CONFIDENTIAL, Supplement B. : THE POLICE GAZETTE FRIDAY, MAY 8TH, 1914. No. 19, VOL. I. Convicts on Licence, persons under Police Supervision and others whose apprehensions are sought for failing to comply with the requirements of the Prevention of Crimes Acts, and the Prisoners ( Temporary Discharge for 111 Heath) Act, 1913. Those bearing names marked thus * are Licence Holders, and should produce their licences. The first condition of a licence is that the holder shall preserve it and produce it when called upon by a Magistrate or Police Officer; but it should be distinctly understood that a Licence Holder is not required to carry his licence upon him. Before preferring a charge of failing to produce a licence, it should be ascertained what the defaulter has to say, vide Sec. 5, Sub- sec. 1, 27 & 28 Vict., cap. 47, which requires a Licence Holder to ; produce his licence or show some reasonable excuse why he does not produce the same. N. B.— When a circulation is cancelled, the printed matter relating to the person in question might be ruled through in red ink, without defacing the portrait. Licence Holders and Supervisees. 2 POLICE GAZETTE 148. Cardiff ( City). • CHAPMAN, CHARLES, aliases, THOMAS SCOTT, GEORGE FISHER, THOMAS JOHN- SON, GEORGE CHAPMAN and ARTHUR WILSON, C. R. O. No. 190- 05, age 39, ht. 5ft. 5£ in., c. fresh, h. brown ( bald on top), e. blue; scar between eyebrows, nose been broken, spray of leaves, etc., each forearm. Sentenced at Surrey Assizes, 28.11.1910, to 3 yrs.' pen. for housebreaking. Liberated on second licence, 22.4.1914, to Cardiff, which expires, 28.6.1914. Left his registered address, 29.4.1914, without reporting, and has not been seen since. A travelling thief, who steals bicycles left un- attended, also steals from carriages and dwelling- houses, effecting entry to latter through insecurely fastened windows. Known to police at Godalming, Andover, Basing- stoke, Reading, Newton Abbot, Romford, Hastings, Dover, Eastbourne and Canterbury. May be dealt with where found. 149. Criminal Record Office. • CLARKE , GEORGE, aliases, SAMUEL SOUTHWELL, SAMUEL CHARITY and WILLIAM CLARKE, C. R. O No. 1580- 99, age 36, ht. 5ft. 9iin., c. pale, h. d « v. brown ( thin on top), e. brown; 4 small scars on forehead, boil scar 1. cheek, wart back 3rd rt. finger and 1. thumb. Sentenced at Derby Sess., 3.1.1912, to 3 yrs. pen. for larceny and fraud. Liberated on licence, 3.4.1914," into Met, Pol. Dist. Officer proving service of notice, P. S. Hedges, 4 ( T) Reserve. Failed to report at Wandsworth Pol. Sta., V Divn., Met. Pol., 3.5.1914. A tramping gardener, who steals from his lodgings; sometimes poses as a motor fitter. Known to police at Ilkeston, Sleaford, Stam- ford, Pembroke Dock, Ampthill, Aylesbury, Dover, Wellingborough, Wellington , Portsmouth, and on S and X Divns., Met. Pol. Arrest is also sought on V Divn., Met. Pol., for larceny— lodgings. Information to above Office. 150. Liverpool ( City). • DAWSON, ALFRED, aliases, ALFRED LYONS and KNIGHT, C. R. O. No. 39- 09 ( Case No. 13, Police Gazette, 1st inst.), age 39, ht. 5ft. 5Jin., c. fresh, h. dk. brown ( turning grey, bald on top), e. brown; scar bridge of nose and over rt. eye, 2 scars 1. eyebrow. Sentenced at Liverpool Assizes, 31.10.1911, to 3 yrs.' pen. for housebreaking. Liberated on licence, 8.4.1914, to Liverpool. Failed to notify his change of residence. A travelling criminal, who effects entry to dwelling- houses by breaking or forcing windows, usually operating from the rear; steals money from automatic gas meters. Known to police at Knutsford, Derby, and on Y Divn., Met. Pol. May be dealt with where found. 151. Criminal Record Office. • PEARSON, JOHN HENRY, alias JOHN PEARCE KINSMAN, C. R. O. No. 283- 14, age 37, ht. 5ft. llin., c. fresh, li. brown ( thin on top), e. grey; scars on nose, 1. temple and upper lip. Sentenced at C. C. C., 18.7.1910, to 5 yrs.' pen. for larceny— person. Liberated on licence, 6.3.1914, into Met. Pol. Dist., which expires, 6.8.1915 ( 20 days' appellant). SUPPLEMENT B. Friday, May 8, 1914 Officer proving identity, P. S. Ebsary, C. I. D. K. Officer proving service of notice, Stn. P. S. Knowler, 59 E. Left his registered address, 23.4.1914, without, reporting his removal, but sent a letter stating he was leaving for France. A pickpocket, with pre. cons, at Melbourne, Geelong, Sydney, De Aar and Johannesburg. May be dealt with where found. 152. Salford Borough). • PEEL, WALTER, aliases, WALTER ROACH, WILLIAM THOMPSON, WALTER FREDK. ROGERS, WILLIAM THOMAS JONES and JAMES CURRIE C. R. O. No. 3059- 01, age 56, ht. 5ft. 7Ain., c. sallow, h. iron grey ( thin on top), e. grey; large scar crown of head, scar 1. eyebrow dress, blue serge suit, It. golf cap. Sentenced at Chester Assizes, 19.10.1908, to 7 yrs.' pen. for burglary and housebreaking. Liberated on licence, 15.4.1914, to Halifax. Failed to report his change of residence. A persistent burglar, who breaks into houses, usually those standing in their own ground, and churches, by forcing back window catch with a knife. Known to police at Llanelly, Cardiff, Swansea, Newport ( Mon.), Shrewsbury, Dublin, Brecon Pontypool and Warrington. Information to the Chief Constable, Salford. 153. Dunfermline ( County\ - SCOTT, PATRICK, C. R. O. No. 7441- 14, age 44, ht. 5ft. 5fin., c. fresh, h. brown, e. blue; scar 1. cheek and tip 4th 1. finger. Sentenced at Dublin Co. Commission, 2.8.1910, to 5 yrs.' pen. ( to date from 15.7.1910), for com mitting an unnatural offence. Liberated on licence, 14.4.1914, to Uphall, Linlithgowshire. May be dealt with where found. 154. Pontypridd ( County). " SOUTHALL, JOSEPH WILLIAM aliases, JAMES WILSON, WILLIAM RILEY, WIL LIAM SOUTHALL and JOSEPH SOUTHALL, C. R. O. No. 240- 05, age 35, ht. 5ft. 4in., c. fresh, h. dk. brown, e. brown; hairy mole 1. cheek, scar 1. temple, tombstone, etc., rt. forearm. Sentenced at Stafford Assizes, 13.11.1911, to 3 yrs.' pen. for shopbreaking and countinghouse• breaking. Liberated on licence, 13.2.1914, to Porth. Left his registered address at Porth, 11.4.1914 without notifying his removal, and without paying his bill, and has not been seen since. A travelling criminal, who breaks into shops, warehouses, etc., by smashing a window at the rear with some blunt instrument and pulling back the catch ; steals anything to hand. Known to poiice at Burton- on- Trent, Nuneaton, Cardiff, Ayr, Keswick, Manchester, Caerleon, abergavenny, Bristol, Wolverhampton and Bilston. May be dealt with where found. 155. Criminal Record Office. WESTON, HENRY, aliases, WILLIAM MATTHEWS, HENRY ISRAEL, WILLIAM NORRIS, HENRY NORRIS and ABBOTT, C. R. O. No. 1090- 02. age 53, ht. 5ft. 5iin., c. fresh, h. dk. brown, e. dk. grey; wart on chin, abscess scar under 1. jaw, bracelet each wrist, 3 dots back 1. hand, rt. toes slightly contracted. Sentenced at West Kent Sess., 22.10.1903, to 10 yrs.', pen, for assault with intent to commit an un- natural offence. Liberated on 3rd licence, 1.5.1913, Friday, May 8, 1914. 8 into Met. Pol. Dist., whtcli expires, 22.8.1914. Officer proving identity, P. C. Hamlin, 643, R. Failed to report on liberation. A troublesome thief, who steals goods exposed for sale. Stoke- on- Trent ( Borough). For failing to comply with the conditions of his licence, which has been revoked.— THOMAS ALFRED WILLIAMS, C. R. O. No. S/ 132268, age 22, ht. 5ft. 6Jin., c. fresh, h. black, e. blue; 2 scars second rt. finger. 929- 12 ( Case No. 20, Police Gazette, 1st inst), age 36, ht. 5ft. 4iin., c. fresh, h. brown ( thin), e. blue; scar rt. cheek, surgical tube inserted in throat, ]. tliumb slightly deformed. Sentenced at Leeds .1 ssizes, 2.5.1910 to 3 yrs. pen. for uttering and possessing counterfeit coin. Liberated on second licence, 8.4.1914, to Leeds, which expires, 21.6.1914. Failed to notify his change of address. Known to police at Sheffield, Hull, Grimsby and Birkenhead. May be dealt with where found. a Borstal Institution. Released on licence, 8.1.1914, to the care of the Borstal Institution. Not to be arrested after 14.8.1914. Known to police at N ewcastle- undtr- Lyme and Stoke- on- Trent. Sentenced at Stafford Arises, 15.2.1912, to 2 yrs.' detn. in a Borstal Institution for larceny— person, and burglary. Has recently been working at a colliery and mai seek similar employment. Information to the Chief Constable, Stoke- on- Trent. Prisoners Temporarily Discharged from Prison whose Apprehension is sought. 158. For failing to return to Holloway Prison, 22.4.1914.— CATHERINE WILSON. V- aliases, CLARA LAMBERT and MARY STEWART, C. R. O. No. 5753- 14 ( see Case No. 128, 10th ult.), age 31, ht. 5ft. lin., c. sallow, h. brown, e. grey. 158. APPREHENSIONS. 159. ARABELLA CHARLOTTE SCOTT, C. R. O. No. M/ 317, Case No. 60, at Brighton, 2nd inst., and handed over to Edinburgh police. 160. HILDA BURKETT, C. R. O. No. S/ 173902, Cases Nos. 42 and 105, at Felixstowe and re- manded until 8th inst., charged with arson. 161. JAMES ROBERTSON, C. R. O.
