GAZETTE PUBLISHED BY AUTHORITY. NEW SEKIES. FRIDAY, OCTOBER 17, 1913. VOL. XXX., No. 3110. 1. All communications for insertion in the POLICE GAZETTE, and all communica- tions relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of Persons whose apprehension is sought for serious offences will be inserted at a cost of 8s. per portrait, and engravings of stolen property at a cost of 6s. per photograph or sketch, unless the article is large or unusually intricate, when the charge will be higher. A remittance of 6s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaran- teed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of vnt less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen pro- perty to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be re- ceived not later than noon on Wednesday, and for the Tuesday edit ion not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. 14. All copies of the POLICE GAZETTE re- transmitted by Police Forces should b* prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. THE EDITOR, New Scotland Yard. For failing to report. — JOSEPH CLEMENT HUGHES, alias RUSSELL and MORRISON, Office No. 284- 02 ( see Illustrated Circular No. 65, Fig. 31), age 38, height 5 ft. 4 ins., complexion fresh, hair and eyes brown, scar top of head, right of forehead, back of neck, mole right upper arm. A native of Shrewsbury. Sentenced, St. Albans Quarter Sessions, 19th October, 1909, to 5 years' penal servitude for stealing a bag, fur coat, etc. Sentence expires 2nd November, 1914 ( 15 days' appellant). V. Z. j. 345. 2 .— Criminal Record Off ice.- For failing to comply with the conditions of his licence which has been revoked.— ERNEST STONE, Office No. S. 166894, age 19, height 5 ft. \ in., complexion pale, hair light brown, eyes blue, scar left side of face. A labourer; native of Barking. Sentenced, Essex adjourned Quarter Sessions, 13th September, 1911, to 2 years' deten- tion in a Borstal Institution, for shopbreaking and larceny. Licensed 12th June, 1913, to the care of the Borstal Association, who found him employment, etc., but he failed to comply with the conditions of his licence. If arrested a telegram or telephonic communi- cation should be sent to the Governor of Penton- ville Prison, who will send an escort for him. Licence expires on the 12th March, 1914, after which date he must not be arrested. 3.— B Division.— For stealing ( servant), 9th inst., a pearl necklace, 3 rows graduating from centre, about 82 pearls, clasp shape of tortoise, set rose diamonds, ring from nose, large pearl drop attached; 1 pair diamond earrings, shape of bows, small diamond attachment and pearl underneath; 1 gold pendant, roughly round, set 12 turquoise, • coloured enamel back, Indian make, gold braid with small tassels attached; 1 gold curb bracelet, Sybil in diamonds thereon, small pendant attached, Queen Victoria as a girl one side, as a woman the other; 1 gold chain bag purse, 6 ins. by 5 ins., long link chain handle.— PIERRE DEVALLOIR. age 30, height 5 ft. 9 ins., complexion pale, hair dusty brown, eyes grey, speaks very little, Eng- lish ; dress, blue jacket suit, black bowler hat or grey cap, lace boots. L— F Division.— For fraudulent, conversion of a very valuable picture entrusted to him to sell. — COUNT ORTHO MAXIMILIAN MONTGE- LAS, alias MONTEGLAS, age about 40, height 5 ft. 9 ins., complexion fair, hair ( thin on top) light, clean shaven, wears rimless pince- nez; dresses fashionably. A German. Is accompanied by a German woman, age 40, good build, fair, prepossessing appearance. Believed to have re- cently visited good- class hotels in Edinburgh, Glas- gow and Aberdeen. BERKSHIRE. 6.— Windsor ( Borough).— For stealing, 13th ult., a Chase Popular light roadster bicycle, 25- in. frame, 26- in. wheels, North Road handle bars, covered black tape, Clipper carrier tyre back wheel. — HENRY SPRAY, alias SPRATT, age 25, height 5 ft. 8 ins., complexion fresh, hair dark brown, eyes grey, 2 scars point right shoulder. A native of Mountfield, Sussex. Is a deserter from 3rd Coldstream Guards. Warrant issued. Information to the Chief Constable, Windsor. CHESHIRE. 7 — Birkenhead ( County).— For embezzl- ing 23s. 3d. at Lower Bebington, 5th May last.— THOMAS McGAIN HARDING, age about 22, height about 5 ft. 6 ins., complexion fresh, hair dark brown, good teeth, round features, small mole left cheek; usually wears blue serge or rough brown suit, gold shield- shaped signet ring 3rd right finger, gold watch guard with Quaker seal attached, rolled- gold watch with initials on back, A clerk.' Left 6th inst. for a fortnight's holiday. Carries firearms. Fond of music. Warrant issued. Information to Supt. Farnworth, Birkenhead. CUMBERLAND. 8.— Penrith ( County).— For stealing ( bailee) a hand cart ( recovered), 7th inst.— ALEXAN- DER ANDERSON, alias WILLIAM YOUNG, alias WILLIAM ALEXANDER BARR, S. C. R. No. 237/ 95, age 54, height 5 ft. 1 in., complexion fresh, hair grey ( somewhat bald), 2 scars on breast and 2 on back of neck, prominent nose, large ears, narrow chin, small mouth, pigment spot left but- tock. A tailor; native of Dumfries. Usually travels the borders hawking various articles and uses a barrow made from a box and the wheels of a perambulator. Has served four terms of penal servitude. Generally spends the winter in a work- house. Warrant issued. Information to Supt. Barron, Penrith. DUMFRIESSHIRE. 9.— Dumfries ( County).— For obtaining £ 1 4s. by fraud at Moffat, 27th ult.— JOSEPH MONKHOUSE, age 24 or 25, height 5 ft. 6 or 7 ins., complexion dark, hair black, teeth irregular, walks smartly; a fluent speaker; dress, heavy navy jacket suit, bowler hat, lace boots. A native of Egremont. Represents himself as an Inspector under the National Insurance Act. Warrant issued. Not to be arrested out of the United Kingdom. 10.— Dumfries ( County).— For obtaining board and lodgings by fraud, at Ecclefechan, 8th and 9th inst.— WILLIAM HUGGAN, age 51 or 52, height 5 ft. 8 or 9 ins., complexion fresh, hair and moustache turning grey, prominent nose, sometimes wears glasses; dress, navy blue jacket suit, round felt hat. Stated he was a commercial traveller. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Chief Constable, Dumfries. ESSEX. 11 — Clacton- on- sea ( County).— For ob- taining £ 4 13s. by false pretences, between 28th of August last and 4th ult.— A MAN, age 40 to 45, height 5 ft. 7 or 8 ins., slight build, com- plexion sallow, hair, moustache and eyes dark, very heavy eyebrows, high cheek bones; dress, fawn- coloured tweed jacket with band at back, dark trousers, straw hat. He represented himself as agent from the Home Teaching Society of the Blind at Colchester, obtained ill 10s. for worthless glasses and .£ 3 3s. for examination fee. He obtains names of persons assisted by societies for the blind and selects those residing in quiet districts for his victims. Warrant issued. Information to Supt. Mules, Clacton- on- Sea. 12.— Grays ( County).— For stealing a pair of brown boxcloth uniform trousers, gold- colour braid at sides, between 29th ult., and 3rd inst.— J. HARRISON, age 30 to 35, height about 5 ft. 8 ins., complexion fair, rather long, thin jaws, hair brown, moustache light; dress, dark grey suit and cap and the stolen trousers. Has been em- ployed as a bill- poster and an attendant at the Electric Theatre. May have in his possession 2 bill- posters' brushes ( also stolen). Warrant issued. Information to Supt. Laver, Grays. GLAMORGA MS HIRE. 13.— Cardiff ( City).— For embezzling £ 1 15s.— ALLAN DARE, age 18, height 5 ft. 4 or 5 ins., complexion fresh, hair light, very polite manner; dress ( believed) new blue serge suit, brown cord cap, elastic side boots. A shop porter. Stated he was a native of Bristol, that he had been employed in London and produced a reference from a firm at Church Street, Kensington. Appears identical with ALLAN DARE, Case No. 3, 10th inst. Warrant issued. 14.— Cardiff ( City).— For housebreaking and stealing a lady's gold long link guard, round gold pendant, set diamonds, attached; 1 18- ct. gold curb chain bracelet, Queen Victoria and King Ed- ward VII. half- sovereign attached; 1 do. half- hoop diamond ring, set 5 diamonds ( 1 missing); 1 lady's hoop ring, set small diamonds; 1 do. 18- ct. gold dress ring, set diamonds.— ANNIE LER- MAN, alias LEHMAN and HERMAN, age 30, height 5 ft. 9£ ins., good build, broad shoulders, complexion sallow, hair dark, upright bearing, Jewish accent; dress, blue costume, straw hat, shoes. A prostitute ; believed a native of Nicolaief, Russia. Stated she was a hotel waitress and had come from Odessa. Warrant issued. Information to the Head Constable, Cardiff. GLOUCES TERSHIRE. 15.— Cheltenham ( County).— For stealing 3 brass candlesticks and a stand.— ANDREW LOVERIDGE, age about 20, height 5 ft. 6 ins., slight build, complexion pale, hair and eyes dark, deaf; dress, grey suit, cap and muffler. May be found at fairs. Warrant issued. Information to Supt. Hopkins, Cheltenham. 16.— Bristol ( City).— For failing to join their ship, 20th ult., after negotiating their advance notes.— R. CROMBLEHOLME, age 21, height 5 ft. 7 ins., slight build, complexion fair, hair light, rather long face, pleasant manner. A sea- man ; native of Birmingham.— JOHN RICHARD JONES, age 19, medium height and build, com- plexion fair, hair auburn, eyes blue. A native of Colwyn Bay. Has been in the Heswall Reforma- tory School, Cheshire. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Chief Constable, Bristol. HAMPSHIRE. 17.— Fareham ( County).— For disobedience of Bastardy order.— PATRICK JOHN CHAP- PELL, age 28, height 5 ft. 5 ins., good build, complexion fresh, hair light brown, eyes hazel, full face, crossed hands and heart, flower and rose tattooed right forearm, blue dot left; dress, dark jacket and cap, khaki or light coloured breeches and gaiters, light hice- up black boots. A groom and reservist from Royal Horse Artillery. A native of Portsmouth. Warrant issued. Information to Supt. Carman, Fareham. 18.— Gosport { County). — For stealing£ 1 10s., 3rd inst.— ANNIE EDITH FOWLER, age 33, height about 5 ft., complexion fresh, hair dark brown ; dress, black dress and hat. Is accompanied by her daughter, age 6, complexion fair, hair very light. Absconded 3rd inst. Warrant issued. Information to Supt. Abel, Gosport. HEREFORDSHIRE. 19.— Hereford ( County).— For rape at Eaton Bishop, 28th ult.— JACK or HARRY GRIF- FITHS, age about 30, height 5 ft. 6 to 8 ins., rather broad shoulders, short neck, complexion dark or sallow, thin face, hair dark, short stubby moustache, North Country or Welsh accent, very talkative; dress, old dark grey or brown jacket and vest, striped trousers. Has been employed on farms and with threshing machines. Performs tricks in public houses, also plays a mouth organ and sings. Spoke of having travelled with a Box- ing Booth in Cumberland. Warrant issued. Information to Supt. Thomas, County Police, Hereford. KENT. 20.— Canterbury ( County).— For obtaining £ 10 by false pretences at Herne Bay, between 20th and 26th ult.— WILLIAM MIDDLETON, age 38 to 40, height 5 ft. 7 ins., complexion sallow, hair light brown, clean shaven; dress, dark mix- ture tweed suit, black tie, straw hat ( black band). A dealer and upholsterer; native of Bury St. Edmunds. He advertised for a man to take charge of furniture business and obtained the above sum as security. Warrant issued. Information to Supt. Heard, Canterbury. 21.— Maidstone ( Borough).— For stealing a silver watch and chain ( recovered).— JAMES LANDRIDGE, alias WILSON, age 20 to 25, height 5 ft. 1 or 2 ins., complexion fair, hair and moustache inclined to ginger, very small eyes; dress, brown coat and vest, dark trousers, Army boots. A flower seller. A native of Croydon. May be found at common lodging houses. Warrant issued. Information to the Chief Constable, Maidstone. KIRKCUDBRIGHT. 22 - Kirkcudbright ( County).— For ob. taining, 29th or 30th ult., by false pretences, £ 3 9s. 8d.— A man who gave the name of MONK- HOUSE, age about 24, height 5 ft. 7 or 8 ins., complexion sallow, hair dark ( inclined curly), clean shaven, upper teeth irregular, some missing from both jaws, English accent; wearing a heavy navy jacket suit, black bowler hat, soft shirt, tie, lace boots. Stated he belonged to Cockermouth. He called on farmers, etc., and represented that he was authorised to examine Insurance cards, and those that were not stamped up to date he ob- tained the necessary amounts to do so, taking the cards with him which he said he would return after they had been stamped. LANCASHIRE. 23.— Salford ( Borough).— For failing to report. - WILLIAM JOHNSON, alias NEWMAN PARKER, WALLIS, WILSON, LITTLE- WOOD, Office No. 203- 01 ( see Illustrated Circu- lar No. 93, Fig. 33), age 55, height 5 ft. 5J ins., complexion fresh, hair ( going bald) brown ( turn- ing grey), eyes ( sunken) blue; scar right temple, right eyebrow and inside left ring finger. A dealer; native of Chester. Sentenced, Essex ad- journed Sessions, Chelmsford, 24th May, 1911, to 3 years' penal servitude for obtaining a mare by false pretences. WILD, age 26, height 5 ft. 6 ins., complexion pale, hair light brown, eyes brown, cut palms both hands, deformed right thumb, eagle and swallow left forearm; dress, black bowler hat, dark brown jacket'and trousers, crimson knitted vest with red glass buttons, light fawn- coloured shirt, plaid tie, boots. A native of Cheddleton, Staffs. Warrant issued. Information to the Chief Constable, Stoke- on- Trent. SUSSEX ( East). 25.— H a S t i n g S ( Borough).— EDWARD DAWSON, described in Case No. 104, 10th inst., has been identified as FREDERICK HENRY CLARKE, alias RAWLINGS, TOWNSEND and ROBERTS, Office No. 2743- 96, age 70, height 5 ft. 2\ ins., complexion fresh, hair and moustache white ( may be growing a beard), eyes blue, wears old- rimmed eyeglasses; suffers from rheumatism and walks very slowly. Has been convicted at Southend, London and Ramsgate. Warrant issued. Information to the Chief Constable, Hastings. WARWICKSHIRE. 26 — Solihull ( County).— For embezzling £ 1 5s. 2d., at Krowle, between 30th August and 22nd ult.— BENJAMIN READ, age 16, height 5 ft. 2 ins., complexion pale, hair dark brown; dress, light grey suit, grey cap, lace boots. A milkman j native of Fulham, London. Absconded 22nd ult. Warrant issued. Information to Supt. Carbis, Solihull. 27.— Birmingham ( City).— For failing to surrender to his bail, 9th inst., charged with ob- taining food by false pretences.— WILLIAM REGINALD DAVIS, age 25, height 5 ft. 5 or 6 ins., hair dark, very thin features, prominent nose; dress, dark brown lounge suit, light drab overcoat, light cap, lace boots, tie. YORKSHIRE ( East Riding). 28.— Beverley ( Borough).— For attempted carnal knowledge of a girl, age 6, 14th inst.— A MAN, age about 26, height 5 ft. 10 or 11 ins., slight build, clean shaven; wearing dark cap, blue dungaree overalls ( jacket and trousers combined), worn over trousers and vest, dark jacket, light boots ( in bad condition), dirty appearance.
