THE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, FEBRUARY 24, 1911. VOL. XXVIII., No. 2834. 1. All communications for insertion in the POLICE GAZETTE, and all communica- tions relating to them, should be addressed to TUB EDITOB OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in ojie issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of Persons whose apprehension is sought for serious offences will be inserted at a cost of 8s. per portrait, and engravings of stolen property at a cost of 6s. per photograph or sketch, unless the article is large or unusually intricate, when the charge will be higher. A remittance of 6 » . should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear • number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTB, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street P » st Office. 13. The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. 14. All copies of the POLICE GAZETTE re- transmitted by Police Forces should bi prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. THE EDITOR, New Scotland Yard, London, S. W. SPECIAL NOTICE. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the dis- covery of property or the detection of crime. The Editor inserts it in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regulations in force in the Metropolis: — 1.— Printed band- bills, or other advertisements, offerin> for the discovery of property or the detection of crime, whet reward er printed • y . . ami issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points:— ( a) The amount of the reward, ( ft) The conditions on which it is payable. ( c) The name and address of the person by whom it will be paid. ( d) The name and address of the printer must appear thereon. * 2.— No expression must be used in such an advertisement in relation to property stolen, or criminally laken or disposed of, holding out any exp « otation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is particularly directed to the con- ditions ( a) to ( d) y clause 1, as Police Notices are constantly being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially thos © marked ( a) and ( c). Such notices are not distributed. NOTE.— There are 191 Stations of the Metropoli- tan Police Force at which Notices can be posted. CITY OF LONDON 3.— For stealing ( servant) £ 5 18s.— HERBERT WEPNER, age 16, height 5 ft. 6 in., fairly good build, complexion fresh, hair dark, of smart ap- pearance; dress, dark lounge suit, dark overcoat, bowler hat. A clerk, late of Gospel Oak, N. W. Had in his possession a loaded revolver. Warrant issued. Not to be arrested out of the United Kingdom. Information to Superintendent Ottaway, 26, Old Jewry, E. C. WHITE, age 30 to 35, height 5 ft. 9 or 10 ins., complexion pale, rather long face, Roman nose, hair, moustache, and eyes brown, may now be clean shaved, speaks sharp and short; dress, dark brown overcoat, believed brown suit, patch on front of jacket, dark grey or green cap, fawn colour leg- gings with strap at back, strong lace boots. Had in his possession a camera, and obtained money from persons after taking their photographs, pro- mising to forward them in a few days. Warrant issued. Information to Supt. Clarke, Matlock. 7.— RenisHa W ( County}.— For an indecent assault on a female at Clowne, 18th inst.— RICH- ARD FOSTER, age about 30, height 5 ft. 6 ins., complexion fresh, hair ( inclined to ginger), light, eyes blue; dress, black serge suit, light cap. A native of Seymour Staveley, Derbyshire. Has worked at Pleasley, Hickleton Main, and Grims- thorpe Collieries. Is well known at Pontefract and Whittington Moor. Warrant issued. Information to Supt. Andrew, Renishaw, near Chesterfield. BERKSHIRE. 4.— Windsor ( Borough).— For larceny ( till).— JACK MARTIN, an Irishman, age 28 to 32, height 5 ft. 3 or 4 in., thin features, clean shaved ; dress, grey suit with green stripes, coloured neckerchief, light grey cap, brown boots. Information to the Chief Constable, Windsor. CA RNA R VONSHIRE. 5.— Bangor ( County).— For an offence under the Bankruptcy Act.— JOHN RICHARD JONES, age 30 to 35, height 5 ft. 6 or 7 ins., complexion fresh, hair ( curly on forehead) brown, moustache sandy, knock kneed, rather splay feet. A baker, grocer, < fec., believed a native of Llanrwst. Has worked on farms, also as a joiner. Warrant issued. Not to be arrested out of the United Kingdom. Information to Superintendent Guest, Bangor. DERBYSHIRE. 6.— Matlock ( County).— For obtaining 6s. 2d. by false pretences at Kirk Ireton, 30th Decem- ber, 1910— A MAN, who gav> e the name of A. ESSEX. 8.— Braintree ( County).— Yoy stealing a green striped overcoat, plain back, bone buttons, patch pockets, 1 fancy shirt, green striped, 14th inst.— FREDERICK WALTERS, age 25 to 30, height 5 ft. 7 or 8 ins., complexion fair, hair light brown, moustache light, tattooed both wrists; dress blue serge suit, 2 vests ( 1 light fancy), black hard felt hat, green bow tie, and probably the stolen clothing. An agent, native of Braintree. Was employed by the English Record Co., Ltd., Lon- don and Gravesend, . and at Braintree for a few days for the sale of gramophones. Warrant issued. Cowell, Braintree. 9. — Neath ( County). — For obtaining at Llansamlet, 15th inst., a chestnut horse, 5 years, 15 hands 1 or 2 ins., small white star on forehead, faint streak on right nostril, 2 white socks hind feet, off fore- fetlock white, docked tail, full black mane, by a worthless cheque on the London and South- Western Bank, Ltd., Bloomsbury Branch, No. A- 076750, signed Poulton & Harrison, Ltd. Was returned marked " No Account'— A. MOR- RISON ( probably false), a Jew, age about 30, height 5 ft. 6 ins. or 7 ins., light build, complexion fresh, clean shaved; dress, navy blue suit, tight fitting, bowler hat, lace boots. W., district agent, A. Morrison, 25, Belle View Street, Swansea, mak- ing an appointment to view his horse on 14tli inst., which was certified by a veterinary surgeon to be sound. Morrison made the purchase, paid for same the following day, and took the horse away; was accompanied by a man, age about 40, height 5 ft. 8 or 9 ins., thick set, complexion, hair and moustache dark, wearing dark overcoat and bowler hat. They booked to Cardiff on 16th inst. Warrant issued. Information to Supt. Williams, Neath. 10.— Treharris ( County).— For obtaining 3 horses by a fraudulent cheque— A MAN, who gave the name of A. S. MARTIN, age 45 to 50, height 5 ft. 8 or 9 ins., complexion slightly tanned, hair dark brown, moustache ( rather long) light brown, teeth much decayed and black, of smart appearance; dress, dark tweed overcoat, blue serge suit, bowler hat, brown leather gloves, carried a silver- mounted umbrella. On 10th inst. he purchased 2 bay cob mares, one 15 hands 1 in., 4 years, off hind foot white, white star on forehead, right hock capped slightly; one 14 hands 2 ins., rising & years, thick set, hind feet white, both hocks capped, slightly stiff in front; also a third horse. They were boxed at Cardiff for Paddington Station, consigned to G. Wilmore & Co., 117, Golden Lane, London, E. C., advertisers, specialists, and contractors. The cheque for £ 58 was drawn on the London & South- western Bank, Bloomsbury Branch, No. A076748, crossed and signed G. Wilmore & Co., and has been returned marked ' No account." Warrant issued. GLAMORGANSHIRE. 11.- Cardiff ( City).— For obtaining money by false pretences— DAVID MONK, age about 50, height 6 ft. 2 or 3 ins., weight about 21 stones, strong build, complexion fresh, full face, hair light brown, slight moustache light, left eye small and half- closed, wears anchor- shape earrings; dress, navy blue reefer jacket and vest, dark plaid trou- sers, light silk muffler with blue spots, bowler hat, heavy nailed boots, nearly new. A navvy's fore- man. He represented himself as agent for a firm of contractors who had obtained a large contract in the city. Is also wanted at Goole, Yorkshire. See portrait Case No. 35, 13th May, 1910. Warrant issued. 12.— Cardiff ( City).— For stealing jewellery — THOMAS HENRY WALMSLEY, age 30, height 5 ft. 8 ins., slight build, complexion and hair dark. HEREFORDSHIRE. 13.— Weobiey ( County).— For stealing ( bailee) a watch ( recovered)— JAMES WILLIAMS, alias JOHN CASEY, age 35 to 40, heigm, o ft. 7 or 8 ins., complexion fair, hair brown, cast in right eye; dress, light brown dust coat, cord trousers, brown cap. A tramping labourer. Accompanied by a woman who sings in public- houses. Warrant issued. Information to Supt. Williams, Weobiey. KENT. 14.— Ramsgate ( Borough).— For obtaining a quantity of household linen, etc., by false pretences between 12th and 21st November, 1910— KATE LEVESON, a Jewess ( supposed an American), age about 50, height about 5 ft., stout build, complex- ion dark sallow, much powdered, hair grey, eyes black; dress, dark blue costume, small close hat trimmed roses, blue- grey fur and muff, may be woaring a grey costume, and white fur and muf. Had with her a large green travelling trunk bound with wood. May seek employment as a dressmaker, stated her intention of returning to America. Warrant issued. 15.— Ramsgate ( Borough).— For obtaining by false pretences, 15th inst., 2 silk handkerchiefs ( 1 white broche, 1 plain black)— THOMAS, age about 30, height 5 ft. 6 or 7 ins., complexion fair, slight moustache light, dressed as a labourer. He called at a shop, stated he was employed as a gar- dener, and was sent for the handkerchiefs on ap- proval. Warrant issued. 10. — Ramsgate ( Borough\ — For stealing, 6th December, 1910, 2 vases ( recovered)— HER- BERT ROBERTS, alias WELLS, age 55 to 60, lioight 5 ft. 3 or 4 ins., round red face, hair ( in- clined to curly) bald on top, and moustache grey, 2 front lower tioeth very bad, scar on neck, walks badly; dress, long dark double- breasted overcoat, grey mixture trousers, fancy vest, light jacket, black hard felt hat, llat top, or cap, carried a brown handbag, and may have a bla.- k stick, knob handle, silver mounted, has in his pos session cards with " W. Weymouth, Auctioneer, 16, High Street, Grays," thereon. He answers ad- vertisements in matrimonial column of newspapers, corresponds with women, and in several instances written from Gloucester Road, St. John's Wood, also from Sittingbourne, Faversham, Chatham, Rochester, Ashford, and other towns in Kent and Sussex, calls upon auctioneers, and stays at tem- perance hotels. Warrant issued. Information to the Chief Constable, Ramsgate. LANCASHIRE. 17.— Old Trafford ( County).— For obtain- ing £ 1 8s. by false pretences at Fnilswortli, lst inst., JOHN GARNER, age 33, height 5ft. 9or lu ins , com- plexion fresh, haii- and moustache dark brown, may be clean shaved, eyes brown, stoops slightly; dress grey suit. Supposed a native of Prestou. Warrant issued. Information to Supt. Ciossley, County Police, Old Trafford. 18. — Preston ( Borough).— For obtaining food and lodgings by false pretences— JAMES THOMPSON, age about 30, height 5 ft. 6 ins., complexion, hair and moustache dark, limps slightly right leg; dress, dark grey jacket suit, grey cap, dark tie. Supposed a native of Shrews- bury. Has served in the Shropshire Light Infan- try. Stated he was employed inspecting brakes on railway engines. Warrant issued. Information to the Chief Constable, Preston. 19.— St. Helens ( Borough).— For obtaining food and 2s. by false pretences 16th and 17th inst. — A MAN, age about 36, height 5 ft. 8 ins. or 9 ins., complexion fresh, rather long thin face, high forehead, hair and moustache light brown, eyes blue, dress, dark suit, dark blue muffler with gold stripes, grey tweed cap, lace boots, Derby pattern, wore a double gold albert with small gold cross as pen- dant. Stated he was an electrical engineer, em- ployed by a Middlesborough firm and sent in ad- vance to secure lodgings for himself and three others. Spoke of Leeds, Doncaster, Nottingham, and Manchester. Warrant issued. 20.— St. Helens ( Borough).— For obtaining 18s. by false pretences, 26th ult.— J. WILSON, alias RAYNER, age 30 to 35, height 5 ft. 6 or 7 ins., slight build, complexion fair, hair light, mous- tache ( waxed at ends) light or sandy, of good ad- dress, wearing dark overcoat, bowler hat, fawn colour gaiters. He calls upon small shopkeepers, states he represents firms of wholesale merchants and exporters of London, Liverpool, etc., that the firm will pay £ 4 per year in advance for use of shop windows to exhibit mechanical figures, then induces them to pay an exorbitant price for a prac- tically worthless preparation in small tin boxes for cleaning cloth, gloves, etc. He was accompanied by a woman ( not wanted), age 20 to 30, medium height, wearing a long green coat with belt a', back, felt hat, motor scarf, tanned boots. Warrant issued. Information to the Chief Constable, St. Helens. NORFOLK. 21.— Docking ( County).— For breaking and entering Gayton TJnion Workhouse, 9th inst., and stealing a watch and chain ( recovered) and a glazier's diamond, " makers Marples & Sons" near diamond— EDWARD HICKMOTT, age 41, height, 5 ft. 7 ins., slight build, complexion fresh, hair and moustache ( thick at ends) blown, eyes grey; dress, dark three- quarter length overcoat, dark brown jacket and vest ( spots of paint on vest), black trou- sers, dark check cap, collar, size 16, ," F'. W." marked inside, lavender colour tie with blue and white stars thereon, light lace boots. Has served in the 5th Lancers. Warrant issued. Information to Supt. Lewis, Docking. NOR THA MPTONSHIRE. 22. — Wellingborough { County). — For stealing, 12th ult., 11 blouses ( 2 Paisley flannel- ette shirt; one cream wool with brown stripes; 1 green delaine shirt; 2 cream colour delaine fancy; 1 pale violet colour fancy; 4 coloured flannelette); 6 pairs navy and mixture woollen gloves; 3 pairs black plain and ribbed stockings; 3 skirts ( 1 navy, 1 navy and green, 1 grey)— FREDERICK BRE- WELL, age about 50, height 5 ft. 6 or 7 ins., com- plexion fair, hair and moustache light; dress, dark suit and cap. He was employed as a canvasser for a pianoforte and furniture dealer, obtained the above articles for the purpose of selecting one of each, and decamped. Was accompanied by his wife ( much younger than himself) and a child about six months old. Warrant issued. Information to Supt. Macleod, Wellingborough. SOMERSE TSHIRE. 23. — Bath ( City). — For obtaining by false pretences, 8th inst., a scarlet Scotch tartan travel- ling rug; 1 dressing gown, dark grey, red and black cord around edge, " Nogato" on tab inside— DORM AN, age about 35, height 5 ft. 4 or 5 ins., slight build, complexion sallow, sharp features, slightly Roman nose; dress, tweed coat and skirt, green mackintosh, black hat, wears glasses ( one a different colour to other). Represented that she was the daughter of a clergyman. Is also wanted at Hereford and Worcester. Warrant issued. Information to the Chief Constable, City Police, Bath. S TA FFORDSHIRE. 24.— Leek ( County).— For housebreaking and stealing a black suit and a pair of moleskin trou- sers— THOMAS LYTH, age 24, height 6 ft., slight build, complexion sallow, hair and eyes dark, clean shaved, rather thick lips; dress, dark coat and vest, cord trousers. A native of Longton. Warrant issued. Infoimation to Chief Supt. Hicklin, Leek. SUFFOLK ( East). 25. — Lowestoft ( County). — For stealing ( servant), 3rd inst., a lady's small gold geneva watch, chased back, key wind, gold face, and fig- ures; 20 years old, small gold chain, with locket attached ( inside of second case has several small figures inscribed by watch repairer), 1 black silk skirt, frilling at bottom, 1 black silk blouse, 1 lady's l- black serge jacket ( lined black satin, one pocket, right side), 1 black feather boa, 1 lady's silk umbrella, plain mahogany coloured handle, 1 seal plush jacket ( short), 1 black cashmsre skirt ( lined with silk), 1 pair of lady's kid button boots nearly new)— ETHEL WRIGHT, age about 25, height 5 ft. 5 or 6 in., good build, hair brown; wearing the stolen clothing, black straw hat, trimmed black silk and feathers. Warrant issued. 26.— Lowestoft ( County).— For stealing a razor with cream colour handle.— ALFRED JONES, alias PERRY, aged about 28, height 5 ft. 6 or 7 in-., slight build, complexion fair, clean shaved; dress, dark mixture suit and cap, lace boots ( small patch on right), dark wrapper, small white knitted scarf. On 16th ult. he took lodg- ings and stayed till 24th ult., and left without paying for his board. Is said to have managed a fruit business at Clacton- on- Sea several years ago. Warrant issued. Information to the Deputy- Chief Constable, Lowestoft. SUSSEX ( East). 27.— Chichester ( County).— For stealing a lady's gold watch and chain and a gold keeper ring- JOHN McKEllNS, alias JOHN EW1NG, Office No. 1062- 0' J, see case 15, 27th January last age 23, height 5 ft. 6 5- 8 in., complexion fresh, hair dark brown, eyes grey, scar left wrist; a clerk, native of London. Calls upon persons who have relatives in Canada, and states that he has met them there, and is calling at their request. Takes the opportunity of stealing anything of value. Was riding a bicycle, 3 speed gear, nearly new. Is wanted elsewhere. Warrant issued. Information to the Deputy- Chief Constable, Chichester. 28.— Uckfield ( County).- For stealing £ 4 12. s. JESSE DADSWELL, age 30, height 5 ft. 8 in., very round shoulders, complexion pale, hair dark, clean shaved, eyes brown, slightly hunch- backed, splay feet; dress, dark brown coat, dark green vest with red stripes and buttons, grey trousers with blue stripes, green cap, brown button boots. A cowman and gardener, native of Crowborough, Sussex. Absconded 5th or 6tli inst. Warrant issued. Information to Supt. Criddle, Uckfield. FRIDAY, FEBRUARY 17, 1911. GLOUCES TERSHiRE. 29. — Bristol ( City). — For fortune telling, Professor ABDULLAH ( an Oriental), age about 50, height about 5 ft. 9 ins., half- caste or copper colour complexion, hair black, moustache and side whiskers turning grey; one knee bent inwards, walks lame, speaks English fluently, usually wears dark clothes, a soft tweed hat and carries a stick. He came to Bristol about April, 1910, occupied a suite of offices, advertised extensively under the names of Professor ABDULLAH, EDMONDS, TEMPLE- TON and SMITH as a herbal practitioner, health food specialist and Oriental phrenologist; also had an agency styled Moody & Co., to send persons to all parts of the world, and obtained several sums of money for that purpose. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Chief Constable, Bristol. LANCASHIRE. 30.— Liverpool ( City).— For embezzlement, DAVID WATKIN JONES, age 23, height about 5 ft. 7 ins., complexion sallow, prominent nose, hair black, clean shaved, generally wears navy blue suit, dark overcoat, hard hat. Is fond of roller skating. Absconded 8th inst. Warrant issued. Information to the Head Constable, Liverpool. 31.— Southport ( Borough)— For embezzling £ 16 16s. 9d., 18th ult., ALPHONSO GEORGE GREEN, age about 36, height 5 ft. 7 or 8 ins., com plexion fresh, hair, moustache ( rather heavy), and eyes brown ; dress dark jacket suit, dark overcoat, black hard felt hat, lace boots.
