All communications for insertion in the POLICE GAZETTE, and all communica- tions relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. -• Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clcarly stated. o. Portraits of Persons whose apprehension is sought for serious offences will be inserted at a cost of 8s. per portrait, and engravings of stolen property at a cost of 0s. per photograph or sketch, unless the article is large or unusually intricate, when the charge will be higher. A remittance of 6s. should be made in the first instance for cost of engraving sketches. G. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all eases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, cither at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The Space being limited, announcements concerning " Hissing rrrsons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion { if accepted) will be given on application. 14. Alt copies of the POLICE GAZETTE re- transmitted by Police Forces should be prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. THE EDITOR. APPREHENSIONS SOUGHT. SPECIAL NOTICE. In certain cases questions have arisen as to the payment for photographs applied for by the Police Forces under Home Office circular of 15th March, 1897. The Registrar of Habitual Criminals is therefore authorised by the Secretary of State to say that, in any ordinary case, a photograph is not necessary to enable his Department to identify a prisoner, the finger prints alone being sufficient for the purpose; but if a photograph is applied for, or if, in any rare case, it should be required to com- plete the identification, the cost will be charged to the Police Force interested. Supposed a native of Grimsby. 3.— C Division.— w. MURRAY, wanted for stealing necklace and pendant, Case No. 2, 23rd ult. ( is identical with Licence- holder Harry Ellis, alias Lyster, Fisher, Lister, Morris, and Brodie, Office No. 2056- 02), age 41, height 5 ft. 91 in. complexion fresh, hair dark brown ( thin on toP)> eyes brown, 2 scars on forehead, and 1 back left thumb; usually very well dressed. Frequents racecourses, where he sometimes acts in the capacity of a bookmaker's clerk. Sentenced at Central Criminal Court, 25th June, 1906, to 5 years penal servitude for false pretences. Warrant issued. 0. - V Division.— Vov stealing, 19th inst., a 1910 " Standard Triumph" motorcycle, LB 2021, 3i h. p. engine, " No. 8437" on crank case with date (" 28- 10 10 "), " 152272 " on bottom bracket, B 210 saddle, Clincher tyres, rubber studs, small horn, tool bag each side of carrier— L. COOK, age 24, height 5 ft. 8 in., complexion and hair dark, eyes blue, appear- ance of an Italian ; dress, dark jacket suit, greenish brown cap, lace boots. I.— Menai Bridge ( County).— For steal- ing 3 bullocks and a heifer at Beaumaris— THOMAS HIGGINS ( supposed false), age about 40, height 5 ft. 9 or 10 in., complexion fair, mous- tache sandy; dress, dark coat and vest, brown trousers, gold chain. A native of Flintshire or Denbighshire. The animals were trucked at Llanfair on 5th ult., and received at Cross Lane, Man- chester, on 6th ult., signed for by Thomas Higgins, and sold then to a person at Salford. Warrant issued. BUCK ING HA MS HI RE. 8. — High Wycombe ( Borough). — For obtaining two sums of money by false pretences — JAMES COWDREY, alias COBLER, COW- DERY and COWDRY, Office No. 890- 04, age 58, height 5 ft. 3 in., complexion fresh, hair ( turning grey) brown, moustache grey, eyes blue, burn scar back head, cupping marks on both shoulders. CHESHIRE. 9. — Nantwich ( County). — For stealing ( bailee) a bicycle ( recovered)— CHARLES SHEEN, age 30 to 35, height 5 ft. 6 or 7 in., complexion fresh, hair light, inclined to sandy. Has a pimple under one eye; dress, dark jacket and vest, breeches and leggings, cap. A groom. Warrant issued. Information to Supt. Farnworth, Nantwich. 10.— Northwich ' County).- For embezzling 16s., at Anderton, 3rd inst.— SAMUEL TIBBY, age 40 to 45, height 5 ft. 7 or 8 in., slight build, complexion pale, sharp features, rather high fore- head, clean shaved, eyes ( sunken) grey, of delicate appearance; dress, navy blue suit, celluloid collar, small bow tie with red spots, grey cap or straw liat, may be wearing a brown overcoat. Not to be arrested out of the United Kingdom. 15.— Cardiff ( City).— For breaking and enter- ing a dwelling house, and larceny— ALBERT WEBB, age 17, height 5 ft. 3 ins., slight build, complexion fair, hair brown, eyes blue; dress, blue coat and vest, tweed trousers and cap, heavy- nailed boots. An errand boy; native of Ferndale. Warrant issued. 16.— Cardiff ( City).— For obtaining money by a forged letter— BEATRICE JONES, age 21, height 5 ft. 5 ins., complexion and hair dark; dress, black coat and skirt, white silk blouse, black hat with white trimmings, brown shoes. Be- sides a sentence of 3 years penal servitude at Glamorgan Assizes, 16th July, 1908, for forgery and false pretences, McFarlain has convictions re- corded at Bristol, Warwick, Stockton, Monmouth, Glasgow, Hartlepool and Liverpool, and is also wanted for failing to report. HAMPSHIRE. 17.— Bournemouth ( County).— For obtain- ing a suit of clothes and an overcoat by false pre- tences, 26t, h August last — WILLIAM SMITH ALEXANDER, age 80, height 5 ft. 8 or 9 in., com- plexion and eyes dark, hair and moustache ( usually brushed upwards) black, of military appearance; light check cap. A hippo- dress, brown tweed suit drome attendant. Photograph can be seen on application. Warrant issued. 18.— Bournemouth ( County).— For non- payment of £' 12 5s. maintenance arrears - ARTHUR ELLSON, age 36, height 5 ft. 11 in., complexion fair, hair light, eyes grey; dress, grey knicker suit a cap. A civil engineer ; native of Ripley, Derby. Warrant issued. 19.— Bournemouth ( County).— For stealing a quantity of coachbuilders' tools, 10th August last - CHARLES WILLIAM WINKWORTH, age 15, height 5 ft. 6 in., slight build, complexion and hair dark, scar left side nose and on top lip, slightly deaf ; wearing dark shabby clothes and cap. A coach builders' apprentice ; native of Boscombe. Warrant issued. Information to Supt. Hack, Bournemouth. 20.— Portsmouth ( Iiorough).— For obtain- ing £ 2 on 12th inst., by a Seaman's forged Draft Order, Licence- holder FREDERICK McFAR- LAIN, alias POVEY, WILKINSON, DENNIS, CRANMER, EPWORTH, MANSFIELD, BERESFORD and EVANS, Office No. 1683- 05, age 38, height 5 ft. 7 in., complexion sallow, hair dark brown, clean shaved, eyes blue, mole right of nose and on right cheek, scar right eyebrow and right side of upper lip, cross, " C. E.," heart, " F. C.," left forearm, heart, clasped hands, left wrist; pierced heart, etc., left hand; dressed as a master mariner in the merchant service, with two rings on sleeve of overcoat. A master mariner; native of Boston, U. S. A. This man obtained the cash from a wine and spirit firm here by tendering a forged draft for £ 20, purporting to be drawn on HER TFORDSHIRE. 22.— Hemel Hempstead ( County).— For obtaining £ 6 by a worthless cheque, No. A 16769, London and County and Westminster Bank, Gray's Inn Branch, on 5th inst.— W. H. GRANT, age 60, height 5 ft. 6 in., complexion fair, hair and moustache grey, legs bent; dress, light grey mix- ture jacket suit, straw hat, black band, brown lace boots, ring on one left finger, carried a dust coat. Reed, Ware. 25. — Watford ( County).— For embezzlement THOMAS SEYMOUR, age 44, height 5 ft. 4£ in., slight build, complexion sallow, hair and mous tache light, cast in one eye; dress, light Norfolk jacket, cap, may be wearing a bl^ ie Melton over- coat. A canvasser; native of Bermondsey. Had in his possession a bicycle. Warrant issued. 26.— Watford [ County).— For stealing ( bailee) 18th inst., 3 cotton dresses ( 1 pink, 2 blue)— — PEARCE, age 40, very tall, slight build, com- plexion rather fresh, hair ( turning grey) dark, upper teeth project, one missing left side; wearing black short jacket, black hat turned up at back, black feather at side, white gloves, 3 black stripes back of each, lace boots. Stated she was a cook. Believed identical with woman, Case No. 4, 22nd April last. Warrant issued. 27.— Watford ( County). — For non- payment tf £ 6 18s. 6d. maintenance arrears, and costs HENRY TAYLOR, age 37, height 5 ft. 9 in., complexion fresh, hair ( turning grey) brown, eyes hazel, crossed flags right arm, ballet girl right forearm, sailor and anchor left arm, female left forearm; dress, blue striped suit, black hard felt hat, brown boots. ARMSTRONG, age 40 to 45, height 5 ft. 4 or 5 in., complexion, hair and moustache dark; dress, dark blue overcoat, blue serge jacket, black trousers, grey cap with black rings around, " Great Scott" stamped inside, may be carrying a dark rainproof overcoat stitched at back in shape of L. A fitter; supposed a native of Stalybridge, Cheshire. WILLIAM SCUTT, age 40 to 45, height 5 ft. 7 or 8 in., complexion fair, hair and moustache light, eyes blue, nose has been broken. Is believed to have served in the Navy. A native of Wandsworth. Warrant issued. Not now wanted. 81.— Margate ( Borough) — For obtaining £' A 7s. 6d., 26th ult., by a worthless cheque, No. L 13/ B 249538, on the London City & Midland Bank, 71a, Queen Victoria Street, E. C., payable to Mr. Maxted, drawn by G. Tomas, for £ 4 7s. 6d., and is one of a series presented during the past 6 months— A MAN, who gave the names of T. Maxted, alias H. Neame, age about 40, height 5 ft. 10 or 11 in., complexion fair, hair and mous- tache light; dress, light brown suit, bowler hat. Appearance of a farm bailiff or working farmer. He calls at first- class shops, usually ironmongers, selects goods for which he states his man will call with his cart later on, then tenders a cheque pay- able to a well- known farmer or dairyman in the district, for a larger amount than the purchase, and receives the balance. MARTIN, age 40 to 45, height 5 ft. 7 or 8 in., complexion and hair ( turning grey) dark, appear- ance of a Maltese; dress, blue pilot suit, brass buttons, P. & O. cap with gold badge, " G" in false pretences at Standish, 25th inst., a pony and car ( recovered)— A MAN, age 40 to 45, height 5 ft. 10 ins., complexion fresh, hair ( going bald on top) dark brown, turning grey, clean shaved; dress, light brown overcoat, velvet collar, dark blue jacket suit, white vest, with dark blue stripes, hard hat, may be wearing a white muffler, He calls upon publicans, represents that he is looking for accommodation for horses and men who will be visiting the district for hunting. Whittaker, Chorley. 33.— Skerton ( County).— For stealing from his lodgings at Carnforth, 18th inst., a pair of brown lace boots, size 7, toe caps, narrow toes, slight break on outside of left boot, rubber heels; 1 gold colour watch chain, curb pattern, bar miss- ing; 1 black fountain pen, gold nib, clasp attached— A MAN, age 24 or 25, height 5 ft. 5 or 6 in., complexion rather dark, slight moustache dark, bloated appearance, swollen under eyes, Midland counties accent; dress, dark jacket suit, dark cap, celluloid collar, wearing the stolen boots. He endeavoured to pledge the pen and chain at Lancaster the same morning. Information to Supt. Barnett, Skerton. LINCOLNSHIRE. 34. — Horncastle ( County). — For stealing from a steam cultivating van, at Bucknall, 11th inst., a dark brown suit with green stripes; 1 green cap; 1 white turn- down collar; 1 black tie; 1 pair light lace boots, size 7; 1 silver albert, curb patr tern, imitation coin covered with glass, one side broken, attached— ALBERT WILKINSON, age 25, height 5 ft. 6 in., slight build, hair and eyes dark, clean shaved, anchor both arms; wearing the stolen clothing. A native of Louth. Was em- ployed as cook. Has served in the Navy. Warrant issued. Information to Supt. Corden, Horncastle. 35.— Spalding ( County).— For obtaining 5s. by false pretences, at Crowland, 20th ult.— WIL- LIAM JAMES HARRIS, age about 45, height 5 ft. 6 or 7 in., complexion pale, hair, moustache and beard ginger, of quiet disposition; dress, dark grey jacket and vest, dark trousers with green stripes, blue cap, black neckerchief, light lace boots, shabby genteel appearance. Makes artificial flowers of silk and paper. Represented that he was in receipt of a pension from the Organ Builders Association. Warrant issued. Information to Supt. Burton, Spalding. A native of Buda- Pesth. Had in his possession a 30- in. leather suit case; 1 do. Glad- stone bag; 1 square leather hat box; 1 round do. collar box, all new. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. GLOUCES TERSHIRE. ST.- Bristol [ City).— For misappropriating £ 119, 10th inst.— HERMAN TERAH RUSSELL, alias HERMAN TAYLOR RUSSELL and HERMAN TAYLOR, age 30, height about 5 ft. 6 in., good build, complexion fresh pink, full face, hair very dark brown or black, clean shaved, eyes dark, wears a monocle, 3 front teeth gold plated, back of neck shaved, uses scent to excess, smart and active, when speaking uses the letter H where it is not needed; dress, dark clothes, open vest, bright flash tie, long trumpet- shape safety pin, sometimes wears silk hat with flat brim, carries an umbrella and glovep. Stays at first- class hotels, is fond of the company of women, and motoring. He was chairman and director of a firm of company promoters.
