All communications for insertion in the POLICE GAZETTE, and all communica- tions relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of Persons whose apprehension is sought for serious offences will be inserted ai a cost of 8s. per portrait, and engravings of stolen property at a cost of 6s. per photograph or sketch, unless the article is large or unusually intricate, when the charge will be higher. A remittance of 6s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate depu> ty, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than no on on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12 All payments must b « in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13 The Space being limited, announcements concerning " Missing Persons " are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. B." in blue ink on one forearm, ridge down centre of right thumb nail; dress, blue serge jacket suit, bowler hat, lace boots. A cycle maker; native of Battersea. Warrant issued. A groom or stable- man ; supposed a native of London. Is believed identical with HARRY ROBERTS, alias ARNOLD ROBERTS and CROWSON, Office No. 1171- 09, wanted for failing to report, see POLICE GAZETTE, 6th August, 1909. DEVONSHIRE. 10.— Torquay { County)— For obtaining money by false pretences— JAMES HILL, age about 30, height 5 ft. 7 in., slight build, complexion fair, slight moustache, light; dress, light grey suit and cap, brown boots. He called upon tradesmen, stated he was an agent for a firm of publishers, London, and was distributing a certain number of books free, on payment of 6d. for postage and packing, collected several amounts and gave printed receipts. Had with him several books wrapped in American cloth. Warrant issued. Information to Supt. Roberts, Torquay. 11.— Exeter ( City).— For obtaining several sums of money by fictitious cheques, drawn on Parr's Bank, Ltd., Notting Hill Branch, London — W. F. MULFORD, age" about 44, height 5 ft. 6J in., rather stout build, complexion florid, thick lips, hair brown, slight moustache, light; dress, reddish brown knicker suit, cap or straw hat, had with him a check suit. Supposed a timber merchant or valuer. May be accompanied by his wife, rather tall, good build, complexion and hair dark, and step daughter, age 20 to 22. Luggage consisted of a dress basket, large black box, brown portmanteau, and small brown dressing case. Warrant issued. Information to the Chief Constable, Exeter. A prostitute; . native of Cardiff. Had with her a baby age 3 months. May be found in furnished apartments and associating with prostitutes. Warrant issued. 16.— Cardiff ( City).— For housebreaking and larceny, 19th July last^- WILLIAM FEIST, age 17, height 5 ft. 1 or 2 in., good build, complexion fair, hair brown, eyes blue, rose with name in- scribed tattooed right forearm, London accent. A mess room steward; native of Brixton, London. Has been an inmate of Wandsworth Workhouse and of Dr. Barnado's Home, Stepney Causeway, London. Warrant issued. 17. — Cardiff ( City). — For embezzlement— ROBERT MANFORD, age 37, height 5 ft. 10 in. to 6 ft., complexion fresh, long face and nose, large mouth, hair light brown, clean shaved, eyes ( prominent) grey, throws right leg outwards when walking. A baker; native of Malin's Lee, Salop. Has served in the Metropolitan Police Force. Warrant issued. A. fittings, rat trap pedals— A MAN, age 18 to 20, height 5 ft. 7 or 8in., complexion fair, hair light brown, pimples on face; wearing drab colour mackintosh, dark cap and leggings, light boots. A tramp. Information to Supt. Cope, Hereford. eyes blue grey, twitches mouth and eyes in a peculiar manner; dress, blue serge suit, lounge jacket, black and white tie, bowler hat, gold guard and pince nez. A tailor's salesman and book- keeper; native of London. Will probably en- deavour to leave the country. Warrant issued. Not to be arrested out of the United Kingdom 30.— Hull ( City).— For stealing 4 sheets, 2nd ult.— BERT CHAPMAN, alias CHAPINSKI, age 54, height 5 ft. 5A in., complexion pale, hair ( bald on top) dark, eyes blue, mole centre of chest large scar inside right leg. A hairdresser; native of Poland. Frequents common lodging houses. Previously convicted at Hull, 27th March, 1903, Warrington, 24th June, 1906, and Colne, 31st January, 1908. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Chief Constable, Hull. LANARKSHIRE. 24.— Glasgow ( City).— For deserting his wife and children leaving them chargeable to the parish, since 6th ult.— ARTHUR GEOGHEGAN PAX- TON, M. B., Ch. B. ( Glasgow University), age 31, height about 5 ft. 9 in., slight build, complexion fresh, hair ( curly, thin on top) dark brown, mous- tache dark, may be clean shaved, eyes ( large) grey, of smart appearance, Scotch accent. A native of Chelmsford, Essex. Has been a ship's doctor, also acted as locum tenens for doctors in various parts of the country. May endeavour to go to the Colonies or obtain employment as a ship's doctor. Warrant issued. A reward of £ 2 2s. will be paid by Mr. James R. Motion, Inspector of Poor, Glasgow, for infor- mation which will lead to the arrest of Paxton. Information to the Chief Constable, Glasgow. YORKSHIRE ( West Riding). 31— Sheffield ( City).— For stealing, 29th ult., a quantity of clothing ( recovered)— BER- NARD REUBEN, a Russian, age 31, height 5 ft. 2 in., complexion sallow, hair dark brown, eves grey, mole right cheek, right of forehead and'on bridge of nose. A cabinet maker. Absconded 29th ult., on a racing bicycle, wooden rims, and was last heard of in Nottinghamshire. Warrant issued. Information to the Chief Constable, Sheffield. GLOUCES TERSHIRE. IS. — Cheltenham ( County).— Vor obtaining £ 4 by a worthless cheque— H. ASHTON- JONES, age about 30, height 5 ft. 8 or 9 in., slight build, complexion sallow, hair brown, lame one leg; dress, dark grey suit, bow tie, white straw hat with black band. Stated he was a traveller for a cigarette company, Cairo. Is well known in the Metropolis, and has been in custody at Blackpool. Warrant issued. Information to Supt. Hopkins, Cheltenham. 19.— Stroud ( County).— For highway robbery at Avening, 23rd ult., and stealing a black purse, " Rose Priday, Frampton- on- Severn, February 27th, 1907," written outside, containing 5s. 10d., and a pocket handkerchief marked " R. Priday " in one corner— TWO MEN, 1st, age about 20, height 5 ft. 7 in., complexion pale, clean shaved; wearing short jacket, dark cap; 2nd, age about 30, height about 5 ft. 9 in, hair dark brown, thick rough moustache; wearing long dark overcoat, shabby, carried a stick. Each may have a small sack. Information to Supt. Biggs, Stroud. 20.— Bristol ( City).— For failing to join his ship after negotiating his advance note— J. McDONALD, age about 32, height 5 ft. 4 in., hair and moustache light; dress, blue serge suit and cap. A ship's fireman ; native of Inverness. Warrant issued. HAMPSHIRE. 21.— Alton ( County— For stealing 27th ult., at Bordon Camp, a Triumph road racer bicycle, nearly new, 24 in. frame, green enamelled, 26 in. wheels, plated rims, new Palmer front tyre, rat trap pedals, dropped handle bars, back pedalling brake; and a Popular Alder bicycle, No. 11596, 24 in. frame, enamelled black, lined red, plated rims, black and red centres, upturned handle bars, rim brakes ( one block of each missing), carrier on back, transfer, " Phillip Bros., Aldershot, Popular Alder," on head and back mudguard— WILLIAM PERRIN, age 20, height 5 ft. 4 in., complexion fresh, hair dark brown, eyes hazel, heart, clasped hands, true love and female right, female on globe, LANCASHIRE. 25. — St. Helens ( Horough). — For stealing 20th ult., a watch and chain ( recovered)— EDWARD IIULME, age 34, height 5 ft. 9 J in., complexion fresh, hair light brown, eyes hazel, scar bridge of nose, base of left thumb and right upper arm. A native of Leigh. Previously con- victed at Liverpool. Information to the Chief Constable, St. Helens. 26.— Warrington ( Borough). — For obtaining food and lodgings by false pretences, between lltli and 19th ult.— WALTER WILLIAMS, alias STOKES, age about 20, height 5 ft. 3 or 4 in., complexion swarthy, hair black or dark brown, mole left cheek, clean shaved; dress, black serge jacket suit, light cap with black stripes, brown lace boots, wore a long small link chain and metal centre seconds watch. Stated he was employed as can- vasser by the local branch of Singer's Manufac- turing Co., and that he was a native of Birming- ham. Had with him a mouth organ, and papers relating to the Singer Sewing Machine Co. Warrant issued. Oakden, Lichfield. 28. — Wednesbury ( County).— For stealing 2 white woollen blankets, blue and red borders 1 grey woollen do., red edging; 1 white sheet— HENRY ROBERTS, alias ROBINSON, age 23 height 5 ft. 5| in., complexion fair, hair light brown, eyes blue; dress, dark blue suit, straw hat A barman; native of Walsall.— EMMA ROBERTS, alias ROBINSON, age 28, height 5 ft. 7 in., complexion fresh, hair brown, eyes grey, one upper front tooth missing; dress, brown coat, black skirt, large black sailor hat, trimmed black frilling. YORKSHIRE ( East Riding). 29.— Hull ( City).— For embezzling £ 3 15s. 14th May last— JOHN EDWARD THORNBER, age about 50, height 5 ft. 6 or 7 in., slight build complexion inclined to sallow, hair dark brown PERSONS IN CUSTODY. BEDFORDSHIRE. 32.— Bedford ( Borough).— Remanded, charged with conspiring together in attempting to obtain, by means of false pretences, £ 19, 27th ult.— WILLIAM HERBERT, alias BOYCE and WEST, age 47, height 5 ft. 1 in., complexion fresh, hair and moustache brown, eyes blue; dress, light tweed jacket suit, light covert coat, black bowler hat, black tie, lace boots.— JOHN SAWYER, alias SMITH, age 65, height 5 ft. 3| in., complexion fresh, hair and moustache grey, eyes hazel; dress, long fawn colour overcoat, light washing vest, breeches and tan leggings, heavy lace boots, large black " Beaver' bowler hat, carried an asli stick. Appearance of horse dealers. Photographs may be seen on application. Herbert offered to sell a blue roan gelding, 8 years, about 15 hands, fair condition, partially paralysed in hind quarters, to a farmer, and oil going to look at same, Sawyer offered to purchase it. After some conversation, Sawver called the farmer aside and asked him to buy the liorse for him, promising to give him £ 20 for it. The farmer then offered £ 19 for the horse, but on Sawyer refusing to hand over the £ 20 to the farmer, the transaction was ended. The same method was adopted in other cases here. A labourer; native of Flitton, Beds. Sentenced at Bedford Assizes, 10th November, 1905, to 5 years penal servitude for stack firing. Information to Supt. Biggs, Stroud. SHROPSHIRE. 34.— Wem ( County).— Remanded till 6th inst., charged with stealing a bicycle, 17th August, 1908 ( see Case No. 27, 4th Sept., 1908)— TOM BRAD- LEY, alias WILLIAMS and STUTT, age 31, height 5 ft. 6 in., complexion fresh, hair sandy, eyes blue, large wart 3rd left finger, stammers badly; dress, brown coat and vest, bluish grey tweed trousers, yellow and red neckerchief, black and white plaid cap, lace boots. A labourer; native of Wrexham. Has been travel- ling the country, occasionally employed on farms, at other times obtained a livelihood by placing a cork in his lips and playing tunes thereon, imita- ting bones with his fingers or singing in public houses.
