All communications for insertion in the POLICE GAZETTE, and all communica- tions relating to them, should be addressed to TUB EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YAKD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as ts stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and adilress of some person responsible for the payment must be given, and the exact conditions must be clcarly stated. 5. Portraits of Persons whose apprehension is sought for serious offerees mill be inserted at a cost of 8s. per portrait, and engravings of stolen property at a cost of 6s. per photograph or sketch, unless the article is large or unusually intricate, when the charge will be higher. A remittance of 6s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; ami if the name of such person is required to be inserted avd no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stulrn properly b/ ar a number, and as far as practicable they are alphabittc . j arru: ujcd by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly n sponsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on onside of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, A7EW Scotland Yard, by Postal Order, or by I'ost Office Order, payable at Parliament Street Post Office. 13. The Space being limited, announcements concerning " Hissing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. 14. All copies of the POLICE GAZETTE re- transmitted by Police Forces should be prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. Cities and Boroughs therein, arranged in alphabetical order. 2.— Any additional copies of the GAZETTE " beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. FUGITIVE OFFENDERS. A case has come under the notice of the Editor in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the despatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is unwilling to incur any expense with a view to obtain his surrender, a notification be made in the communication sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies. APPREHENSIONS SOUGHT. CASSELLS, an Irish- man, age 25, height 5 ft. 8 ins., complexion fresh, hair very light, eyes blue, woman one arm, brace- let with star in centre on other; dress, brownish suit, knot tie, greyish cap. A barman. 3 — E Division » — For incurring a debt of over £ 20, while an undischarged bankrupt— PAR- MENAS MARTIN BURGESS HUDSON, age 42, height 5 ft. 7 or 8 ins., slight build, com- plexion fair, hair ( turning grey) light, eyes blue, of shabby genteel appearance. A native of Lon- don. Warrant issued. Carries a stick. A horse dealer; native of Norfolk. Fre- quents horse repositories. Warrant issued. 5.— M Division.— For misappropriating £ 50 8s. 6d.,— HENRY HARRISON, age 55, height 6 ft., stoops slightly, complexion fresh, hair and moustache brown, turning grey; dress, black reefer jacket, cord trousers, black muffler and cap, lace boots. A scaffolder; native of Upton Park, Essex. Warrant issued. 6.— T Division » — For obtaining 3s. 6d. by false pretences— JOHN HARRIS, alias JA- COBS, SMITH, and CARTWRIGHT, age about 30, height 5 ft. 11 ins., complexion fresh, rather thin features, hair ( inclined to sandy) light brown, long, prominent nose, northern accent; wearing uniform of the Grenadier Guards with cross guns on left arm. He called upon a clergyman at Hounslow, stated he had spent his money, and required his railway fare to Aldershot. A painter; is consumptive, and may eeek admission to hospital^. Believed to have gone to Bradford. Warrant issued. Information to the Chief Constable, Manches- ter. 32.— St. Helens { Borough).— For indecent assault on a girl, age 11, 7th inst.— CHARLES BARKER, age 55, height 5 ft. 10J ins., complexion fresh, hair dark brown, heavy dark mous- tache, turning grey, eyes hazel; dress, black suit, bowler hat, white silk muffler, light lace boots. A colliery surface hand. Has served in the 6th Dragoon Guards. Native of London. Warrant issued. Information to the Chief Constable, St. Helens. NORFOLK. 33.— Norwich ( City).— For stealing zinc from premises of the Great Eastern Railway 12th inst. ( concerned with GEORGE LEOPOLD WEST, in custody)— WILLIAM LINCOLN, age about 28, height 5 ft 8 or 9 ins., slight build, fairly round face, hair and short moustache dark; dress, dark jacket suit, fancy coloured wrapper. A native of Norwich. Has served in the Norfolk Regiment. May be found at common lodging houses or low- beer houses. Absconded 14th inst. Information to the Chief Constable, Guildhall, Norwich. HER TFORDSHIRE. 26.— Watford ( County).— For obtaining £ 2 15s. Id. and a tea service by a worthless cheque, No. L. 18436, on the National Provincial Bank of England, 291B, Oxford Street Branch, dated 10th August. 1911, drawn by STANLEY CARTER pay- able to W. DAVIDSON, age 28 to 30, height 5 ft. 9 or 10 ins , complexion dark, hair very dark, clean shaved, appearance of a foreigner; dress, dark grey flan- nel suit, white straw hat, patent leather boots. Carried a brown bag. He ordered the tea service from a tradesman, and received the above change against the cheque. Warrant issued. 27.— Watford ( County).— For leaving his wife and three children chargeable to the Watford Union— FRANK BARTON STOVOLD, age 34, height 5 ft. 9 or 10 ins., complexion, hair and moustache dark; dress, dark grey coat, blue trou- sers and vest, dark grey cap, shoes.
