The want of a strong Administration, the members thereof working cor- dially and ably together, is a most grievous misfor- tune if considered either as it affects our domestic policy or foreign relations;— but particularly the latter, as whatever negociaiions may have com- menced, must remain suspended, until the diffe- rent Cabinets ascertain the principles upon which siisctssors of the late Ministers propose to act.
