POLICE GAZETTE PUBLISHED by authority. NEW SEEIES. FRIDAY, JANUARY 17, 1913. VOL. XXX., No. 3032 r. All communications for insertion in the POLICE GAZETTE, and all communica- tions relating to them, should be addressed to TUE EDITOR OF IBI POLICB GAZETTE, NEW SCOTLAND YARD, LONDOA, S. W. Particulars concerning persons whose apprehension it sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. Portraits of Persons whose apprehension is sought for serious offences will be inserted at a cost of 8s. per portrait, and engravings of stolen property at a cost of 6s. per photograph or sketch, unless the article is large or unusually intricate, when the charge will be higher. A remittance of 6s. should be made in the first instance for cost of engfaving sketches. Kvry announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the rase may be. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Po* l Office. 13. The Space being limited, announcements concerning " Missing Persons" ar' only accepted on payment but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. 14. All copies of the POLICE GAZETTE re- transmitted by Police Forces should be prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. UNDER the existing arrangements the finger impressions will be taken, and recorded at the Finger Print Department, Convict Supervision Office, New Scotland Yard, of all persons convicted as follows: — ( a) All persons coming within Sections 5, 7, or 8, of the Prevention of Crimes Act, 1871. ( b) All persons, at Assizes or Quarter Sessions, sentenced to not less than one month's impris- onment, without option of a fine, for any of the offences shown below. ( c) All persons, at Petty Sessional, Police, or Stipendiary Magistrate's Court, sentenced to more than one month's imprisonment, without option of a fine, for any of the following offences: — Aliens ( Sec. 3 Aliens Act of 1905). Arson. Assaults with intent to rob. Attempted burglary. Attempted larceny. Attempts to break into churches, houses, shops, warehouses, & c. Attempts to obtain goods and money by false pretences. Bankruptcy offences. Being found on enclosed premises. Breaking into churches, houses, shops, warehouses, < fec. Burglary. Cattle stealing. Coining. Conspiracies of all descriptions. Embezzlement. Entering with intent to commit a felony. Extortion by threats. Felonious wounding. Forgery. Fraud. Frequenting. Horse stealing. Housebreaking. Importuning male persons to commit un- natural offences ( Vagrancy Act, 1898, Sec. 1, par. b). Indecent assault on female. Larceny. Mental degenerates. Obtaining goods and money by false pre- tences. Possessing housebreaking tools. Procuration of women and girls. Prostitution, living on proceeds of ( Vagrancy Act, 1898, Sec 1, para. a). Receiving. Robbery. Sacrilege. Sheep stealing. Shopbreaking. Suspected person. Unlawful possession. Uttering counterfeit coin. Warehousebreaking. But all offenders of the first Division, and such of the second Division as have never been previously convicted, are exempted from this order. In order to avoid the retention of useless records in the Finger Print Department, the Registrar of Habitual Criminals would be glad if the Chief Constables of Counties, Cities, and Boroughs, will, in future, notify the death of any criminal who has been finger- printed. The notification should contain the full name and aliases, particulars of conviction, or convictions if possible, also the number published in the List of Habitual Criminals. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT 1.— Convict Supervision Office.— GEORGE WAY, Office No. 840- 07, Tabular Form, 3rd inst., not now wanted. 2.— Convict Supervision Office.— For being at large after his licence has been re- voked.— GEORGE GASKIN, Office No. S. 95463, age 20, height 5 ft. 0| in., complexion fresh, hair and eyes brown, scar right side of head, freckles on face. A hawker; native of Colchester. Sen- tenced Essex Quarter Sessions, 4th January, 1911, to 2 years' detention in a Borstal Institution for larceny. Licensed 7th August, 1912, to the care of the Borstal Association and employment was found for him, but his conduct was unsatisfactory and he was discharged. If arrested a telegram or telephonic communication should be sent to the Governor, Pentonville Prison, who will send an escort for him. Not to be arrested after the 3rd July next, on which date his licence expires. A — Convict Supervision Office.— For being at large after her licence has been re- voked.— SARAH A. GARDNER, Office No. S. 100028, age 22, height 5 ft. 4 ins., complexion pale, hair light brown, eyes blue, scar left eyebrow and right thumb. Sentenced Stafford Sessions, 28th June, 1910, to 3 years' detention in a Borstal Institution for larceny; was released 27th Novem- ber, 1912, to the care of the Borstal Association and was placed in a Church Army Home, but absconded. If arrested a telegram or telephonic communication should be sent to the Governor, Holloway Prison, who will send an escort for her. Not to be arrested after the 27th December, 1913, on which date her licence expires. BEDFORDSHIRE. 4.— B e 11 f O r d ( County).— For indecently assaulting a girl age 9 years, 8th December.— FREDERICK COOPER, alias TAYLOR, age 25, height 5 ft. 8 or 9 ins., complexion pale, hair light brown, clean shaven, eyes blue; dress, dark grey suit, grey cap. A machinist ( motor works); native of Holloway. Warrant issued. Information to the Deputy Chief Constable, County Police, Bedford. BERKSHIRE. 5.— Windsor ( Borough).— For obtaining money and goods by false pretences.— EDWARD BROOKS, alias COOKE and TYNE, Office No. 2603- 01 ( for description, etc., see Case 3, 15th November, 1912, and Illustrated Circular 64, Fig. 21). Warrant issued. 6.- Windsor ( Borough).- For obtaining various sums of money by false pretences, 14th November last.— WILLIAM HINDLE, age about 42, height 5 ft. 9 or 10 ins., complexion fresh, hair and mous- tache brown, large scar on face; wearing grey overcoat and bowler hat. Has with him a number of samples of business cards, etc., in a brown case. He calls upon small bootmakers, hairdressers and publicans and represents that he is canvassing on commission for orders for printing business cards, bottle labels, tags, etc., by a fictitious firm whose name he makes up on a rubber stamp, obtains orders, asks for deposits and gives a receipt from an ordinary counterfoil receipt book, signed " Wm. Hindle." May probably stay at a common lodging house. Is also wanted at Blandford. Warrant issued. Information to the Chief Constable, Windsor. BUCKINGHAMSHIRE. 7— High Wycombe ( County).— For ob- taining food and money by false pretences at Mar- low, 2nd and 3rd inst. A musician, Accompanied by A WOMAN, age about 23, height 5 ft. 3 or 4 ins., slight build, complexion pale, hair ginger. They travel from town to town, and the woman sings, either in the streets or public- houses, Fowler accompanying her on a small harp, Warrant issued. Information to the Chief Constable, Bristol. HAMPSHIRE. 28 — Altlershot ( County).— For stealing 10s, from his lodgings at Fleet, 31st December.— A MAN, age about 36, height 5 ft. 9 or 10 ins., complexion fair, full face, hair inclined to ginger, long, scar left cheek; dress, long dark overcoat, dark trousers and cap, blue muffler. A labourer. He took lodgings, stated he was employed repair ing railway signals, left for the purpose of fetching his box and absconded. Information to Supt. Davis, Aldershot. HEREFORDSHIRE. 29 — ROSS ( County).— For stealing £ 2 10s. from a lodging house, 9th or 10th inst.— SMITH, alias THOMAS, age 28 to 30, height 5 ft. 6 or 7 ins., rather large nose, clean shaven, London accent, appearance of a gipsy; dress, grey or fawn- colour jacket, grey trousers, white muffler, cap. Has served in the Royal Horse Artillery, Dorset Imperial Yeomanry, 2nd Royal West Kent Regiment and the Kent constabulary. OA M BRIDGES HIRE. 8.— Newmarket ( County).— For stealing at Sohani, 2nd inst., a horse and cart ( recovered).— A MAN, age about 25, height 5 ft. 6 ins., com- plexion fair, full face, clean shaven, stoops; dress, dark suit with yellowish stripes, dark muffler with fringe, cap. A tramp; may be found at common lodging houses. Warrant issued. Information to Supt. Winter, Newmarket. CHESHIRE. S.- Altrincham ( County).- For obtaining £ 1 by false pretences.— J. W. TAYLOR ( supposed false), age 30 to 35, height about 5 ft. 8 ins., com- plexion pale, hair and moustache dark, long thumb nails, very plausible; dress, dark mixture overcoat, dark trousers, hard hat. He represented himself as one of the trustees of a working men's social club, advertised for a steward and obtained the above amount from an applicant as guarantee. Warrant issued. Sutherland, Altrincham. 10 .— Northwich ( County).— For stealing ( servant) £ 1 8s., 1st or 2nd inst.— JOHN or JAMES McGREGOR, age 30 ( looks younger), height 5 ft. 5 or 6 ins., slight build, complexion fresh, thin features, hair ( inclined to sandy) light brown, clean shaven, mole left of upper lip; Scotch accent; dress, dark grey suit, dark overcoat and cap, brown boots, blacked. ESSEX. 13.— Chelmsford ( County).— For embezzling lis. 10d., 24th ult.— CHARLES CLARK, age 25, height 5 ft. 7 or 8 ins., slight build, complexion fresh, hair dark brown, eyes ( left brown, right blue), prominent sharp nose; dress, dark green overcoat, blue serge jacket and trousers, brown vest, green neckerchief, bowler hat. A butcher; native of Ilford. Warrant issued. Information to the Deputy Chief Constable, Chelmsford. 14._ Southend ( County).— For stealing an overcoat ( recovered), 6th inst.— ARTHUR EVANS, alias JOSEPH WATTS, age 24, height 5 ft. 5 ins., round shoulders, good build, complexion fresh, clean shaven, hair light brown, eyes grey, scar bridge of nose; dress, long brown overcoat, velvet collar, grey cap with long peak. Warrant issued. 22.— Cardiff ( City).— For obtaining food by false pretences.— WALTER POWELL, age 21, height 5 ft. 4 or 5 ins., complexion fresh, hair light brown, clean shaven, eyes blue, oval face, thick lips; dres6, brown suit ( jacket cut low), dark grey tie with black stripes, dark grey blanket overcoat with black stripes, strap at back, fawn- colour cap, brown shoes, kid gloves. Stated he was engaged as a lense setter at a cinema. Warrant issued. 23.— Cardiff ( City).— Conspiring ( with another person in custody) to obtain £ 25 by false pre- tences.— REUBEN DENT, alias DEMBOVSKI and ROSE, No. S. 93361, age about 26, height 5 ft. 7 ins., complexion sallow, hair dark, eyes brown, very thick lips, of Jewish appearance, long verti- cal scar left cheek; dress, brown suit, heavy dark grey double- breasted overcoat, dark green or grey plush soft hat, cloth top boots. Has been con- victed at Northampton and Blackpool. He travels the country, stays at good- class hotels and clandes- tinely overlooks fellow- travellers' correspondence with their employers, so obtaining information relating to their business and sends forged tele- grams to the employers for money to be wired him at a Post Office, generally some distance away. He then arranges for a confederate to obtain the money. Warrant issued. Information to the Head Constable, Cardiff. GL OUCES TERSHIRE. 24.— Cheltenham ( County).— For embezzle- ment.— HARRY BROWN, age 36 to 40, height 5 ft. 8 or 9 ins., complexion fresh, fat flabby face, double chin, hair and moustache dark brown, eyes brown, walks badly, right ankle weak; dress, grey tweed Norfolk jacket suit and cap. A canvasser; native of Gloucester. Was employed by a hay and corn merchant. Absconded 30th December, 1912. Warrant issued. 25.— Cheltenham ( County).— For stealing ( servant) £ 1 12s. 2d., 2 cheques for £ 4 2s. 4d. and £ 4 17s., respectively, endorsed " E. Turner."— HERBERT BERRY, age 15, short; dress, grey suit, dark grey cap, had with him a cycling cape; an errand boy. Has been bound over for cycle stealing. Absconded 3rd inst., accompanied by two youths, ages 15 and 17 respectively. Warrant issued. Information to Supt. Hopkins, Cheltenham. 26.— Staple Hill ( County).— For obtaining by false pretences at Filton, 20th December, 1912, a dark grey good- bred Spanish mare, 5 years, 14 hands 2 ins., hog mane, swish tail, white streak on forehead and down face, black points.— THOMAS BROWN, age about 45, height about 5 ft. 10 ins., complexion freeh, round red face, hair LANCASHIRE. 34.— Blackburn ( County).— For embezzling £ 300, 11th inst.— JOHN LEACH, age 25, height 5 ft. 5 or 6 ins., complexion and hair ( curly) dark, pleasant manners. A native of Preston. Was em- ployed at a cotton mill. Warrant issued. Information to Supt. McKeand, County Police, Blackburn. 35 — Old Trafford ( County).— For stealing from his lodgings, 10th inst., an overcoat ( recovered in pledge).— A MAN, age 35 or 36, height 5 ft. 10 or 11 ins., round shoulders, complexion fresh, hair and moustache dark brown, several front teeth decayed; dress, brown Melton overcoat, dark grey jacket suit, shoes. METROPOLITAN POLICE DISTRICT. 36.— Convict Supervision Office — Escaped 1st inst. from Long Grove Asylum, Epsom. — GEORGE LAKE, alias LEONARD GREEN, shaven at the time of escape), eyes blue; dress, dark tweed jacket and vest, brown trousers, blue cloth cap, strap boots. CHESHIRE. 38.— Birkenhead ( Borough).— For obtain- ing £ 5 by false pretences, 17th ult.— JOHN Mc- DONNEL, alias HUNT, age about 21, height 5 ft. 4 ins., complexion fresh, hair dark, very plau- sible. On 23rd March, 1909, he was committed at Dublin to Glencree Reformatory for obtaining goods by false pretences, was discharged on licence in May, 1912, afterwards joined the 5th Lancers, to be stout, complexion fresh, hair ( turning grey), Warrant issued. moustache ( turned up at ends), and eyes brown; Information to Supt. Ottaway, 26, Old Jewry, of smart appearance; well dressed. A managing E. C. JOHNSON and WILSON, Office No. 1499- 98, age 36, height 5 ft. 5£ ins., complexion sallow, hair, pointed beard and moustache light ( was clean Information to the Medical Superintendent, Long Grove Asylum, Epsom, Surrey, if arrested before 14th January. CITY OF LONDON. 37.— For publishing false statements in a prospectus, contrary to Section 84, Larceny Act, 1861.— CHARLES JOHN FOWLER, age 45 to 50, height 5 ft. 5 or 6 ins., good build, inclined director of an insurance company. Late of Carl- ton Hill, St. John's Wood, N. W. See Case Np. 103, 23rd August, 1912. 27, height 5 ft. 7 ins., complexion fresh, hair dark brown, eyes grey, clean shaven; tattooed flower, " Lucy," anchor and " Arthur," '' Emily," outside right forearm; woman's bust, " Florrie," " Sam," " Joe," " Patty," " Eva," left forearm. Native of Leeds. Warrant issued. Information to Supt. James. Stockton- on- Tees, by whom the above reward will be paid for the arrest of the thief and the recovery of the pro- perty or in proportion to the amount recovered. and deserted on 6th December, 1912. He calls upon Roman Catholic clergymen and after culti- vating their acquaintance and gaining a local knowledge, obtains money from tradesmen on the pretence that the Priests require change.
