< CONFIDENTIAL, Supplement B. THE POLICE GAZETTE FRIDAY, JANUARY 9TH, 1914. No. 2, VOL. I. Convicts on Licence, persons under Police Supervision and others whose apprehensions are sought for failing to comply with the requirements of the Prevention of Grimes Acts, and the Prisoners ( Temporary Discharge for 111 Heath) Act, 1913. Those bearing names marked thus * are Licence Holders, and should produce their licences. The first condition of a licence is that the holder shall preserve it and produce it when called upon by a Magistrate or Police Officer; but it should be distinctly understood that a Licence Holder is not required to carry his licence upon him. Before preferring a charge of failing to produce a licence, it should be ascertained what the defaulter has to say, vide Sec. 5, Sub- sec. 1, 27 & 28 Vict., cap. 47, which requires a Lice ice Holder to produce his licence or show some reasonable excuse why he does not produce the same. N. B.— When a circulation is cancelled, the printed matter relating to the person in question might be ruled through in red ink, without defacing the portraits. Licence Holders and Supervisees. 2 30. Cardiff ; City). • BARNES, FREDERICK, alia* FREDERICK JAMES BARRELL and FREDERICK BAR- BELL, C. R. O. No. 796- 11, age 26, height 5 ft. ins., complexion sallow, hair dark brown, eyes light blue, scar right of neck, boil scar back of neck, scar left temple. A ship's fireman; native - of London. Sentenced at Middlesex Sessions, 9.5.1908, to 4 years' penal servitude and 2 years' police super- vision for burglary. Liberated on 2nd licence 4.12.1913, which expires 13.2.1914. He removed from Cardiff, 12th ult., without re- porting, to join the s. s. Modiva at Penarth. He deserted this vessel prior to its departure on 19th ult., and has not been seen since. A troublesome thief and burglar who steals cloth- ing from shop doorways; also steals from tills. When in London he frequents the neighbour- hood of King's Cross and is also known on N, S, V, X, and Y Divisions, Metropolitan Police. May be dealt with where found. 31. Cardiff ( City). • BROOKS, CHARLES, alias CHARLES MIT- TIE and MITTENS, C. R. O. No. 1547- 07, age 28, height 5 ft. 2f ins., complexion fresh, hair brown, eyes hazel, scar back of neck and 1st right finger, I. L. C. S. ( twice) right, I. L., 6 dots, crossed swords and anchor left forearm. A labourer; native of London. Sentenced at Central Criminal Court, 21.7.1908, ! to 7 years' penal servitude for possessing house- breaking implements by night. Liberated on 1 licence 6.10.1913, to Cardiff. Officer proving identity, P. S. Course, C. I. D., J. He reported at Cardiff on release and on 10th October, 1913, sailed from there on board the s. s. ; Dagrun. About the 9th ult., he left this vessel in Scotland but failed to report to the police and . nothing has since been heard of him. Previously convicted of burglary— forcing kitchen window at rear, and breaking shop window with a stone. Known on L Division, Metropolitan Police, and when in London he usually frequents the " Ele- phant and Castle " and vicinity. May be dealt with where found. 32. Criminal Record Office. • DENTON, HENRY, alias ARTHUR GEORGE, HENRY SINCLAIR, HENRY DE- VINE, ARTHUR SMILES, ARTHUR SYRAD, HENRY WILLIS, GEORGE SUMMERS, JOHN FERGUSSON, JOHN SULLIVAN & ARTHUR GILLINGHAM, C. R. O. No. 1413- 99, age 40, height 5 ft. 6 ins., complexion fresh, hair dark brown ( bald top), eyes grey, scar near right eye and on chin, burn scar back left hand. Sentenced at Bedford Sessions, 4.1.1911, to 3 years' penal servitude ( and remanet of former • sentence) for larceny. Liberated on licence 21.11.1913, which expires 4.10.1914. Officer proving service of notice, Stn.- P. S. Read, 32, E. Failed to report at Bow Street Police Station, E Division, Metropolitan Police, 21.12.1913. A travelling thief who enters shops under the pretence of making purchases and purloins any- thing— silk handkerchiefs, etc.— to hand. Known to police at Nottingham, Sheffield, Northampton, Hastings and on L, P, and R Divi- sions, Metropolitan Police. Information to above Office. 33. Preston ( Borough). • FOSTER, JAMES, alias DONALD McLEOD, JAMES WILSON and " SOLDIER JIM," C. R. O. No. 2173- 02, age 43, height 5 ft, 81 ins., com- plexion fresh, hair and eyes brown, scar right temple, bridge of nose and under left eye, man's head back of right hand, bust of woman back of left wrist, 2 dots web of each thumb, both arms tattooed. A labourer; native of Newcastle. Sentenced at Durham Sessions, 5.7.1909, to 4 years' penal servitude for housebreaking. Re- leased on 2nd licence 17th November, 1913, which expires 17.2.1914. Failed to report at Preston on liberation. Previously convicted of shopbreaking, burglary, larceny, receiving and minor offences, and is known at Castle Eden, Sunderland, Middlesbrough, Hartlepool, Jarrow, South Shields and Preston. May be dealt with where found. His arrest is also sought at Stockton for house- breaking, vide POLICE GAZETTE, Case No. 5, 6th inst. 34. Birkenhead ( Borough). MAY, JOHN, C. R. O. No. 706- 13, age 22, height 5 ft. 5 ins., complexion fresh, hair light brown, eyes blue, scar right of neck and back of right hand, woman, 2 hearts, ILES, dot and portion of flower left forearm. A carman; native of London. Sentenced at Gloucester County Sessions, 1.1.1913, to 6 months' imprisonment and 12 months' police supervision for stealing a bicycle. Super- vision expires 30.5.1914. Has been previously convicted of larceny and housebreaking, at Dartford, and larceny from his lodgings, Metropolitan Police case; also subse- quently for larceny— lodgings at Birkenhead. He is known to P. S.' s Pittaway ( C. O.) and Yates ( Y), C. I. D. May be dealt with where found. 35. Bristol ( City). • SMITH, GEORGE, alias THOMAS WAL- TERS, GEORGE DIXON, HENRY JOHN BED- STER, HENRY GEORGE BEDSTER and GEORGE FOSTER, C. R. O. No. 2192- 10, age 27, height 5 ft. 10 ins., complexion fresh, hair dark brown, - eyes grey, scar bridge of nose, 3 boil scars back of neck, top of right thumb missing. A labourer; native of Esher, Surrey. Sentence at West Kent Sessions, 6.4.1911, to 3 years' penal servitude for burglary. Officer proving identity, P. S. Ling, 33, P. Left Bristol without notifying his change of residence and has not since been seen. A travelling burglar and thief who breaks jewel- lers' shop windows and steals from vans in transit. He is known to police at Basingstoke, Hertford, Newcastle, Camberley, High Wycombe, Hull and on L, N, P, S, and W Divisions, Metropolitan Police. Information to the Chief Constable, Bristol. 36. Criminal Record Office. WILLIAMS, JAMES, alias EDWARD MUR- RAY, JAMES THOMPSON, JAMES HAR VEY, JAMES McCORMACK, JAMES BAKER, STEPHEN McCORMACK, JOHN SEAGROVE and STEPHEN CARTER, C. R. O. No. 897- 02, age 52, height 5 ft. 4J ins., complexion fresh, hair brown ( thin), eyes grey, scar on nose, chin, corner of left eye and under each jaw. Sentenced at North London Sessions, 27.10.1908, to 3| years' penal servitude and 2 years' police supervision for larceny. There are 6 subsequent convictions for larceny and minor offences, Metro- politan Police cases. Officer proving identity, P. C. Towers, 37, F. R. Officer proving service of notice, Insp. Howse, L. Failed to report at Kennington Lane Police ' Station, L Division, Metropolitan Police, 12.12.1913. 8 A persistent thief and beggar who steals from carriages in the street and from the halls of flats and private hotels; also poses as an ex- corporal of the Army and obtains money from officers. He is known on A, B, C, F, L, and W Divi- sions, Metropolitan Police. Information to above Office. 37. Criminal Record Office. * WILSON, ALFRED, C. R. O. No. 1177- 04, age 28, height 5 ft. ins., complexion fresh, hair and eyes dark brown, scar ' right of chin, 4th right finger contracted. Sentenced at Central Criminal Court, 17.7.1911, to 3 years' penal servitude for forgery, City of London case. Officer proving service of notice, Stn.- P. S. Row- land, 20, E. Failed to report at King's Cross Road Police Station, G Division, Metropolitan Police, 20.12.1913. A persistent warehousebreaker who effects entry to suites of offices by climbing stack pipes and forcing window catches. Frequents Clerkenwell and the vicinity. He is known to P. S. Cox ( H), C. I. No. S/ 173500, age and height unknown, com plexion pale, hair grey, eyes blue. 39. For failing to return to Holloway Prison, 29th November, 1913.— GERTRUDE MARY AN- SELL, C. R. O. No. S/ 169570, age about 50, height 5 ft. 4 ins., complexion fresh, hair brown ( turning grey), eyes grey. 40. For failing to return to Holloway Prison, 29th September, 1913.— ANNIE BELL, alias ELIZA- BETH BELL, ELIZABETH ANNIE BELL and HANNAH BOOTH, C. R. O. No. S/ 165769, age 40. height 5 ft. 6| ins., complexion fresh, hair light brown, eyes blue ( short- sighted, wears tinted glasses). A Braille copyist; native of Devonport. 41. For failing to return to Worcester Prison, 29th December, 1913, while on remand, charged with arson.—" MISS BLACK," C. R. O. No. S/ 174738, age about 25, height 5 ft. 3 ins., complexion fresh, hair brown, eyes blue. 42. For failing to return to Leeds Prison, 9th De- cember, 1913.— HILDA BURKETT, C. R. O. No. S/ 173902, age 24 or 25, height 5 ft, 4 ins., com- plexion fresh, hair dark brown ( wavy), eyes hazel. 43. For failing to return to Leeds Prison, 18th October, 1913.— IRENE CASEY, dtias EILEEN CASEY and ELEANOR CLEARY, C. R. O. No. I S/ 171832, age 33, height 5 ft. 3| ins., complexion fresh, hair dark brown, eyes brown. A native of Australia; dresses well and usually wears a veil. 44. For failing to return to Holloway Prison, 22nd August, 1913.— FAITH FONTAINE, C. R. O. No. S/ 169740, age 32, complexion dark, hair dark brown, eyes brown. For Portrait see page 4. For failing to return to Holloway Prison, 11th October, 1913.— BEATRICE HELEN SAN- DERS, C. R. O. No. S/ 167591, age 39, height 5 ft. ins., complexion fresh, hair brown, eyes hazel. A secretary; native of London. 51. For failing to return to Hollowav Prison, 29th November, J913.— ETHEL SEATON, C. R. O.
