CONFIDENTIAL. Supplement B. THE POLICE GAZETTE FRIDAY, AUGUST 21, 1914. No. 34, VOL. 1. Convicts on Licence, persons under Police Supervision and others whose apprehensions are sought for failing to comply with the requirements of the Prevention of Crimes Acts, and the Prisoners ( Temporary Discharge for 111 Health) Act, 1913. Those bearing names marked thus * are Licence Holders, and should produce their licences. The first condition of a licence is that the holder shall preserve it and produce it when called upon by a Magistrate or Police Officer; but it should be distinctly understood that a Licence Holder is not required to carry his licence upon him. Before preferring a charge of failing to produce a licence, it should be ascertained what the defaulter has to say, vide Sec. 5, Sub- sec. 1, 27 & 28 Vict., cap. 47, which requires a Licence Holder to produce his licence or show some reasonable excuse why he does not produce the same. An engineer's labourer; native of Luton. Sentenced at Norfolk Assizes, 26.1.1912, to 3 yrs.' pen. for arson ( stack) and larceny. Liber- ated on licence, 27.4.1911, to Luton. Has pre. cons, of cyclestealing and arson ( stack). Known to police at RYE, STEYNING and GRIMSTONE. May be dealt with where found. 283. Criminal Record Office. IZZARD, THOMAS HENRY, aliases, George Grabtree and George Chambers, C. R. O. No. 1077- 12 ( Case No. 85, POLICE GAZETTE, 14th inst.), age 27, ht. 5ft. 9£ in., c. dk., h. dk. brown, e. brown, head, woman, etc., rt., palm tree, snake, etc., 1. forearm. A labourer; native of Wolver- hampton. Sentenced at Huntingdon Sess., 7.10.1913, to 12 mos.' impt. and 2 yrs.' supn. for larceny. Liberated, 8.8.1914, to Cambridge. Reported at Cambridge on liberation his inten- tion to proceed to London, but nothing has since been heard of him. A petty thief and shopbreaker. Known to police at NORTHAMPTON, ABINGDON and ST. NEOTS. May be dealt with where found. 284. Criminal Record Office. " OLIVER, ALFRED BENJAMIN, C. R. O. No. 1194- 03, age 47, ht. 5ft. 9in., c. fresh, li. It. brown, e. blue, lump back of neck, mole 1. cheek, 1. thumb and 1st 1. finger contracted. A labourer; native of London. Sentenced at Warwick Assizes, 10.7.1911, to 3 yrs.' pen. ( and remanet of former sentence) for housebreaking. Liberated on licence, 7.5.1914, into Met. Pol. Dist., which expires, 14.4.1915. Officer proving service of notice, Insp. Bendall, W. Failed to report at Clapham Pol. Sta., W Divn., Met. Pol., 7.8.1914. A travelling thief and shopbreaker. Known to police at EASTBOURNE, ILFRA- COMBE, PORTSMOUTH, RAMSGATE, SOUTHAMPTON and LEAMINGTON. Information to above Office. 285. Cardiff ( City). ' OWEN, BENJAMIN, aliases, John Mansell and John Davies, C. R. O. No. 949- 02, age 51, ht. 5ft. 7| in., c. fresh, h. grey, e. blue, scar over rt. eye, slight impediment in speech. A labourer; native of Broseley, Salop. Sentenced at Worcester Sess., 20.5.1909, to 5 yrs.' pen. ( and remanet of former sentence) for housebreaking. Liberated on lioence, 10.7.1914, to Manchester, which expires, 8.6.1916. Left his registered address without reporting about 17th ult., and nothing has since been heard of him. Effects entry to dwelling- houses by breaking windows at the rear and slipping back the catches. Usually operates during Sunday evenings while the occupiers are at church. May be dealt with where found. 286. Wednesbury ( County). * SILWOOD, CHARLES, alias Selwood, C. R. O. No. 1914- 05, age 39, ht. 5ft. 6in., c. fresh, h. and e. brown, cut mark over rt. eye, mole 1. of nose and back of neck, birthmark on throat, tomb- stone and burn scar rt. forearm. A boatman; native of Tipton. Sentenced at Stafford Sess., 6.2.1912, to 3 yrs.' pen. for stealing a pony. Liberated on licence, 5.6.1914, to Tipton, which expires, 19.2.1915 ( 14 days' appellant). Left his registered address, 16th ult., without reporting. Has pre. cons, of larceny, burglary, fraud, etc. Known to police at TIPTON, WEST BROM- WICH and WOLVERHAMPTON. May seek employment on a canal barge. Warrant issued. Information to Supt. Salt, Wednesbury. 287. Criminal Record Office. RUSSELL, WALTER, C. R. O. No. 1640- 13, age 34, ht. 5ft. 2in., c. fresh, h. brown, e. grey ( crossed), wart rt. of neck, 3rd and 4th rt. fingers contracted. A hawker; native of Guildford. Sentenced at Guildford Sess., 12.7.1913, to 6 mos.' impt. and 1 yr.' s supn. for larceny. Liber- ated, 15.12.1913, to Guildford. Officer proving service of notice, P. S. Derges, 100 Y. Failed to report at Kingston Pol. Sta., Y Divn., Met. Pol., 15.8.1914. Has several pre. cons, of larceny. Known to police at Guildford. Information to above Office. APPREHENSION. 288. FRANK PARKER, C. R. O. No. 3172- 01, Case No. 236, had his licence forfeited at Hull Pol. Ct., 7.8.1914, as John Henry Pearson, for failing to report. / 3 Prisoners Temporarily Discharged from Prison whose Apprehension is sought. SPECIAL NOTICE. Owing to the remission of the remainder of the sentences of all persons now undergoing terms of imprisonment in connection with the suffragist agitation, all previous circulations respecting the arrests of temporarily discharged prisoners are cancelled. Persons Licensed from a Borstal Institution. 289. Criminal Record Office. For failing to comply with the conditions of his licence, which has been revoked.— EDWD. JOHN LEWRY, alias Edwd. Grant, C. R. O. No. 11992- 14 ( S. C. R. No. 389- 14), age 20, ht. 5ft. 4in., c. fresh, h. It. brown, e. blue- grey, very short- sighted; flat- footed. A hotel porter; native of Dover. Sentenced at Aberdeen Sheriff Ct., 8.6.1912, to 2 yrs.' detn. in Polmont Institution for stealing a bag and clothing from a cellar. Released on licence, 26.5.1914, to the care of the Missionary, Inverkeithing. Absconded from his lodgings at Inverkeithing, 11th inst., with a silver watch, gold ring, and money, the property of another person. Pre. con. of cyclestealing, etc., at DOVER and CHATHAM.
