POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, JANUARY 5, 1912 VOL. XXIX., No. 2924 1. All communications { or insertion in the POLICE GAZETTE, and all communica- tions relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted IN one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. I. In all casts u'iirre a reward is offered, the name anil address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of Persons whose appnhension is sought for serious offences will be inserted at a cost of 8s. per portrait, and engravings of stolm property at a cost of 6s. per photograph or sketch, unless the article is large or unusually intricate, when the charge will be higher. A remittance of ( is. should be made in the first instance for cost of engraving sketches. < 3. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less r'ank than Superintendent; and if the name of such person is r< quired to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the ' case may be, 7, Announcements concerning stolen property must br guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all casis the offieir signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on H'< dm sdaij, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office. New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The , Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issui cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. 14. All copies of the POLICE GAZETTE re- transmitted by Police Forces should be prepaid at the ordinary rate for print id matter sent by post within the United Kingdom. THE EDITOR. NOW Scotland Yard, London, S. W. DOUBTFUL TRADERS and SWINDLERS. THE FOLLOWING List of Doubtful Traders and Swindlers is inserted for the information of Police Complaints are frequently received, but no action can be taken against the offenders unless process is first obtained by persons defrauded: — 1 CHARLES BRODERICK, aliases GEORGE LEBAM, FRENCH and EDWARDS. A maker of poultry appliances ( incubators, sheds, etc.). Has carried on business at various addressses in Wandsworth for several years— now trading at 101, Allfarthing Lane, Wandsworth, and at Huntmoor Road, East Hill, Wandsworth. Keeps no stock and is unable to make the articles ordered, unless he gets cash with the order to enable him to procure the necessary materials. Rarely supplies goods paid for, unless consider- able pressure is brought to bear on him. G. R. No. 641526. 2 COOPER, W., 753, Old Kent Road.— A dealer in bicycles, greenhouses, and accessories. He seems to do a genuine business; but his methods are unsatisfactory.— POLICE GAZETTE, 8th December, 1899. ( No. 111967.) 3 DAVIS & CO., alias ALLEN & CO., 9, Peckham Park Road, and ALFRED & CO., 26, Denmark Hill, S. E., and other addresses in various parts of London, pawnbrokers and jewellers. They advertise unredeemed pledges at very low prices; but the articles usually turn out to be of inferior quality.— POLICE GAZETTE, 7th November, 1902. ( No. 156466.) 4 EMANUEL & CO., 31, Clapham Road, and other addresses.— Other names ( WEST, TEMPEST, & c.) and other addresses also used.— Advertise plate, " sealskin" jackets, bankrupt stock, & c. Frequently insert advertisements under a Christian name, that, owing to adverse circum- stances, wedding and other presents will be sold " at a sacrifice." Fulfil obligations, but cause many complaints to reach Police. ( No. 165651.) 5 ERSKINE CYCLE WORKS, otherwise " WIL- LIAMS & CO.," " DISC PHONOGRAPH CO.," & c., 84, Erskine Road, Walthamstow.— Adver- tise in Provincial Press cycles on easy payment system. Advertisements so worded that unless carefully read, intending purchasers imagine that the machine will be sent on payment of the first instalment— it is not supplied till fully paid for. The firm is conducted by one Wm. Clark and his brother. They do not make cycles, but purchase from wholesale dealers as required. Gen. Reg. No. 472098. 6 FALKLAND MANUFACTURING CO., Har- ringay; LANGHAM RUBBER CO., Tottenham ; ALLENDALE, MOTOR TYRE MERCHANT, Tottenham.— Under these and other titles and at other addresses, three men named Pallash obtain goods of various descriptions and neglect to pay. When pressed a cheque ( frequently not met on presentation) is occasionally sent. M& ny complaints reach Police, but no clear case of fraud has yet been established. ( No. 28412.). 7 FISHER & SONS, ARMY CLOTHING CON- TRACTORS, Artillery Place, Woolwich.— An old- established firm with very lax business methods. They advertise extensively, and great trouble is experienced in obtaining goods paid for. Upon pressure being brought to bear, the articles are usually forwarded with some lame excuse for the delay. G. R. No. 569820. 8 GLOBE ENLARGING CO., 27, Worship Street; MIDLAND ENLARGING CO., 76, Mildmay Park.— Conducted by a man who used respec- tively the names Watson and Greenwood. He now trades as a picture frame maker at Stoke Newington in the name of Sidney Mendoza & Co. Patrons find much difficulty in obtaining their enlargements or the return of their nega- tives. ( No. 206211.) 9 GOLD BRICK SWINDLE.— Swindlers write from America to relations of lately deceased per- sons, stating that the deceased had assisted writer to start in business ( generally gold prospecting) that the business has prospered, and he is de- sirous of handing a share of the profits to his benefactor or family. Correspondence ensues, and finally an advance of money is requested upon the security of a bar of gold. The " bar of gold " is really brass.— POLICE GAZETTE, 7th March, 1902. ( No. 133001.) 10 THE GORDON MEMORIAL Day Nursery and The SHAFTESBURY MEMORIAL Shoe Black Brigade for the Homeless, Destitute, Deaf, Dumb, and Crippled Boys, 154, Denmark Street, St. George's- in- the- East.— Conducted by Andrew McLaglen, who poses as a Bishop. He now re- sides at Mona House, Grove Park Terrace, Chiswick. It has not yet been found possible to sustain a criminal prosecution. — POLICE GAZETTE, 26th January, 1906, and 24th August, 1906. ( No. 130310.) 11 HAMBURG LOTTERIES.— These and other foreign lotteries are illegal, and the Police will give no assistance or advice to persons who meddle with them.— POLICE GAZETTE, 25th November, 1898. ( Gen. Regy.). 12 JOHN HAMMOND & CO., 94, St. Mary's Road, Leyton.— Advertise as live stock and poultry breeders. Many complaints received owing to neglect to execute orders. They advertise canaries and other song birds at a very cheap rate. ( No. 170101.) 13 J. A. HARDY & CO., or THE UNITED KING- DOM COLONIAL, FOREIGN & GENERAL ACCOUNTANCY, Chancery Lane, E. C.— A bogus debt collecting agency. The proprietor very seldom attends the office; clients entrusting debts for collection are told when they press for settlement that the amounts collected have been more than used in the cost of collection. ( No. 182638.) 14 HIPPOLYTE, alias LE BLUFF.— POLICE GAZETTE, 20th December, 1901.— Now uses name of MORDAUNT, and advertises from 25a, Trafalgar Road, East Greenwich. ( No. 105029.) 15 IMPERIAL ART SUPPLY CO., or THE LIT- ERARY BUREAU, Chichester House. Chan- cery Lane, and 17, Ranelagh Avenue, Fulham. — Same people also conduct the ALBION SHOW CARD CO., 203, Strand.— Advertise home em- ployment. Applicants receive a circular so carefully and guardedly worded as to make a charge of fraud most difficult. ( No. 172493.) 16 KEW TRADING ASSOCIATION, 16, Victoria Parade, Kew.— Many complaints reach Police because of the misleading nature of its adver- tisements. Nothing has been ascertained to justify Police action. ( No. 171830.) 17 THE NOVELTY CO., otherwise GOWER & C., SUTTONS, LTD., THE CHEAP PACKING CO., 898, Romford Road, E. Carried on by G. Gower, alias W. T. Sutton, at 898, Romford Road, E. Advertises cheap toys and novelties, and generally supplies the goods after some delay. G. R. No. 468115. 18 THE ROYAL FINE ART CO., otherwise RE- GAL ENAMOTYPE CO., GREAT EASTERN PHOTO ENLARGEMENT CO., and ROYAL ENAMOTYPE CO., 150, Malmesbury Road, Bow, E.; 31, Arbery Road, Bow, E.; and 110, Windmill Lane, Marylebone Point, Stratford, E. Carried on by three brothers- in- law, viz.: — William Brown, Joseph Meider, and William Kelly. They and their agents travel the country soliciting orders for enlargements, and customers who have paid money in advance frequently ex- perience great difficulty in obtaining either the enlargement or the return of their own photo- graphs. ( co/. ii/ i iter/)— 19 THE SCOTTISH PHOTOGRAPHIC TOUR- ING AND PICTORIAL POST CARD CO., 229, ( late 88), Kennington Road, S. E., Manager, Alf. Fry, late 105, Euston Road, and Glasgow. ( POLICE GAZETTE, 8th February, 1907.)— Representa- tives seek permission to photograph premises, & c., a proof is shown and an order solicited. Payment in full or a deposit is requested at time of giving the order. Very considerable difficulty is experienced in obtaining the pictures. ( No. 186807.) 20 GEORGE SCRIMSHAW, using the names of MRS. CLAYTON, W. FRANCIS, W. JOHN- SON, and MORRIS, and the addresses, 3, Omega Terrace, and 129, King's Road, Chelsea, answers advertisements for the sale or purchase of dogs. His transactions are unsatisfactory, but in some few cases he appears to pay for dogs obtained, and to send dogs for money re- ceived. A number of complaints are received. He has been convicted. C. I. D., No. 184108. 21 SMITH & CO., alias NORTH & CO., and THOMAS SMITH PAYNTER. — Advertises home employment. The nature of the work is to retail for 2s. a nickel pen and pencil case, which is supplied at Is. Id. The article is practically useless. Fred Paynter was recently sentenced to 12 months hard labour for this fraud. He appealed, but the appeal was dis- missed.— POLICE GAZETTE, 24th February, 1893. ( No. 77433.) 22 SPANISH SWINDLE.— This fraud has many phases, the most common being a sum of money either buried in the ground or impounded some- where on account of debt, which, on being re- leased, is to be divided between the swindler or his " orphan daughter" and the dupe.— POLICE GAZETTE, 21st October, 1898. ( No. 183560.) 23 D. STEVENS or DAVIES or HARRIS, & c., The Laurels, West Drayton, Middlesex.— Dealer in birds, which he advertises for sale, but fails to supply for some time. Usually makes excuse that orders arrive faster than he can satisfy them. ( No. 170194.) 24 STRAMONIUM CIGARETTE • CEMENT & MARKING INK FRAUD.— The swindlers call upon shopkeepers and induce them to become agents for the sales of Stramonium, Bronchial, and other cigarettes, marking inks and cement. — POLICE GAZETTE, 2nd May, 1902, and 16th October, 1908. ( No. 85057.) 25 TANQUEREY, A., Paris.— Free portrait swin- dle. Writes prominent persons— and others— ask- ing them to send their photograph, and promising to make an enlargement free. Before sending the picture he demands money for, either ( a) cost of a suitable frame, or ( 6) cost of packing case and transit. In either case the sum asked is ex- orbitant, and more than covers the whole cost of production. Unless the money is sent, photo- graph is neither returned nor promise fulfilled.— POLICE GAZETTE, 21st September, 1900. ( No. 74139.) 26 VARNEY, 40, Angel Lane, Stratford.— Some- times advertises in the name of HUMMEL.— Deals in live stock, & c. Very dilatory in his business methods, and makes plausible excuses when complaints are received. ( No. 143164.) NOTE. For the information of Polioe and. for their guidance, it is to be noted that there is a tendency among certain doubtful traders to dispose of the letters they receive in answer to their advertisements to other doubtful traders, either by sale or exchange. The signature is then cut from each letter, affixed to an artfully worded circular and sent to the writer. The recipient frequently writes Police to enquire how his or her signature came into possession of sender, or suggesting that it has been forged. Very many, however, seeing their own signature, imagine that the firm is genuine, and so are easily deceived. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT 1.— L Division.— For fraudulent conversion of £ 80 19s. 9| d., monies of a loan club— HENRY JOHN FLETCHER, age 51, height 5 ft. 9 ins., rather stout build, complexion fair, full face, hair, eyes and heavy moustache brown, 2 front upper teeth missing; dress, blue serge suit, black hard felt hat, wears a gold curb chain, with £ 2 piece at- tached. A native of London. Warrant issued. 2.— \ T Divisionm— For obtaining food, lodg- ings and £ 2 18s. lid. by false pretences— WIL- LIAM BERT ELCOCK, alias HALLARD, FUN- NELL and WESTLAND, Office No. 2497- 00, age 31, height 5 ft. ins., complexion fresh, hair brown, eyes blue; scar right side of nose, left side of chin, female tattooed front right forearm, fe- male and snake left forearm, " W. G." and flower- left wrist; dress, naval blue serge jumper, blue serge trousers, sailor's round cap, " H. M. S. Corn- wallis " on band, blucher boots. Has two red stripes on left arm and two stars and a cannon on sleeve of right arm. Native of Lewes. Warrant issued. Information to be forwarded to the Metropoli- tan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 3.— For embezzling 4s. 3d., monies of the Post- master General— CHARLES MARTIN KEEP, age 43, height 5 ft. 9 or 10 ins., complexion fresh, hair light, heavy moustache ( waxed at ends) au- burn, eyes grey, of smart appearance: wearing dark grey or green overcoat, double cuffs, hard felt hat. A counter clerk, native of Torpoint, Devonshire. Warrant issued. Not to be arrested out of the United Kingdom. Information to Supt. Ottaway, 26, Old Jewry, E. C. BEDFORDSHIRE. 4.— Bedford { Borough).— For obtaining £ 3 by false pretences, 6th ult.— ARTHUR GREG- ORY ( supposed false), age 30 to 40, height 5 ft. 10 or 11 ins., hair and moustache dark; dress, navy blue suit( dark overcoat. He stayed at a private hotel and induced the proprietors to advance him £ 3 on a cheque for £ 5 drawn on the Aberdeen branch of the Royal Bank of Scotland by J. Mac- kenzie & Son, in favour of Arthur Gregory; the cheque was returned marked " no account." . Warrant issued. Information to the Chief Constable, Bedford. BERKSHIRE. 5.— Windsor ( Boroughs.— For fraudulent conversion of £ 43— ARCHIBALD CLAUDE CANNON, age 35, height 5 ft. 5 ins., stout build, round face, hair ( curly) and small moustache brown, bad teeth. A native of London; late a licensed victualler. Warrant issued. Information to the Chief Constable, Windsor. DERBYSHIRE. 6.— Renishaw ( County).— For being con- cerned with ABRAHAM SCHAFER, alios AR- THUR E. DAVIES ( in custody), in obtaining money by false pretences, 27th November, 1911, at Eckington— E. JONES, alias GROVES and FENTON, age about 30, height 5 ft. 4 or 5 ins., complexion fresh, hair brown eyes blue; of Jewish appearance; dress, light fawn colour overcoat, cap, dark blue trousers. They called at houses, and in some cases stated they be- longed to the Sheffield Art Co., Pinstone Street, Sheffield, and in others The American Art Co., 72, High Street, Sheffeld, obtained orders to enlarge and frame photographs, and later pro- duced the proofs and also samples of picture moulding. On the frame being selected, they ob- tained payment in advance, issued a receipt for the amount received, and promised to send picture, but failed to do so. Warrant issued. Information to Supt. Andrew. Renishaw. GLA MO RCA NSHIRE. 7.— Cardiff ( City).— WILLIAM BAILEY, Cases Nos. 22, 9th June, and 77, 20th October, 1911, is believed identical with J. W. BENSON, Case No. 26, 22nd December, 1911. Warrant issued. Information to the Head Constable, Cardiff. H.— Cardiff ( City).— For absconding with workhouse clothing, 4th ult.— MICHAEL BARRY, age 50, height 6 ft., complexion fresh, hair and moustache dark, turning grey, flat feet; dress, dark grey jacket and vest, cord trousers, Blucher boots, black and red muffler, dark cap, all stamped '' Car- diff Union Workhouse." A labourer. May be found at common lodging houses or casual wards. Warrant issued. 9.— Cardiff ( City).— For failing to join their ships after negotiating their advance notes— JAMES DESMOND, age 33, height 5 ft 10 ins., complexion dark, hair brown, eyes hazel, coat of arms tattooed right forearm. A seaman, na- tive of Dublin.— HANS OLSEN, age 35, height 5 ft. 8 ins., complexion fair, hair brown, moustache light. A seaman, native of Norway. Warrants issued. 10 — Cardiff ( City).— For stealing 2 pairs of boots from their lodgings— PERCY WALLIS, age, 20, height 5 ft. 7 or 8 ins., strong build, com- plexion fresh, hair brown, clean shaven; dress blue serge suit, dark tweed overcoat, brown knitted wrapper with white stripes, brown boots. A painter or pugilist, native of London.— GEORGE PAYNE, age 27, height 5 ft. 10 or 11 ins., slight build, complexion, hair and moustache dark; dress, dark brown tweed suit, dark tweed overcoat, brown knitted wrapper with white stripes, shoes. A painter; stated they had been employed at New- port, that Wallis occasionally took part in box- ing contests, Payne acting as trainer. Warrant issued. Information to the Head Constable, Cardiff. GLOUCESTERSHIRE. 11.— Stroud ( County).— For obtaining food and lodgings by false pretences, at Cranham, Nr. Painswick, 27th ult.— HENRY CHARLES DRI- VER, alias ANDREWS, REEVE, TRINDER and J. STANLEY VINCENT, late of the Dilly Farm, Bisley, Nr. Stroud, age 28, height 5 ft. 11 ins., com- plexion sallow, hair, eyes, and moustache brown, middle and ring fingers right hand contracted, downcast look, stoops slightly; dress, grey mixture suit, dark or green mixture overcoat, with strap at back, slouch hat, brown boots. He calls upon hotel keepers or private boarding houses and states that he has just come from Australia on a month's visit, engages rooms stating that he has a quantity of luggage at the railway station, and after staying a few days he writes a note ostensibly for the purpose of his luggage being fetched from the railway sta- tion, and in the meantime decamps. Is well known at Cheltenham, Worcester, Gloucester and Windsor, at which places he has been convicted. Warrant issued. Information to Supt. Biggs, Stroud. HERTFORDSHIRE. 12.— Watford ( County).— For stealing from his lodgings 4s.; 1 pair lace boots and some under- clothing— RILEY HUGHES, Office No. S. 14102S age 23 ( looks older), height 5 ft. 2j ins., stout build, complexion fresh, hair brown, eyes blue- ( large), clean shaved; dress, blue jacket and trou- sers, fancy vest, white shirt and tie. Native of Kingston- on- Thames. Has served in the Royal1 Navy, and is known as " Sailor." He was last seen at Wembley 28th ult., and stated his inten- tion of going to Notting Hill, Warrant issued. KENT. 13.— 5 it tin g bourn e ( County).— For leaving his wife and children chargeable to the Sheppey Union, 12th Dec., 1911— JOHN MALAN DAVIES, age 45, height 6 ft. 1 in., complexion fresh, hair and eyes brown; dress, dark suit, silk muffler, light cap. Warrant issued. Information to Supt. Crowhurst, Sittingbourne. LANCASHIRE. 14.— Salford ( Borough).— For failing to report change of residence— JAMES ALBERT RILEY, Office No. 1875- 11, age 38, height 5 ft. ins., com- plexion fresh, hair dark brown ( bald on top), eyes hazel; mole right cheek, outer an^ le left eye, five pointed star back right middle finger, anchor and 4 strokes back of base right thumb, cross, heart and anchor, bust of female and spray right fore- arm, female back left hand, & c. A Sailor, native of Nova Scotia. Sentenced Manchester Assizes, 12th February, 1908 to 5 and 5 years' penal servi- tude ( concurrent), for making counterfeit & c. Licensed 9th November, 1911, i99. MIDLOTHIAN. dant— GEORGE STANLEY BATEMAN, age about 38, height 5 ft. 5 or 6 ins., complexion pale, hair ( long, slightly tinged with grey) dark, eyes ( large) grey; dress, dark lounge suit, black hard Warrant issued. Information to be forwarded to the Metropoli- tan Police Office, New Scotland Yard, S. W. PORTRAITS OF PERSONS WANTED. METROPOLITAN POLICE DISTRICT. 15— o Division.— For stealing ( bailee) 25th October, 1911, an oval pendant, width of a sixpence, back cased with gold, small fitting of dia- monds in shape of a lover's knot on top of pen- felt hat. A native of London. May be accom- panied by his wife ( not wanted), age about 35, short, stout build, hair carroty. See Case No. 1, 17th November, 1911. 16 - Edinburgh ( City).— For stealing, 8th ult., a dark leather pocket book containing £ 20, consisting of two sovereigns, seven half sovereigns, eight £ 1 notes of various Scottish banks, the re- mainder in silver— JOHN ADDY, age 21, height 5 ft. 8 ins., slight build, very red hair, clean shaven, pale face, which he sometimes paints; dress, dark double breasted overcoat with strap at back, dark trousers and grey cap. A clerk; native of Staly- bridge. Believed to have been convicted at Staly- bridge or Ashton- under- Lyne of wife and family desertion, and to whose support he is said to con- tribute through the Guardians at one or other of these towns. Has expressed a desire to go to Canada. Absconded 8th ult. Warrant issued. Information to the Chief Constable, Edinburgh. OXFORDSHIRE. 17. Oxford ( City). — For housebreaking i grey, moustache waxed at ends; dresses well and (• everal cases)— WILLIAM JOHN BAKER, usually wears soft Alpine hat; very active and Office No. 724- 05 ( see Illustrated Circular 81, quick of speech. Is believed to be in London, figure 32, and Case 34, 22nd ult.), age 48, height where he formerly worked. Arrested, see Case No. 62. 5 ft. 7 ins., complexion fresh, hair dark brown, eyes | Information to the Chief Constable, Oxford.
