All communications for insertion in tin POLICE GAZETTE, and all communica- tions relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all eases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of Persons whose apprehension is sought for serious offences will be inserted at a cost of 8s. per portrait, and engravings of stolen property at a cost of 6s. per photograph or sketch, unless the article is large or unusually intricate, when the charge will be higher. A remittance of 6s. should be made, in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaran teed by the signature of an officer of not less rank than Superintendent: and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of itolice, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must h guaranteed by an officer of not less rank than Inspector, or analogous thereto. 3. .4 9. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. The force which causes particulars concerning delinquents or stolen pro- perty to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issu<. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be re- ceived not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the. office, _ Yew Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent ;< sue cannot be guaranteed. The. charge for such insertion ( if accepted) will be given on application. All copies of the POLICE GAZETTE re- transmitted by Police Forces should be prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. Has served in the Army. Stated he was a cooper and had obtained employment at a local brewery. Warrant issued. 9.— Bedford { Borough).— For obtaining £ 3 10s. and a quantity of cutlery by a worthless cheque, No. G. 13690, Capital & Counties Bank, Princes Risborough Branch.— LIONEL WEB- STER, age about 40, height 5 ft. 9 ins., stout build, complexion sallow, full face, hair and heavy moustache dark; wearing black overcoat and bow- ler hat. Is identical with MAN, Cases Nos. 12 and 33, 14th ult. Warrant issued. 10.— Bedford ( Borough).- For obtaining money and goods ( 2 cases) by worthless cheques, 20th ult.— G. E. MINTER, age 35, height about 5 ft. 11 ins., slight build, complexion pale, hair and moustache brown; dress, dark overcoat and suit, bowler hat. He called on tradesmen, obtained goods and cash as change for cheques tendered in payment. Is identical with G. WALL, Case No. 32, 14th February. Warrant issued. WILLIAMS, age 28 to 30, height about 5 ft. 9 ins., rather full face, clean shaven, hair believed fair; wearing mackintosh overalls, leather waist belt, grey cap. A gardener; native of Chipping Sod- bury; and A MAN, age about 24, height 5 ft. 6 ins., complexion fair, hair brown, eyes blue, clean shaven. May be found at common lodging houses. Warrant issued. GLOUCESTERSHIRE. 17.— Staple Hill ( County).— Escaped from Brentry Certified Inebriate Reformatory, Hen- bury, Bristol.— EDWARD TANCOCK, age 41, height 5 ft. 4f ins., round shoulders, stoops, com- plexion fair, hair ( bald on top) light, eyes grey; dress, tweed jacket, brass buttons, " Brentry Ine- briates' Home," stamped on same, red piping around cuffs, light cord trousers, red stripes down legs. No. 603 on clothing. A native of Penge, Kent. Warrant issued. Information to Supt. Cooke, Staple Hill. 18.— Bristol ( City).— For embezzling £ 2 10s., 25th ult,— ALBERT SPARKES, age about 25, height 5 ft. 8 or 9 ins., complexion fresh, hair brown, rather full face, clean shaven, small eyes, London accent; dress, dark coat with small white spots, black vest, dark cord breeches, black leg- gings, brown cap, grey tie, lace boots. A butcher. Warrant issued. Not to be arrested out of the United Kingdom. 19.— Bristol ( City).— For obtaining £ 5 by false pretences, 25th ult.— R. ALEXANDER, age about 35, height 5 ft. 7 ins., slight build, com- plexion fresh, hair and moustache auburn; wears gold- rimmed glasses; dress, light overcoat, dark suit, bowler hat, brown shoes. He came to Bristol about 3 months ago, took a furnished room, had bill- heads printed, styling himself " R. Alexander < 1- Co., Wholesale Druggists and Drysalters, Bristol and Cardiff." On 11th inst. he advertised as follows: " Wanted, a traveller- collector for Bris- tol, 25s. per week and commission, small cash se- curity required, apply 1304, Daily Press Office." He obtained the above amount as a security and absconded. ( Arrested, see Case No. 92). Warrant issued. Not to be arrested out of the United Kingdom. Information to the Chief Constable, Bristol. HAMPSHIRE. 20.— Portsmouth ( Borough.).— For embezzle- ment.— ALBERT WILLIAM CROOMBES, age 38, height 5 ft. 5 ins., complexion fair ( inclined to sandy), slight moustache sandy, eyes blue, rather large thin face, winks when talking; wearing fawn- colour overcoat, grey soft hat, lace boots. A traveller. Warrant issued. 21.— Portsmouth ( Borough).— Vox- larceny. — RALPH MARTIN, alias HAROLD MAR- TYN and CLIFFORD TREVOR, Office No. 1540- 12, age 32, height 5 ft. 4$ ins., complexion dark, hair dark brown, eyes brown, mole right cheek. Travels the country, obtains photographs for the purpose of enlarging them, induces people to part with money for framing the enlargements and absconds. Has been convicted at Portsmouth, Gosport, Lincoln, Long Ashton, and Kettering, of fraud and larceny. Is now believed to be in the vicinity of Bournemouth. Warrant issued. Information to the Chief Constable, Portsmouth. HER TFORDSHIRE. : 22.— Heme/ Hempstead ( County).— For obtaining £ 1 by false pretences.— J. HARRIS, age 28 to 30, height 5 ft. 6 or 7 ins., good build, com- plexion fair, clean shaven; wearing grey cycling suit, cap and mackintosh. He called upon the secretary of C. E. M. S., stated he was a member and obtained the above amount. See Case 62, 3rd January last. Warrant issued. Information to Supt. Hassell, Hemel Hempstead. KENT. 23.— Dartford ( County).— For obtaining 3s. 6d. by false pretences.— CHARLES GREEN, age 40 to 45, height 5 ft. 3 ins., complexion and hair dark, turning grey, lst joint of right finger mis- sing ; dressed as a mechanic. He calls at houses, states he is employed by the Singer Sewing Ma- chine Co., examines machines and obtains money on the pretence that the machines require cleaning. Warrant issued. Information to Supt. Hayward, Dartford. 24.— Folkestone ( Borough).— For obtaining £ 2 6s. by a worthless cheque, 31st ult.— G. WEBB, age 30 to 35, height 5 ft. 10 or 11 ins., slight build, complexion pale, hair and moustache brown; wearing dark fawn- colour overcoat, black bowler hat, carried an umbrella. He called upon a tradesman, selected a pair of boots and in pay- ment tendered a cheque drawn on the London & South Western Bank, Wimbledon Common branch, payable to self, signed G. Webb, for more than the amount of purchase and received the balance. See Cases Nos. 9, 20th December, 1912; 23 3rd, and 31, 17th January; 32 and 33, 14th February, 1913. Warrant issued. A native of Heaton Park, near Manchester. Warrant issued. 26.— Old Trafford ( County).— For stealing £ 50, 19th ult.— GEORGE HOWIE, age about 45, height 5 ft. 8 or 9 ins., complexion fitesh, wears glasses; dress, navy blue suit, lace boots; wearing a double gold guard. Keys, Old Trafford. 27.— Liverpool ( City).— For attempting to obtain money by false pretences, 20th February.— A MAN, age about 25, height about 5 ft. 8 ins., complexion pale, hair ( inclined to curly at sides) light, slight moustache. He called upon a pawn- broker, offered in pledge a heavy gold- cased belcher ring ( loaded with metal), bearing a forged 18- ct. Government stamp. Warrant issued. LINCOLNSHIRE. 28.— Lincoln South ( County).— For obtain- ing food and lodgings by false pretences at Brace- bridge Heath, 11th and 12th ult.— JACK WIL- LIAMS, age 31, height 5 ft. 8 ins., complexion dark, hair dark brown, moustache brown; wear- ing finger of an astrachan glove right forefinger; dress, dark jacket, dark serge jacket, red stripes ( similar to a postman's) underneath, 2 dark waist- coats, brown cord trousers, with a pair of dark trousers underneath, light grey cap, red or check tie, muffler, lace Boots; wearing a silver- colour watch chain. He stated he was a foreman of a gang of men who were repairing telegraph wires in the district; Suffolk accent. Abscondid 12th ult. MONMOUTHSHIRE. 29.— Newport ( Borough).— For stealing, 20th ult., a cycle ( recovered).— WILLIAM HOW- ELLS, age 32, height 5 ft. 10 ins., complexion fresh, hair and moustache dark brown, eyes grey, right forefinger disfigured; dress, blue serge suit, bowler hat and tie. A blacksmith and ex- police- constable. Warrant issued. 30.— Newport ( Borough).— For obtaining money by false pretences and for failing to report. — JOHN HOWARD CLARK, alios ALLEN, NESFIELD, WOODS and MORGAN, Office No. 307- 05, age 32, height 6 ft. lg in., complexion sallow, hair dark brown ( turning grey), eyes blue; mole under right eyebrow, scar left jaw, piece out of bottom of left ear. Sentenced, County of Lon- don Sessions, 26th July, 1910, to 3 years' penal servitude for obtaining money by false pretences. Sentence expires 12th August, 1913 ( 18 days as an appellant), k. 417. Warrant issued. Information to the Chief Constable, Newport. NOR THUMBERLA NO. 31.— Newcastle- upon- Tyne { City).— For obtaining a banker's cheque for £ 3 by false pretences, 8th ult.— T. GRAY, age 42 to 48, height 5 ft. 6 or 7 ins., well built, Brown hair, clean shaven, pronounced Irish accent; dress, greyish brown mixture suit, tweed cap or black felt hat. Stated he was a native of Dublin.— FANNY GRAY ( supposed wife of the above), age about 50, height 5 ft. 3 or 4 ins., very stout build; dress, dark dress, brown tweed hat, grey and black checked golf cape or caracul jacket. Believed a native of the Midlands or South of England. On lst ult., they rented a small shop and traded as Messrs. F. Gray & Co., Miller's Agents, and ad- vertised " Pig Fattening Meal " in various news- papers throughout the United Kingdom, offering to forward a sample on receipt of application. The sample supplied was of good quality, and the price quoted being much below market prices many per- sons forwarded orders and cash therewith. With each receipt acknowledged was enclosed a letter stating that owing to the large demand for the meal, orders were being sent out in turn, and delivery was promised on 17th ult., but they ab- sconded 14th ult. An account was opened by the woman at the North Eastern Bank in the name of Fanny Gray & Co., and between the 8th and 17th March, 1913, a considerable amount of money was paid in and again withdrawn. Had in her posses- sion a book of cheques from the same bank, Nos. 604677 to 604700, which they may attempt to negotiate. Warrant issued. Information to the Chief Constable, Newcastle upon- Tyne. S TAFFORDSHIRE. M — Smethwick ( County).— For stealing, 21st February, from his lodgings, a watch and chain ( recovered).— WALTER MITCHELL alias SYD- NEY WYBORN, etc., age 44, height' 5 ft. 6 ins., complexion fresh, hair ( thin on top) brown, turn- ing grey, eyes blue, blue mark centre of forehead, scar right side of body. Previously convicted at Aldershot, Worcester, Birmingham, etc. Warrant issued. Information to Supt. Campbell, Smethwick. 33.— Stoke- on- Trent ( Borough).— For carnally knowing a girl between 13 and 16 years of age, - THOMAS FINNEY, age 41, height 5 ft. 7 ins., complexion pale, hair and moustache dark brown, slightly lame; dress, black or blue suit, cap, muffler, heavy nailed boots. A coal dealer or collier; native of Longton. Has stated his in- tention of going to New Zealand. Information to the Chief Constable, Hanley, Stoke- on- Trent. STIRLINGSHIRE. 34. - Stirling ( Borough).— For failing to report, — JAMES MacDONALD, alias ALEXANDER ANDERSON, Office No. 1229- 12, age 26, height 5 ft. 7 ins., complexion fresh, hair black, eyes grey, flowers, heart, beetle and butterfly right, star and heart left forearm, ring 4th left finger. Native of Falkirk. Sentenced at Bedford Assizes, 7th June, 1910, to 3 years' penal servitude for arson. Licensed 3rd September, 1912. k. 240. Information to the Deputy Chief Constable, Stirling. SURREY. 35.— Chertsey ( County). — For stealing an overcoat and £ 6 14s. 5d.— ALFRED ERNEST WAKEFORD, age 23, height 5 ft. 10$ ins., complexion fresh, hair brown, eyes ( crossed) hazel. A labourer ; native of Chertsey. Absconded 22nd ult. May be found at Hammersmith or Bourne- mouth. Warrant issued. Information to Supt. Mears, Chertsey. SUSSEX ( East). 36. — Lewes ( County).— For obtaining Postal orders by false pretences.— ARTHUR PAGE, ag* about 22, height 5 ft. 7 or 8 ins., slight build, complexion pale, hair dark, paralysed left side, dress, dark blue serge suit, cap, light lace boots. He advertised poultry for sale in the Poultry World and Exchange and. Mart, received poatal- orders and absconded. Warrant issued. Information to Supt. Vine, Lewes. 3 PORTRAITS OF PERSONS WANTED. CHESHIRE. 37. — Stalybritlga ( Borough).— For receiving, 22nd ult., 5 sheets of stolen platinum, and steal- ing 7 cwts. of sheet lead, 13th January last.— eyes grey, hairy mole front of right forearm. A general dealer; native of Leeds. Has resided in Manchester and Sheffield and has travelled GLA MORGA NSHIRE. 39.— Cardiff ( City).— For conspiracy to defraud.— CECIL P. MARSDEN, age about 30, HARRY BROADBENT, alias THOMAS HENRY BROADBENT and TOMMY SMITH, age 32, height 5 ft., complexion fresh, hair brown, a throughout England. See Case No. 19, 28th ult. Warrant issued. Information to the Chief Constable, Stalybridge. NORFOLK. 38 — Norwich ( City).— For obtaining £ 250 by false pretences.— HENRY NIXON, age about 43, height 5 ft. 5 or 6 ins., stout build, round shoul- ders, complexion dark ruddy, coarse features, blotchy skin, red nose, hair ( bald on top) dark, turning grey, clean shaven, eyes ( small) brown", thin lips, teeth discoloured, slightly knock- kneed, walks slowly, an inveterate cigarette smoker ; dress, England, Norwich Branch, stamped in blue ink, " For and on behalf of the Norwich Graphic, Ltd., -——- Director, Secretary," which he may ne- gotiate. Absconded 17th ult., and is believed to have in his possession £ 500 gold, and cheque- books on Barclay's Bank, Norwich and North Walsham Branches, and London City & Midland Bank, Norwich Branch. Formerly a journalist at dark grey frieze overcoat, double- breasted, brown lounge suit, dark tie, hard felt hat; may be wear- ing a dark grey tweed lounge suit, carried a small brown leather suit case. In July, 1912, he opened a Picturedrome at North Walsham, which he sold in February last, came to Norwich, promoted the Norwich Graphic Company, advertised for a secre- tary and induced an applicant to deposit £ 250, on the pretence that he was depositing £ 1,000 in the company, abstracted two cheques from the company's book and with one drew out the re- mainder of the monies; may have fn his possession cheque No. 59663, National Provincial Bank of Sheffield.
