POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, AUGUST 15, 1913 VOL. XXX., No. 3092. 1. All communications for insertion in the POLICE GAZETTE, and all communica- tions relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of Persons whose apprehension is sought for serious offences uill be inserted at a cost of 8s. per portrait, and engravings of stolen property at a cost of 6s. per photograph or sketch, unless the article is large or unusually intricate, when the charge will be higher. A remittance of 6s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaran- teed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen pro- perty to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all casi s the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be re- ceived not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion (. if accepted) will be given on application. 14. All copies of the POLICE GAZETTE re- transmitted by Police Forces should be prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. Y. f. 422. 3.— J Division.— For stealing ( servant) a quantity of jewellery pledges.— ALFRED WIL- LIAM WATTS, age 43, height 5 ft. 2 ins., good build, complexion fresh, hair very dark brown, eyes grey, moustache dark, turning grey; dress, grey check suit, black hard felt hat, tie, lace boots. A pawnbroker's manager; native of London. Warrant issued. 4 — K Division.— For perjury.— JOHN RUSSELL, age about 40, height 5 ft. 11 ins., complexion fresh, hair light brown, eyes light blue ( staring); dress, dark jacket suit, blue dungaree jacket ( under), dark cap, lace boots. BEDFORDSHIRE. 5. — Bedford ( County).— For obtaining 7s. 6d. at Stevington— A MAN, supposed A. S. JOHNSON, age about 30, height 5 ft. 6 ins., complexion fresh, hair light brown, eyes grey, rather thin face; dress, grey check Norfolk jacket, dark trousers, straw hat. He represents that he is an agent for Thridgould & Co., London, post card and Xmas card dealers; obtains money in advance from shopkeepers. Warrant issued. Information to Supt. Anniwell, Bedford. G.— Luton ( Borough).— For stealing ( bailee) £ 3- — HENRY JAMES MURCH, Office No. 2141- 05, age 30, height 5 ft. 3| ins., complexion fresh, hair dark brown, eyes grey ; wart left side of forehead, coat of arms, " I. L. P. Ward," scroll, cross flags and man boxing right forearm, ship, Baden Powell, dog, etc., left forearm; dress, light green tweed suit, light green felt trilby hat. Arrest also sought for failing to report. Previously convicted in London, Hampshire and Essex. Warrant issued. Information to the Chief Constable, Luton. BERKSHIRE. 7— Windsor ( County).— For stealing a motor car at Ascot 18th June last— MARSHALL FREDERICK PAYNE, alias DRUMMOND, — —, height 5 ft. 6 ins., complexion fresh, clean shaven, hair light and curly; dress, blue serge jacket suit, light grey soft hat. A chauffeur. Warrant issued. Information to Supt. Holding, Clewer, Windsor. 8.— Windsor ( Borough).— For stealing, 26th May last, a bicycle ( recovered).— WILLIAM AL- GAR, age 23, height 6 ft., complexion fresh, hair brown, tattooed anchor on left forearm and scar right chin. A labourer; a deserter from the 2nd Battn. Grenadier Guards. See Case No. 1, 3rd June, 1913. Warrant issued. Information to the Chief Constable, Borough Police, Windsor. BRECONSHIRE. 9.— Ystradgyniais ( County).— For steal- ing ( bailee) 2nd inst., at Abercrave, a black horse pony, 12 or 13 hands, long tail; four- wheel light lorry ; 1 scale ; quantity of greengrocery, and £ 3 13s. HARRY BISHOP^ age 36, height 5 ft. 6 or 7 ins., complexion dark, hair dark brown, clean shaven; dress, grey tweed suit, bottom of trousers and back of coat stitched several times, brown cap. Appearance of a low horse dealer or costermonger. Warrant issued. Information to Supt. Jones? Brecon. BUCKINGHAMSHIRE. 10.— High Wycombe ( County).— For ob- taining, 16th ult., £ 5 by worthless cheque— AMY CLEAVER, age 45 to 50. height about 5 ft. 6 ins., complexion fresh, hair brown, turning grey: dress, long fawn dust coat, blue linen dress, burnt straw- hat. Accompanied by two men ( not wanted); 1st, supposed NORMAN CLEAVER ( her son), age about 26, height 5 ft 7 or 8 ins., clean shaven : dress, dark suit, straw hat. 2nd. — BULLOCK, alias CLIFFORD, age about 30, height 5 ft. 10 or 11 ins., hair dark, clean shaven, long nose; wearing light suit, straw hat. CHESHIRE. 12.— W a 11 a S e y .( Borough).— For stealing ( servant) £ 17 lis. 5d., 4th inst.— PHILLIP RALPHS, age 43 to 45, height 5 ft. 3 ins., com- plexion swarthy, hair dark brown, eyes blue, clean shaven, round face, appearance of an actor ; usually wears black frock coat and hard felt hat. Ab- sconded 4th inst. Warrant issued. Information to the Chief Constable, Liscard, Wallasey. CUMBERLAND. 13.— Workington ( County).— For altering a banker's cheque with intent to defraud.— T. TAYLOR, age about 30, height 5 ft, 6 or 7 ins., stout build, complexion dark, face oval, rather hollow cheeks, supposed dimple or scar on side, clean shaven ; dress, dark grey jacket suit ( sup- posed new), straw hat with black band, wore a watch chain, walks erect. A cheque drawn for £ 1 15s. 9d: was posted to Mrs. Taylor, 105, West- bourne Grove, London, W., on 28th ult. This cheque, altered to £ 91 15s. 9d.. and made payable to Mr. T. Taylor, was handed to the cashier of London Joint Stock Bank, Ltd., Workington, on the 30th ult., by the above described, who, failing to obtain the money, left by train for Carlisle in company with a man ( not wanted), age 34, height 5 ft. 6 or 7 ins., complexion fresh, round full face, small eyes, hair dark brown, clean shaven ; wearing grey suit and light cap, walked with a halt which may have been assumed. MELVILLE, age 30 to 35, height about 6 ft., slight build, thin long face, clean shaven ( sun- burnt), rather broad forehead, hair very dark brown, has some of his front teeth crowned and several at sides and back filled with gold; fond of swimming, tennis, and card playing. States he is a doctor and is attached to St. Bartholomew's Hospital, London. Warrant issued. Information to Supt. Roberts, Torquay. 15.— Barnstaple ( Borough).— For obtaining by worthless cheque, 22nd ult., a black lounge coat, 1 pair dark trousers, loud stripe ( West of Eng- land cloth), 1 pair dark trousers, light stripe ( worsted material), and £ 4 14s. 6d.— A. SEY- MOUR CHARLTON, age about 40 ( looks younger), height 5 ft. 6 or 7 ins., complexion dark, hair and moustache black, sharp features, Jewish appearance; dress, black morning coat, dark trou- sers with light stripe. A canvasser; represented himself to be in the employ of a house hunters' bureau in London. He had the clothes made to measure and tendered in payment a cheque for £ 8 14s. 6d., drawn by A. J. Thompson in favour of A. Seymour Charlton on the London County & Westminster Bank Ltd., Westbourne Grove Branch, No. BA/ RA 091024, and received the balance. Warrant issued. DUMFRIESSHIRE. 16.— Dumfries • County).— For stealing, 26 th ult., a dark green jacket and vest, light blue and dark stripes.— EDWARD FOGG, age about 26, height 5 ft. 6 or 7 ins., slight build, complexion, hair and moustache dark, hair thin on front, ad- dicted to drink; wearing the stolen jacket and vest, blue trousers ( patched seat), light cap, blue and green muffler, light striped shirt, heavy boots. A miner or brusher; supposed native of Fifeshire. Warrant issued Not to be arrested out of the United Kingdom. Information to the Chief Constable Dumfries. DURHAM. 17.— Sunderland ( Borough).— For stealing, lst inst., from a ship, £ 50 ( gold); 3 £ 5 Bank of England notes, each stamped Wood & Fair- weather; 13 5- franc pieces; 2 National Provincial Bank of England cheque books ( 1 for Horsefair branch, Birmingham, 1 for Fenchurch Street branch, London); 1 lady's gold watch, No. 3901, key wind, black chapters, gold dial, black pointers, engraved back, old ; 1 lady's long gold chain, swivel fastener, gold locket, plain, attached, engraved around edge; 1 gold single- stone diamond ring.— HERBERT W. FORLEY, age about 32, height about 5 ft. 10 ins., stout build, complexion fresh, hair dark, clean shaven; wears rimless eyeglasses; when last seen was dressed in a blue suit with faint light stripe, tie, white fla<> crowned straw hat with black band; speaks German, Italian and French fluently, Spanish slightly and English very imperfectly. Stated he has been a tourist's guide at Continental resorts. Absconded lst inst. Information to the Chief Constable, Sunderland. CLA MORGA N SHIRE. 18.— Cowerton ( County).— For embezzling £ 24 10s. 0d., 26th ult.— CHARLES READING, age 26, height about 5 ft 6 ins., slight build, com- plexion pale, hair very dark, slight moustache, dark; wearing a slate colour suit and bowler hat. A butcher's salesman, native of Birmingham. Absconded 27th ult. by motor car, and stated he was going to Fishguard for his holidays. Warrant issued. Information to Supt. Letheren, Gowerton. 19.— Cardiff ( City).— For burglary.— DAVID BOYD, age about 25, medium height, slight build, hair and moustache fair. A ship's trimmer. Is believed to have been employed on fishing trawlers and may again seek such employment. Warrant issued. 20.— Cardiff ( City).— For absconding from the Union Workhouse with clothing.— WILLIAM STEPHENSON, age about 64, height 5 ft., com- plexion fresh, hair, eyebrows, beard and moustache grey. May be found in common lodging houses. Warrant issued. 21.— Cardiff ( City).— For obtaining food by false pretences.— ARTEMUS RICKARD, age about 49, height 5 ft. 8 or 9 ins., complexion fresh, hair brown, turning grey, oval face, moustache grey; wearing old blue serge suit and grey soft hat. — ELIZA KEMBREY, alias RICKARD, age 43, height 5 ft. 2 or 3 ins., hair dark; dress, grey costume, light- coloured chip hat, trimmed with red, white, and blue ribbon, with large bow on left side. Accompanied by her daughter, age 8; dressed in blue serge costume. Natives of Mon- mouth. They pose as man and wife, and at seve- ral places Rickard produced a cheque for £ 253, signed J. Lawrence, and stated it represented money due to him from an uncle. Warrants issued. Information to the Head Constable, Cardiff. GLOUCESTERSHIRE. 22.— Chipping Sod bury ( County).— For * tealing a white slop jacket, blue vest, bluish cordu- roy trousers, all marked C. S. U., shirt and stock- ings No. 130 thereon, heavy nailed boots.— FREDERICK JOHN COX, age 28, height 6 ft. ins., complexion fresh, hair dark ( turning grey), eyes brown; dressed in the stolen clothing, of weak intellect. A native of Winterbourne. May be found working on a farm or tramping the country or sleeping at common lodging houses, casual wards, etc. Warrant issued. Information to Supt. Phelps, Chipping Sodbury. 23.— Gloucester ( County).— For obtaining by a worthless cheque, 2 pairs of boots and £ 2 18s.— C. MILLS, age 40 to 45, height 5 ft. 8 or 9 ins., good build, complexion fresh, hair ( curly), moustache and eyes dark, full face; wearing grey suit, grey soft hat, tie; carries a walking stick and is believed to have a spaniel dog with him. Warrant issued. 24. - Gloucester ( County).— For stealing £ 62 19s.— HAROLD FRANCIS JAMES, age 19, height 5 ft. 8 ins., complexion fresh, hair dark brown, inclined to be curly, eyes brown, slouching gait, feminine appearance, bullet mark through palm of one hand, believed left; dress, greenish grey golf jacket, trousers to match, straw hat, boots with American toes. A grocer's clerk; native of Gloucester. Warrant issued. Information to the Deputy Chief Constable, Gloucester. 25.— Staple Hill ( County).— For demanding money with menaces.— JOSEPH CLARK, age 50 to 55, height 5 ft. 8 ins., complexion dark, very rough black beard ; dress, brown suit ( dirty), lace boots; carrying a frail. Cooke, Staple Hill. 26.— Stroud ( County).— For stealing ( servant) 25s.— FRED WELLINGTON, age about 21, height about 5 ft. 7 or 8 ins., complexion dark, hair and eyes dark brown, clean shaven, lisps; dress, brown coat and vest, dark corduroy trousers, coloured muffler and cap, heavy nailed boots. May seek employment with roundabouts. Stays at com- mon lodging houses. Warrant issued. 27.— Stroud ( County).— For obtaining £ 5 by forged cheque No N/ 2 86196, drawn in favour of C. Mills on Messrs. Grindlay & Co.' s Bank, London, and signed James Marlow & Son— C. MILLS, age about 40, height about 5 ft. 10 ins., complexion fresh, hair brown, moustache light; appearance of a commercial traveller, and well spoken ; dress, blue serge suit, soft grey felt hat, boots. Is iden- tical with Case No. 87, 8th inst. Warrant issued. Information to Supt. Biggs, Stroud. HEREFORDSHIRE. 31— Hereford ( City).— For stealing 2s. lOd. and a pair of gold- rimmed eyeglasses with one clip missing, 29th ult.— DAVID LEWIS, age about 50, height 5 ft. 7 or 8 ins., moustache dark grey, otherwise clean shaven; wearing dark grey suit, dark green cap, lace boots, black and purple striped muffler. He took lodgings, stating he was employed in the telephone department of the G. P. O., and absconded with above property. Information to the Chief Constable, City Police, Hereford. HAMPSHIRE. 28.— Kingsdere ( County).— For obtaining £ 7 by worthless cheque, 21st ult.— AMY CLEA- VER" or HARRIS, age 45 to 50, height 5 ft. 5 or 6 ins., complexion fresh, hair brown ( turning grey), eyes believed grey, well educated; dress, long fawn- coloured dust coat, navy blue blouse and skirt, light straw hat, trimmed light silk bow in front. Warrant issued. 29.— Kingsclere ( County).— MAN described in case No. 25, 8th inst., as not wanted— amended description— For aiding and abetting in obtaining money by » worthless cheque— Man, name supposed HARRIS, age 35 to 40, height 5 ft 8 or 9 ins., hair brown, thin on front, clean shaven; dress, buff coloured Norfolk jacket, light grey trousers, green felt hat, shoes. Warrant issued. Information to Supt. Hall, Kingsclere. 30— Portsmouth ( Borough).— For stealing a gold bar brooch, set 3 diamonds.— A WOMAN, age 40 to 45, height 5 ft. 3 or 4 ins., stout build ; wearing biscuit- coloured coat and skirt ( washable), lace blouse, rather low cut, carrying black hand- bag and silk card- case. Called at jeweller's shop and after selecting articles, stated she would bring cheque later. Subsequently called at another shop, wearing dark costume with strip of gold braid each cuff and strip about 8 ins., vertical, at bottom of skirt. Information to Chief Supt. Moore, Portsmouth. KENT. 32— Margate ( Borough).— For stealing, 9th inst., 2 gold signet rings, 1 set white bloodstones with S. L. in German and old English characters; 1 with green seal with pink spot— FRANK WIL SON, age about 30, height 5 ft. 8 or 9 ins., com- plexion fair, slight moustache light, well spoken; wearing brown suit, brown soft hat, bow at back. Stated he was a commercial traveller. Warrant issued. 33.— Margate ( Borough).— For embezzling 16s.— EDMUND MARTIN, age 32 or 33, height 5 ft., stout build, complexion very fresh, hair fair, eyes blue- grey, clean shaven, abscess hole left cheek, walks badly; wearing green mixture tweed jacket and breeches, brown leggings, boots. A carpenter; native of Thanet. Recently employed as a milk carrier. Warrant issued. Information to the Chief Constable, Margate. 34.— Ramsgate ( Borough).— For being con- cerned with EDWARD CHARLES RUSSELL, alias EDWIN DIVES ( in custody), in stealing 10s. and a quantity of cakes.— ERNEST CATLEY, age 35 to 40, height about 5 ft., good build, hair ( bald on top) sandy, large features, eyes blue, clean shaven, tattooed bracelet each wrist, also tattooed back one hand, arms and legs; dress, dark suit, grey cap, black silk wrap, old boots. A ship's fireman ; wears a Seaman's and Firemen's Union badge and has the Society's membership papers and several discharges in his possession. Last heard of at Canterbury, 19th ult., when he stated he was going to London to obtain a berth on a ship. Information to the Chief Constable, Ramsgate. LANCASHIRE. 35.— Manchester ( City).— For forgery, 25th April last.— HENRY CRAWFORD, age 34 ( looks 40), height 5 ft. 6 or 7 ins., stout build, dark hair, clean shaven; wears a dark morning suit, bowler hat, An accountant, frequents pub- lic houses, and associates with prostitutes. He may endeavour to float a company such as a Motor or Cinematograph Company. Warrant issued. Information to the Chief Constable, Manchester. 36.— Barrow- in- Furness ( Borough).— For stealing, between 2nd May and 5th June last, 3 suits of clothes ( 1 black, very fine cloth, usual pockets, W. Forsyth, Glasgow, on buttons; 1 grey, with small black stripe, double- breasted jacket, usual pockets, W. Forsyth, Glasgow, on buttons; 1 pepper and salt pattern, Alexander, the Great Tailor, Newcastle, thereon); 1 brown ulster over- coat, belt at back, turned- up cuffs; 1 brown leather suit case, by 1J ft., brass mounts, single handle, 2 brass locks, G. F. thereon in centre.— GEORGE NEALE, age 28, height about 5 ft. 7 ins., com- plexion pale, spotted face, hair black, clean shaven, eyes brown, carries his head forward ; dress, dark blue suit, bowler hat or some of the stolen clothing. A valet or hotel servant.
