CONFIDENTIAL, Supplement B. THE POLICE GAZETTE SERIES 1. FRIDAY, JANUARY 2XD, 1914. YOL. I. Convicts on Licence, persons under Police Supervision and others whose apprehensions are sought for failing to comply with the requirements of the Prevention of crimes Acts, and the Prisoners ( Temporary Discharge for 111 Heath) Act, 1913. Those bearing names marked thus * are Licence Holders, and should produce their licences. The first condition of a licence is that the holder shall preserve it and produce it when called upon by a Magistrate or Police Officer; but it should be distinctly understood that a Licence Holder is not requited to curry his licence upon him. Before preferring a charge of failing to produce a licence, it should be ascertained what the defaulter has to say, vide Sec. 5, Sub- sec. 1, 27 & 28 Vict., cap. 47, which requires a Licence Holder to produce his licence or show some reasonable excuse why he does not produce the same, N. B.— When a circulation is cancelled, the printed matter relating to the person in question might be ruled through in red ink, without defacing the portraits. Rotherham ( Borough). • DAY, GEORGE, alias JAMES HARRIS, HENRY ATKINS, HENRY TAYLOR, WALTER JONES, WALTER THOMAS JONES, ALFRED POPE and HENRY SMITH, C. R. O. No. 2076- 02, age 52, height 5 ft. 2 ins., complexion fresh, hair dark brown ( turning grey), eyes hazel, scar right eyebrow and bridge of nose, 2 abscess scars right of throat, large scar right forearm. Sentenced at Worcester County Sessions, 11.10.1909, to 3 years' penal servitude ( and re- manet of former sentence) for larceny, which ex- pires 28.6.1914. There are three subsequent con- victions for minor offences at Pontypridd and Barnsley. He reported at Leeds, 20.12.1913, his intention to proceed to Rotherham but nothing has been seen of him at the latter place. A travelling thief and housebreaker who has recently been tramping the country in search of work as a labourer. May be dealt with where found. 2. Criminal Record Office. • FORFAR, WILLIAM, alias WILLIAM BOND, C. R. O. No. 71- 12, age 30, height 5 ft. 5 ins., complexion fresh, hair light brown, eyes hazel, right ear deformed, lost right thumb, 2nd left finger nail deformed. Sentenced at Middlesex Sessions, 7.3.1908, to 5 years' penal servitude and 3 years' police supervision for burglary. Liberated on 2nd licence 28.10.1913, which expires 1.2.1914. Officer proving identity, Divl.- Det.- Insp. Ashley, E. Officer proving service of notice, P. S. McDonald, C. R. O. Failed to report at Poplar Police Station, K Division, Metropolitan Police, 28.11.1913. A travelling housebreaker and shopbreaker who generally " works " with one or more companions, effecting an entry to jewellers' shops by breaking the window with a brick wrapped in linen. May endeavour to go to sea. Known to Divl.- Det.- Insp. Bedford ( B), P. S.' s Weston ( H), Hall ( T), and Kirchner ( X), C. I. D. Information to above Office. 3. Manchester ( City). • GILMOUR, WILLIAM, alias JOHN THO- MAS DALBY, THOMAS GREGINSON, THO- MAS SMITH, THOMAS BEARD, CHARLES HENRY McDERMOTT and THOMAS HAR- PER, C. R. O. No. 2596- 02, age 48, height 5 ft. 8J ins., complexion fresh, hair light brown, eye3 brown; scar left of nose, 2 scars lower lip, stout build. A horse dealer; native of Manchester. Sentenced at Edinburgh High Court, 19.3.1910, to 4 years' penal servitude for fraud. Left his address at Manchester, 6.10.1913, with- out notifying his removal. A persistent swindler and horse thief who ( a) buys horses and tenders worthless cheques in pay- ment; ( 5) opens bogus dairy businesses and ob- tains goods from merchants in various parts of the country for which he does not pay. Has been concerned " with Albert Palmer, C. R. O. No. 2458- 02, He is known to police at Aberdeen, Hull, Leek, and Stockport. Information to the Chief Constable, Manchester. 4. Manchester ( City). • GRIMSHAW, LEVI, alias GEORGE SMITH, JOHN MURPHY, JAMES TURNER and JAMES SMITH, C. R. O. No. 2892- 01, age 41, height 5 ft. 4J ins., complexion sallow, hair dark brown, eyes grey, large scar outside and under left eye, 2 moles right jaw, E. L. right, ELIZA BRADLEY left forearm. A baker; native of Bacup. Sentenced at Knutsford Sessions, 3.4.1911, to 3 years' penal servitude for larceny. Should have reported himself at Manchester, 1.12.1913, but failed to do so. A troublesome thief who steals anything to hand; also effects larcenies from the person. He is known to P. S.' s Fox, Hobbs and Row- bottom ( X), C. I. D., and to Stockport and Altrin- cham Police. Information to the Chief Constable, Manchester. 5. Criminal Record Office. • MAGUIRE, HERBERT, alias HERBERT ENGLISH, HERBERT MacINTYRE and HER- BERT EASTICK, C. R. O. No. 3245- 99, age 44, height 5 ft. 6 ins., complexion fresh, hair dark brown, eyes hazel, mole left of chin, 4th right finger deformed. Sentenced at County of London Sessions, 7.3.1911, to 3 years' penal servitude for larceny. Officer proving identity, P. S. Parker, 100 T." Officer proving service of notice, Insp. Sergeant, 5. Last reported at Albany Street Police Station, S Division, Metropolitan Police, 8.10.1913, his intention to walk to Lancashire, but nothing has since been seen of him. Calls on milliners, states he has been sent by a customer, whom he names, for some dresses, and, upon receipt of them, absconds. Enters shops, asks to be shown some rings, and, under the pre- tence of showing them to a friend at the door, decamps; also steals from his employers. Usually frequents the West End of London, but is believed to have been recently tramping the country; is known to P. S.' s Humphries, Sudbury, Yandell ( F), Allen ( L) and Canning ( R), C. I. D. May be dealt with where found, or, information to above Office. 6. Criminal Record Office. • MARKS, ABRAHAM, alias ABRAM MARKS, C. R. O. No. 1767- 09, age 25, height 5 ft. 4i ins., complexion sallow, hair dark brown, eyes brown, dot web of right thumb. Sentenced at Liverpool Sessions, 7.4.1911, to 3 years' penal servitude for shopbreaking. Officer proving service of notice, Insp. Kefford, Y. Failed to report at King's Cross Road Folice Station, G Division, Metropolitan Police, 7.12.1913. Effects an entry to houses by slipping back the window catches; breaks jewellers' windows and abstracts jewellery, which he pledges. Resides at common lodging- houses and Church Army Homes; is well known to Liverpool Police. Information to above Office. 7. Criminal Record Office. • PLOTSKY, LOUIS, alias LOUIS WOOLF and LEWIS PLOTSKI, C. R. O. No. 928- 01, age 31, height 5 ft. 3 ins., complexion, hair and slight moustache fair, eyes blue- grey; face freckled, large ears, thick lips, scar left cheek bone, circular scar left of forehead. Sentenced at Central Criminal Court, 6.9.1910, to 4 years' penal servitude for possesing counter- feit coin. Officer proving identity, P. S. Biggs, C. I. D. ( G). Officer proving service of notice, P. S. McDonald, C. R. O. Failed to report at Commercial Street Police Station, H IJivision, Metropolitan Police, 10.12.1913. M SUPPLEMENT B 3 Breaks into workshops by forcing the padlocks from the doors; also effects larcenies from the person. Informed friends he intended going to the country in search of work, and if unsuccessful would proceed to America. He is known to P. S. Handley ( J) and P. C. Chambers ( H), C. I. D., and to Birmingham Police. Information to above Office. 8. Criminal Record Office. • SOUTHGATE, WILLIAM, alias GEORGE SOUTHGATE, C. R. O., No. 1837- 08, age 25, height 5 ft. 11 ins., complexion and hair fair, eyes blue; scars on forehead. Sentenced at Central Criminal Court, 28.2.1911, to 3 years' penal servitude and 2 years' police supervision for larceny. Officer proving identity, P. S. Smith, C. I. D. ( H). Officer proving service of notice, P. S. McDonald, C. R. O. Failed to report at Victoria Park Police Station, J Division, Metropolitan Police, 6.12.1913. His arrest is also sought for burglary— con- concerned with Thomas Flatt, C. R. O. No. 530- 07 ( in custody). A troublesome thief who breaks into unoccupied houses and steals fittings; also steals telegraph wires. Frequents the neighbourhood of Homerton, and is known to P. S.' s Wood ( A), Norris and Taylor ( J), C. I. D. Information to above Office. 9. Criminal Record Office. • SULLIVAN, DANIEL, alias GEORGE SCARR, GEORGE DONOVAN, and DENNIS SULLIVAN, C. R. O. No. 2965- 02, age 47, height 5 ft. 7f ins., complexion sallow, hair grey, eyes blue; scar and 3 moles right, scar and mole left cheek. Sentenced at North London Sessions, 7.1.1908, to 5 years' penal servitude ( and remanet of former sentence) for larceny. Liberated on second licence 17.4.1913, which ex'pires 3.5.1914. Offioer proving identity, Divl.- Det.- Insp. Hel- den, T. A. Officer proving service of notice, Stn.- P. S. Hern, 39 H. Failed to report at Shadwell Police Station, H Division, Metropolitan Police, 17.12.1913. A dangerous and violent river thief who, with confederates, steals merchandise from barges, transfers it to boats and induces carmen to convey it to receivers; also steals from ships' cabins and from inside shops. Frequents the vicinity of the Docks and is be- lieved to have gone to sea. He is known to P. S.' s Cridland, Gooding ( H), Christy ( K) and Webber ( M), C. I. D. Information to above Office. For failing to return to Durham Prison, 15th December, 1913.— LIZZIE CROW, C. R. O. No. S/ 174185, age ( refused), height 5 ft. 3 ins., com- 5 ft. 4 ins., complexion pale, hair brown ( turning grey), eyes grey. 11. For failing to return to Holloway Prison, 13th May, 1913.— PHYLLIS BRADY, C. R. O. No. S/ 165569, age 24, height 5 ft. 1 in., complexion pale, hair brown, eyes grev. plexion fresh, hair brown, large scar right cheek. She was on remand at the Thornaby- on- Tees Police Court on a charge of arson. Warrant issued. 14. For failing to return to Leeds Prison, 12th De- cember, 1913. — C. CURRIE, C. R. O. For failing to return to Holloway Prison, 13th May, 1913.— ELSIE DUVAL, alias MILLI- CENT DAVIS, C. R. O. No. S/ 165570, age 23, height 5 ft. 3 ins., complexion pale, hair brown, eyes grey. 17. For failing to return to Wormwood Scrubs Prison, 12th May, 1913.— HUGH ARTHUR FRANKLIN, C. R. O. No. M/ 19424, age 27, height 5 ft. 8 ins., complexion pale, hair and moustache dark, eyes hazel; wears pince- nez. Of Jewish ap- pearance; usually wears brown jacket suit. A native of London. 18. For failing to return to Leeds Prison on ^ th December, 1913, while awaiting trial at Leeds Sessions on a charge of attempted arson.— CLARA GIVEEN, C. R. O. For failing to return to Holloway Prison on 19th July, 1913.— KITTY MARION, C. R. O.
