POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, DECEMBER 29, 1911. VOL. XXVIII., No. 2922. 1. AU communications for insertion in the POLICE GAZETTE, and all communica- yons relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sumcient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person r'sponsible for the payment must be given, and the exact conditions must be clearly stated. 8. Portraits of Persons whose apprehension is sought for serious offences will be inserted at a cost of 8s. per portrait, and engravings of stolen property at a cost of 6s. per photograph or sketch, unless the article is large or UHusually intricate when the charge will be higher. A remittance of 6s. should be made in the first instance for cost of engraving sketches. fl. Every announcement, if for the apprehension of a person, must be guaranteed by </ i « signature of an officer of not less rank than Superintendent; and if the name of tucli person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the <"<'. » « may be. 7, iiiuounoemfnt* concerning stolen property must be. guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from, such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12 All payments must be. in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13 The Space being limited, announcements concerning " Missing Persons " are only accepted on payment but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. 14 All copies of the POLICE GAZETTE re- transmitted by Police Forces should be prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. , T , _ THE EDITOR, New Scotland \ ard, London, S. FUGITIVE OFFENDERS. A case has come under the notice of the Editor in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the despatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is unwilling to incur any expense with a view to obtain his surrender, a notification be made in the communication sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies. APPREHENSIONS SOUGHT. THOMPSON, age 30, height 5 ft. 4 or 5 ins., hair and moustache dark; dress, navy blue jacket, dark trousers, bowler hat, or dark cap; both carrying flat open baskets. Stated they were farmers, obtained orders for eggs and in payment received the above amount, each gave a receipt, the first for 18/-, signed F. H. Smith, the second for 10/- signed A. H. Thomp- son. WILSON, age about 40, height 5 ft. 8 or 9 ins., complexion fresh, hair and moustache ( clipped short), light, of good address; dress, blue serge suit, green soft felt hat, grey overcoat. Has been in correspondence with house agents, with a view- to renting a hunting box, obtained an order to do so, cashed the cheque, and absconded. Gave ad- dress Knighfcsbridge Green, London. DERBYSHIRE. 10.— Renishaw ( County).— For being con- cerned with ABRAHAM SCHAFER, alias AR- THUR E. DAYIES ( in custody), in obtaining money by false pretences, 27th ult., at Eck- ington— E. JONES, alias GROVES and FEN- TON, age about 30, height 5 ft. 4 or 5 ins., complexion fresh, hair brown eyes blue; of Jewish appearance; dress, light fawn colour overcoat, cap, dark blue trousers. They called at houses, and in some cases stated they be- longed to the Sheffield Art Co., Pinstone Street, Sheffield, and in others The American Art Co., 72, High Street, Sheffeld, obtained orders to enlarge and frame photographs, and later pro- duced the proofs and also samples of picture moulding. On the frame being selected, they ob- tained payment in advance, issued a receipt for the amount received, and promised to send picture, but failed to do so. Warrant issued. Information to Supt. DUMFRIESSHIRE. 11.— Dumfries ( Burgh).— For ' receiving be- tween 1st May and 16th June last, 24 children's dresses and 12 lady's blouses— ALEXANDER ANDERSON, abas WILLIAM YOUNG, and WILLIAM ALEXANDER BARR, S. C. R. 237- 95, age 54, height 5 ft. li ins., complexion fresh, hair ( somewhat bald), and eyes grey, inner zone hazel, A pedlar; native of Dumfries. Usually spends the winter in a workhouse. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Chief Constable, Burgh Po- lice, Dumfries. DURHAM. 12.— South Shields ( Borough).— For shopbreaking, 3rd or 4th inst., and stealing a blue serge jacket suit, size 3 or 4; 1 brown tweed over- coat, size 3; 1 pair of American braces " Presi- dent" make; 4 pairs of sock suspenders ( 1 lavender check, 1 sky and black check, 2 black and white check); 15 knitted silk ties; 12 poplin ties, as- sorted ; 2 woollen shirts, blue- grey ground with blue and purple stripe and green and purple stripe; 1 pair tan lace boots, Balmoral fronts, plain soles, size 6; 4 pairs brown woollen gloves, bound with leather ; 1 black bowler hat; 12 silk mufflers, as- sorted, all new — FREDERICK THOMAS HERON, age 34, height 5 ft. 5 ins., complexion fresh, round face, hair ( thin on top) light brown, clean shaved, eyes blue, fleshy lump one side or neck, slightly bow- legged, carries his head to one side, is subject to erysipelas during the winter, and may seek admission to workhouse hospitals. A tailor, native of South Shields, has been employed as a dairyman, may be wearing some of the stolen clothing. Information to the Chief Constable, South Shields. ESSEX. 13.— Chelmsford ( County).— For obtaining 5s. lOd. by false pretences about 13th ult.— J. E. COOPER, alias L. STAPEL, age 24 to 26, height 5 ft. 6 or 7 ins., complexion fresh, clean shaven, of smart appearance; dress, dark overcoat, blue suit. A canvasser. Stated he represented a tea company of Acre Lane, Brixton, London, obtained orders, and payment in advance, also stated the tea would be forwarded, and gave receipt on a busi- ness card, signed J. E. Cooper. Warrant issued. Information to the Deputy Chief Constable, Chelmsford. GLA MORGA NSHIRE. 14.— Cardiff ( City).— For stealing a Norfolk pattern light grey tweed costume, and a navy blue " Coronation" serge costume, maker " Posner, Ealing, W." on collar ; 1 lady's grey waterproof coat, " Greener, St. Mary Street, Cardiff," on tab; 1 opossum grey muff' and necklet; 1 underskirt, helio- trope colour; 1 pair lady's lace boots, size 4, patent leather toe caps ; 1 pair do. shoes, size 3, patent leather toe caps ; 1 15- ct. gold bar brooch, flower in centre; 1 lady's 18- ct. gold keyless watch, open face, figured back, black guard of cord attached: 1 dark fawn colour satchel with blue lining. LYLE ARDWELL TURNER, age about 23, height 5 ft. 5 ins, slight build, complexion fresh, long face, hair brown, eyes grey, slight turn in one eye, speaks with Scotch accent. May be wearing a light grey Scotch tweed Norfolk costume, and a long grey waterproof coat with " Greener, St. Mary Street, Cardiff," on tab, and grey tweed hat. Warrant issued. HAMPSHIRE. 15.— Aldershot ( County).— For stealing, 16th inst., a bicycle ( recovered) — GEORGE PIPER, age 19, height 5 ft. 3? ins., complexion fresh, hair and eyes brown,, scar left arm and left side of neck. Is an absentee from the 4th Royal Fusiliers. Information to Supt. Davis, Aldershot. 16.— Gosport ( County).— For leaving his wife chargeable to the Alverstoke Union, 8th July last— HARRY CUNNINGHAM, age 24, height 5 ft. 11 ins., complexion fresh, long thin face, hair dark brown, slight moustache, eyes brown, burn mark right side of forehead, bird back both thumbs, woman's head and Martha ( supposed) left arm, eagle, heait and dagger ( supposed) right arm, horse's head both shoulders, ship on chest ; dress, black coat and vest, white twill trousers, dark cap, blue muffler, heavy lace boots. A labourer; native of Gosport. May be found on public works, was invalided from the Royal Field Artillery 2 years ago. Warrant issued. Information to Supt. Abel, Gosport. 17.— Lyndhurst ( County).— For failing to surrender to his bail, at Hants Assizes, charged with fraud— EDWARD MONTAGUE, alias ED- GAR ANTROBUS MACKENZIE, age 42, height 5 ft. 10 § ins., complexion fresh, hair light brown, clean shaven, eyes grey, small scar left forefinger, of good address and smart appearance; dress, brown suit, long brown dust coat, brown cap and shoes. A native of Chicago, U. S. A. Warrant issued. Information to Supt. Wakeford, Lyndhurst. HER TFORDSHIRE. 18.— St. Albans ( City).— For stealing from his lodgings 9th inst. a pair of light Derby boots, size 9 ( patch on right)— ALFRED RICHARD TURBIN, age 19, height 5 ft. 9 ins., complexion fresh, full face, hair ( long in front) brown, eyes blue, deep cut scar top of nose; dress, dark green suit, light cap, white woollen chest protector, car- ried a black overcoat, uniform pattern. A painter, Stated he had been in a boy's home, and was em- ployed by a local farmer. Calls upon clergymen, etc., with a view to lodgings being found for him. Warrant issued. WHITTAKER, Office No. 858- 01, and FREDERICK WILLIAM DAYIES, Office No. 1213- 11, respectively. 20.— Bury ( County):— For stealing, 19th Feb- ruary last ( see Case No. 54, 3rd March), a gold keyless hunter watch, No. 87929, maker T. R. Rus- sell, Liverpool ( monogram " N. D." on front case, a crest, encircled by a belt, on back case, which bears a motto, " Health of body, peace of mind, clean shirt, and a guinea"); 1 lady's gold keyless hunter watch, small, No. 14323, engraved cases, " A. A." inscribed on outside case, " November 24th, 1898 " inside back case, makers, W. Batty & Sons, Man- chester ; 1 lady's gold fob watch chain, curb pattern a gold jewelled ball set with two diamonds, one sapphire, and one ruby; a gold dog, a gold barrel, a gold pencil case, and a sixpenny piece engraved " N. D." attached; 1 ditto silver watch, plain face, engraved case, out of repair; 1 gold bar brooch, lovers' knot in small diamonds in centre, also set sapphire at each end of brooch, and one in the knot; 1 ditto bird in centre; 1 ditto bird at each end; 1 plain gold bracelet, hinged, had attached a small square gold charm, set with garnets in shape of a shamrock, which fastens to the top of bracelet by a link; 1 diamond breast pin and stud, convertible; 1 gold pin, set small dia- mond in centre; 1 pair gold cuff links, oval en- graved, one chain broken; 1 pair of cuff links, various pieces of gold chains; 1 plain oval silver locket, 5 silver peppers ( 4 engraved, 1 plain), 2 have initial " D" thereon; 2 silver salts, round, with three feet; 1 lady's silver card case, monogram " A. A." thereon; 1 plain silver cigarette case, I silver backed hand mirror, 1 ditto hair brush, 2 • ditto clothes brushes, 1 child's silver spoon, fork, and serviette ring, ( rat tail pattern, all inscribed " Aline "), 2 silver serviette rings ( one inscribed " D "), 1 gold golf pendant, size of a shilling, en- circled by a thin curb chain, both sides protected by a bevelled glass, design of a golfer on one side, reverse side inscribed " Presented by R. Magin- nis "; 1 heavy silver necklet of Eastern design, with engraved pieces attached; 1 green leather satchel, 1 three- quarter length grey squirrel fur, lined' fur, and muff to match, 1 pair of lady's black court slippers, and £ 6— NELLIE INGHAM, alias FLORRIE JACKSON ( see portraits and descrip- tion, Case No. 34, 15th inst.). Also wanted for re- ceiving part of above stolen property— FRED' BENTLEY, age 28 to 30, height 5 ft. 4 or 5 ins., complexion sallow, hair and moustache dark,, wear- ing black suit. He was employed by a firm at Bradford, doing patent concrete flooring; also worked at a mill at Stockport. Information to Supt. Pickering, Bury. 21 .— Manchester ( City).— For till robbery and assault— WILLIAM STANLEY, alias HIG- GINS, Office No. 2550- 97, age 35, height 5 ft. 5£ ins, complexion fresli, hair light brown, eyes grey, scar cheeks, right side of neck, over left eyebrow, base of right thumb, three moles right forearm; a French polisher; ALBERT CLAYTON, alias BOOTH, Office No. 816- 03, ( see Illustrated Circu- lar, 76, figure 19), age 32, height 5 ft. 4J ins., com- plexion fresh, hair dark brown, eyes blue, both sides of nose indented; a tinsmith and clerk; also FREDERICK BEYENS, alias JOHN MAY, Office No. 105- 98 ( see Illustrated Circular 86, figure 35), age 36, height 5' ft. 9i ins., complexion fresh, hair brown, eyes blue, scar over both eye- brows, female, star, sailor with flag, shield and wreath tattooed left forearm, sailor right forearm. Believed to have visited Newcastle- on- Tyne since the offence was committed, but left 8th inst for Pateley Bridge, Yorkshire. Information to the Chief Constable, Manches- ter. 22.— St. Helens ( Borough).— For stealing, 14th inst., a horse ( recovered)— HERBERT COUGHTREY, tftes JAMES DAVIES, age 49, height 5 ft. 8£ ins., complexion dark, hair grey, eyes brown, cut scar back of right hand, and near left forefinger; shabbily dressed. A native of St.. Helens; usually employed by horse dealers, butchers, etc. Stays at common lodging houses. Warrant issued. 23.— St. Helens ( Borough).— For obtaining £ 1 8s., by false pretences, 13th inst.— CICERO KNOWLES, alias C. KENWORTHY, and SAMUEL SMITH ( see portrait and modus oper- andi, Case No. 37, 15th inst), age 31, height 5 ft. 3| ins., complexion fresh, hair brown, may have- slight moustache, large protruding eyes grey, nose has been broken; mole right side of face; dress, dark overcoat and suit, bowler hat, lace boots, had with him a traveller's brown leather sample bag about 20 ins. by 14 ins. On 15th ult. he took lodgings, stat- ing he was a representative of a firm of motor car manufacturers, had cards printed bearing Mr. Robert Ure, Cadowan Lodge, Stepps, N. B., and 11, Beaumont Street, Oxford; then called upon tradesmen and obtained goods. In one case a Glas- gow house was communicated with, who stated that Mr. Ure was worthy of credit. He called upon a tradesman who recently commenced business, offered him an agency for the " Swan Pen Co., Liverpool," mentioned the names of several local persons whom, it was stated, used their pens and thereby induced him ( the Tobacconist) to pay c « sh for a supply of pens which were found to be of little value, gave receipt from an ordinary counterfoil receipt book, " Swan Pen Co., Liverpoo1," stamped thereon with common rubber stamp.
