All communications for insertion in the POLICE GAZETTE, and all communica- tions relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose upprehension is sought will be inserted in one issue of the POLICE GAZETTE, </ they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must b § clearly stated. 6. Portraits of Persons whose apprehension is sought for serious offences will be inserted at a cost of 8s. per portrait, and engravings of stolen property at a cost of 6s. per photograph or sketch, unless the article is large or unusually intricate, when the charge will be higher. A remittance of 6s. should be made in the first instance for cost of engraving sketches. 8. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or hit immediate deputy, of the county, city, or borough, as the ease may be, 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8 0 10. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged bir counties. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted} will be given on application. 14. All copies of the POLICE GAZETTE re- transmitted by Police Forces should bt prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. Cowell, Brentwood. 13 — Southend ( County)- For leaving his wife and family chargeable to the Rochford Union. — JAMES MAINSTONE, alias STONE, age 35, height 5 ft. 7 ins., complexion fresh, round face, hair, moustache and eyes brown, large growth left side of throat, addicted to drink ; dress, grey over- coat, and cap, black trousers. Believed to have been employed as an Insurance Agent; also as an artist's model. May be found in company of music liall artistes. Warrant issued. Warrant issued. Not to be arrested out of the United Kingdom. 22 — Bristol ( City)— For stealing ( bailee), a large quantity of furniture.— WILLIAM M. R. V ULKET, a German, age about 45, height 5 ft 6 ins., complexion fair, hair and moustache light, tuft on chin, inclined to be corpulent, flat feet, shot mark right side of face, appearance of being drawn; speaks fairly good English, of sociable dis- position ; wearing a Norfolk jacket, sometimes wears a blue reefer coat. Has been in business as a pork- butcher. Absconded 11th ult. Warrant issued. Not to be arrested out of the United Kingdom. 28.— Bristol ( Citny)— For stealing ( servant), 20th ult., a quantity of bananas.— JACK BLAKE or BLAKELY, age 26, height 5 ft. 7 or 8 ins., complexion and hair dark, small bald patch top of head, clean shaven, sore eyes, bad front teeth, walks erect; dress, dark suit, two square patches on seat of trousers, black muffler, greenish oap. P. left forearm; dress, blue jacket, old dark blue trousers, cap, white wrapper, lace boots, gene- rally carries a stick. Native of Leeds. Usually stays at common lodging or low beer houses. NORTHAMPTONSHIRE. 31 — Peterborough ( City)— For wilful damage 13th ult.— ALBERT EDWARD FORD, age 24, height 5 ft. 6 ins., complexion dark, hair and eyes dark brown, clean shaven. A builder's labourer; native of Peterborough. Warrant issued. 32.— Peterborough ( City)— For obtaining £ 50 by false pretences, 27th January, 1912.— WILLIAM POTTER, age 35 to 40, height about 5 ft. 7 ins., complexion and hair dark, clean shaven, splay feet, walks badly; dress, greenish mixture tweed jacket and vest, tweed trousers, bowler hat, heavy brown boots, " A. D." on tongue of one; usually carries a hook ash stick. Had with him a portmanteau marked " W. P." and a. white and fawn- colour old- English sheep dog. A horse dealer. He took stables, advertised for a manager, representing that he was a carter and carrier and required a foreman to look after 14 horses, etc.; also that he wanted a deposit of £ 50 as security. PEMBROKESHIRE. 33.— Haver ford - west Castle ( County) — For stealing a silver watch, " Samuel, Manches- ter " on dial, small link silver curb chain with compass, attached; 1 black- liandled razor in case; 1 semi- motor dark overcoat with tinge of blue, strap at back; 1 white cotton shirt and about £ 1 14s.— WILLIAM HOWARTH, age 21, height 5 ft. 1 in., complexion fresh, hair dark brown, eyes dark, one front upper tooth missing; dress, dark green suit with dark stripes, dark green hat, brown boots. A baker; native of Liverpool. He came to Fishguard from the Church Army, Swansea. Warrant issued. Information to Supt. Brinn, Fishguard, S. O. S TA FFOROSHIRE. 34.— Lichfield ( County).— On commitment warrant for non- payment of £ 5 10s. 7d., fine and costs imposed for keeping carriages without licenses during 1911.— EDGAR SELBY PAYNE, age 32, height 6 ft. 3 ins., comnlexion fresh, hair ( turning grey) black, moustache dark, eyes brown, addicted to drink, violent habits • dress, blue lounge suit, grey overcoat, soft felt hat. A butcher or farmer, believed a native of Bromley, Kent. Asso- ciates with betting men and attends race meetings. 35.— Lichfield ( County). — For stealing bicycles, Case No. 64, 26th ult.— HENRY IIILL, age 25 to 30, height 5 ft. 6 or 7 ins., complexion very dark, clean shaven; dress, blue suit, tweed cap.— HARRY MORGAN, age 25 to 30, height 5 ft. 6 or 7 ins., complexion fair, hair ( slightly bald) light brown, small moustache light, bird tat- tooed on right wrist; dress, dark brown suit, bowler hat. They endeavoured to dispose of the bicycles at Windsor, 26th ult., and at Portsmouth. 30th ult. Warrants issued. Information to Supt. Oakden, Lichfield. 36.— Stoke- on- Trent ( Borough).— For obtaining food and lodgings by false pretences.— FREDERICK BROCKLEHURST" age 39, height 5ft, . 6 ins., complexion fresh, hair ( bald on top) grey, heavy moustache turning grey; dress, black suit and cap, lace boots. A native of Stoke- on- Trent. Warrant issued. Information to the Chief Constable, Stoke- on- Trent. SURREY. 37.— Reigate ( Borough). — For obtaining £ 1 10s. Od. by false pretences, 1st inst.— CAPTAIN ANDERSON, age 40 to 50, height about 5 ft. 6 ins., face rather red, sun burnt, hair dark, clean shaven, eyes grey, quiet spoken dress, blue serge suit, blue peak cap, with badge in front. He took apartments, represented himself as Captain of a P. & O. boat, and obtained the above amount on the pretence that his luggage, & c., had not arrived. Warrant issued. SUSSEX ( East). 38.— Eastbourne ( Borough)— For obtaining £ 5 by a worthless cheque, No. A/ W/ B over 75185, on the London County and Westminster Bank, Lombard Street E. C., on 26th ult.-- R. RUSSELL SCOTT, age 32 to 35, height 5 ft. 6 or 7 ins., slight build, complexion pale, thin face, pointed chin, hair light, clean shaven, of good ad- dress; dress, pepper and salt- colour suit, soft silk collar, straw hat. On 25th ult. he engaged a room at a hotel, and cashed above cheque, 26th ult., on the following morning, in payment of account, tendered cheque No. A/ W/ B over 75186 for £ 5 5s., and received balance of £ 1. Left Eastbourne 27th ult. The following articles were stolen from the hotel: a gold bar brooch with dia- mond set in small gold star, in red morocco leather case about H inches long; a set of three diamond studs, old- fashioned, set in black enamel, 4 small rose diamonds in each, gold backs, movable bars ( 1 bar missing) in black leather case 11 inches long; 1 pair ivory cuff studs with gold tops." M.- Shipston- on- Stowr ( County).- For stealing, 1st inst., a dark brown jacket; 1 carpen- ter's axe with new wedge and a ratchet brace.— THOMAS MANDERS, age 26. height 5 ft. 5 ins., complexion pale, hair and slight moustache light brown, e yes blue, soar inside left leg above ankle; dress, light brown coat and vest, drab colour cord trousers, old, light grey tweed cap, lace boots.
