All communications for insertion in the POLICE GAZETTE, and all communica- tions relating to them, should be addressed to THE EDITOB OF THE POLICE GAZETTB, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of Persons whose apprehension is sought for serious offences will be inserted at a cost of 8s. per portrait, and engravings of stolen property at a cost of 65. per photograph or sketch, unless the article is large or unusually intricate, when the charge will be higher. A remittance of 6s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. 14. All copies of the POLICE GAZETTE re- transmitted by Police Forces should bt prepaid at the ordinary rate for printed matter sent by post within the. United Kingdom. THE EDITOR, New Scotland Yard, London, S. W. SPECIAL NOTICE. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the dis- covery of property or the detection of crime. The Editor inserts it in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regulations in force in the Metropolis: — 1.— Printed liand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, • with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points :— ( à) Tho amount of the reward. ( á) The conditions 011 which it is payable. ( c) The name and address of the person by whom it will be paid. Id) The name and address of the printer must appear thereon. 2.— No expression mu6t be used in such an advertisement in relation to property stolen, or criminally taken or disposed of, holding out any expectatio'n that the reward will bo paid on its return without the offender being brought to trial, or without enquiry. Attention is particularly directed to the con- ditions ( a) to ( d), clause 1, as Police Notices are constantly being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially those marked ( a) and ( c). Such notices are not distributed. NOTE.— There are 191 Stations of the Metropoli- tan Police Force at which Notices can be - posted. METROPOLITAN POLICE DISTRICT 1.— Division m— For stealing a lady's gold dress ring, set double row of diamonds ( about 8 in each row); long Indian gold guard, composed of small gold balls on gold wire, 23rd ult. FANNY, COOPER, age 65 to 70, height 5ft., complexion pale, hair ( turning grey) dark, eyes brown; dress, dark coat and skirt, hat trimmed brown ribbon. Has been an inmate of Dartford Union. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. ANGLESEY. 2 — Holyhead ( County).— For stealing a gold ring ( recovered)— THOMAS EDWARDS, age 20, height 5 ft. 4 or 5 in., stout build, complex- ion ruddy, hair dark, moustache brown, large pro- minent eyes, clasped hands on one arm, anchor on back of one hand, and other tattoo marks; dress navy blue jacket and vest, grey trousers, blue muf- fler with white stripes, grey cap, brown stockings, lace shoes. A farm labourer, native of Llanfach- reth. Warrant issued. 3.— Holyhead ( County). — For unlawful wounding— JOHN HUGHES, age 26, height about 6 ft., complexion fresh, hair dark brown, clean shaved; dress, navy blue jacket and vest, light breeches, tan colour leather leggings, cap, lace boots. A labourer, native of Llanfachreth. Warrant issued. Information to Supt. Prothero, Holyhead. a member of the Hinckley Branch, and required the money to pay his railway fare, which he promised to return. Warrant issued. Information to the Chief Constable, Maccles- field. DURHAM. 6. — Jarrow ( County). — For obtaining a quantity of turnips and potatoes by false pretences about 6th December, 1910. at Boldon, JOSEPH JACKSON, age 43, height 5 ft. 7£ in., complexion fresh, hair dark brown, eyes blue, cut scar right side of neck and 2nd left finger, very plausible, of smart appearance, usually wears a morning coat. A butcher, native of Jarrow. Previously convicted of fraud at Newcastle- on- Tyne. Wan ant issued. Information to Superintendent Yeandle, Jarrow. It is to be specially not ed that all printed Bills or Circulars forwarded to the Metropolitan Police Office for posting or distribution, whether offering rewards or otherwise, should have the Printer's name and address thereon, as required by the Act 32 and 33 Vic., cap. 24 ( see second Schedule re- enacting sec. 2 of 2 and 3 Vic., cap. 12). CHESHIRE. 4.— Broxton ( County).— For housebreak- ing and larceny, ALFRED BRETT, Office No. 1464- 09, age 44, height 5 ft. 2 in., complexion fresh, hair and eyes grey; burn scar under chin, 2 dots between right thumb and forefinger, dot and cross between left thumb and forefinger; dress black long tail coat, moleskin trousers, dark cap, and muffler, old lace boots. Warrant issued. Information to Superintendent Hicks, Broxton. 5.— Macclesfield ( Borough).— For obtain- ing 10s. by false pretences 28th ult., H. DICKEN- SON, age 28 to 30, height 5 ft. 6 or 7 ins., com- plexion ruddy, hair dark, cleaned shaved, front teeth discoloured, peculiar gait; dress black overcoat, fawn colour vest, pearl buttons, black and white striped tie, gold curb double albert. He called upon the Secretary of the C. E. M. S., stated he was ESSEX. 7 — Brentwood ( County).— For burglary at South Weald, 11th inst., and stealing a dark grey tweed jacket and vest, dark stripe running through with a blue mixture; usual pockets, 37 lid. pack- ets of ' Old Friend" tobacco, 6 2d. packets of " Nose- gay," 6 2d. packets of " British Oak," 6 2d. pack- ets " Nut Brown," 10 3d packets each of Wills' and Player's cigarettes, 1 black diagonal cloth cutaway coat— ARTHUR CLARK ( supposed false), age 27, height 5 ft. 6 or 7 in., complexion, hair, eyes, and slight moustache dark, long thin face; dress, the stolen jacket and vest, dark trousers, light tweed cap, lace boots, rubber let in heels; stated he was tramping the country seeking employment; left behind an old jacket, one keyhole saw, one racing calendar, 1910, one pawnticket for an over- coat pledged in London 11th inst. Warrant issued. 8.— Brentwood ( County).— For absconding 5th inst. with workhouse clothing, 1 tweed jacket, 1 cord vest, 1 pair trousers, 1 pair nailed boots, 1 tweed cap, 1 cotton shirt, 1 vest, 1 pair blue cotton socks— HENRY SMITH, age 42, height 5 ft. 6 in., rather slight build, complexion and hair dark, eyes dark brown, sloping shoulders; dress, the stolen clothing, all marked " Poplar Branch Workhouse, Dunton." Mules, Clacton- on- Sea. 10. — Romford ( County). — For stealing, 25th ult., a bicycle ( recovered), WILLIAM RICHARD ALDRED, age 35, height 5 ft. 5 ins., complexion fresh, hair brown, moustache ginger, eyes hazel, tattooed arms and chest, addicted to drink; dress tweed jacket and cap, cord trousers, white neckerchief, a bricklayer, native of Brents wood. Twice previously convicted of stealing bicycles. Warrant issued. Information to Supt. Jones, Romford. 11.— Southend ( County).— For obtaining £ 3 by false pretences ( worthless cheque) 4th inst.— GEORGE WILLSON, age about 25, height about 5 ft. 5 or 6 in., slight build, complexion pale, hair and eyes dark; dress, brown double- breasted jacket and vest, dark striped trousers, dark tweed over- coat, strap at back and on cuffs, grey cap, glace kid or patent leather shoes. Identical with Alfred Fuller, Case No. 23, 27th ult. Warrant issued. li.— Soutnend ( County).— For stealing from their lodgings, 9th inst., a lady's gold keyless watch ( chased back, gold hands), 1 fine gold chain ( twisted pattern), 1 18ct. gold brooch ( oval, set turquoise), 1 gold brooch ( two swallows in flight, set pearls, one missing from one wing), 1 gold brooch ( oval, set blue stone, pearl each end), 1 lady's silver chain ( curb pattern, tassel at end), I silver card case, chased one side, 1 fruit knife ( silver blade, mother o' pearl handle)— GORDON, age 25 to 30, height 5 ft. 8 or 9 in., hair dark brown; dress, dark tweed suit, dark overcoat with astrachan collar— CHARLIE , age 18, height 5 ft. 5in., complexion dark, hair light brown; dress, light tweed suit and cap— A MAN, age 20, height 5 ft. 5 in., complexion fair, hair light, wearing dark overcoat and cap. All music- hall artistes and stated they were known as the " Three Coopers." Warrants issued. Information to Supt. Pryke, Southend- on- Sea. GLAMORGANSHIRE. 13.— Neath ( County).— For embezzling £ 1 3s. 6d.— ARCHIBALD or ARTHUR COSTICKS, age 19, height 5 ft. 6 in., good build, complexion ruddy, hair brown, clean shaved, eyes ( cast in left) dark; dress pepper and salt colour suit, brown overcoat, white plaid muffler, black and grey cap, lace boots, may be wearing collar and red tie. He was sent to Cadoxton about three months ago from the St. Giles' Mission, London, and has been employed selling coal. Supposed previously convicted in London. Absconded 11th inst. Warrant issued. Information to Supt. Williams, Neath. HAMPSHIRE. H.— Aldershot ( County).— For obtaining £ 5 by false pretences, 8th inst.— JESSE FAR<- BROTHER, age about 35, height about 5 ft. 5 in., broad build, complexion pale, pockmarked, hair ( inclined to curl), light brown, eyes grey, rather slovenly appearance; dress, grey suit and overcoat, cap or small black bowler hat. An aeroplane in- • ventor and mechanic. Warrant issued. Information to Supt. Hawkins, Aldershot. 15— Southampton ( Borough)— For stealing a lady's gold watch, No. 70212, and £ 1 6s.— BERTIE GEORGE SMOKER, Office No. 2352- 09, age 30, height 5 ft. 8 in., complexion fresh, hair dark, eyes brown. A waiter; native of Southampton. Warrant issued. Information to the Chief Constable, Southamp- ton. HEREFORDSHIRE. 16.— Hereford ( City).— For obtaining by false pretences, 12th ult., a dark costume, trimmed rather wide braid and a roll of music — a WOMAN, age about 35, height about 5 ft. 5 in., complexion sallow, hair brown, right hand bandaged ; dresw, black costume and drooping hat. Warrant issued. Information to the Chief Constable, City Police, Hereford. 17. — Hereford ( City). — For burglary ( 2 cases) and stealing about £ 10, 1 lady's small silver watch ( supposed No. 1120 over S, engraved on back) 1 9ct. gold ring ( worn thin, plain oval top), and a gallon of whisky— THOMAS HALL alias JAMES POPE, HAINES, JOHNSON, SMITH, FLYNN, ROBERTS, and JONES, Office No. 3319- 02, age 56, height 5 ft. 6^ in., complexion fair, hair brown, eyes blue ( cast in both), 3 scars on crown of head, peculiarity of both ears, pockmarked right side of face, wearing a close- cut beard; dress, long light overcoat ( or may now be wearing soldiers's blue overcoat), black bowler hat, blue trousers. Has been convicted of housebreaking at Dorset, Hants Assizes, and Bucks Quarter Sessions, and of lar- ceny atClevedon, Folkestone, Lewes, Swansea, and London. HER TFORDSHIRE. 1 H — Hemel Hempstead ( County).— For stealing at Great Berkhamstead, 4th inst., 5 fowls ( recovered)— ALFRED RANCE, age 31, height 5 ft. 10| in., complexion sallow, pock- marked, hair dark brown, slight moustache brown, eyes hazel; a labourer, native of Great Berkhamstead. Has served in the King's Royal Rifle Corps— WIL- LIAM DODDS, alias GIBBS, age 25, height 5 ft. 3 or 4 in., good build, complexion sallow, hair dark brown, slight moustache dark, eyes brown. A labourer, native of Bromsgrove. Warrant issued. Information to Supt. Frogley, Hemel Hemp- stead. KENT. 19.— CranhrOOk ( County).— For stealing at Staplehurst, 12 inst., a bicycle ( recovered)— GEORGE PERCY HOWLAND, age 31, height 5 ft. in., complexion and hair ( thick and curly at back) dark, eyes blue, two front teeth missing; dress, navy blue jacket, double breasted, fancy green woollen vest with light stripes, greyish trous- ers, dark cap. Supposed a native of Ashford. Has been previously convicted. Is a notorious bicycle thief. Warrant issued. Information to Supt. Fowle, Cranbrook. 20.— Dartford ( County).— For obtaining an overcoat by false pretences:— ALBERT GRACE, alias ENOCH JOHN GRICE, J. NICHOLLS, ALBERT KING, ENOCH PRICE, WILLIAM MASON, and EDWARD JOHN KING, Office No. S8899, aged 38, height, 5 ft. 5£ in., complexion fresh, hair brown, eyes blue, high cheek bones, scar left cheek, mole front of neck, speaks quickly and twitches his eyes. A native of Aldershot. Dress, very dark grey Cheviot overcoat, dark tweed suit, black bowler hat, brown boots ( may be accom- panied by A WOMAN, age 30, height, 5 ft. 6£ in., complexion fair, hair black, eyes brown, scar on forehead, wearing spectacles, formerly a nurse in Blean Union Infirmary; dress, dark blue cos- tume, brown fur necklet and hat, white woollen gloves; not to be arrested). Information to Superintendent Hayward, Dart- ford. 21. — Slttlngbourne ( County).— For receiv- ing playing cards, pipes, tobacco pouches, < fcc.— ALFRED STANLEY, alias JAMES STANLEY and ROGERS, Office Ne>. 28- 04, age 29, height 5 ft. 9 in., complexion fresh, hair dark, eyes hazel, tatooed star, bracelet, " I. L. C. L.," rose, orange blossom, woman and anchor left arm. Warrant issued. Information to Supt. Crowhurst, Sittingbourne-. 22.— Rochester ( City).— For non- payment of £ 5 lis. 6d. arrears- under the Reformatory Schools Act- CHARLES WEEKS, age 46, height 5 ft. 6 in., complexion- sallow, hair and eyes dark. A plasterer. Warrant issued. Information to the Chief Constable, Rochester. 23.— Margate ( Borough). — For non- payment of £ 8 6s. maintenance arrears and costs— ALBERT JAUNS alias FRED TESTER, a German, age 34, height 5 ft. 8 in., complexion pale, hair light brown, eyes grey, right little finger deformed. A baker. Has sent letters from various parts of London. Photograph can be seen on application, Warrant issued. Information to the Chief Constable, Margate. LANCASHIRE* 24-. Old Trafford ( County).— For fail- ing to notify his residence, licence holder, JOHN WILLIAMS, alias WALSH, ROBERTS, HAMIL- TON, ROBINSON, Office No. 867- 01, age 57, height 5 ft. 7 in., complexion fresh, hair dark brown, eyes groy ; large scar under jaw, 2 scars back of head, scar centre of forehead, left temple, eyebrow, and second finger left hand; little finger right hand deformed; sentenced 3 years penal servitude, Lincoln Assizes, 6th November, 1908, for shopbreaking and licensed 30th ult. Warrant issued. Information to Superintendent Keys, Old Trafford 25.— Burnley ( Borough).— For obtaining £ 98 by false pretences, 7th December last, CHARLES BERTRAND, alias CAPTAIN GEORGE MAC- DONALD, CAPTAIN CLIFFORD, CAPTAIN NOLTON, GEORGE SAVILLE, CHARLES F RICHARDS, ASHBURTON, & c., kc., Office No. 702- 97, age 68 (, looks younger), height 5 ft. 104 in., complexion dark, hair dark ( turning grey at sides), heavy moustache ( waxed at ends), round face, heavy eyebrows, scar base of thumb and middle finger, right hand contracted. A medical man. Speaks with American accent. He obtained lodgings and adver- tised in various newspapers with a view to matrimony, described himself in the correspondence which ensued as Captain Macdonald, and later sought interviews stating that he was a retired Sea- Captain with a pension of £ 4 per week and desired to settle down in some business. He persuaded the woman to accom- pany him to look over some empty shop premises which he stated he had taken, but which he was un- able to purchase and stock owing to his pension being payable quarterly. By this means he obtained money advances and absconded on the 18th December last. His luggage consisted of a large American trunk ( black, oval lid, light coloured wood strips along top; brown leather portmanteau and brown leather hat ease. Had in his possession several new suits, includ- ing a full clerical outfit. Has been convicted in London, New York and San Francisco. Warrant issued. Information to the Chief Constable, Burnley. 26. — St. Helens ( Borough). — For stealing from his lodgings, 4th inst.; a blue serge suit ( Gibson jacket, 2 buttons on breast, low cut, single breasted vest); 1 pair lace boots, wide welts, size 8, Derby pattern, new; 1 9 ct. gold single curb albert; 1 silver match box, initials " R. E. B."; 1 heavy dark tweed Chesterfield over- Goat, 1 blue and white striped cotton shirt; 1 pair gold- rimmed pince- nez— WILLIAM NEAL, alias REGINALD RUDOLPH SIMMS and SY- MONDS, age about 35, height 5 ft. 4 or 5 in., com- plexion fair, full face, hair light brown, clean shaved, eyes blue, long nose, bottom teeth irregular, left upper teeth missing,, right side prominent, wearing the stolen clothing. Was employed by the proprietor of a marionette show. May seek employment as a billiard marker or waiter. Pre- viously convicted of false pretences at Bridlington. Information to the Chief Constable, St. Helens. 27— Warrington ( Borough).— For obtaining 2ss by false pretences, 25th ult.— GEORGE BISSELL, age 32 ( looks younger), height 5 ft. 9 or 10 ins., slight build, long face, long thin nose, hair light brown, clean shaved,, prominent eye- brows, high receding forehead, bad teeth, right thumb and part of right forefinger missing; dress, dark suit with green stripes, white silk muffler, hard felt hat, button boots, dSurk woollen gloves, carries a stick. Believed a theatrical baggage man. He calls upon persons who let apartments, states he is employed by the Actors' Association to get out a printed list of specially recommended apartments, and obtains money to pay for the printing, also represents that copies of the list will be left with the managers of local theatres. LINCOLNSHIRE. 28.-- Lincoln ( City).— For stealing an 18. ct. gold English lever watch " Gabsley, makers, London," on dial, gold; hands, bWk numerals, " T. Bee, 1881," engraved om dome ; 1 single gold curb albert, small links, half guinea daifd 1797 attached— EDWARD THOMAS BEE, age- 29, height 5 ft. 8 in., complexion sallow, haiir brown, slight moustache, light eyes ( cast in one) grey, left thumb deformed ; dress, bhte serge jacket and vest, dark grey trousers, green tie and cap, light lace boots. Is fond of billiards. A confectioner, native © f Lincoln. Has expressed his intention of emigrating to Canada. Absconded 2nd inst. Information to the Chief Constable, Lincoln. NORTHAMPTONSHIRE. 29. — Northampton ( Borough). — For ob- taining £ 15 15s. by false pretences, lst December, 1910— J. MORGAN, alias HOPE and SPARROW, age 40 to 45, height 5ft. 5in., good build, complexion swarthy, hair and moustache dark, turuing grey, of foreign appearance, an agricultural engineer. Accom- panied by his wife, ( not wanted) age 28 to 30, stout build, complexion fair, hair brown, dress mauve costume, sable furs and muff, black fur hat, long coral earrings, and two children, I a girl age 2 years and a baby 3 months old). Took a house in the beginning of November, 1910, and obtained the above amount by disposing of furniture which was on the hire- purchase system, absconded lst December, J 910. Warrant issued.
