U Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. a Particulars as to stolen property will be likewise inserted iti one issue, if sufficient to enable the article in question to be thereby identified. 4 fn all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. t'ortraits of Persons whose apprehension is sought for serious offences will be inserted at a cost of 8s. per portrait, and engravings of stolen property at a cost of 6s. per photograph or sketch, unless the article is large or unusually intricate, when the charge will be higher. A remittance of 6s. should be made in the first instance for cost of engraving sketches. fl Every announcement, if for the apprehension of a person, must be guaran- teed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the ease may be. 1. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen pro- perty to be inserted in the POLICE GAZETTE, must, on. their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be re- ceived not later than noon on Wednesday, and for the Tuesday edition not latir tlian Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by o covering letter. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The space being limited, announcements concerning " Hissing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. 14. All copies of the POLICE GAZETTE re- transmitted by Police Forces should I* prepaid at the ordinary rate for printed matter sent by post within t\'. United Kingdom. METROPOLITAN POLICE DISTRICT 1- Criminal Investigation De- partment*— For false pretences or fraud within the jurisdiction of the Union of South Africa.— KARL ROBINSON ( a Hebrew), age 30 to 40, height 5 ft. 7 or 8 ins., hair ( bald on top) and moustache sandy, wart near nose. Provisional Warrant granted 2.— Criminal Investigation De- partment.— For obtaining money by false pre- tences.— H. ANDREWS, alias CORPORAL BOYLE, Royal Field Artillery, etc. ( see Case No. 1, 23rd May, 1913), age 35 to 40, height 6 ft., complexion fresh, hair and moustache ( curled at ends) and eyes ( peculiar roll or stare) brown, of distinct military appearance, of good address, well groomed; dress, dark clothing and tweed cap or grey tweed suit and cap. He poses as a non- commissioned officer, calls upon clergymen and justices of the peace, represents that he has lost his kit or that it has been stolen, and obtains money for the purpose of paying his fare to Ireland to rejoin his regiment ( see Case No. 2, 18th October, 1912). Warrant issued. 3.— Convict Supervision Office.— HENRY JAMES COATES, Office No. S. 161972, Case No. 66, 6th June, 1913, not now wanted, the Order of Revocation has been cancelled. 4.— B Division.— For carnally knowing a girl under 16 years of age.— GEORGE RINT- SCHKE, a German, age 25, height 5 ft. 4 ins., complexion fair, hair dark brown, clean shaven, eyes grey, walks erect; dress, blue serge jacket suit, white straw hat. Warrant issued. 5.— B Division.— For obtaining £ 14 5s. by false pretences.— ARTHUR WINDSOR, age 50, height 5 ft. 9 ins., stout build, complexion very sallow, hair and moustache dark brown, turning grey; wearing dark clothes, bowler or silk hat. A money lender; native of Portsmouth. Warrant issued. 6.— F Division.— For stealing ( servant) a gold watch bracelet, curb pattern, English lever, white dial; 1 diamond pendant, set 1 sapphire in centre, surrounded by diamonds in platinum, chain attached; 1 platinum do., set blister pearl in centre with small pear- shaped pearl hanging from same, thin platinum chain attached ; 1 round gold bracelet, twisted on top and set 1 small tur- quoise, safety chain attached; 1 pearl necklace, very deep coloured, smoky appearance, gold clasp fastening; 1 velvet neckband, aquamarine stone attached, pearl shape, set with 2 circles of dia- monds ( stone can be converted from brooch to pendant) ; 1 gold neckchain, set pearls at intervals; 1 do. pendant, star shape, set small pearls and turquoise in centre; 1 pair gold- rimmed pince- nez Fairy glasses, Black maker; 1 velvet case contain- ing links of bracelet, " George Masonic Jeweller," thereon; 1 silver brooch, shape of sphinx; 1 do. cigarette case, about 6 by 2| ins., has blue silk bands, been converted from purse, inside gilt lined, fitted for cigarettes and matches; 1 silver carriage clock, about 3 ins. in diameter, red enamel face, in red case; 1 red leather jewel case, 8 ins. by 5 ins., lined red velvet; 1 dressing case, blue morocco leather, about 18 ins. by 12, silver fit- tings and 2 locks, silver " B" stamped on top, in blue velvet cover, silver " B " in centre there- on; 1 blank cheque book on National Provincial Bank, Hove.— JAMES ALLEN, age 30, height 5 ft. 8 ins., complexion pale, hair brown, eyes grey, thin face, sunken cheeks, long nose and chin, upper teeth artificial, several tattoo marks wrist and arms, very talkative, stooping gait; dress, dark grey suit and cap, lace boots. Sup- posed a native of Luton. Arrested, see Case No. 84. 7.— H Division.— For failing to report.— Licence holder FREDERICK CHAPMAN, alias WHITWORTH, MILLER and KITCHENER, Office No. 2391- 00, age 50, height 5 ft. 5£ ins., complexion fresh, hair dark brown ( thin on top), eyes hazel; scar right of forehead, right eyebrow, right of chin, right of neck, mole right and left cheeks, left thumb stiff. A caterer; native of London. Sentenced, Central Criminal Court, 8th January, 1907, to 7 years' penal servitude for larceny. Licensed lst March, 1912. M. S. V. h. 419. 8.— N Division.— For embezzling 3s. between 5th May last and 23rd ult.— THOMAS BEL- LAMY, age 32, height 5 ft. 3 ins., slight build, complexion fair, hair dark brown, eyes brown, thin face, prominent ears, large straight nose, mous- tache waxed at ends, speaks sharply and shakes his head when speaking; dress, blue serge jacket and vest, grey tweed trousers, soft grey Alpine hat, white tie with spots, lace shoes. A collector; sup- posed a native of Birmingham. Warrant issued. 9 — P Division.— For stealing, 26th ult., by trick, a Royal Enfield Motor Cycle, 1912 pattern, 2f- H. P., index No. L. F. 380, twin'cylinder, two- speed, Dunlop tyres, enamelled grey.— G. WEBB, alias SHARPLES, Office No. S. 113566 ( see Case No. 23, 30th May, 1913), age 23, height 5 ft. 8 ins., complexion fresh, hair brown, eyes grey; mole right temple; North Country accent; dress, grey jacket suit and cap. A native of Leicester. 10.— V Division.— For embezzling £ 21 16s. 9d., and falsification of accounts.— THOMAS GEORGE WILLIAM GRIGG, age 25 to 30, height 5 ft. 6 ins., complexion pale, hair light brown, eyes « S£' ey, wears pince- nez, effeminate voice; dress, dark blue serge suit, straw hat, sometimes rides a motor cycle and wears a motor cycling suit. A rate collector; native of Wimbledon. Warrant issued. Information to be forwarded to the Metropoli- tan Police Office, New Scotland Yard, S. W. BUCKING HA MS HI RE. 11 .— High Wycombe ( County).— For leav- ing his wife and family chargeable to the Union. — ABRAHAM MILLINGTON, age 31, height 5 ft. 6 ins., complexion fresh, hair and moustache brown, eyes grey, right middle finger missing. wearing old dark clothing. A chinaware and um- brella repairer; native of Hemel Hempstead. Has a pedlar's certificate issued at Watford 2na January, 1913. Previously convicted at Hemei Hempstead, Watford, Great Berkhampstead, Luton and Chesham. Warrant issued. Information to Supt. Trevenor, High Wycombe. CA M BRIDGES HIRE. 12.— Cambridge ( Borough).— For embezzle- ment.— CHARLES S. CORNWALL, age 35 to 37, height 5 ft. 6 or 7 ins., complexion pale, hair ( cut very short) dark brown, slight moustache dark, large cut scar back of head, small nose, believed blind one eye, walks badly; dress, black suit, bowler hat or cap. He was treasurer to the National Amalgamated Society of Operative House and Ship Painters and Decorators. A native of Cambridge. Absconded 28th ult. Warrant issued. For stealing ( servant), 28th ult., 1 lady's l- 8ct. gold dress ring, set with 1 pearl and 5 sapphires; 1 do., set with 1 diamond and turquoise; 1 do., set with a cluster of small diamonds; 1 do. ring, set with 3 rubies; 1 lady's small gold Swiss watch, green enamelled back, set with 4 small diamonds, Cupid in centre, white dial, fancy gold fingers, black numerals, " Pell, Rue de Monte Blanc," inside case; 1 lady's gold necklet, 9- ct., fancy link pattern, a Swiss 20- franc piece attached; 10 lady's fine linen handkerchiefs, M. APPREHENSIONS SOUGHT ( oontin* ea ).— bright yellow colour, heavy, with large collar.— JANE BELL1NGHAM, alias BILLINGS and WALTON, Office No. 1949- 08, age 25, height 5 ft. 4 ins., complexion pale, hair and eyes brown ; mole right elbow, right of neck and left cheek, scar back of left hand; dress, when last seen large slate- coloured hat, trimmed pink roses, blue serge skirt; was wearing the stolen blouse and coat, and carried the stolen umbrella together with a dressing- case, etc. A native of Stoke- on- Trent. Arrest also sought at Stoke- on- Trent for a similar offence; she obtains situations through registry offices. Warrant issued. Information to Supt. Dutton, Hazel Grove. DEVONSHIRE. 14.— Yorrington ( County).— For housebreak- ing and larceny at Westward Ho, 30th ult.— A MAN, age about 26, height 5 ft. 6 or 7 ins., slight build, thin features, clean shaven, much sunburnt; dress, navy blue coat, tweed cap. Appearance of a tramping labourer or mechanic. Information to Supt. Shutler, Torrington. DORSETSHIRE. 15 - Weymouth ( Borough).— For stealing £ 75 to £ 80 ( mostly silver), between 5th and 7th inst.— ALFRED BOWLES, age 20, height 5 ft. 6 or 7 ins., complexion fresh, full face, hair dark brown, clean shaven, eyes brown, half of right little finger missing, left little finger injured and may be bandaged ; dress, blue jacket and trousers, green Alpine hat, patent leather shoes, carried a grey overcoat. Lately employed at a torpedo works. Had with him a revolver. Expressed his inten- tion of going abroad. Information to the Chief Constable, Weymouth. ESSEX. 16.— Colchester ( County).— For stealing, 30th ult., at Langenhoe, a Rover bicycle, 26- in. frame, black enamelled, green enamelled spokes, 3- speed gear, new saddle with high springs, black enamelled handle- bars, " Tey & Sons" on back tyre, carrier at back.— RALPH MATHER, age 23, height 5 ft. 4 ins., complexion fresh, hair and eyes brown; dress, light Norfolk suit. A lance- corporal of the Durham Light Infantry and now a deserter. A native of South Shields. Warrant issued. Information to Supt. Lennon, Colchester. 17.— Southend ( County).— For stealing. 16th ult., a quantity of cheap jewellery, viz., beads, watches, rings, etc., and a small brown handbag. — RICHARD HART, age 22, height 5 ft. 4 ins., complexion fresh, hair brown; dress, old grey suit and cap, neckerchief. A native of London. May be found selling the articles in the streets. Ab- sconded 16th ult. Warrant issued. Information to Supt. Jones, Southend. HAMPSHIRE. 18. — Alton ( County).— For failing to surrender to his bail, charged with carnally knowing a girl under 16 years.— AUSTIN CHITTY, age 23, height 5 ft. 8| ins., complexion fresh, hair brown, eyis blue, cut mark on forehead; dress, grey tweed suit and cap. A baker. Absconded about 9th ult. Warrant issued. Information to Supt. Reuben, Alton. 19.— Southampton ( Borough).— For false pretences.— SIDNEY BUCHANAN, age 26, height 5 ft. 3 ins., complexion dark, hair dark brown, large scar crown of head, slightly deaf, clean shaven; Scotch accent. Stated he was a native of America. Warrant issued. Information to the Chief Constable, Southamp- ton. HER TFORDSHIRE. 20.— Watford ( County).— For neglecting his children.— WILLIAM STOCKER, alias JACK WILLIAMS, age 32, height 5 ft. 8 ins., com- plexion fresh, hair brown, eyes hazel, 2 moles right cheek. A photographer's canvasser; native of Shepherd's Bush, London. Warrant issued. Information to the Deputy Chief Constable, Watford. 21.— St. Albans ( City).- For obtaining money by false pretences.— JAMES HYDE, Office No. 1902- 11, age 54, height 5 ft. 5 ins., stout build, complexion fresh, hair dark brown and close cut beard ( turning grey), eyes blue, large head, walks erect; wearing dark grey jacket, light fancy vest with spots ( dirty), straw hat, rather narrow brim. A native of New Jersey, U. S. A. Represents himself to be a Freemason and a direc- tor and proprietor of a colliery, about to purchase a house, etc.. in the neighbourhood and borrows monev ( in this case it was from the station master), saying that he has made several purchases and in consequence is short of ready cash. Accompanied by a woman ( not wanted), age about 50, height 5 ft. 3 or 4 ins., rather stout build, complexion sallow, North Country accent; dress, bluish grey coat and skirt, black hat. Photograph upon appli- cation. Warrant issued. Information to the Chief Constable, St. Albans. LANCASHIRE. 22.— St. Helens ( Borough).— For stealing ( bailee), 20th ult., a bicycle, 26- in. frame, up- turned handle- bars, brakes, fiat Panther saddle, plated rims, 28- in. by U- in. wheels, new tyres and tubes, rat- trap pedals, black mudguards, half- inch pitch chain, Antifriction free wheel, black enamel- led.— ARTHUR HENRY JONES, age about 36 ( looks younger), height 5 ft. 9 ins., complexion dark, sunburnt, clean shaven, tattoo marks on wrist; dress, dark grey suit. Is said to be in re- ceipt of a naval pension. A native of Cardiff, where he is wanted for shopbreaking. May seek employment as a labourer. Warrant issued. MIDLOTHIAN. 23.— E di nburg h ( City).— For failing to return to Edinburgh Prison, 26th ult., as required by the conditions of her temporary discharge there- from, 16th ult., under the Prisoners ( Temporary Discharge for Ill- Health) Act, 1913, following on a conviction for attempted arson. - ARABELLA CHARLOTTE SCOTT, age 25 or 26, height 5 ft. 6 ins., complexion fair, delicate appearance, hair dark brown, eyes ( large) blue, subdued voice; usually wears light grey tweed costume. A school teacher and prominent member of the Women's Social and Political Union. Information to the Chief Constable, Edinburgh. CHESHIRE. 56.— Wallasey ( Borough).— Bth inst., in the Mersey at New Brighton, the body of A MAN ( much decomposed), age 35 to 40, length 6 ft., clress, navy blue vest, lace boots, size 6, black cotton socks, white cotton singlet and pants, white cotton shirt with green stripes, greenish tie, collar fastened with metal stud. Apparently in water 3 or 4 months.
