T H E FOLIC GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, JUNE £ 9, 1911. VOL. XXVIII., No. 2861. 1. All communications for insertion in the POLICB GAZETTE, and all communica- tions relating to them, should be addressed to THE EDITOR OF IHI POLICE GAZETTE, NE w SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted m one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of Persons whose apprehension is sought for serious offences will be inserted at a cost of 8s. per portrait, ancl engravings of stolen property at a cost of 6s. per photograph or sketch, unless the article is large or unusually intricate when the charge will be higher. A remittance of 6s. should be made in the first instance for cost of nujraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and tf the, name of such person is required to be inserted and no warrant is in fo ice against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 9. 10. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit te the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street tost Office. The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. 14. All copies of the POLICE GAZETTE re- transmitted by Police Forces should be prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. THB EDITOR, New Scotland Yard. London, S W. 13 13 FINGER PRINTS- UNDER the existing arrangements the finger impressions will be taken, and recorded at the Finger Print Department, Convict Supervision Office, New Scotland Yard, of all persons convicted as follows: — ( n) All persons coming within Sections 5, 7, or 8, of the Prevention of Crimes Act, 1871. ( b) All persons, at Assizes or Quarter Sessions, sentenced to not less than one months imprison- ment, without option of a fine, for any of the offences shown below. ( c) All persons, at Petty Sessional, Police, or Stipendiary Magistrate's Court, sentenced to more than one months imprisonment, without option of a fine, for any of the following offences : — Aliens ( Sec. 3 Aliens Act of 1905). Arson. Assaults with intent to rob. Attempted burglary. Attempted larceny. Attempts to break into churches, houses, shops, warehouses, & c. Attempts to obtain goods and money by false pretences. Bankruptcy offences. Being found on enclosed premises. Breaking into churches, houses, shops, warehouses, & c. Burglary. Cattle stealing. Coining. Conspiracies of all descriptions. Embezzlement. Entering with intent to commit a felony. Extortion by threats. Felonious wounding. Forgery. Fraud. Frequenting. Horse stealing. Housebreaking. Importuning male persona to commit un- natural offences ( Vagrancy Act, 1898, Sec. 1, par. b). Indecent assault on female. Larceny. Mental degenerates. Obtaining goods and money by false pre- tences. Possessing housebreaking tools. Procuration of women and girls. Prostitution, living on proceeds of ( Vagrancy Act 1898, Sec. 1, para. a). Receiving. Robbery. Sacrilege. Sheep stealing. Shopbreaking. Suspected person. Unlawful possession. Uttering counterfeit coin. Warehousebreaking. But all offenders of the first Division, and such of the second Division as have never been previously convicted, are exempted from this order. In order to avoid the retention of useless records in the Finger Print Department, the Registrar of Habitual Criminals would be glad if the Chief Constables of Counties, Cities, and Boroughs, will, in future, notify the death of any eriminal who has been finger- printed. The notification should contain the full name and aliases, particulars of conviction, or convictions if possible, also the No. published in the List of Habitual Criminals. APPREHENSIONS SOUGHT. A ship's fireman; native of Gothenburg, Sweden. Warrant issued. 3.— S Division.— For attempted murder by shooting on the highway— A MAN, age 19 to 21, height 5 ft. 6 or 7 ins., complexion fair or sallow, hair ginger, stammers very much: wear- ing dark clothes, straw hat. Was riding a bicycle, and travelling from the direction of Luton to Lon- don. Information to be forwarded to the Metropoli- tan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 4— For conspiracy to defraud ( long firm frauds), HAROLD JENKINS, age about 55, height 5 ft. 9 ins., stoops ' lightly, complexion sallow, hair grey, eyes ( rather prominent) dark brown, clean shaven, \ yenrs gold- rimmed pince- nez. bad teeth, speaks softly and quickly with American accent; dress, grey cashmere jacket suit, white vest slip, pocket inside of vest with flap and button. Sup- posed a Canadian. FREDERICK WILLIAM MALLENSON, age about 45, height 5 ft. 8 ins., complexion fresh, pock marked, hair, moustache and short beard sandy; dress, blue serge jacket suit, white vest slip, permanenf turnup trousers, wore a heavy gold ring set diamond, and a large gold coin on watch chain. An auctioneer, native of Knaresborough Yorkshire. See case No. 2, 9th December, 1910. Warrant issued. Not to be arrested out of the United Kingdom. 5.— For stealing £ 45 entrusted to him to take to a Bank— WILLIAM MANNING, age 32, height 5 ft 5 ins., hair and heavy moustache ( turned up at ends) dark brown, cast in right eye, sup- posed wearing new clothing. A potman. Warant issued. Not to be arrested out of the United Kingdom. 5.— For stealing 105 dozen pairs of braces and other articles— CHARLES H. DERBYSHIRE. 13.— Chesterfield ( Borough).- For obtaining food by false pretences, 27th ult.— SM1T1I, age about 55, height 5 ft. 10 or 11 ins., stout build, large red fac « , clean shaven, shuffling gait, lie took lodgings, stated that he was a wheel tapper on the Great Central Railway and had come from Leeds, the following morning he obtained 10/- for the purpose of getting his luggage. Information to the Chief Constable, Sunderland. ESSEX. 15.— Chelmsford ( County).— For obtaining £ 1 Is. by false pretences, 19th ult. GEORGE E. KING, age 30 to 34, height 5 ft, 7 or 8 ins., slight build, hair brown, clean shaven, well educated; dress, blue, serge suit. An architect and surveyor. On 15th ult. he rented a room in High Holborn, London, for the purpose of receiving letters, then issued type- written letters to tradesmen, inviting them to tender for the erection of a country resi- dence for a gentleman, and on the receipt of a guinea, plans and specifications would be for- warded to them. Warrant issued. £ 5 REWARD. 16.— Chelmsford ( County). — For stealing, 31st ult., a bay gelding, 16 hands, hog mane, medium tail, white star on forehead ; 1 set of black leather harness ( silver plated) ; 1 4- wheel waggon- ette, body painted black, wheels brown, lined out straw colour, patent upturned front near- side seat, opens with lever at near- side, rubber ring round hub each front wheel, round dial lamps brake, plated fittings, leather dashboard and wings, brown cloth cushions, 2 rubber mats, makers,- Morgan. Long Acre— TWO MEN, 1 age 30, height 5 tt. 7 or 8 ins., complexion fresh, hair and moustache light,; dress, navy blue suit, bowler hat; 1 age 30 to 35, height 5 ft. 8 or 9 ins., complexion dark, hair brown, rather heavy moustache; dress brown speckled suit, bowler hat. Warrant issued. The above reward will be paid by Mr. H. F. Is said to have resided at Islington and traded as a cigar manufacturer Supposed to have in his possession a large sum of money, a cheque book on the National Provincial Bank of England, Ltd. Cardiff Branch, a i. fw leather hat case, 3 large and 1 small leather port- manteaux, a parcel containing cigars and 14 diamond rings ( some lady's). An auctioneer. Complaints have been received of his having duped persons to the extent of £ 778. Absconded l' 7th ult., may endeavour to leave the countrv. Warrant issued. 22 - Cardiff ( City).— For obtaining money l. v false pretences— WILLIAM BAILEY, ( Case No 18, 2nd inst.), age 40 to 45, height 5 ft. 7 ins., hair ( may be dyed dark) and moustache light', rather full face, right eye slightly sunken, left eye protrudes, wears glasses, left pebble much thicker than right, artificial teetli, may be clean shaved; dress, blue serge coat and trousers, fancy vest' sometimes wears frock coat, fancy vest, silk hat, or tweed knicker suit and stockings. An auctioneer. Has in his possession a large sum of money, and believed several portmanteaux and parcels. He obtained deposits as a guarantee from persons whom lie appointed to fill positions as partner, collecting inspectors, managers, etc., and requested them to start duties on the day after he absconded. May visit Southend and Westcliff, or endeavour to, leave the country. COLLEDGE, age 31, height about 5 ft. 10 ins., hair " gTil brown, moustache a few weeks growth, may now be clean shaven, erect bearing, cast in one eye, slight impediment in speech, very plaus- ible, ejuiet manner; dress, dark blue flannel jacket, suit with small stripes, green soft felt hat, patent leather boots with suede tops. He made out a dratt on the Hong Kong and Shanghai Bank, Lombard Street, London, stating he had left his cheque- book at home, obtained the confidence of a trades- man to cash same. Warrant issued. A fish dealer or labourer. Believed to have in his possession a cheque book on North of Scotland and Town ' and ( County Bank, Queensgate, Inverness, cheques A. 12289 to 12300. Warrant issued.
