Letters; on this Docket is marked the total amount of the Poftage, which is entered to the debit of the Office. Examinant makes various payments out of the poft- paid Letter receipt, viz. for Iriffi and Englifh Rebates, being allowances on over- charged Letters; for takings off, being the Poftage paid to the Letter Carriers for Letters returned by them, in confequence of the perfons to whom addreffed not being in Dublin; for Infolvent or Dead Letters, being the Poftage on Letters refufed, or where the perfons to whom addreffed are unknown ; for Ship Letters, being an allowance of id. paid to the mafters of veffels for each Letter brought br them on board fhip, and delivered at the Poft Office ; for landing Mails, being an allowance to perfons bringing the Mails to the Poft Office, when they happened to be landed at a diftance from Dublin ; and for petty incidents. Examinant makes up an Account weekly of his receipts for poft- paid Letters, taking cred't for the feveral payments made thereout. This Account is examined and checked by the Accountant General, to whom the Vouchers for the payments are produced, and who makes out and fends to the Treafurer a Docket of the balance due by Examinant. This balance Examinant pays to the Treafurer. The Account, together with the Vouchers, except thofe for the Englifh Rebates, which are deposited in the Dead Letter Office, remain in the Office of the Accountant General. J. S. Rochfort, Fred. This Examinant faith, . _ . .. r ,. , That he is Superintendant of the Bye and Dead Letter Office, the duties of which were until the laft year executed in two distinct Offices. As Superintendant of Bye Letters, it is his duty to check and controul the Deputy Postmasters in their management of the Bye and Crofs Road Letters, which are such Inland Letters as pass from any one 1 oft Town to another without going through Dublin, the Postage whereof, as well as all allowances on fuch Letters, are to be kept diftinft from such as pass to, from, or through the General Poft Office. + 5 Each < 1 1 in 1 I
