All communications for insertion in the POLICE GAZETTE, and all communica- tions relating to them, should be addressed to THE . EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be giveti, and the exact conditions must be clearly stated. - 5. Portraits of Persons whose apprehension is sought for serious offences will be inserted at a cost of 8s. per portrait, and engravings of stolen property at a cost of 6s. per photograph or sketch, unless the article is large or unusually intricate, when the charge will be higher. A remittance of 6s. should be made in the first instance for cost of engraving sketches. • Q Every announcement, if for the apprehension of a person, must be guaran teed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. 9. 10. 11 Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. The force which causcs particulars concerning delinquents or stolen pro- perty to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. Announcements for the Friday issue should be forwarded so as to be re- ceived not later than noon on, Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. The space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion { if acceptcd) will be given on application. All copies of the POLICE GAZETTE re- transmitted by Police Forces should be prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. Warrant issued. 2.— x Division.— For stealing, 14th ult., a Pasquali barrel organ, picture of a boy and girl gleaning thereon, fretwork panels each side, picked out yellow, mounted on a dark blue barrow. — ALFRED JELLIS, S138455, age 22, height 5 ft. 3J ins., complexion fresh, hair dark brown, eyes grey, bayonet, cross swords, part of bracelet, C. D. F. A. left forearm; dress, black jacket and vest, grey striped trousers, dark cap, muffler, lace boots with grey cloth uppers, all old. Is no doubt travel- ling the country with the organ. CHESHIRE. 8.— Altrincham ( County).— For stealing from his lodgings, a lady's gold watch, " Fattorini" on dial, in green wrist strap; 1 lady's fine rolled- gold neckchain, cross attached; 1 black purse; 1 dark brown leather purse; 1 pair boots size 7, narrow patent leather toes.— JACK McFAR- LAND, alias ALICK McEWEN, age 30 to 32, height 5 ft. 6 ins., complexion and hair dark, broad forehead, limps, one middle finger missing, life- belt, Father, Mother, Alice, and Raymond right forearm, plain ring inside left forearm, ini- tials therein ; dress, brown dungaree suit and cap. A.— Macclesfield ( County).— For stealing, 14th or 15th inst., at Wilmslow, a heavy frieze fleecy single- breasted overcoat, square pockets with flaps, black lining, black bone buttons; 1 green- ish grey tweed cap; a return half ticket Manches- ter to Wilmslow, dated 14th May, 1913; and 2s. or 3s.— ARTHUR HENRY SPENCER, age 30 to 33, height 5 ft. 6 or 7 ins., complexion dark or sallow, hair and moustache dark, receding chin, 2 abscess marks right side of jaw. A fairly good pianist. He left behind a bard hat, " Carrington, Manufacturers, Whiteley & Sons, Halifax," on lining; and a fawn- colour mackintosh, " Wallam, Supwards," in ink on inner side. A miner; has served in the Army. Warrant issued. 6— Gateshead ( Borough).— For stealing ( agent) 2s.— SAMUEL A. MASON, age 34, height about 5 ft. 10 ins., slight build, complexion swarthy, hair dark, clean shaven, eyes crossed; of Jewish appearance. A photographer's canvas- ser ; native of Edinburgh. Is accompanied by his wife and 2 girls, ages 10 and 2 years respectively. Warrant issued. Information to the Chief Constable, Gateshead. ESSEX. 7.— Colchester { County).— For failing to appear to a summons 5th April last, for cruelly illtreating his children.— EDGAR WILLIAM ABBOTT, age 39, height 5 ft. 2 ins., slight build, complexion fresh, hair and moustache dark, eyes grey; dress, green suit, dark grey overcoat and cap. A carpenter; native of Wivenhoe, Colches- ter. May be found at Salvation Army Shelters, Church Army Homes, etc. Warrant issued. Information to Supt. Lennon, Colchester. 8.— Colchester ( Borough).— For stealing from his lodgings, between 25th and 31st ult., a lady's gold watch, very old, coloured hands and face; 10 football medals ( 4 recovered).— WIL- LIAM ANDREWS, age about 25, height 5 ft. 6 or 7 ins., very thin face, hair dark brown, clean shaven, scar right side of jaw, bad teeth; dress, dark brown striped suit, dark cap. GLAMORGA NSHIRE. 9— Cardiff ( City).— F6r larceny.— FRED BAKER, alias VICTOR GORDON, age about 30, height 5 ft. 7 ins., complexion sallow, hair brown, London accent; of smart appearance; dress, light small plaid suit, green cap, long fawn and green mixture overcoat, brown kid gloves. A theatrical artiste. Warrant issued. Information to the Head Constable, Cardiff. GLOUCESTERSHIRE. 10.— Cheltenham ( County).— For leaving his wife and children chargeable to the Union since 23rd December, 1912.— ROBERT GEORGE HEAD, age 53, height 5 ft. 5 ins., good build, complexion fresh, hair ( long) grey, moustache ( turning grey) dark; may be wearing a frock coat, soft hat and brown boots. A quack doctor and character reader. Usually stays at low furnished lodgings. Warrant issued. 11— Cheltenham ( County).— For leaving his wife and children chargeable to the Tewkes- bury Union.— ERNEST MEADOWS, age 43, height 5 ft. 3 ins., complexion sallow, hair dark, eyes hazel. A blacksmith; may be found work- ing as a farm labourer. Sentenced to 2 months' imprisonment at Market Drayton, 6th January last for larceny. Warrant issued. Information to Supt. Hopkins, Cheltenham. HAMPSHIRE. 12.— Fareham ( County).— For stealing a brown leather portmanteau, initials T. F. W. there- on, at Cosham, 27th ult.— JOHN DAVIS, age 46, height 5 ft. 6 or 7 ins., complexion sallow, hair brown, clean shaven, eyes grey, addicted to drink, an inveterate cigarette smoker; wearing dark clbthing, cap, white shoes. M. engraved on outside inscription inside, " In memory of Mrs. Ann Kemble, who died 1820." THOMP- SON, age about 50, height 5 ft. 7 to 9 ins., com- plexion fresh, clean shaven, artificial teeth, front upper jaw rather prominent, hair turning grey; dress, light grey suit, fancy vest, green facings, light grey soft felt hat, lace boots; appearance of a butler or indoor servant. He took lodgings, 29th ult., and left 30th ult. Stated he was employed at the Post Office. MAYER, age 28 to 30, height 5 ft. 7 or 8 ins., complexion pale, hair dark brown, moustache dark, eyes brown, sharp nose, of good address; dress, green striped overcoat, belt and button at back, dark trousers, bowler hat, dark tie, lace boots. He visits schools, colleges, etc., represents himself to be an agent for an Ideal Cookery Book, has with him a specimen copy, obtains money and gives printed receipts signed J. W. Mayer. LANARKSHIRE. 17.— Glasgow ( City).— For stealing ( servant) £ 100 in notes and gold, 2nd inst.— THOMAS SIMPSON, age 15, height 5 ft. 1£ ins., hair very fair, natural turn- up at front, scar on upper hp, burn mark on forearm, has no feeling in two fin- gers of left hand; dress, brown suit, lavender- striped tie, grey cap, black socks with purple arrows at sides, light shoes. IS.— Coatbridge ( Borough).— For bigamy, 12th September, 1908.— ROBERT ADAMS, age about 42, height 6 ft., full round face, hair dark brown, moustache brown. A labourer, ironworker or ship's fireman ; supposed native of Glasgow. Warrant issued. Not to be arrested out of the United Kingdom. 19 — Coatbridge ( Borough).— For obtaining £ 5 by fraud.— WILL BROWN, age about 25, height 5 ft. 7 or 8 ins., complexion fresh, thin face, hair and slight moustache light, drooping jaw. He was employed as a poultry expert and gave lectures and demonstrations on poultry throughout Scotland. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Chief Constable, Coatbridge. LANCASHIRE. 20.— Liverpool ( City).— For stealing £ 9 6s. 6d. ( by trick), 14th ult., from his lodgings.— CHRISTIAN HELLWEGE, a German, age 33, height 5 ft. 9 ins., stoops, hair light, clean shaven, nose deformed; dress, brown striped suit, black silk muffler, dark cap, brown boots. A ship's cook. Warrant issued. 21.— Liverpool ( City).— For stealing a watch, money, etc., 25th ult.— A MAN, age 20 to 22, height 5 ft. 5 ins., slight build, complexion pale, hair light, clean shaven, thin face, large protrud- ing ears; dress, light grey suit, fancy cream- coloured vest with dark stripes and a border, soft collar, slate- coloured beaver hat. He stayed at a lodging house one night, stating he had just ar- rived from London, absconded the following morn- ing, and left behind a brown leather Gladstone bag, 24 x 14, 2 buckles on top, with G. W. Rly. label, Reading and Waterloo thereon, brass tag inside, with " The Bag Stores, Market Place, Leicester, and Northampton," thereon ; black and white striped shirt with cuff, " Ray, Scott, Ltd., 159, Oxford Street, W., 229. High Holborn, W. C.," on tab, No. 93- 743 laundry mark on neck; cream- coloured mercerised silk shirt with cuffs, " Frank Street, 234, High Holborn, W. C., Shirt and Collar Specialist," on tab, W. 895- F 1381 on neck; 4 tobacco pouches in boxes; 2 doe skin pouches, " Iola Pouch, Registered No. 4" inside on rubber, stock No. 5141, 2/ q- 4 2/ k marked on boxes; 2 imitation leather flap pouches, green and brown, one marked 3/ 9 on the box. Information to the Head Constable, Liverpool. 22 — Blackpool ( Borough).— For larceny.— BESSIE CROMPTON, age about 45, height 5 ft. 2 ins., slight build, complexion fresh, high cheek bones, hair turning grey; dress, grey jacket, black and white striped skirt, hat trimmed with fancy flowers and berries. A cook or charwoman. May be found at registry offices or Labour Exchanges. 23.— Blackpool ( Borough).— For stealing a purse, 17s., 3 railway tickets, 1 pier do., and 3 keys.— HERBERT L. CARROLL, age about 24, height 5 ft. 4 ins., good build, complexion sallow, long face, hair light, clean shaven, eyes blue, eagle back of left hand; dress, light grey suit with stripes, grey soft felt hat with dark band, green tie, brown boots. Stated he was a lieutenant, em- ployed by the White Star Line. Had printed cards in his possession. Information to the Chief Constable, Blackpool. MONTGOMER YSHIRE. 24.— Newtown ( County).— For failing to report.— DAVID DAVIES, alias HALL, EVANS, Office No. 1625- 02, age 72, height 5 ft. 5£ ins., complexion fresh, hair ( going bald) grey, eyes blue, scar back of head, right cheek bone, right side of forehead, small mole inner corner of left eye, scar left of chin and back of left wrist. A labourer; native of Llanfyllin, Montgomery. Sentenced at Shropshire Quarter Sessions, 19th October, 1909, to 3 years' penal servitude and 10 years' preven- tive detention ( preventive detention not enforced) for stealing money and being a habitual criminal. SUSSEX ( East). 25.— Battle ( County).— For stealing from his lodgings, a blue cricketing jacket; 1 white sweater; 1 pair black trousers; 1 pair brown boots, size 7. — FRANK WALTERS, age about 30, height 5 ft. 7 or 8 ins., complexion fair, hair and moustache light; wearing the stolen clothing. A painter; supposed a native of Tunbridge Wells. Is a reser- vist of the Royal Garrison Artillery. Warrant issued. Information to Supt. Dalmon, Battle. 26 .— Haywards Heath ( County).— For obtaining goods and money by a worthless cheque for £ 4, drawn on the London & South Western Bank, Ltd., London, Minories Branch, No. B. 831624.— T. W. WEST, age 35 to 40, height 5 ft. 9 or 10 ins., rather stout figure, complexion fresh, full face, hair and moustache dark brown, eyes hazel, of smart appearance; dress, light grey suit. Anscombe, Hayward's Heath. 27 — Brighton ( Borough).— For embezzlement. — CHARLES STARNES, age 25 ( looks older), height 5 ft. 7| ins., good build, complexion pale, hair dark brown, thick moustache auburn, lump under one big toe; dress ( supposed) blue suit, dark overcoat with band at back, black tie, dark cap, brown leather belt. A native of Lewes. Is a reservist of the 4th Royal Irish Dragoon Guards. Warrant issued. 28. - Brighton ( Borough).— For stealing a Post Office savings bank book and forging a Post Office form of request.— CHARLES EDWARD COLLINS, age 29, height 5 ft, 7 ins., hair brown, eyes grey. Is a reservist of the Royal Sussex Regiment. Absconded 13th April last. Warrant issued. Information to the Chief Constable, Brighton. IS.— Eastbourne ( Borough).— For stealing from his lodgings, 31st ult., a Connemara drab mixture tweed lounge suit, loose lining in trousers to button, may have tab with " Hope & Co., Out- fitters," thereon.— GEORGE SEELEY, age about 28, height 5 ft. 10^ ins., complexion sallow, hair ( turning grey) dark, white patch back of head, eyes blue, abscess scar left cheek, flat feet; dress, grey jacket, blue trousers, with fine white stripes, fawn- colour overcoat, black bowler hat; may be wearing the stolen suit. Had in his possession a dark brown leather dress or suit case about 21 ins. long, 7 ins. deep. Stated he had been employed as an indoor servant at Taplow and Scarborough. Warrant issued. WORCESTERSHIRE. 3i-— Stourbridge ( County).— For stealing, 29th ult., a bicycle ( recovered).— GEORGE ROSE, age about 55, height 5 ft. 6 or 7 ins., stout build', complexion ruddy, full face, hair and moustache light sandy, supposed cast or growth right eye; dress, dark grey jacket and trousers, brown plaid vest, slate colour soft hat, lace boots; wearing old- fashioned long ( supposed gold) chain around° neck and across vest. Warrant issued. Information to Supt. Hinde, Stourbridge. YORKSHIRE ( North Riding). Middlesbrough ( Borough).— For stealing from his lodgings a fawn- coloured Raglan rainproof overcoat, single breasted, 44 ins. long, 3- piece sleeves, gauntlet cuffs, double- stitched edges and seams, fawn- colour Italian lining, 4 large cloth- covered buttons on front, 2 cross pockets with flaps outside, vent at back, hanger same material as lining, nearly new; and 8s.— GEORGE PERRY, age 20 to 22, height 5 ft. 5 or 6 ins., slight build, clean shaven, hair rather long, brown, sunburnt, effeminate in manner; dress, blue serge suit, grey tweed cap, lace boots with broad toes, black tie with bright red stripes. He took lodg- ings 30th ult., stated he was a clerk in the N. E. Railway Company's control office at York and had come to Middlesbrough on business for the Com- pany. Apprehended, see Case No. 75. Information to the Chief Constable, Middles- brough. 33 — Scarborough ( Borough).— For fraud- ulent bankruptcy.— WILLIAM SCOTT LAW- SON, age 72, height 5 ft. 5 or 6 ins., complexion fresh, hair grey, beard and moustache white, eyes brown, rather nervous disposition; well dressed. Supposed a native of London. May be found in good- class apartments with his son, described in Case No. 34. Warrant issued. Not to be arrested out of the United Kingdoai. 34.— Scarborough ( tiorough).— For embez- zling 10s., between 1st July and 31st December, 1912.— CHARLES SCOTT LAWSON, age 35, height 5 ft. 6 or 7 ins., broad shoulders, complexion fresh, hair brown, clean shaven, eyes grey, full round face; well dressed. Supposed a native of London. Represents himself as a theatrical manager. May be found with his father Case No. 33. Warrant issued. Not to be arrested out of the United Kingdom. CHESHIRE. 36.— Crewe ( County).— Committed for trial at Chester Assizes, charged with an unnatural offence with a boy age 9 years.— EDWIN FOX, age 34, height 5 ft. 4i ins., slight build, complexion fresh,, hair light brown, moustache light sandy, eyes blue. A gardener; native of Sheephill, Herts. Previously convicted at Nottingham. Information to Supt. Pearson, Crewe. SUSSEX ( East). 36.— Eastbourne ( Borough).— Committed for trial at Quarter Sessions, 1st prox., charged with larceny ( hotel).— RICHARD SEIFERT,. alios JOHN SEIFERT, age 21, height 6 ft. in., complexion fresh, hair dark brown, eyes hazel, wart back of left hand, left little finger deformed;; of smart appearance; dress, brown lounge suit. A waiter; native of Friedeberg, Germany. Information to the Chief Constable, Town Hall,. Eastbourne. TUESDAY, MAY 13, 1913.
