All communications for insertion in the POLICE GAZETTE, and all communica- tions relating to them, should be addressed to THB EDITOR OF THE POLICB GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 5. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. i. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of Persons whose apprehension is sought for serious offences will be inserted at a cost of 8s. per portrait, and engravings of stolen property at a cost of 6i. per photograph or sketch, unless the article is large or unusually intricate, when the charge will be higher. A remittance of 64. should be made in the first instance for cost of engraving sketches. 8. Every announcement, if for the apprehension of a person, must be guaran- teed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of 71*> t less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen pro- perty to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all eases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be re- ceived not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Strtrt Post Office. The space being limited, announcements concerning " Hissing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if acceptedI will be given on application. 14. All copies of the POLICE GAZETTE re- transmitted by Police Forces should be prepaid at the ordinary rate for printed matter sent by post within t'n « United Kingdom. JAMES, age 35 to 40, height 5 ft. 8 or 9 ins., slight build, complexion fresh, sunburnt, round features, hair black, mous- tache and eyes dark; dress, dark blue suit, black knitted vest with red spots, pale blue tie, greenish cap. Stated he was a dealer in antiques. Warrant issued. Information to Supt. Dennett, Dorchester. ESSEX. 5.— Southend ( County).— For embezzling lis. 2d„ 2nd June last.— WILLIAM ASTINS, alias MARTIN, age 38 ( looks younger), height 5 ft. 4 or 5 ins., slight build, complexion pale, hair dark brown ( bushy in front), eyes brown, stoops; wearing dark reefer suit and cap. Warrant issued. Information to Supt. Jones, Southend. HAMPSHIRE. 6.— Gosport ( County).— On commitment warrant for assault,— JAMES EDWARD MORE- TON, age 31, height 5 ft, 9 ins., broad drooping shoulders, complexion sallow, hair brown, mous- tache light sandy, eyes blue, carries his head for- ward, 2nd left finger missing, scar right eyebrow and left of face; dress, brown jacket and vest, old dark trousers, dark green hat. A brickmaker. May be found on public works. Absconded 22nd ult. 7.— GosPort ( County).— For stealing a 9 ct. heavy gold chain, bar across centre of each link; and a silver match box, W. T. Henry on one side, Blarney Castle engraved on other side, 19th ult. — ROBERT CHARLES GEAVES, alias CLARKE, age 23, height 5 ft. 11 ins., complexion fresh, hair light, eyes blue. A kitchen porter; native of Islington. Is a deserter from the Royal Garrison Artillery, and was wearing blue uniform. Absconded 19th ult. Warrant issued. . Information to Supt. Abel, Gosport. KENT. 8.— Gravesend ( Borough).— For stealing from his lodgings, a lady's silver watch, engraved " H. S. F., present from Uncle Charley," inside case; 1 gold Mizpah brooch.— HOWARD, age about 45, height 5 ft. 1 or 2 ins., complexion, hair, bushy at sides, turning grey, and moustache dark; dress, blue serge suit, grey cap, blue tie, low shoes. Supposed a painter and a native of London. Warrant issued. Information to the Chief Constable, Gravesend. LANCASHIRE. 9.— Liverpool ( City).— For stealing ( servant) £ 14 14s. 3d., 23rd ult.— JAMES BAXTER, age 40 to 43, height 5 ft. 7 ins., complexion sallow,, hair dark brown, slight moustache light, eyes be- lieved sore; dress, black serge suit, dark tie, lace boots. A barman. Absconded 23rd ult. May endeavour to go abroad. Information to the Head Constable, Liverpool. 10. — St. Helens ( Borough)— For obtaining 10s. 6d. by false pretences, 22nd ult.— CICERO KNOWLES, alias KENWORTHY and SAMUEL SMITH ( see portrait. Case No. 30, 22nd Decem- ber, 1911), age 32, height 5 ft. 3A ins., complexion fresh, hair brown, eyes grey, mole right side of face; dress, blue serge suit, bowler hat; usually carries a traveller's brown bag. Calls upon shop- keepers, states he is a representative of the Daily Mirror or Daily Mail, and induces them to pur- chase a substance called " Repro" magic copier, and that prizes will be given to children who re- produce the best pictures from the papers. LEICES TERSHIRE. 11'— Loughborough ( County).— For steal- ing a bicycle ( recovered).— ERNEST WOOD, age about 25, height 5 ft. 4 or 5 ins., complexion fresh, hair ( inclined to curly) light, E. W. believed on left forearm; dress, dark suit, fawn- colour cap, black and white tie. Obtains employment on farms; stated he was a native of Leicester. Warrant issued. NOR THA MPTONSHIRE. 18.— Peterborough ( City).— For stealing ( person) a purse and £ 10, 16th ult.— GEORGE WASHINGTON TURNER, a half- cast, Indian, age 32, height 5 ft. 11 ins., complexion copper- ccloured, hair black, clean shaven, eyes dark brown, crucifix, " In memory of mother," 2 crosses, star and heart on left forearm, 2 hearts, True Love, Clara, butterfly and tombstone, " In mem- ory of father," and woman encircled by snake on right forearm, tombstone, '' In memory of father " with a butterfly on each side, on breast; dress, brown suit, white straw hat.— ELIZABETH BROWN, alias LLOYD, age about 30, height 5 ft. 6 or 7 ins., complexion fresh, hair brown, rather heavy voice; usually dressed in the uniform of a nurse. Is accompanied by her husband ( not wanted), age about 30, height 5 ft. 6 or 7 ins.; dress, light suit and straw hat; and his father ( not wanted), age about 60, height 5 ft. 6 or 7 ins., hair and beard grey; usually wears black frock coat and silk hat. C. engraved on one side, 4 flags and shamrock on other, attached; 1 9- ct. gold ring, set white stone; 1 do. plain ring, much worn; 1 black jacket suit; 1 blue serge vest; 1 blue and white striped shirt; 2 silk handkerchiefs ( 1 red, 1 white with coloured edging); 1 white silk neckerchief; 1 grey military shirt; 1 white knitted vest; 1 pair box calf boots, size 8; 1 pair blucher boots, size 8; and 19s. 6d.; also for failing to appear to a summons for assault.— CHARLES HENRY HAMILTON, age 21, height 5 ft. 2 ins., complexion and hair dark, eyes hazel, mermaid and fish on chest, clasped hands and heart, true love right upper arm, girl right forearm, wreath right wrist, sailor and flags left upper arm, ship and flags left forearm; no doubt wearing some of the stolen clothing.
