POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, AUGUST 8, 1913. VOL. XXX., No. 3090. 1. All communications for insertion in the POLICE GAZETTE, and ail communica- tions rrlalintj to them, should be addressed to THE EDITOR OP THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of Persons whose apprehension is sought for serious offcnces will be inserted ut a cost of 8s. per portrait, and engravings nf stolen property at a cost of 6s. per photograph or sketch, unless the article is large or unusually intricate, when the charge will be higher. A remittance of 6s. should he made in the first instance for cost of engraving sketches. 6. Every annowncement, if for the apprehension of a person, must be guaran- teed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causcs particulars concerning delinquents or stolen pro- perty to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be re- ceived not later than noon on IVednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. 14. All copies of the POLICE GAZETTE re- transmitted by Police Forces should be prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. A musician ; native of Croydon. Sentenced, Guild- ford Assizes, lst March, 1906, to 10 years' penal servitude for demanding money by menaces. Licensed 25th June, 1913. g. 163." 3.— Convict Supervision Office.— For failing to comply with the conditions of his licence which has been revoked.— PERCY JOHN LEIKE, alias LEAKE, Office No. S. 129808, age 21, height 5 ft. 3J ins., complexion fresh, hair dark brown, eyes grey. Sentenced, Glamorgan County Sessions, 2nd July, 1912, to 12 months' detention in a Borstal Institution for larceny. Licensed lst July, 1913, to the care of the Borstal Association, who found him employment as a brick- layer, but absconded after 7 days, and has not since been seen. If arrested a telegram or tele- phonic communication should be sent to the Go- vernor, Pentonville Prison, who will send an escort for him. Licence expires lst January, 1914, after which date he must not be arrested. 4.— F Division.— For failing to surrender to hie bail at Central Criminal Court, 14th ult., for soliciting May Violet Wright to commit per- jury, assaulting May Violet Wright and assault on police with intent to resist his lawful apprehen- sion. — LEON LOWENTHAL, alias LEO LOWENTHAL and LEON, correct name believed to be LEOPOLD, age 38, height 5 ft. 10 ins., slight build, complexion pale, hair dark brown, moustache dark, eyes brown, very excitable, slight foreign accent; dress, dark blue suit, black hard felt hat, tie, lace boots, A ladies' tailor; native of Berlin. Warrant issued. 5.— J Division.— For stealing ( servant) a quantity of jewellery pledges.— ALFRED WIL- LIAM WATTS, age 43, height 5 ft. 2 ins., good build, complexion fresh, hair very dark brown, eyes grey, moustache dark, turning grey; dress, grey check suit, black hard felt hat, tie, lace boots. A pawnbroker's manager ; native of London. Warrant issued. 6.— K Division.— For perjury.— JOHN RUSSELL, age about 40, height 5 ft. 11 ins., complexion fresh, hair light brown, eyes light blue ( staring); dress, dark jacket suit, blue dungaree jacket ( under), dark cap, lace boots. L. P. Ward," scroll, cross flags and man boxing right forearm, ship, Baden Powell, dog, etc., left forearm; dress, light green tweed suit, light green felt trilby hat. Arrest also sought for failing to report. Previously convicted in London, Hampshire and Essex. Warrant issued. Information to the Chief Constable, Luton. BERKSHIRE. 10 — Windsor ( Borough^.— For stealing, 26th May last, a bicycle ( recovered).— WILLIAM AL- GAR. age 23, height 6 ft., complexion fresh, hair brown, tattooed anchor on left forearm and scar right chin. A labourer; a deserter from the 2nd Battn. Grenadier Guards. See Case No. 1, 3rd June, 1913. Warrant issued. Information to the Chief Constable, Borough Police, Windsor. CUMBERLAND. 11.— Workington ( County).— For altering a banker's cheque with intent to defraud.— T. TAYLOR, age about 30, height 5 ft. 6 or 7 ins., stout build, complexion dark, face oval, rather hollow cheeks, supposed dimple or scar on side, clean shaven; dress, dark grey jacket suit ( sup- posed new), straw hat with black band, wore a watch chain, walks erect. A cheque drawn for £ 1 15s. 9d. was posted to Mrs. Taylor, 105, West bourne Grove, London, W., on 28th ult. This cheque, altered to £ 91 15s. 9d., and made payable to Mr. T. Taylor, was handed to the cashier of London Joint Stock Bank, Ltd.. Workington, on the 30th ult., by the above described, who. failing to obtain the money, left by train for Carlisle in company with a man ( not wanted), age 34, height 5 ft. 6 or 7 ins., complexion fresh, round full face, small eyes, hair dark brown, clean shaven ; wearing grey suit and light cap, walked with a halt which may have been assumed. FORLEY, age about 32, height about 5 ft. 10 ins., stout build, complexion fresh, hair dark, clean shaven ; wears rimless eyeglasses; when last seen was dressed in a blue suit with faint light stripe, tie, white flat> crowned straw hat with black band; speaks German, Italian and French fluently, Spanish slightly and English very imperfectly. A ship's trimmer. Is believed to hav. e been employed on fishing trawlers and may again seek such employment. Warrant issued. 18.— Cardiff ( City).— For absconding from the Union Workhouse with clothing.— WILLIAM STEPHENSON, age about 64, height 5 ft., com- plexion fresh, hair, eyebrows, beard and moustache grey. May be found in common lodging houses. Warrant issued. 19.— Cardiff ( City).— For obtaining food by false pretences. ARTEMUS RICKARD, age about 49, height 5 ft. 8 or 9 ins., complexion fresh, hair brown, turning grey, oval face, moustache grey • wearing old blue serge suit and grey soft hat. — ELIZA KEMBREY, alias RICKARD, age 43, height 5 ft. 2 or 3 ins., hair dark; dress, grey costume, light- coloured chip hat, trimmed with red, white, and blue ribbon, with large bow on left side. Accompanied by her daughter, age 8; dressed in blue serge costume. Natives of Mon- mouth. They pose as man and wife, and at seve- ral places Rickard produced a cheque for £ 253, signed J. Lawrence, and stated it represented money due to him from an uncle. Warrants issued. Information to the Head Constable, Cardiff. U., shirt and stock- ings No. 130 thereon, heavy iiailed boots.—- FkEDERICK JOHN COX, age 28, height 6 ft. OA ins., complexion fr^ sli, hair dark ( turning grey), eyes brown; dressed in the stolen clothing, of weak intellect. A native of Winterbourne. May be found working on a farm or tramping the country or sleeping at common lodging houses, casual wards, etc. Warrant issued. Information to Supt. Phelps, Chipping Sodbury. 21. Gloucester ( County).— For stealing £ 62 19s.— HAROLD FRANCIS JAMES, age 19, height 5 ft. 8 ins., complexion fresh, hair dark brown, inclined to be curly, eyes brown, slouching gait, feminine appearance, bullet mark through pam of one hand, believed left; dress, greenish grey golf jacket, trousers to match, straw hat, boots with American toes. A grocer's clerk ; native of Gloucester. Warrant issued. Information to the Deputy Chief Constable, Gloucester. 22 — Staple Hill ( County). — For demanding money with menaces.— JOSEPH CLARK, age 50 to 55, height 5 ft. 8 ins., comtilexion dark, very rough black beard ; dress, brown suit ( dirty), lace boots; carrying a frail. HAMPSHIRE. 23. — Go SPort ( County).— On commitment warrant for assault.— JAMES EDWARD MORE- TON, age 31, height 5 ft. 9 ins., broad drooping shoulders, complexion sallow, hair brown, mous- tache light sandy, eyes blue, carries his head for- ward, 2nd left finger missing, scar right eyebrow and left of face; dress, brown jacket and vest, old dark trousers, dark green hat. A brickmaker. May be found on public works. Absconded 22nd ult. 21 — GosPert ( County).— For stealing a 9 ct. heavy gold chain, bar across centre of each link; and a silver match box, W. T. Henry on one side, Blarney Castle engraved on other side, 19th ult. — ROBERT CHARLES GEAVES, alias CLARKE, age 23, height 5 ft. 11 ins., complexion fresh, hair light, eyes blue. A kitchen porter; native of Islington. Is a deserter from the Royal Garrison Artillery, and was wearing blue uniform. Absconded 19th ult. Warrant issued. Information to Supt. Abel, Gosport. 25.— Kingsclere ( County).— For obtaining £ 7 by worthless cheque, 21st ult.— AMY CLEA- VER or HARRIS, age 45 to 50, height 5 ft. 5 or 6 ins., complexion fresh, hair brown ( turning grey), eyes believed grey, well educated; dress, long fawn- coloured dust coat, navy blue blouse and skirt, light straw hat, trimmed light silk bow in front. Accompanied by a man ( not wanted), age 35 to 40, height 5 ft. 8 or 9 ins., carried 2 white canvas bags containing cooking utensils. Warrant issued. Information to Supt. Hale, Kingsclere. HER TFORDSHIRE. 26.— Watford ( County). — For stealing, 18th ult., a gold ring, set pearls ( 2 missing); 1 do. Cupid's head; 1 gold neckchain; 1 pair lady's oval cuff links; 6 steel coat buttons; 1 safety razor, several blades; 1 pair kid gloves; 1 oair msf al links; and 10s. HOPKINS, * alias RO- BERTS, CROWSON and COWSON, Office No. 1171- 09 ( see Case No. 95, 15th November, 1912), age 31, height 5 ft. 9J ins., complexion fresh, hair light brown, eyes blue, sharp features, abscess scar left cheek, walks badly, turns his feet out ward ; dress, fawn- colour suit, brown overcoat and cap, carried an umbrella. Appearance of a coach- man. He took lodgings, stated he owned several horses, some of which were being sent to Watford, arranged for his mother to stay at a hotel and during the landlady's absence committed larceny and decamped. Warrant issued. Information to the. Deputy Chief Constable, Watford. KENT. 27.— Gravesend ( Borough).— For stealing from his lodgings, a lady's silver watch, engraved " H. S. F., present from Uncle Charley," inside case; 1 gold Mizpah brooch. HOWARD, age about 45, height 5 ft. 1 or 2 ins., complexion, hair, bushy at sides, turning grey, and moustache dark; dress, blue serge suit, grey cap, blue tie, low shoes. Supposed a painter and a native of London. Warrant issued. Information to the Chief Constable, Gravesend. 28.— Margate ( Borough).— For stealing a diamond ring ( recovered) 31st ult.— LILY CAL- LAM, age about 19, height 5 ft. 6 ins., brown hair, large bolting eyes; wearing black costume and black hat trimmed with lace. A nursemaid; last seen in the vicinity of Soho, Lon- don. May be accompanied by a man named " Cockner " ( an Italian or German) whom she is supposed to have married the day she absconded. VV arrant issued. Information to the Chief Constable, Margate. 29.— Ramsgate ( Borough).— Lor being con- ; cerned with EDWARD CHARLES RUSSELL, ! alias EDWIN DIVES ( in custody), in stealing 10s. and a quantity of cakes.— ERNEST CATLEY, age 35 to 40, height about 5 ft., good build, hair ( bald • on top) sandy, large features, eyes blue, clean shaven, tattooed bracelet each wrist, also tattooed back one hand, arms and legs; dress, dark suit, grey cap, black silk wrap, old boots. A ship's fireman ; wears a Seaman's and Firemen's Union badge and has the Society's membership papers and several discharges in his possession. Last heard of at Canterbury, 19th ult'., when he stated he was going to London to obtain a berth on a ship. Information to the Chief Constable, Ramsgate. LANCASHIRE. 30.— Liverpool ( City .— For stealing ( servant) £ 14 14s. 3d., 23rd ult.— JAMES BAXTER, age 40 to 43, height 5 ft. 7 ins., complexion sallow, hair dark brown, slight moustache light, eyes be- lieved sore; dress, black serge suit, dark tie, lace boots. A barman. Absconded 23rd ult. May endeavour to go abroad. Information to the Head Constable, Liverpool. 31.- Barrow- in- Furness ( horough).— For stealing, between 2nd May and 5th June last, 3 suits of clothes ( 1 black, very fine cloth, usual pockets, W. Forsyth, Glasgow, on buttons; 1 grey, with small black stripe, double- breasted jacket, usual pockets, W. Forsyth, Glasgow, on buttons; 1 pepper and salt pattern, Alexander, the Great Tailor, Newcastle, thereon); 1 brown ulster over- coat, belt at back, turned- up cuffs ; 1 brown leather suit case, 2A by li ft., brass mounts, single handle, 2 brass locks, G. F. thereon in centre.— GEORGE NEAL, age 28, height about 5 ft. 7 ins., com- plexion pale, spotted face, hair black, clean shaven, eyes brown, carries his head forward ; dress, dark blue suit, bowler hat or some of the stolen clothing. A valet or hotel servant. M., 2.7.02; 1 15- ct. gold bangle; 1 velvet lined leather case, Smith & Rait, Glasgow, on lid, containing pearl and gold necklace and pendant; 1 red morocco case, Whitefields, Southsea, on lid, containing gold bar brooch with pearl ends, with monkey sitting on bar, and 1 hanging from a chain, both consisting of French paste set in silver; 1 long old- fashioned gold chain; 1 long gold chain, gold balls set at intervals, plain gold heart and topaz heart attached; 1 light brown suede case; 1 half- hoop gold bangle, set pearls and diamonds alter- nately; 1 paste board box, Edwards, Glasgow, on lid, containing a pair of screw earrings, consist- ing of a single stone, French paste balls attached by chain ; 1 18- ct. gold ring, set 4 pearls, and scroll of diamonds and sapphires across the centre. It has fitted in the lid a silver- backed mirror and 2 silver- backed hair brushes ( monogram A. J. R. M. on back), hat brush and clothes brush. Fitted in the bag are silver- mounted nail polisher, shoe- horn and button hook, 3 silver hairpin boxes with silver lids, perfume bottle, 2 toilet bottles, solid silver stud box, imitation tortoise shell comb with silver mount, glove stretchers with silver handles, plain solid silver jewel box, fitted with leather manicure instruments. Loose: 6 electro- plated table spoons and forks, 6 dessert table do., 6 table knives and 6 cheese knives with ivory handles, carving fork and steel, all with " N " on handle; 6 egg spoons, pickle fork, bread fork, 2 jam spoons, 5 small tea knives with silver handles, 6 small silver afternoon tea spoons, table cloth, 2 napkins, and an ebony brush and comb. 67.— Portsmouth ( Borough6th inst., from a railway station, a lady's pigskin dressing case, about the size of a suit case, initials M. G. J, on outside, fastens with 2 brass spring locks, covered with brown canvas which fastens with clips and having space for the handle of the bag to come through. The bag is fitted as a lady's dress- ing case, and is lined with purple silk. It is fitted with the usual bottles and contains silver- mounted brushes and hand mirror, having monogram M. G. J, raised on each. It also contains a quantity of silk wearing apparel including blouse and dressing- gown, 1 £ 10 Bank of England note, number K81/ 95414, with the rubber stamp of the Capital & Counties Bank on the front ( Ryde Branch); 2 £ 5 Bank of England notes; and a cheque book containing 25 blank cheques on the National Bank of Egypt, King William Street, London.— By A MAN, age about 35, height 5 ft. 7 or 8 ins., com- plexion pale, hair black, black drooping moustache, inclined to be stout, well spoken; dressed in blue suit, double- breasted coat, dark tie, black boots, dark cap.
