CONFIDENTIAL, Supplement B. : THE POLICE GAZETTE FRIDAY, FEBRUARY 6TH, 1914. No. 6, Voi,. I. Convicts on Licence, persons under Police Supervision and others, whose apprehensions are sought for failing to comply with the requirements of the Prevention of Grimes Acts, and the Prisoners ( Temporary Discharge for 111 Heath) Act, 1913. Those bearing names marked thus * are Licence Holders, and should produce their licences. The first condition of a licence is that the holder shall preserve it and produce it when called upon by a Magistrate or Police Officer; but it should be distinctly understood that a Licence Holder is not required to carry his licence upon him. Before preferring a charge of failing to produce a licence, it should be ascertained what the defaulter has to say, vide Sec. 5, Sub- sec. 1, 27 & 28 Vict., cap. 47, which requires a Licence Holder to produce his licence or show some reasonable excuse why he does not produce the same. N. B.— When a circulation is cancelled, the printed matter relating to the person in question might be ruled through in red ink, without defacing the portraits. No. 750- 06, age 38, ht. 5 ft. 1 in., c. fresh, h. dk. brown, e. hazel, mole each cheek and rt. of forehead, joints of fingers and thumbs enlarged. Sentenced at Northampton Sess., 7.4.1910, to 5 yrs. pen. for larceny— person. Liberated on licence, 28.11.1913, into Met. Pol. Dist. Officer proving service of notice, Insp. Prestage, H. Failed to report at Commercial St. Pol. Station, T1 Divn., Met. Pol., 28.1.14. A travelling pickpocket who has also been convicted of wounding with intent to murder. Known to police at Kettering, Liverpool, Man- chester, Cardiff, on City of London, and on E, G and H Divns., Met. Pol. Information to above Office. 78. Ipswich ( Borough). ADAMS, WALTER JABEZ, alias ALFRED CHARLES WILLIAMS, C. R. O. No. 1496- 13, age 26, ht. 5 ft. 4j" in., c. fresh, h. brown, e. grey. A seaman; native of Norwich. Sentenced at Peterborough Sess., 10.4.1913, to 9 mos.' impt. and 2 yrs.' supn. for larceny. Super- vision expires 25.11.1915. Left Ipswich about the end of December last without notifying his change of address. A travelling thief who steals bicycles and effects larcenies from the person. Known to police at Norwich and Lowestoft. May be dealt with where found. Persons Licensed from a Borstal Institution. 79. For failing to comply with the conditions of his licence, which has been revoked.— FREDERICK WELCH, C. R. O. No. S/ 104988, age 21, ht. 5 ft. in., c. fresh, h. dk. brown, e. brown, mole rt. of nose. If arrested a telegram or telephonic communica- tion should be sent to the Governor, Pentonville Prison, who will send an escort for him. Not to be arrested after 2.2.1915. Represents he has been sent for goods by Sentenced at C. L. S., 25.7.1911, to 3 yrs.' detn. iu a Borstal Institution for obtaining goods by false pretences. Released on licence, 29.9.1913, to the care of the Borstal Association. a neighbouring tradesman; poses as employe of local tradesman and is canvassing for orders, ob- tains money for goods and decamps; absconds with bicycles which he has induced another lad to hire.
