SUPPLEMENT Id the Ninth Report of the [ Appendix, for tire firft time to fufpeft that there exifted i'orae grofs milinanagcment ( to fay no vvorfe of it) m the mode of conducting their refpe£ ive Roads; and impretfed me with the neceihty of inftituting a minute enquiry, 1: 1 order to afcertain, if poffihie, the emoluments derived by theie Officers tor the laft year. The circulation of Papers is confined to the following Prints: viz. Daily Papers: Correspondent Hibernian Journal Freeman's Journal Saunders. Three Day Papers: Evening Post Evening Herald Hibernian Telegraph Dublin Journal Irish Packet Weekly Messenger. Of thefe ten prints the circulation is chiefly engrossed by the Correspondent, Evening • . Post, Dublin Journal, Freeman's Journal, and Telegraph, and to their Proprietors, as well as *! iofe of the remaining Papers, 1 immediately wrote in your Lordships name, requesting that each fhould furnifh me with an account of the number of Papers furnished to, and the amount paid by each Cierk of the Road for one year ending the 5th January laft, in order that I might be enabled, with thefe Documents in my polieffion, to determine with what juftice the Revenue was called upon to reimburfe for the alledged deficiencies of that year in the profits of the Roads. I am sorry to ftate, that, with the exception of two. Editors, I found it a difficult matte' to obtain from any the information, and with the majority 1 have altogether failed, refusing A> r pretending that they cannot furnish me with the aelired Returns. From such as have furnished me with the Returns, I am concerned to be obliged to ftate, that the result only tends to augment, in a considerable degree, the lufpicions previoufly ex- • cited in my mind, by the information obtained from the Inland Office. " Without entering into farther particulars or details, your Lordships, I prefume, will be enabled to judge of the grounds 011 which these suspicions rest, from tiie annexed Statement, founded 0: 1 Returns in my pofleflion, of the number of Papers purchafed from a very limited proportion of the Editors, and the profit produced to the Clerks of t e Roads, be- tween the years of 1808 and 1809. hi submitting to your Lordships this Statement, I con- ceive it to be unnecellary, towards establishing the point 1 had in view in inftiiutmg my eoouiry, to make any comment, or to do more than, 111 leaving, the luhjedt in your Lordfhips hands, to subscribe myself, My Lords, your most faithful, The Earls and very respectful servant, O'Neil and Clancarty.
