All communications for insertion in the POLICE GAZETTE, and all communica- tions relating to them, should be addressed to THE EDITOR OP TUB POLICB GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. 2. Particulars concerning persons whose, apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 8. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of Persons whose apprehension is sought for serious offences will be inserted at a cost of 8s. per portrait, and engravings of stolen property at a cost of 6s. per pltotograph or sketch, unless the article is large or unusually intricate, when the charge will be higher. A remittance of 6s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaran teed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 1. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen pro- perty to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all casi s the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be re- ceived not later than noon on Wednesday, and for the Tuesday edition nut later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The space being limited, announcements concerning " Hissing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion { if accepted) will be given on application. 14. All copies of the POLICE GAZETTE re- transmitted by Police Forces should b » prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. Sentenced at Preston Sessions, 19th October, 1910, to 3 years' detention in a Borstal Institution for housebreaking. Licensed to the care of the Borstal Association 6th March, 1913, and on the 3rd inst. absconded from his lodgings in London. If arrested a telegram or telephonic communication should be sent to the Governor, Pentonville Prison, who will send an escort for him, but he must not be arrested after 18th April, 1914, on which date his licence will expire. 6.— Convict Supervision Office.— For failing to comply with the conditions of his licence, which has been revoked.— ARTHUR JOSEPH KITSON, Office No. 133320, age 21, height 5 ft. 11J ins., complexion fresh, hair and eyes brown. A kitchen porter ; native of Hastings. Sentenced, Bournemouth Sessions, LOFLI October, 1911, to 18 months' detention in a Borstal Institu- tion for burglary, etc. Released on licence 9th April, 1913, to the care of the Borstal Association, and was found employment but was dismissed by his employer as he was insolent and refused to work. If arrested a telegram or telephonic com- munication should be sent to the Governor, Pen- tonville Prison, who will send an escort for him. MAITLAND, age 45 to 50, height about 5 ft. 11 ins., complexion fresh, hair ( turning grey) light brown, eyes grey, of smart appearance; dress, navy blue coat and vest, khaki riding breeches, brown leather leggings, grey cap, carried a riding whip. DENBIGHSHIRE. 16.— Colwyn Bay ( County).— For stealing, 2nd inst., a drab- coloured mackintosh ( recovered). — CHARLES LANCASTER, age about 25, height about 5 ft. 4 ins., complexion fresh, hair fair, moustache sandy, rather large thin nose; wearing a dark coat and vest, trousers of lighter coloured material, cap, lace boots ( much worn); addicted to drink. A native of Cheshire. Usually works at motor garages, cleaning cars or as an ostler, and is well- known in most of the N. Wales coast towns. Warrant issued. Information to Supt. DURHAM. 17 — Castle Eden ( County).— For embezzl- ing £ 13 10s. 5| d., lst inst.— NICHOLAS PEL- LINI, an Italian, age 23, height 5 ft. 5 or 6 ins., complexion fresh, hair black, eyes brown; dress, dark jacket suit, green hat, black tie, shoes, carried a light mackintosh. Had in his possession a re volver. A confectioner or ice- cream vendor. May seek employment as a waiter. Warrant issued. 18.— Castle Eden ( Coimty).— For obtaining, 26th April, 1913, by false pretences, a brass cor- net, Douglas make, double safety water valve, slight dent on bell and one near to where the valves join the body, has been recently polished. — GEORGE HENRY BROWN, ALIAS WYNNE and WILLCOCKS, Office No. 169- 13, age 41, height 5 ft. 2J ins., complexion sallow, hair, mous- tache and eyes brown, left forefinger missing; scar over right eye, limps slightly; dress, black striped jacket and vest, blue trousers, lace boots, blue silk neckerchief. A collier or labourer; native of Staffordshire. Warrant issued. 19.— Castle Eden ( County).— For stealing at Horden, 25th February, 1913, a 9- ct. gold dress ring, mauve- coloured stone in centre; 1 silver curb pattern albert; and 5s. 9d.— JOHN Mc- FARLANE, age 26 to 28, height 5 ft. 6 or 7 ins., complexion and eyes dark, hair dark brown, clean shaven, heart and 4 letters left forearm, lifebuoy with cross in centre on right forearm, cut scar on lip, bad teeth, end of 2nd left finger missing, left foot cork, limps; dress, navy blue jacket suit, dark cap. A fitter; native of Glasgow. States he has been an engineer on steam fish trawlers; also that he was a naval pensioner. Warrant issued. Information to Supt. Thompson, Castle Eden. ESSEX. 20.— Chelmsford ( County).- For stealing ( trick), 31st ult., 3 umbrellas.— JAMES WALLIS, alias WALLACE, age 55 to 60, height 5 ft. 6 or 7 ins., good build, complexion fresh, hair ( bald on top) and moustache ( clipped) grey, eyes blue, plausible manner, apparently well educated; dress, dark suit, grey Homburg hat. He orders goods to be sent to an address where he has temporarily taken lodgings and absconds. Warrant issued. 21. — Chelmsford ( County).— For obtaining £ 1 by false pretences, 10th inst.— EDWARD THOMPSON, alias McCLELLAN, age 30, height 5 ft. 5 or 6 ins., good build, complexion dark, hair brown, eyes dark, tattooed both arms, pimples on forehead; dress, grey mixture suit and cap, wrapper. He stated that his wife had drowned her baby at Woolwich and obtained the above amount on the strength of the statement. Warrant issued. Information to the Deputy Chief Constable, Chelmsford. 22.— Southend ( County).— For demanding money by menaces.— STEPHEN BLUNDELL, Office No. 458- 13, age 35, height 5 ft. 8 ins., com- plexion fresh, hair dark brown, eyes brown; small scar left side of face. A commercial traveller; may be found at Rowton Houses. Warrant issued. 23.— Southend ( County).— For stealing £ 10, 9th inst.— MARY EMILY SCUTCHINGS, age 16 ( looks older), height 5 ft. 8 ins., complexion fresh, hair and eyes brown, round face; dress, blue serge costume, l& rge light- coloured hat. A general servant; native of Southend. May be found in company of soldiers or sailors. Warrant issued. 24.— Southend ( County).— For stealing £ 1 from his lodgings.— BRUNO BEAUMONT, alias BEAUMENT, a German, age about 26, height 5 ft. 4 or 5 ins., stout build, complexion dark, hair dark brown; dress, blue serge suit, greenish soft hat. A waiter. Had in his possession a brown leather dressing case, containing a black dress suit. Absconded 2nd inst. Warrant issued. Information to Supt. Jones, Southend. GLA MORGANSHIRE. 25.— Cardiff ( City).— For stealing ( servant) £ 40.— JOHN DA VIES, age 15, complexion fresh, hair light brown, eyes blue; dress, blue serge suit, grey cap, soft collar. He was sent to a bank, 7th inst., to cash a cheque, received £ 35 gold and £ 5 silver and absconded. A native of Cardiff. He expressed a desire to go to sea. Warrant issued. 26.— Cardiff ( City).— For obtaining money by false pretences.— ELIZABETH STEELE, alias LIZZIE VIGAR and COLLINS, age 42, height 5 ft. 4 ins., complexion fresh, hair brown, eyes hazel, scar over eyebrows, end of left forefinger slightly deformed; dress, long black jacket, mauve colour skirt, round grey hat. A native of Cork. She calls upon solicitors and emigration agents, represents that a large sum of money has been left her by a deceased relative in America, books a passage and then induces the agent to advance her a small sum. Photograph can be seen on applica- tion. Warrant issued. Information to the Head Constable, Cardiff. GLOUCESTERSHIRE. 27.— Cheltenham ( County).— For larceny.— ELIZA TUTSHILL, alias SPITTAL, age about 30, height 5 ft. 5 ins. slight build, complexion fair, Staffordshire accent; dress, light grey mixture coat and skirt, white blouse, lai^ e light straw hat. Stated to have been previously convicted at Dud- ley. Absconded 12th inst., and may be accom- panied by a man ( not wanted), age 30 to 32, height 5 ft. 9 ins., slight build, complexion fair, hair light, clean shaven. A rag and bone gatherer. Warrant issued. Information to Supt. Hopkins, Cheltenham. 28.— Chipping Sodhury ( County).— For stealing a pair of binocular field glasses in leather sling case, maker Zeiss thereon; and a green fish- skin compass case with silver hinge.— A MAN, age 35 to 40, height 5 ft. 9 or 10 ins., complexion ruddy, hair brown, moustache light or sandy, be- lieved ruptured; dress, dark suit, shabby, grey cap, yellow muffler with green spots, light lace boots. Information to Supt. Phelps, Chipping Sodbury. 29.— Bristol ( City).— CHARLES ROBERT- SON, alias HARRINGTON, etc., Case No. 14, 27th January, 1911, not now wanted. Warrant withdrawn. HEREFORDSHIRE. 31.— Weoblcy ( County).— For assault and escaping from custody ( at Canon Pyon, 4th inst.). — WILLIAM BROOKES, alias THOMAS BROOKES, age about 40, height about 5 ft. 10 ins., complexion fresh, hair light; dress, black jacket and vest, riding breeches, stockings, dark cap, heavy nailed boots. A native of London. Had with him a small white terrier bitch, answers to the name of Judy. Warrant issued. Information to Supt. Weaver, Weobley. HERTFORDSHIRE. 32.— Watford ( County).— For leaving his wife and children chargeable to the Poor Law Union — JAMES LAMBERT BELL, age 36, height 5 ft. 7 ins., complexion pale, hair brown, clean shaven, eyes dark brown; dress, navy blue suit, green overcoat, black bowler hat, brown boots. A hairdresser; native of Watford. Warrant issued. Information to the Deputy Chief Constable, Watford. KENT. 33.— Canterbury ( County).— For stealing from cricket pavilion, an 18- ct. gold bar chain; 1 silver watch; 1 gold link chain with 2 medals ( 1 silver, City of London School, 1 bronze, Mar- gate College football) attached; 1 rolled- gold hunter watch; 1 gold curb single chain, bar at end; 2 special railway tickets, issued 9th June, London to Margate ( 1 No. 002, 1 return, No. 007); and £ 9 14s. Id.— TWO MEN: lst, age about 25, height 5 ft. 2 or 3 ins., complexion fresh, small dark moustache; dress, dark reddish brown suit; 2nd, age about 25, height 5 ft. 5 or 6 ins., com- plexion fresh; wearing dark clothes, cap. Heard, Canterbury. 34.— Chatham ( County).— For obtaining 33 yards of white cotton duck, by false pretences.— WILLIAM HARRIS, age 30 to 35, height 5 ft. 5 or 6 ins., complexion sallow, hair light brown, eyes brown, very short neck; dress, grey suit, black soft or bowler hat, old lace boots. He travels the country repairing shop blinds. Is accom- panied by his wife, age about 28, height about 5 ft. 2 ins.; wearing dark velvet cloak, black motor hat; and 2 girls, ages 7 years and 15 months re- spectively. Warrant issued. Rhodes, Chatham. 35 — Sevenoaks ( County).— For obtaining a four- wheel dog- cart by false pretences at Shoreham. — FRANK ROWLAND, age 31, height 5 ft. 8 ins., complexion fresh, hair dark brown, eyes blue. Has been convicted at Oxford City Police Court of obtaining goods by false pretences, and Wells Quarter Sessions for larceny of cycles. Warrant issued. Information to Supt. Fowle, Sevenoaks. 36.— Do ver ( Borough).— For stealing, between 19th and 31st ult., a dark brown suit, makers Dean & Co., Southampton, on tab and buttons of trousers; 1 dark green mixture suit; 2 pairs of boots ( 1 patent leather toe- caps, 1 brown, size 7); 1 soft felt hat, Vandyke colour, Dunn, Southamp- ton, inside; 3 shirts, makers Whiteaway & Laid- low ( 1 yellow silk, 2 soft cotton); 1 9- ct. gold curb watch chain, gold star pendant attached, T. B. raised on same.— WALTER THRELFALL, age 24, height 5 ft. 1\ ins., complexion fresh, hair light brown, eyes brown, several small scars spinal column, linear scar 1 in. long back left forearm; supposed wearing the stolen clothing. LANCASHIRE. 37.— Liverpool ( City).— JOHN BURNS, Office No. 1604- 09, Tabular Form, 9th August, 1912, not now wanted. 38.— Manchester ( City).— For stealing a watch ( recovered).— A MAN, age about 33, height 5 ft. 3 ins., rather stout build, complexion sallow, heavy moustache dark, of foreign appearance; dress, dark suit, soft hat. He calls at houses, re- presents himself as a sanitary inspector, commits larcenies and decamps. 39 — Manchester ( City).— For failing to report.— Licence holder ALFRED KEELING, alias JACKSON, Office No. 968- 00, age 58, height 5 ft. 3 § ins., complexion pale, hair iron grey, eyes grey, scar tip of nose, fleshy mole back base of neck, scar left elbow. A native of Belper, Derby- shire. Sentenced at Derby County Sessions, 19th October, 1904, to 7 years' penal servitude and 5 years' police supervision for shopbreaking. Libe- rated 31st December, 1912, on 2nd licence, which expires 10th July, 1913. Supervision expires 18th October, 1916. F. L. a. e. 811. Not now wanted, see Case No. 102. Information to the Chief Constable, Manchester. 40.— Barrow- in- Furness ( Borough).— For non- payment of £ 6 13s. 6d. bastardy arrears. — THOMAS FLEET, age 20, height about 5 ft., complexion pale, hair brown, eyes blue. OXFORDSHIRE. 82.— Oxford ( City).— 20th ult., a sapphire and diamond pendant, about the size of a two- shilling piece, set with a large sapphire in centre and surrounded with 3 rows of sapphires and diamonds alternately set, the loop at the top of the pendant is believed to be set with 4 small brilliants; and a platinum chain, composed of very small links, three- quarter length, has 2 or 3 knots. SURREY. 84.— Guildford ( Borough).— 7tli inst., an oval chased gold locket, small gold chain attached; and a round gold locket, set brilliant or diamond in centre, gold chain attached ( long and short links alternately). — By a man, who gave names of BLACK and MUNDY, age about 45, height 5 It. 4 or 5 ins., complexion ruddy, hair dark, turning grey, prominent eyes, rather long nose, clean shaven; dress, dark grey suit, straw hat, tie, shoes; wearing gold ring, leather watch guard, carried um- brella.
