T H E POLICE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, JULY 12, 1912. VOL. XXIX., No. 2978. 1. All communications for insertion in the POLICE GAZETTE, and all communica- tions relating to them, should be addressid to TUE EDITOR OF THB POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought unll be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 8. Particulars as to stolen property will be likewise inserted in one Usui, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions mult be clearly stated. 5. Portraits of Persons whose apprehension is sought for serious offence* will be inserted at a cost of 8s. per portrait, and engravings of stolen property at a cost of 6s. per photograph or sketch, unless the article is large or unusually intricate, when the charge will be higher. A remittance of 6s. should be made in the first instance for cost of engraving sketches. C. Svery announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or 7i is immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by o » officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLIOB GAZETTH, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion im the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. 14. AU copies of the POLICE GAZETTE re- transmitted by Police Forces should be prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. UNDER the existing arrangements the finger impressions will be taken, and recorded at the Finger Print Department, Convict Supervision Office, New Scotland Yard, of all persons convicted as follows: — ( a) All persons coming within Sections 5, 7, or 8, of the Prevention of Crimes Act, 1871. ( b) All persons, at Assizes or Quarter Sessions, sentenced to not less than one months imprison- ment, without option of a fine, for any of the offences shown below. ( c) All persons, at Petty Sessional, Police, or Stipendiary Magistrate's Court, sentenced to more than one months imprisonment, without option of a fine, for any of the following offences:— Aliens ( Sec. 3 Aliens Act of 1905). Arson. Assaults with intent to rob. Attempted burglary. Attempted larceny. Attempts to break into churches, houses, shops, warehouses, 4c. Attempts to obtain goods and money by false pretences. Possessing housebreaking tools. Procuration of women and girls. Prostitution, living on proceeds of ( Vagrancy Act 1898, Sec. 1, para. a). Receiving. Robbery. Sacrilege. Sheep stealing. Shopbreaking. Suspected person. Unlawful possession. Uttering counterfeit coin. Warehousebreaking. But all offenders of the first Division, and such of the second Division as have never been previously convicted, are exempted from this order. In order to avoid the retention of useless records in the Finger Print Department, the Registrar of Habitual Criminals would be glad if the Chief Constables of Counties, Cities, and Boroughs, will, in future, notify the death of any criminal who has been finger- printed. The notification should contain the full name and aliases, particulars of conviction, or convictions if possible, also the No. published in the List of Habitual Criminals. APPREHENSIONS SOUGHT. He took rooms at a hotel and represented that his banking account was being transferred to a local bank. Stated he was a re- tired major and spoke about Canada. Warrant issued. Both of Jewish appearance. 18 - Hazel Grove ( County)— For stealing from his lodgings,' 5th or 6th inst., at Bredbury, a " Humber " bicycle, No. 237857 on head, enamel- led green, 25- in. frame, 28- in. wheels, " Dunlop" front tyre, " Bates" back tyre, straight handle bars, green grips, two rim brakes, front brake lever repaired with wire, " Brooks' B. 10." saddle, steel mudguards, rubber pedals, bell, " Lucas" oil lamp and wire carrier attached. In good condition; an English old silver lever watch, black fingers and numerals, white dial— A MAN, age about 28, height about 5 ft. 5 ins., hair and heavy moustache brown, two front upper teeth missing, scar on neck and right forearm; dress, navy blue suit, dark grey cap, blucher boots. Stated he was employed as foreman linesman by the Postal authorities. 19.— Hazel Grove ( County).— For stealing the articles described in POLICE GAZETTE 28th ult, Case No. 65, also a dark grey Norfolk jacket, minus belt, and a grey cap.— A MAN, age 27 or 28, height 5 ft. 8 or 9 ins., complexion fresh, hair light " brown, clean shaved, tattooed wild roses left forearm; dress, dark grey jacket or grey Norfolk jacket without belt, dark grey breeches, brown leggings, grey cap, tie used as a scarf. A farm labourer, believed to be a gipsy. Previously worked at Roy ton, Lanes. Information to Supt. Dutton, Hazel Grove. 20.— Stockport ( Borough).— For embezzling £ 67.— ALBERT ERNEST VINCE, age 42, height 5 ft. 6 ins., stout build, round face, puffy, com- plexion dark, hair and moustache dark brown, one front upper tooth missing, London accent; dress, grey jacket suit, black hat. A hospital steward; native of Hornchurch, Essex. Absconded 6th inst. May be found spending money freely or endeavour to leave the country. Warrant issued. CUMBERLAND. 21.— Penrith ( County).— For stealing £ 9 10s. at Plumpton, 7th inst.— A MAN, age about 22, height 5 ft. 8 or 9 ins., slight build, hair light brown, clean shaven, " P" inside left forearm; dress, brown serge suit with narrow stripes, left knee and crutch of trousers repaired with dark grey tweed cloth. Had in hi6 possession the motor car described in Case No. 47, 5th inst. Left Plump- ton 7th inst. Information to Supt. Barron, Penrith. DERBYSHIRE. 22.— A / fr e t O n ( County).— For stealing a dark brown tweed jacket, green stripes, overlaid seams, brown bone buttons, flaps to pockets, Italian cloth lining; 1 Union shirt, white and green stripes; 1 pair lace boots, size 8.— GEORGE ERNEST CLIFF, age 35 to 40, height 5 ft. 7 ins., com- plexion fresh, hair light brown, eyes grey, mole right cheek and between shoulders, 3 moles right side of neck, scar back of neck and on one fore- finger; wearing the stolen jacket; dark trousers with faint red stripes, grey cap, neckerchief. A farm labourer; native of Castle Donington, Leices- ter. Warrant issued. Information to Supt. Fennell, Alfreton. 23.— Ilkeston ( County).— For failing to surrender to his bail at Assizes, 25th ult., charged with obtaining money by fraud ( 3 cases).— JAMES WILSHAW, alias WILTSHIRE, SELBY, and CARVER, age 36, height 5 ft- 5i ins., complexion fresh, hair ( bald on top) and eyes brown, clean shaven, cut scar right temple, scar on chin and right knee. A dealer; native of Sheffield. He advertises for sale parrots, dogs, bicycles, etc., ob- tains payment in advance, forwards the dogs, etc., which are found to be worthless. Is accompanied by a woman ( not wanted), age 22, height 5 ft. 4 ins., complexion fresh, hair dark brown, eyes brown. May be found travelling the country in a van or in company of low horse dealers. Warrant issued. Information to Supt. Daybell, Ilkeston. DEVONSHIRE. 24.— Devonport ( Borough).— For larceny ( trick).— GEORGE JACKSON, alias JAXON, age about 30, height 5 ft. 7 or 8 ins., slight build, complexion fair, hair and moustache light brown, slight cast in one eye; dress, light grey suit, light brown mackintosh, brown boots. Has been em- ployed as a baker's van driver for about six months, and was supposed to have come from London. He advertised in local newspapers, viz., " Several men wanted, willing to be useful, pensioners pre- ferred. Box, etc." Called upon applicants, gave a written agreement, demanded a deposit of 10s. and upwards, and informed them when and where to present themselves for employment. Was ac- companied by a woman, ( supposed his wife), age about 26; d » ess, violet or heliotrope- coloured cos- tume. Also two children, ages 3 years, and 1 year and 3 months respectively. Warrant issued. Information to the Chief Constable, Devonport. DORSETSHIRE. 25.— Blandford ( County).— For stealing old iron ( recovered).— FREDERICK FOSTER, age 42, height 5 ft. 7 ins., complexion fresh, hair and moustache dark brown, eyes hazel, girl right fore- arm, several indistinct marks left forearm; dress, blue coat, grey trousers and cap. A rag and bone gatherer. Native of Bridport. Stays at common lodging houses. Absconded 23rd ult. Warrant issued 26.— Bland ford ( County).— For stealing ( bailee) a pony and cart ( recovered).— CHARLES ADAMS, age about 45, height afyout 5 ft. 8 ins., complexion fresh, hair light brown, moustache sandy, eyes blue, addicted to drink; dress, brown suit, bowler or soft felt hat. A native of Dor- chester. May be found in company of low horse dealers or fish hawkers. Warrant issued. Information to Supt. Sims, Blandford. DURHAM. 27.— West Hartlepool ( County).— For ob- taining £ 2 15s. by false pretences, 25th May last. — FRED BRIGHT, age 40, height 5 ft. 7 ins., slight build, complexion fresh, small features, hair ( turning grey) light, clean shaven, eyes grey, wears glasses indoors, Roman nose, speaks slowly, addic- ted to drink; dress, slate- colour jacket suit or blue serge suit, black felt or white straw hat, brown tie. A clerk; native of Richmond, Surrey. Warrant issued. Information to Supt. Snaith, West Hartlepool. ESSEX. 28- Rochford ( County).— For stealing, 27th ult., a Swift bicycle, 24- in. frame, 28 by \\ ins. front wheel, 28 by l| back wheel, enamelled " black except handle bars, rat trap pedals, short lever pull- up front brake, convex covers, wired front nearly new, back much worn, green handle grips, short bright pump, Liberty chime bell.— E. DRAKE, age 35, height about 5 ft. 10 ins., slight build, complexion fair, hair light brown. Stated he was an electrical engineer. Warrant issued. Information to Supt. Scott, Rochford. GLAMORGANSHIRE. 29.— Treharris ( County). - For fraudulently converting £ 5 16s. lOd. to his own use, 6th inst., at Caerphilly.— ROBERT HOLMES, age 29, height about 5 ft. 6 ins., very slight build, thin face, hair dark, clean shaven, abscess scar right jaw; dress, dark coat and vest with stripes, blue serge trousers, light cap, lace boots. A collier; native of Bermondsey. Has worked a6 a printer in London until 2 years ago. Warrant issued. Information to Supt. Gill, Treharris. 30 — Cardiff ( City)— For uttering a forged cheque.— JOHN TAYLOR, alias McCLUDE, age 35 to 40, height 5 ft. 9 ins., good build, complexion fair, hair and moustache light, inclined to sandy, right forefinger amputated. A boot repairer. He was secretary of a co- operative money society. Ab- sconded July, 1911. Warrant issued. 31.— Cardiff ( City).— For stealing a bicycle, " Albion" make, green enamelled, lined in two colours, 27- in. frame, 28- in. wheels, coaster hub, believed Eadie make, plated rims, front brake re- moved; and a metal watch. — WILLIAM HOLMES, age 23, height 5 ft. 4 ins., complexion pale, hair dark, clean shaven, impediment in speech; dress, dark striped tweed suit, green cap, soft pink front with small tucks- A collier; native of Middlesbrough. Warrant issued. 32 — Cardiff ( City).— For stealing 10s.— GEORGE BANFIELD, alias BEECHAM and BURROWS, Office No. 944- 09, age 38, height 5 ft. 8 ins., complexion fresh, hair dark brown, eyes blue, mole back of neck. He ob- tains lodgings by representing that he is employed at a neighbouring works and 6teals money from the house or obtains it on the pretence of fetching his box from the railway station.
