All communications for insertion in the POLICE GAZETTE, and all communica- tions relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. -' 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. " 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. • 6. Portraits of Persons whose apprehension is sought for serious offences will be inserted at a cost of 8s. per portrait, and engravings of stolen property at a cost of 6s. per photograph or sketch, unless the article is large or unusually intricate, when the charge will be higher. A remittance of 6s. should be made in the first instance for cost of engraving sketches. " fl. Every announcement, if for the apprehension of a person, must be guaran- teed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. y. The force which causes particulars concerning delinquents or stolen pro- perty to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. in all casi s the officer signing the request for the insertion of any announce- ment will be wholly rt sponsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be re- ceived not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. Tlicy must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The space being limited, announcements concerning " Missing Persons" are Only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. 14. All copies of the POLICE GAZETTE re- transmitted by Police Forces should be prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. UNDER the existing arrangements the finger impressions will be taken, and recorded at the Finger Print Department, Convict Supervision • Office, New Scotland Yard, of all persons convicted - as follows: — ( a) All persons coming within Sections 5, 7, or 8, of the Prevention of Crimes Act, 1871. ( b) All persons, at Assizes or Quarter Sessions, sentenced to not less than one month's impris- onment, without option of a fine, for any of the offences shown below. ^ c) All persons, at Petty Sessional, Police, or Stipendiary Magistrate's Court, sentenced to more than one month's imprisonment, without option of a fine, for any of the following offences:— Aliens ( Sec. 3 Aliens Act of 1905). Arson. Assaults with intent to rob. Attempted burglary. Attempted larceny. Attempts to break into churches, houses, shops, warehouses, & c. Attempts to obtain goods and money by false pretences. Bankruptcy offences. Being found on enclosed premises. Breaking into churches, houses, shops, warehouses, & c. Burglary. Cattle stealing. Coining. Conspiracies of all descriptions. ' Embezzlement. Possessing housebreaking tools. Procuration of women and girls. Prostitution, living on proceeds of ( Vagrancy Act, 1898, Sec 1, para. a). Receiving. Robbery. Sacrilege. Sheep stealing. Shopbreaking. Suspected person. Unlawful possession. Uttering counterfeit coin. Warehousebreaking. But all offenders of the first Division, and such of the second Division as have never been previously convicted, are exempted from this order. In order to avoid the retention of useless records in the Finger Print Department, the Registrar of Habitual Criminals would be glad if the Chief Constables of Counties, Cities, and Boroughs, will, in future, notify the death of any criminal who has been finger- printed. The notification should contain the full name and aliases, particulars of conviction, or convictions if possible, also the number published in the List of Habitual Criminals. APPREHENSIONS SOUGHT. A seaman; native ' of Marylebone. Sen- tenced at Middlesex Sessions, 4th July, 1908, to 3 years' penal servitude and 2 years' police super- vision for fraud. Supervision expires 10th July, 1913. i. 377. 3.— Convict Supervision Office — For failing to comply with the conditions of his licence, which has been revoked.— CHARLES FINLAYSON, Office No. S. l 10789, age 20, height 5 ft. 5£ ins., complexion fresh, hair dark brown, eyes brown; scar top of head, left eyebrow, back of left hand. Sentenced at County of London Ses- sions, 9th May, 1911, to 2 years' detention in a Borstal Institution for larceny. Released on licence, 8th May, 1913, to the care of the Borstal Association, and was found employment but was dismissed for keeping bad time, and has since absconded. If arrested a telegram or telephonic communication should be sent to the Governor, Pentonville Prison, who will send an escort for him. CUMBERLAND. 9. — Carlisle ( City).— For misappropriating various large sums of money which had been en- trusted to him by clients.— JOSEPH HEWITSON GIBSON, age 45, height about 5 ft. 11 ins., broad shoulders, complexion florid, hair and moustache dark brown, turning grey, large prominent eyes brown, strong Cumberland accent, speaks quickly; when last seen was wearing a dark grey jackct suit, black bowler hat, and had a gold watch with double gold albert, also a gold signet set with dark green stone. A solicitor; native of Wigton. Fre- quents good- class hotels and restaurants, and is addicted to drink. He was returned a bankrupt last month and should have appeared for his pub- lic examination on the 30th ult., but absconded on that day and booked to Edinburgh. May en- deavour to leave the country. DERBYSHIRE. 10.— Ashbourne ( County).— For stealing, 23rd inst., a James's bicycle, 24 in. frame, 26 in. wheels, black enamelled, upturned hand3e- bars, 2 rim brakes, 1 block missing from back brake, rubber pedals, black celluloid pump, odd tyres ( front one is a Granby); 1 old silver lever watch, gold hands, outer case dented at back, silver albert and silver medal with gold centre attached; 1 leather purse containing 35s.— WILLIAM MAN- DER, age 19|, height 5 ft. 5 ins., complexion fresh, hair brown, clean shaven, eyes grey; scar right shin and left knee; dress, dark brown jacket and vest, blue Army trousers with stripe taken out, dark cap, white tie with dark stripe. Is a deserter from 2nd South Staffs. Regiment. Warrant issued. Information to Supt. Davies, Ashbourne. DEVONSHIRE. 11.— Tiverton ( borough).— For stealing £ 9 10s.— WILLIAM DOWN, alias WILLIAM JOHN DURANT, age 23, height 5 ft. 8 ins., good build, complexion fresh, slight moustache light, clasped hands, 2 hearts, true love, Effie right forearm, tree and snake left arm, second left finger badly crushed; dress, grey mixture jacket with black band, grey tennis trousers, brown tweed cap. May seek employment as a farm labourer. Warrant issued. Information to the Chief Constable, Tiverton. ESSEX. 12.— Brentwood ( County}.— For stealing £ 15 10s. at Ramsden, 11th inst.— FRANCIS HOPPER, age 30, height 5 ft. 6 ins., full face, hair ( slightly bald on top) dark brown, eyes blue, bad teeth, discoloured; dress, dark grey suit and cap, carried a brown suit case. An indoor servant. Warrant issued. Not to be arrested out of the United Kingdom. Information to Supt. Cowell, Brentwood. 13 — Chelmsford ( County}.— For obtaining £ 1 by false pretences, 10th inst.— EDWARD THOMPSON, alias GEORGE M. McLELLAN, Case No. 21, 20th inst., age 25, height 5 ft. 5£ ins., complexion fresh, hair brown, eyes hazel, pimples on forehead, tattooed both arms ; dress, grey mix- ture suit and cap, wrapper. A moulder; native of Edinburgh. Is believed a deserter from the lst Gordon Highlanders, see Office No. 41, 10th December, 1912. Warrant issued. Information to the Deputy Chief Constable, Chelmsford. GLA MORGA NSHIRE. 14.— Cardiff ( City).— For embezzling £ 11 8s. — MONTY SINGER, a Jew, age about 45, height 5 ft. 7 or 8 ins., slight build, complexion pale, hair light brown, moustache ginger, eyes blue, Roman nose; usually wears dark clothes, bowler hat. A canvasser, late of Neville Place, Cardiff. Associates with auctioneers at low- class salerooms and fre- quents high- class saloons. Warrant issued. Information to the Chief Constable, Cardiff. GL OUCES TERSHIRE. 15.— Cheltenham ( County).— For larceny.— ELIZA TUTSH1LL, alias SPITTAL, age about 30, height 5 ft. 5 ins. slight build, complexion fair, Staffordshire accent; dress, light grey mixture coat and skirt, white blouse, large light straw hat. Stated to have been previously convicted at Dud- ley. Absconded 12th inst., and may be accom- panied by a man ( not wanted), age 30 to 32, height 5 ft. 9 ins., slight build, complexion fair, hair light, clean shaven. A rag and bone gatherer. HAMPSHIRE. 16.— Portsmouth ( Borough).— For leaving his wife and child chargeable to the Parish.— JOHN JAMES GOODSELL, age 32, height 5 ft. 4 ins., slight build, hair light, clean shaven, eyes grey; usually dressed in seafaring clothing. Has been a lamp trimmer on a cargo boat. Warrant issued. 17.— Portsmouth ( BorouqhV— For stealing £ 24 10s. 6d., 21st inst.— ALFRED ERNEST READ, age 20, height 5 ft. 7J ins., complexion fresh, hair light, eyes blue, of smart appearance. A groom; is in possession of the Royal Automo- bile Club's driving certificate. A reservist of the Royal Field Artillery. May endeavour to leave the country. LANARKSHIRE. 18.— Glasgow ( City).— For stealing ( servant) £ 107 10s. 9d., including 75 £ 1 Union Sank of Scotland notes.— CHARLES WHITE, alias WETTZMAN, age 20, height 5 ft. 6 ins., com- plexion fresh, hair fair or auburn, slight German accent, prominent upper lip; dress, dark brown tweed square- cut jacket suit, green soft hat, tie, lace shoes, grey tweed overcoat. May have a bi- cycle with him. A clerk ; of German extraction; native of London. May try to emigrate. Warrant issued. Information to the Chief Constable, Glasgow. LINCOLNSHIRE. 19.— Grimsby ( Borough).— For stealing from his lodgings, 24th inst., a gold bangle, supposed 9- ct., set 5 small sapphires; 1 lady's 9- ct. gold dress ring, set sapphires and pearls, raised square set- ting; 1 do., 15- ct.; 1 do. 22- ct. ring, set sapphires and 2 pearls.— HARRY WILSON, age about 26, height about 5 ft. 6 ins., complexion ruddy, hair dark auburn, clean shaven, eyes ( close set) dark brown bad teeth, an inveterate cigarette smoker; dress, dark blue serge coat and vest, blue overalls, light boots. Had with him a racing bicycle, low handle- bars, yellow cane rims, red rubber tyres. He took lodgings, stated he came from Dewsbury and had obtained employment at an electrical works here. Supposed wanted for a similar offence at Sheffield. Warrant issued. Information to the Chief Constable, Grimsby. MIDLOTHIAN 20— Edinburgh ( City).— For failing to return to Edinburgh Prison on the 6th inst., as required by the conditions of her temporary dis- charge therefrom under the Prisoners ( Temporary Discharge for 111 Health) Act, 1913.— ELIZA- BETH THOMSON, age 65, height 5 ft. 2 ins., slight build, hair and eyes grey, occasionally wears spectacles. 21 — Edinburgh ( City).— For obtaining £ 150 by forgery, 5th February last.— JAMES ED- WARD NELSON, age 36, height 5 ft. 6 or 7 ins., hair and moustache black, complexion pale, slight build; usually wears dark suit and bowler hat. Carried on business here for about 12 years as a tobacconist, and was afterwards employed about 18 months ago as manager of the local branch of the Rudge- Whitworth Cycle Co. Absconded 5th February last. Warrant issued. 22— Edinburgh ( City).— For bigamy, 17th August, 1907.— ARTHUR WATERS, age 34, height 5 ft. 10£ ins., stout build, full face, com- plexion fresh, hair dark, usually worn long and bushy; droops one shoulder when walking, swag- gering gait; large scar one elbow; last heard of in Birmingham on 3rd November, 1911. NORFOLK. 1$ — Dersingham ( County).— For forging a receipt for £ 4 17s. 5d., at Heacham, 16th Decem- ber, 1912.— ARTHUR SHARP, age 33, height 5 ft. 8£ ins., complexion swarthy, hair dark brown eyes grey, slightly drooping shoulders; wearing a grey tweed suit and cap, tie, lace boots. SHROPSHIRE. 24.- Whitchurch ( County).— For stealing from his lodgings, 22nd inst,, a right brown boot, size 9, rather strong make, 1 blue sock and Is — ARTHUR BROWN, age 28, height 5 ft. 7 ins., complexion swarthy, hair, slight moustache and eyes dark, lame left foot, piece cut out of boot;, dress, dark cap, black and white muffler, small check, old navy blue suit, A labourer; supposed native of Ironbridge or Oldgate Fee, Ludlow; has served in the Militia; is wearing stolen boot. Fre- quents common lodging houses and may be found' on farms or fruit picking. Warrant issued. Information to Supt. Lucas, Whitchurch. 5 TA FFORDSHIRE. 25. — Lichfield ( County). — Fo>- leaving his family chargeable to the Lichfield Union, 6th inst. — ALFRED HERBERT MANTON, age 42, height 5 ft. 6 ins., complexion sallow, hair very dark, moustache sandy; peacock, shamrock, thistle and rose left forearm, heart right forearm, ring third left finger, bullet mark breast bone; dress, brown suit with faint light stripes, blue overalls and slop, blue check shirt, No. 73 on tail and Lichfield Union stamped thereon. A labourer; native of Pershore, Worcestershire. Has served in the 2nd Oxfordshire Light Infantry. Warrant issued. 26 — Lichfield t ( County).— For obtaining £ 2 10s. by false pretences, 7th inst.— F. E. SMITH, age 28 to 30, height 5 ft. g or 9 ins., slight build, complexion fair, hair light, bad teeth ; dress, brown suit, grey tweed cap, shoes, carried a brown or sandy- colour waterproof overcoat, green lining with yellow stripes. A journalist. Represented himself as a traveller or canvasser for a firm of publishers and printers, Southampton, that he was preparing a seaside guide; also that he had lost his purse. Had a card with Mr. F. E. Smith, 72, Wolverton Road, Bournemouth, H. Logan & Co., Publishers and Printers, 10, Above Bar, Southampton, thereon. Warrant issued. Information to Supt. Oakden. Lichfield. Warrant issued 29.— Eastbourne ( Borough).— For stealing ( servant), 9th or 10th inst., £ 2 10s.— DAISY BAKER, alias DAISY DYER and JANE DYER, age 30, height 5 ft. 2 ins., complexion sallow, hair dark brown, eyes grjy, cut scar first finger left hand ; dress, black dress, dark blue three- quarter jacket, grey straw hat. She was bound over at Lewes Quarter Sessions, 4th April, 1911, for larceny. Warrant issued. Information to the Chief Constable, Eastbourne. WO ROES TERSHIRE. 30.— Malvern ( County').— For stealing, 14th inst., £ 2 2s. 5d.— SIDNEY JONES, age 31, height 5 ft. 9 ins., complexion fresh, hair and moustache light brown, eyes grey, tattoo marks, clasped hands, heart and anchor, flowering plant, Lottie thereon, outside right forearm, butterfly and female inside right forearm, Union Jack, pierced heart, sword and arrow, flower, Annie Hinton, outside left fore- arm, 3 dots back left hand, ring 3rd finger left hand; wearing old grey suit, dark cap, lace boots and usually a dark muffler. Office No. 1146- 05, Case No. 43, 9th May, 1913, not now wanted; sentence expired. TUESDAY, I JUNE 2 7 , 1913. Has been employed bj firms at Huddersfield, Otley and Middlesbrough. A native of Otley, near Leeds. The cheque was one from a book issued to Russell on 11th Febru- ary last, by the London City and Midland Bank, Cloth Hall Street, Huddersfield, Nos. from A. 741946 to 741967, 8 of which are still not ac- counted for. SURREY. 37.— Ghertsey Cou. iUv .— For obtaining £ 250 by false pretences.— JOSEPH WILSON, alias JAMES WEST, age 64, height about 5 ft. 5 ins., very active, quick slouching gait, stoops; dress, jacket suit, greenish tweed raincoat, soft felt hat; usually carries a small square suit case. A picture theatre manager. May endeavour to open a pic- ture theatre. Warrant issued. Information to Supt. Mears, Chertsey.
