POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SE : IES. FlilDAY, AUGUST 29, 1913 You XXX., No. 3090. 1. AIL communications for insertion in the POLICE GAZETTE, and all communica- tions relating to them, should be addressed to THE EDITOU OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of Persons whose apprehension is sought for serious offences will be inserted at a cost of 8s. per portrait, and engravings of stolen property at a cost of 6s. per photograph or sketch, unless the article is large or unusually intricate, when the charge will be higher. A remittance of 6s. should be made in the first instance for cost of engraving sketches. G. Every announcement, if for the apprehension of a person, must be guaran- teed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. » 9. The force which causcs particulars concerning delinquents or stolen pro- perty to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be re- ceived not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, cither at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. 14. All copies of the POLICE GAZETTE re- transmitted by Police Forces should be prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. WILSON, age 25 to 30, height 5 ft. 6 ins., complexion pale, hair dark brown, rather thin face, slight dark moustache ( although in one instance described as clean shaven), promin- ent throat; printer's traveller, respectable appear- ance; dress, dark grey jacket suit, double collar, dark tie, lace boots, straw hat, who has obtained sums of money from small tradesmen in the Me- tropolis, Luton, Andover and Gosport, by stating that he was soliciting orders for W. BRECONSHIRE. 11 — Ystradgynlais '{ County).— For steal- ing, 8th inst., a very dark bay mare, aged, small lump between front legs, lump on off hind leg; and a set of harness.-^ IAMES BIRMINGHAM, a gipsy, age 28 or 29, height 5 ft, 6 or 7 ins., complexion fair, hair dark brown, moustache sandy; dress, grey jacket and waistcoat, points of sleeves stitched around several times, dark trou- sers, tight- fitting. ESSEX. 13.— Chelmsford [ County).— For leaving his wife and children chargeable to the Union.— ERNEST JOHN WARRICKER, age 37, height 5 ft. 5 or 6 ins., stout build, complexion fresh, full round face, hair brown, eyes grey. A general labourer; native of Chelmsford. Warrant issued. Information to the Deputy Chief Constable, Chelmsford. 14.— Epping ( County).— For stealing, 14tli inst., a black enamelled bicycle, upturned handle bars, free wheel, 28 x in. wheels, back brake out of order, wire- rimmed thorn- proof tyres, back mudguard, rat- trap pedals, tool- bag containing repair outfit, nickel- plated pump.— WILLIAM FULLER, age 18, height 5 ft. ins., hair ( long) light brown, eyes slightly crossed; dress, dark green jacket and vest, brown stripes, muffler, light brown cap, lace boots. Is usually em- ployed as a labourer by roundabout proprietors. Previously convicted of larceny at Bridgwater and Bristol. Warrant issued. Not to be arrested out of the United Kingdom. HAMPSHIRE. 19— Ring wood ( County).— For stealing ( bailee), 17th ult., a pony, cart and harness ( re covered).— WALTER LYNE, age about 55, height 5 ft. 6 or 7 ins., complexion sallow, hair ( bald on top) and whiskers brown, turning grey, near- sighted. A fish hawker and rag- and- bone gatherer Warrant issued. Information to Supt. Jones, Ringwood. 20.— Portsmouth ( Borough).— For obtaining money by false pretences.— HARRY TATCHAM, alias TATUM, age 40, height 5 ft. 7 or 8 ins., slight build, complexion fair, hair and moustache light, one leg wooden ; dress, dark grey suit and cap. Warrant issued. 21.— Portsmouth ( Borough).— For stealing ( servant) £ 9 7s. 6d.— EDWARD ROWLAND, age 34, height 5 ft. 6 or 7 ins., complexion fresh, hair dark, clean shaven, eyes blue; dress, dark grey tweed suit, white muffler, dark cap. Information to the Chief Constable, Maidstone. 24.— M a r g a t e ( Borough).— For stealing, 19th inst., a suit ( recovered).— STANLEY GRIF- FITHS, age 32, height 5 ft. 10 or 11 ins., com- plexion fair, hair brown, slight moustache ginger, eyes ( sore) grey, weak and slightly knock- knees, large splay feet; dress, dark suit with J- in. stripes, nearly new boots with plain fronts, grey bow tie, grey cap. May be found at unions or common lodging' houses. Warrant issued. Information to the Chief Constable, Margate. dark vest, light grey trousers, blue and white striped collar, green tie, brown tweed cap, light lace boots. A native of Wolverhampton. Robotham, Tettenhall. LANCASHIRE. 25.— L iverpool ( City)-— For stealing ( servant) £ 27 13s. 10d., 16tli inst.— JOHN G. PARROT, age 63, height about 5 ft. 6 ins., stout build, complexion fresh, hair white, clean shaven, slightly twitches face when speaking, slight squint left eye, slightly deaf. A foreman brick- layer. May be found at a seaside resort. Is said to be of a desperate disposition. 26 .— Liverpool ( City).— For obtaining a cheque for £ 2 5s., by false pretences, 21st inst.— A man who gave the names of T. W. PRESCOTT and G. H. CHAMBERS, age 25, height 5 ft. 2 ins., slight build, complexion fresh, hair dark brown, bushy on top, eyes ( small) grey, top lip protrudes slightly, dirty teeth, pointed chin, small chubby face, clean shaven; both arms deeply tattooed, left one has large butterfly in red and blue, fingers on left hand stained through cigarette smoking; good address, slight American accent; was wearing an Indian silver bracelet on left arm underneath elbow, silver ring on fourth finger right hand; dress, navy blue uniform suit, gold buttons with anchor thereon, epaulets are gold, wings with a streak representing lightning running through, surmounted with gold crown and buttons, 2 gold stripes on left arm, cap to match with white cover, gold laurel wreath on front with " M " in centre, surmounted with gold crown, soft white collar, black tie, white shirt with black stripes, badly fitting brown boots, wears a brown kid glove on left hand which has apparently been injured. Represents himself to be an agent for Marconi Co., and promises to secure a berth. Warrant issued. Information to the Head Constable, City Police, Liverpool. 27.— Warrington ( Borough).— For obtaining food and lodgings by false pretences, between 23rd and 25th inst.— WILLIAM MOORE, age about 50, height 5 ft. 4 or 5 ins., complexion fresh, hair ( bald on top), moustache and pointed beard grey; dress, dark grey lounge suit, white muffler, brown cap, blucher boots. Stated he was an Irishman, had served in the Navy and was in possession of the V. C. and 3 medals; also that he was erecting houses in the district and had engaged stables. Warrant issued. Information to the Chief Constable, Warrington. SOMERSE TSHIRE. 28.— Bath ( County).— For housebreaking and stealing an oilskin cape.— A MAN, age 28 to 30, height 5 ft. 7 or 8 ins., hair and slight moustache sandy, star in circle tattooed right hand; dress, navy blue suit, seaman's cap. Was seen riding a green enamelled bicycle with cape, etc., strapped thereon. Information to Supt. Jennings, Weston, Bath. STAFFORDSHIRE. 29.— Tettenhall ( County).— For stealing at Moseley, 19tli inst., a mare ( recovered).— HENRY BAXTER, age 33, height 5 ft. 3£ ins., complexion fresh, hair light brown, eyes blue- grey, scar near right eye and left eyebrow; dress, greenish jacket, SUSSEX ( East.) 30.— U C k f ie I d ( County).— For utteiing a forged cheque for £ 4, drawn on the London and South Western Bank, Cannon Street Branch, by JAMES SPENCER, made payable to C. Harris ( from a stolen cheque book).— C. HARRIS, age 35 to 40, height 5 ft. 6 or 7 ins., complexion, hair moustache ( pointed ends) and eyes dark; dress, greyish check tweed coat and vest, breeches and grey stockings, greenish- grey soft hat, lace boots, carried an umbrella. Criddle, Uckfield. 31.— Hastings ( Borough).— For stealing, 19th inst., 4 miniatures ( 1 an elderly gentleman wear- ing medal; 1 clergyman, old style; 1 elderly gentle- man, do., pin at back for brooch; 1 lady with curls).- A MAN, age about 40, height about 5 ft. 6 ins., complexion fair; dress, grey suit and cap. Information to the Chief Constable, Hastings. YORKSHIRE ( West Riding). 32.— Halifax ( County).— Vox stealing 7 cows ( recovered).— CHARLES LISTER, age 56 ( looks older), height about 5 ft. 4 ins., complexion fresh, hair ( bald) turning grey, eyes weak, watery, minus 3 fingers and part of left hand, rather bow legged, of good address; dress, brown overcoat with brown velvet collar, cord trousers, black leggings, bowler hat; may be wearing new clothing. A native of London.— HENRY EVANS WALMSLEY, age 34, height 5 ft. ins., complexion fresh, hair light brown, eyes grey; dress, blue serge suit, blue spotted knot tie, white straw hat, lace boots. Supposed a native of Jersey. Information to be forwarded to the Metropoli- tan Police Office, New Scotland Yard, S. W. DEVONSHIRE. 31— Torquay ( County).- Committed for trial at next Assizes, for obtaining money and goods by false pretences.— CYRIL GARDENER, alias HAROLD PROCTOR, J. H. BROWN, J. H. JOHNS, IRONSIDE and PERDEW, age 32, height 6 ft., good build, complexion fair, hair light brown, clean shaven, eyes hazel, of smart appearance; dress, blue serge suit, bowler hat. States lie is a native of Faversham Kent.— VICARY GIBBS, age 21, height 5 ft. 9 ins., slight build, complexion fresh, hair dark brown, clean shaven, eyes hazel; dress, dark mixture suit and cap. They called at several boarding establish- ments and stated they represented the British A. B. C. Guide, also a firm of antique dealers, London. Believed wanted elsewhere. Photo- graphs can be seen on application. Information to Supt. Roberts, Torquay. HAMPSHIRE. 35.— Alton ( County).— Remanded until lst prox., charged with obtaining food and lodgings by false pretences.— PERCY SEYMOUR KELLY ( supposed false), age 21, height 5 ft. 6 ins., com- plexion fresh, hair brown, eyes blue, clean shaven, well educated; dress, grey suit, black clerical stock underneath vest, and clerical collar, black button boots, sometimes wears a white straw hat. A native of Portsmouth. He calls upon clergymen and officers, representing himself to be a clerk in holy orders, from Alberta, Canada. Supposed to have been previously convicted and wanted else- where. Information to Supt. Reuben, Alton. O'BRIEN, age 35 to 40, height about 5 ft. 9 ins., slight build, complexion fresh, hair ( bald on top and front) dark brown, clean shaven, eyes bluish, several artificial teeth, narrow chin, sloping shoulders, rather narrow chest, takes short sharp steps, Irish accent; a heavy smoker; dress, dark grey suit, green soft hat. A jeweller's manager. Warrant issued. Information to the Chief Constable, Barrow- in- Furness.
