SPECIAL NOTICE Attention is directed to the notices which appeared in the Police Gazette of 11th and 15th December, 1922, with respect to the supply of copies of Supplement A of the Police Gazette for 1923. Chief Officers of Police, who have not already notified the Commissioner of Police of the number of copies required for the current year, will oblige by doing so at their early convenience. In the meantime the same number of copies will be supplied as heretofore. = DOUBTFUL TRADERS & SWINDLERS. THE FOLLOWING List of Doubtful Traders and Swindlers is inserted for the information of Police. Complaints are frequently received, but no action can be taken against the offenders unless process is first obtained by persons defrauded :— 1.— Universal Trading Co. ( Bargain Watch Co.).— Williams & Lloyd— carry on so- called puzzle competitions as a means of inducing the public to purchase watches and chains of a trumpery nature. Many complaints received. ( No. 53078.) 2.— Davis & Co., aliases Allen & Co., 9, Peckham Park- road, and Alfred & Co., 26, Denmark- hill, S. E., and other addresses in various parts of London, pawnbrokers and jewellers. They adver- tise unredeemed pledges at very low prices ; but the articles usually turn out to be of inferior quality.— POLICE GAZETTE, 7th November, 1902, ( No. 50637.) 3.— The Empire Ring Co. ( E. Purdon, Ltd.), The Premium Watch Co., The Stockwell Watch Co.— Carried on by a man known as Charles Lewis, who inserts misleading advertisements as to the class of goods offered for purchase by instalments. Numerous complaints have been received from persons who consider that their money has been obtained from them by false pretences. ( No. 70631.) 4.— Beatrice Estelle, or Madam Evelyn, Andrews, & C., 121, Abbeville- road, Clapham park, S. W., 36, Castle- street, Luton, and other addresses. — Man named Sam Woolf also uses this name, buys second- hand clothing at sale rooms and advertises as lady's- maid with'ladies' clothing for disposal. Many complaints of unsatisfactory transactions have been received. Beatrice Andrews has been convicted. ( No. 50812). 2 THE POLICE GAZETTE. Monday, January 1, 1923. DOUBTFUL TRADERS— continued. 5.— Gold Brick Swindle.— Swindlers write from America to relations of lately deceased persons, stating that the deceased had assisted writer to start a business ( generally gold prospecting), that the business has prospered, and he is desirous of handing a share of the profits to his benefactor or family. Correspondence ensues, and finally an advance of money is requested upon the security of a bar of gold. The bar of gold is really brass.— POLICE GAZETTE, 7th March, 1902. ( No. 57235.) 6.— The Gordon Memorial Day Nursery and The Shaftesbury Memorial, Shoe Black Brigade for the Homeless, Destitute, Deaf, Dumb and Crippled Boys, 154 Denmark- street, St. George's- in- the- East.—- Conducted by Andrew McLaglen, who poses as a Bishop He now resides at Mona House, Grove- park- terrace, Chiswick. It has not yet been found possible to sustain a criminal prosecution.— POLICE GAZETTE, 26th January, 1906, and 24th August, 1906. ( No. 33434.) 7.— Hamburg Lotteries. — These and other foreign lotteries are illegal, and the Police will give no assistance or advice to persons who meddle with them.— POLICE GAZETTE, 25th November, 1898. ( Gen. Regy.) 8.— Kew Trading Association, 16, Victoria Parade, Kew.— Many complaints reach Police because of the misleading nature of its advertise ments. Nothing has been ascertained to justify Police action. ( No. 51149.) 9.— Henry Maynard, 335, Bethnal- green- road, London, E.— A livestock dealer concerning whom numerous complaints have been received during the past nine years. Transactions usually settled satisfactorily only after repeated reminders. ( G. R. No. 462491.) 10.- George Scrimshaw, using the names of Mrs. Clayton, W. Francis, W. Johnson and Morris, and the addresses, 3, Omega- terrace, and 129, King's- road, Chelsea, answers advertisements for the sale or purchase of dogs. His transactions are unsatisfactory, but in some few cases he appears to pay for dogs obtained, and to send dogs for money received. A number of complaints are received. He has been convicted. ( C. I. D., No. 60947.) 11. Spanish Swindle.— This fraud has many phases, the most common being a sum of money either buried in the ground or impounded some- where on account of debt, which, on being released, is to be divided between the swindler or his orphan daughter and the dupe.— POLICE GAZETTE, 21st October, 1898. ( No. 19493.) 12.— D. Stevens or Davies or Harris, & c., The Laurels, West Drayton, Middlesex.— Dealer in birds, which he advertises for sale, but fails to upply for some time. Usually makes excuse that s orders arrive faster than he can satisfy them. ( No. 50691.) 13.— Stramonium Cigarette ; Cement & Marking Ink Fraud.— The swindlers call upon shopkeepers and induce them to become agents for the sale of Stramonium, Bronchial and other cigarettes, marking inks and cement.— POLICE GAZETTE, 2nd May, 1902, and 16th October, 1908. ( No. 50656.) 14.— Varney, 40, Angel- lane, Stratford.— Some- times advertises in the names of Hummel and Goodwin. Deals in live stock, & c. Very dilatory in his business methods, and makes plausible excuses when complaints are received. ( No. 51149.) 15.— Mrs. A. Williams, Bramwoods Farm, Highwood, Chelmsford.— Advertises pigs, poultry, rabbits, etc., for sale, describing them as clean, healthy, etc. Very seldom has them in possession. Accepts orders from persons residing at long distances, scours the district to find animals or birds, which are generally inferior to those adver- tised. Very dilatory. Numerous complaints received of unsatisfactory dealings. Money is returned if pressure is brought to bear on her. 16.— Thomas Williams, Robert Williams, Arthur Williams and Thomas Whittaker, all of Twites Farm, Blackmore, Ingatestone, Essex. Advertise pigs, poultry and rabbits for sale, describing them as strong, healthy, etc. Very seldom have them in possession, accept orders from persons residing at a long distance and supply animals or birds which are infer* or to those advertised. Are very dilatory, and numerous complaints of unsatisfactory transactions have been received. Money is returned if pressure is- brought to bear on them. The name Williams is usually used when adver- tising pigs, and Whittaker in respect of the poultry and rabbits. NOTE. For the information of Police and for their guidance, it is to be noted that there is a tendency among certain doubtful traders to dispose of the letters they receive in answer to their advertisements to other doubtful traders, either by sale or exchange. The signature is then cut from each letter, affixed to an artfully worded circular and sent to the writer. The recipient frequently writes Police to enquire how his or her signature came into possession of sender, or suggesting that it has been forged. Very many, however, seeing their own signature, imagine- that the firm is genuine, and so are easily deceived. Monday, January 1, 1923. THE POLICE GAZETTE. 3 APPREHENSIONS SOUGHT. Native of Lampeter. Pre. con. of minor offences at PONTYPRIDD and PORTH Inf. to above office. 18.— D Division.— For obtaining lubricating oil and grease by false pretences.— Harold Weston, aliases J. Bains and J. Williamson, b. 1876, 5ft. 9in., stout build, h. and moustache ( heavy) brown, walks with slight stoop ; dress, grey dk. overcoat, It. trilby hat, grey striped trousers, brown boots ( heavy). Orders by post goods which he roceives at an accomodation address ' and then disposes of same as soon as possible. Warrant issued. Inf. to C. R. O. DORSETSHIRE. 19. Sherborne ( Co.).— For leaving his wife and child chargeable to Union, since 13th Nov.— Tom Gale, b. 1897, 5ft. 9 or 10in., c. pale, h. very dk. brown, e. dk., crucifix tattooed one arm, horseshoe on other ; dress, brown clothes and grey cap. May be collecting rags, bones, etc. Warrant issued. Inf. to Supt. Barrett, Sherborne. ESSEX. 20.— Clacton- on- Sea ( Co.).— For embezzling £ 124 8s. 3d., at Manningtree, 22nd ult.— Arthur Fuller, b. 1872 to 1874, 5ft. 7in., proportionate build, c. sallow, h. and moustache It. brown ( turning grey), e. grey, stooping gait, reserved disposition ; dress, grey coat and vest, dk. trousers, dk. grey overcoat, dirty green trilby hat, linen collar and front, dk. tie. An insurance agont; native of Little Bentley, Essex. Absconded with above amount received by him on behalf of the Red Lion Loan Club. Warrant issued. Inf. to Supt. Phillibrown, Clacton- on- Sea. FLINTSHIRE. 21.— Rhyl ( Co.).— For obtaining credit to value of £ 5 15s. 9d. by false pretences, between 23rd and 26th ult.— Roger Blair, b. about 1890, about 5ft. 6in., medium build, h. It. brown, e. dk., clean shaven, aquiline nose, well spoken and appeared well educated ; dress, dk. suit with pin stripe, dk. blue nap cloth overcoat with velvet collar, white double collar, dk. tie, white muffler, grey or fawn trilby hat ( believed velour), dk. brown shoes, carried an attache- case. Stayed at hotel for three days and absconded with out paying his bill. Is believed to have stayed at another hotel at Penmaenmawr on 27th ult., and absconded same day after stealing new white linen shirt with silk pleated front and double silk cuffs, and pair rolled gold cuff- links. HAMPSHIRE. 22.— Southampton ( Boro.).— For stealing £ 11. — Albert Edward Jones, alias Jefferys, b. about 1867, 5ft. llin., c. fresh, h. iron- grey, moustache, walks erectly ; dress, grey suit, wears silver dis- chaige badge. Warrant issued. Inf. to the C. C., Southampton. LANCASHIRE. 23.— Old Trafford ( Co.).— Jane Phillips, Case No. 76, 27- 12- 22, is identical with Jane Howell, C. R. O. No. 22990- 17, b. 1884, 5ft. 2in., c. pale, h. dk. brown, e. blue. A charwoman ; native of Tunstall. Pre. con. of larceny at LONGTON, OLDHAM ( Jane Howell) and HANLEY ( Jane Howall). Warrant issued.
