All communications for insertion in the POLICI GAZETTE, and all communica- tion* relating to them, should be addressed to TUB EDITOR OK TBS POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 3. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLIOB GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 8. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In < M casts where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. A. Portraits of Persons whose apprehension is sought for serious offences will be inserted at a cost of 8s. per portrait, and engravings of stolen property at a cost of 6s. per photograph or sketch, unless the article is large or unusually intricate when the charge will be higher. A remittance of 6s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the ease may be. 7, Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inipcctor, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen propirty hear n number, and as far as practicable they are alphabetically arranged bu counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTB, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wci/ nesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. 14. All copies of the POLICE GAZETTE re- transmitted by Police Forces should &• prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. Warrant issued. 7.— Y Division r — For obtaining £ 23 by false pretences.— GEORGE WINKELMANN, a Ger- man, age 28, height 5 ft. 9 or 10 ins., complexion pale, hair brown, eyes grey, anchor and man in blue ink left forearm, several scars right forearm; drees, blue serge suit, soft fawn colour hat, wore a thin gold watch chain, plain gold ring on right little finger. ANGLESEY. 8.— Menai Bridge ( County).- For stealing a bicycle ( recovered).— WILLIAM JONES, age about 53, height 5 ft. 8 or 9 ins., complexion, hair and eyes dark, lump over left eye, rather lame; dressed as a labourer. Native of Anglesey. Warrant issued. Information to Inspector Jones, Menai Bridge. CHESHIRE. 9.— Liscard ( Cotvnty).— For stealing a lady's old large gold English lever watch, gold dial, black fingers, gold numerals, open face, back of outer case engraved, maker believed Oldfield, Liverpool; long gold neck chain, 3 small and 3 large links oblong shape, attached.— A MAN, age about 38, height 5 ft 10 ins. to 6 ft., complexion and hair ( curly) dark, eyes dark brown, clean shaven, crooked nose, one left upper tooth gold, American accent; dress, brown suit, stockings and shoes, black tie, suede gloves, hard felt hat, high crown, narrow brim, car- ried a stick. He called at a house and made en- quiries as to the sale of another house, with a view to purchase same, asked to remain until the arrival of a relative, during which time he committed the larceny and decamped. ESSEX. 10.— Dunmow ( County)— For demanding £ 50 with menaces, 1st ult.-^ SAM MAZZONE, age 16|, height 5 ft. 1 or 2 ins., slight build, complexion fresh, oval face, hair ( inclined to be bristly) black, eyes supposed dark blue, stoops slightly right side; dress, dark blue serge suit, dark cap, lace boots. Day, Dunmow. 11 -— Rochford ( County).— For obtaining money by false pretences.— A MAN, age 20 to 26, height about 5 ft. 7 ins., good build, complexion fresh, round face, hair light, swaggering gait, North Country accent. A photographer. Solicits orders, states the photographs will follow at a time to be arranged, usually obtains a small sum to bind the bargain, and gives receipts on billheads with R. Gordon Lewis, Photographer, 24, South- wark Bridge Road, S. E., signed T. E. Warrant issued. 12 .— Rochford ( County).— For ^ stealing- property described in Case 47, 17th inst.— FREDERICK WATSON, age 45 to 50, height about 5 ft. 9 ins., hair ( turning grey) light, bald on top, scar under right side of chin, takes short quick steps, poisoned left foot. A hairdresser, native of Dereham, Norfolk. Believed to have been pre- viously convicted. Warrant issued. Information to Supt. Scott, Rochford. GLOUCESTERSHIRE. 13.— Coleford ( County)— For escaping from Littledean Police Station, 21st inst., having been charged with housebreaking.— GEORGE JOHN- SON, age 19, height 5 ft 11 ins., complexion fresh, hair brown, clean shaven, eyes blue, old abscess scar right side of throat, long features, 2 rings and dot left forearm; dress, dark grey suit, long cut coat, with long vent in back, white muffler, dark grey cap, lace boots, " D. Lane & Son, Gloucester" stamped inside. A native of Croydon. Warrant issued. Information to Supt. Griffin, Coleford. HAMPSHIRE. 14.— Aldershot ( County).— For stealing, 14th inst., a Golden Sunbeam bicycle, black enamelled, gold lines, 2 speed gear, Dunlop tyres, straight handle bars, screw cap of left handle miss ing, rubber pedals, pump attached.— JAMES PATRICK GAFFNEY, age 25, height 5 ft. 5J ins., slight build, complexion freckled, hair inclined to ginger, eyes blue, sore eyelids, tattooed horse shoe with maiden head surrounding horse's head, Gaffrey below; dress, dark bluish suit, cap, brown boots. A_ n absentee from the - Army Service Corps. 15.— Aldershot ( County).— For stealing' 14th inst., a bicycle ( recovered at Herriard, near Basingstoke, same day).— ALLEN MANNERS, age 28, height 5 ft. 7J ins., complexion fresh, hair brown, eyes hazel, cut scar left elbow, two on left wrist; dress, grey suit, green cap, brown boots. An absentee from the Army Service Corps. Information to Supt. Davis, Aldershot. 16.— Aldershot ( County).— For larceny at Farnborough, 20th inst.— JAMES SMITH, age 21, height 5 ft. 3A ins., complexion fresh, hair brown, eyes blue, scar right groin, clasped hands, white ensign, Union Jack, American flag, bust of woman, Mabel, flowers and heart right, red marine leaning on tombstone cross, mother, Buffalo Bill, flowers and clasped hands left arm; a driver of the Army Service Corps. Native of St. Barnards, near Ely. Now probably wearing brown mix- ture suit, green stripes, white lining to trousers. Information to Supt. Davis, Aldershot. 17.— Portsmouth ( Borough). — For obtaining £ 1 by false pretences, 13th ult.— FRANCIS C. PINEO, age 40 to 45, height 5 ft. 7 or 8 ins., slight build, complexion and hair dark, slight moustache grey; dress, grey suit, with green stripes, cap to match, brown boots or shoes. He called at a cycle shop, obtained a cycle, etc. to the value of £ 8 tendered a worthless cheque for £ 9, and re- ceived balance of £ 1. Also calls upon horse dealers and states he has received instructions from the War Office to purchase remounts. Visits Tatter- sail's, London, and is known at Salisbury and Read- ing. Warrant issued 18.— Portsmouth { Borough).— For embez- zling £ 91.— GEORGE ERNEST SIMMONS, age 40, height 5 ft. 4 or 5 ins., slight build, complexion sallow, thin features, hair, slight moustache and eyes ( full) dark, may be clean shaven; dress, blue diagonal suit, green tie, green soft hat. Was em- ployed as Chief Cashier by the Portsmouth Cor- poration Tramways. Absconded 19th inst. Warrant issued. Information to the Chief Constable, Portsmouth. HEREFORDSHIRE. 19.— HereforslKOity).— For stealing, 9th inst., harness ( recovered).— A MAN, age about 40, height 5 ft. 3 or 4 ins., stout build, complexion fresh, full face, hair and moustache sandy, addicted to drink, London accent. A painter or French polisher. Stays at common lodging houses, carries a small square box and a leather bag. Information to the Chief Constable, Hereford. HERTFORDSHIRE. 20 — HemeI Hempstead ( County).— For obtaining £ 5 by false pretences at North- church, 19th ult.— EDWIN WILLIS, age about 28, height 5 ft. 10 or 11 ins., hair ( wavy) dark, clean shaven, of smart appearance; dress, navy blue suit, light tweed cap, sometimes wears riding breeches, brown gaiters and boots. Stated he was a colliery agent. See Case No. 9, 26th ult. Warrant issued. Information to Supt. Hassell, Hemel Hempstead. KENT. 21.— Dover ( Borough).— For stealing from the Citadel Barracks, 18th inst., 1 indigo blue suit, maker " Vaughan, Dover," on tab; 1 green tweed coat and trousers, maker " Parker, Dover," on tab; 1 grey Scotch tweed cap; 1 dark grey cap, maker " Parker, Dover," inside; 2 green and 1 brown poplin neckties; 1 green and black muffler; 1 pair of woollen drawers, No. 3033, stamped on waist- band; 1 grey Military shirt; 1 light blue striped shirt, double cuffs, 2 pairs of grey socks; 1 pair of boots, plain fronts; 1 pair of gold sleeve links, torpedo shape; 3 gold studs, chased tops; 1 silver mounted Malacca walking stick; 2 South African War medals, " J. Kearns, No. 3033" on rims; 1 Good Conduct Medal and two Shooting Medals, " J. Kearns" on one side, and Royal Irish Rifles, and crest, on the other side.— WILLIAM TAGGART, age 20, height 5 ft. 8 ins., complexion fresh, hair brown, eyes hazel. A native of Paisley.— JAMES PATRICK SMITH, age 20, height 5 ft. 5 ins., com- plexion fresh, hair brown, eyes blue. A native of Dundrum, Dublin. Both are deserters from the Royal Irish Rifles, and probably wearing the stolen clothing. Warrant issued. Information to the Chief Constable, Town Hall, Dover. LANCASHIRE. 22.— Kirk ham ( County\— For obtaining a quantity of dental goods by false pretences.— J. WALMSLEY, alias RICHARD PERCIYAL WALMSLEY, age about 30, height 6 ft. 1 in., com- plexion and hair dark, clean shaven, limps a little through having had a broken ankle, of smart ap- pearance, well dressed, generally wears a soft felt hat. Acts as a dentist or quack, but is not quali fied. Seen in Manchester about a fortnight ago. May be found conducting a bogus dentistry busi- ness in a quiet place near to a town. Warrant issued. Information to Supt. Carson, Kirkham. 23.— Southport ( Borough)— For stealing from his lodgings, 8th inst., a suit, 1 pair of boots, 1 cap, and a " New Hudson " bicycle.— RALPH ELERS, age 15 ( looks older), height 5 ft. 8 ins., complexion fresh, hair brown, eyes blue. A native of Victoria, London. Is identical with CHARLES ELERS, a < leserter from the Western Cavalry Depot, Sea- ferth, since 8th ult. Left behind hie uniform clothing, and will no doubt be wearing the stolen articles. While on leave about a month ago he disposed of a bicycle, " The Adler Popular," No. 12598, on front down tube, makers, " Phillips Brothers, Aldershot," on back mudguard ( sup- posed stolen). Information to the Chief Constable, Southport. NOR THA MPTONSHIRE. 24.— Peterborough ( City).- For obtaining a pair of boots by false pretences.— GREGORY MAITLAND, age 30 to 35, height 5 ft. 10 ins., very slight build, complexion and hair dark, clean shaven, said to have recently suffered from rheu- matic fever; dress, snuff colour check suit, light cap. A clerk. Represented that he was a member of the Hertford Adult School, and wished to be transferred to the Peterborough Branch, as he had secured an appointment as draughtsman with a local architect. Warrant issued. 25. — Peterborough ( City).- For embezzling £ 1 16s. 7d., 22nd January last.— FRANK KIRKBY, age 30 to 33, height 5 ft. 7 or 8 ins., stout build, complexion fresh, full round face, hair dark brown, clean shaven, of smart appearance; dress, dark tweed jacket and' breeches, brown leg- gings, green felt hat, usually wears glasses with gold rims. An ironmonger's traveller, native of Elton, Northamptonshire. Has served in the Yeo- manry. Probably accompanied by his wife, age 19 ( looks older), height 5 ft. 3 or 4 ins., complexion pale, hair light brown, large mouth; wearing a long speckled green ulster, soft tweed hat, carrying a small black handbag. Warrant issued. Not to be arrested out of the United Kingdom. 26.— Peterborough ( City).— For obtaining 2s. 6d. by false pretences, 17th inst.— R. HEN- DERSON, age 30 to 35, height 5 ft. 6 ins., stout build, complexion florid, pimples on face, hair brown, clean shaven, slightly bow legged, teeth dis- coloured ; dress, grey tweed suit, dark tie, bowler hat. A canvasser. Called upon tradesmen and stated he was agent for the London and Counties Legal Society and Commercial Agency, High Hol- born, and obtained the above amount on the pre- tence of collecting certain debts. Warrant issued. Information to the Chief Constable, City Police, Peterborough. OXFORDSHIRE. 27.— Banbury ' Borough)— For obtaining £ 3 by false pretences.— ELLEN ANDREWS, age 48 to 50, height 5 ft. 1 or 2 ins., complexion ruddy, hair and eyes dark brown, of good address; dress, dust coloured coat or waterproof, navy blue serge dress, dark blue hat with Paisley trimming. An ex- schoolmistress, native of Boddington, Northants. Absconded 18th inst., and is said to have booked to Torquay, accompanied by a woman ( not wanted), age about 36, height 5 ft. 6 ins., complexion florid, hair ( wavy) brown, wearing long green coat, round blue hat with striped brim. A palmist, had with her a child about 3 months old, and a large wicker basket. Warrant issued. Information to the Chief Constable, Banbury. SHROPSHIRE. 28.— Bridgnorth ( County). - For leaving his children chargeable to the Madeley Union, since 22nd March, 1912.— WALTER HARRY STEPHAN, age 45, height 5 ft. 7 ins., slight build, complexion pale, hair black, moustache dark brown, eyes grey, stoops when walking; dress, grey suit and cap, dark grey ( double- breasted) overcoat, nar- row green tie, light lace boots with plain fronts. A china caster. Native of Madeley. May be found on tramp, at a casual ward or common lodg- ing house. Warrant issued. Information to Supt. Tait, Bridgnorth. SOMERSETSHIRE. 29.— Bath 1 City) - For stealing, between 6th and 10th ult., a serge jacket ( recovered).— WILLIAM JOHN DAVIE, age 50 to 55, height about 5 ft. 8 ins., hair and moustache brown, beard turning grey; wearing black morning coat, bowler hat. A tailor. Absconded 11th ult. Warrant issued. Information to the Chief Constable, Bath. SUSSEX ( West). 30.— A r U n d 0 I ( County).— For stealing, 12th inst., from a hotel at Littlehampton, a gipsy ring, set emerald, sapphire and ruby; 1 gold Indian bracelet; 1 gold curb bracelet; 1 gold keeper ring; 1 seal ring set black stone, crest man with bow; 1 gold ring set carbuncle; 1 blue enamel bangle; 1 chain bracelet, with blue pencil case, 2 seals and an old shilling attached; 1 gold ring, set turquoise; 1 do. set amethyst and small diamonds; 1 do. old fashioned, set small rose diamonds; and rubies; 1 imitation pearl necklace and square ornaments of yellow topaz in bars of do.— A MAN, who gave the name of G. HARLAND PECK, age about 40, height about 5 ft. 8 ins., slight build, complexion sallow, hollow cheeks, hair dark brown, rather curt manners, looks downwards when talking; dress, dark grey lounge suit, soft collar with safety pin, also wears an evening dress, had with him ivory backed hair brushes with monogram G. H. P. and a brown leather dressing case containing tennis flan- nels. He stayed at the hotel from 10th to 13th inst., and in payment of account tendered two cheques on Lloyd's Bank, Parks Branch, Lodge Lane, Loverpool, which have been returned marked " No account." See Cases 38, and 44, 10th inst., and 18, Nth inst. He was visited by a man, age about 55, height 6 ft., good build, complexion fresh, moustache grey, lisps; dress, light suit. Warrant issued. WARWICKSHIRE. 31— Birmingham ( City).— For stealing, 17th inst, a bicycle, 24- in. frame, black enamelled, 26- in. wheels, Palmer tyres ( back one new), Crabbe front brake, Bowden back brake, B. S. A. free wheel, rat trap pedals, mudgards. — WILLIAM RICHARD SCARR, age 19, height 5 ft. 7 ins., complexion fresh, hair brown, long cut scar on fore- head ; dress, navy blue jacket and trousers, fancy tweed vest, light grey cap., may be wearing a brown dust coat. A native of Nottingham. Has served in the Notts, and Derby Regiment. Attends race meetings. Warrant issued. Not to be arrested out of the United Kingdom. YORKSHIRE ( West Riding). 32.— Dewsbury ( CountyV— For carnally knowing a girl between 13 and 16 years of age, at Batley, 17th inst.— EDWARD MULLINS, age 19, height 5 ft. 7 ins., complexion sallow, hair black, eyes brown, slightly bowlegged, carries his head a little to one side; dress, brown jacket suit, grey cap, lace boots. A native of Batley. Warrant issued. Not to be arrested out of the United Kingdom. Information to Supt. Marshall, County Police, Dewsbury. 33.— Sheffield ( City).— For stealing from his lodgings, 19th inst., a gold brooch representing Faith, Hope and Charity, each set with several pearls; a portion of a small gold brooch set garnet; 1 lady's gold dress ring set 3 diamonds and 2 sap- phires; 1 silver lever watch, No. 10982510; 1 lady's small heliotrope colour leather purse and 12s. 6d.— FRANK SHAW, age 23, height 5 ft. 3 ins., com- plexion fresh, hair light brown, scar palm of right hand and shoulder; dress, dark jacket suit, green silk muffler, dark cap, lace boots. A blacksmith, stated he had obtained employment at local works. Warrant issued. Information to the Chief Constable, Sheffield. PERSONS IN CUSTODY. GLOUCESTERSHIRE. 34 .— Chipping Sod bury ( County).— committed for trial at Assizes charged with gross indecency.— THOMAS LIMBRICK, age 60, height 5 ft., stout build, complexion fresh, hair and eyes grey. A hotel chef, native of Cardiff. Information to Supt. Phelps, Chipping Sodbury. NORFOLK. 35.— J? waff'ham ( County).— Remanded till 29th inst., for obtaining food and lodgings by false pretences.— ARTHUR WILD, age 27, height 5 ft. 4 ins., complexion dark, hair dark brown, eyes grey, stammers slightly; dress, grey- suit and cap, brown boots, white tie pink stripes, dark grey suede gloves. Plausible manner; represented he was attached to the Army, and was making arrangements for sup- plies of food for Army Manoeuvres. A ship's steward, native of Sunderland. Believed to have been previously convicted and wanted elsewhere. Information to Supt. Flint, Swaffham.
