POLICE m GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, JUNE 3, 1910. VOL. XXVII., No. 2758. 1. All communications for insertion in the POLICB GAZETTE, and all communications relating to them, should be addressed to THE EDITOB OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W 8. Particulars concerning persons whose apprehension is sought will he inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 8. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. i. In all cases where a reward is offered, the name and address of some person responsible for the payment must be gQ'en, and the exact conditions must be clearly stated. 6 Portraits of persons whose apprehension is sought for serious offences will be inserted at a cost of 8s. per portrait, and engravings of stolen property at a cost of 6s. per photograph or sketch, unless the article is large or unusually intricate, when the charge will be higher. A remittance of 6*. should be made in the 1rst instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, ard as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. 14. All copies of the POLICE GAZETTE re- transmitted by Police Forces should be prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. UNDER the existing arrangements the finger impressions will be taken, and recorded at the Finger Print Department, Convict Supervision Office, New Scotland Yard, of all persons convicted as follows:— ( a) All persons coming within Sections 5, 7, or 8, of the Prevention of Crimes Act, 1871. ( b) All persons, at Assizes or Quarter Sessions, sentenced to not less than one month's imprison- ment, without option of a fine, for any of the offences shown below. ( c) All persons, at Petty Sessional, Police, or Stipendiary Magistrate's Court, sentenced to more than one month's imprisonment, without option of a fine, for any of the following offences:— Aliens ( Sec. 3 Aliens Act of 1905). Arson. Assaults with intent to rob. Attempted burglary. Attempted larceny. Attempts to break into churches, houses, shops, warehouses, & c. Attempts to obtain goods and money by false pretences. Bankruptcy offences. Being found on enclosed premises. Breaking into churches, houses, shops, warehouses, & c. Burglary. Cattle stealing. Coining. Conspiracies of all descriptions. Embezzlement. Entering with intent to commit a felony. Extortion by threats. Felonious wounding. Forgery. Fraud. Frequenting. Horse- stealing. Housebreaking. Importuning male persons to commit un- natural offences ( Vagrancy Act, 1898, Sec. 1, par. b). Indecent assault on female. Larceny. Mental degenerates. Obtaining goods and money by false pre- tences. Possessing housebreaking tools. Procuration of women and girls. Prostitution, living on proceeds of ( Vagrancy Act, 1898, Sec. 1, para. a). Receiving. Robbery. Sacrilege. Sheep stealing. Shopbreaking. Suspected person. Unlawful possession. Uttering counterfeit coin. Warehouse- breaking. But all offenders of the first Division, and such of the second Division as have never been previously convicted, are exempted from this order. In order to avoid the retention of useless records in the Finger Print Department, the Registrar of Habitual Criminals would be glad if the Chief Constables of Counties, Cities, and Boroughs, will, in future, notify the death of any criminal who has been finger- printed. The notification should contain the full name and alines, particulars of conviction or convictions if possible, also the No. published in the list of Habitual Criminals. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT 1.— X Division.— For stealing ( servant) £ 13, 28th ult.— HENRY STARKS, age 20, height 5 ft, 4 in., complexion fair, hair light brown, " In memory of my brother," cross, flowers, ship, woman, & c., tattooed on forearms ; dress, dark brown jacket and vest, blue trousers, dark cap. A native of Watford, Herts. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 2. — For embezzling £ 120 — CHARLES HOULDER, age 26, height 5 ft. 10 in, complexion fresh, hair brown, eyes grey, short quick steps; dress, dark brown suit, grey check overcoat, black bowler hat, black tie, lace boots. A cashier, native of Bury St. Edmunds. Has in his possession a revolver and cartridges. Warrant issued. Not to be arrested out of the United Kingdom. 3.— For larceny ( servant)— THOMAS DESMOND, ' alias JOHNSON, age 50 ( looks younger), height 5 ft. 4 in., complexion sallow, hair and eyes brown, stoops, nervous twitching of mouth ; dress, black morning coat and vest, dark trousers, bowler hat, patent leather boots. A tailor, native of London. Warrant issued. Not to be arrested out of the United Kingdom. Information to Supt. Ottaway, 26 Old Jewry, E. C. BERKSHIRE. 4.— Windsor ( Borough).— For stealing, 29th ult., a white muslin blouse, with lace insertion around neck and down centre of front, tucks on either side. Also for stealing, on 30th ult., a lady's New Windsor bicycle, 26 in. wheels, Clincher tyres, hollow rims, enamelled black, Ride Easy saddle, two roller brakes, upturned handle- bar, black gear case, patched near top— BEATRICE BISHOP, alias FLORRIE and ETHEL KING and EMILY ROSE DAVIES, age 21, height 5 ft. 6 in., hair ( done up in a roll along front) light; dress, brown skirt pleated and buttoned, white woollen golf jacket with gilt buttons, large blue sailor hat with blue velvet band. Had in her possession a black and a blue skirt. May be wearing the stolen blouse. Is said to be a prostitute. Absconded 30th ult., riding the bicycle. Among other things she left at her lodgings is an old apron " F. Purser" thereon. Information to the Chief Constable, Windsor. BUCKING HA MS HIRE. 5.— Slough ( County).— For an indecent assault on a female, at Boveney, 17th ult.— ALFRED RUSSELL, age 19, height about 5 ft. 4 in., complexion ruddy, hair brown, slouching gait; dress, dark jacket, black and white striped trousers, brown cap, old lace boots. A native of Clewer, Berks. Has been employed as a journeyman butcher, but usually as a labourer. May endeavour to enlist. Warrant issued. Information to Supt. Pearman, Slough. 6.— High Wycombe ( Borough).— For house- breaking, 15th ult., and stealing an old gold albert chain, broken near centre, 2 seals attached ( 1 gold with large amethyst and crest, mailed arm holding stag's antler, other gold with crest); 1 diamond stud with screw head for pin; 1 gold pin, shape of golf club, set pearl ball; 1 do., crescent shape, set 7 or 8 pearls and 1 coral; 1 do., shape of bird's claw holding coral therein; 1 do., scroll top; 1 miniature, William IV, supposed by Pettito, in gold case, engraved at back ; 1 old gold chain, round links, flat surface ; 1 old gold large watch, open face, key wind; 1 gold signet ring, crest as above; and Is. 4d.— TWO MEN, lst, age 28 to 30, height about 5 ft. 8 in., erect bearing, com- plexion pale, hair light, clean shaved; dress, French grey suit, black bowler hat, lace boots; 2nd, age 45 to 50, height about 5 ft. 7 in., rather stout build, complexion fresh, moustache dark ( believed false); dress, black frock coat, black trousers, aud soft felt hat, carried an umbrella. CHESHIRE. 7.— Hazel Grove ( County).— For stealing property described in Case No. 46, 27th ult.— MINNIE HEPWORTH, alias — LOMAX, age 38, height 5 ft. 4 or 5 in., stout build, complexion pale, hair dark brown, eyes grey, upper front teeth missing, addicted to drink, wearing a black coat and hat. Has been employed as a domestic servant. Native of Manchester. Warrant issued. Information to Supt. Dutton, Hazel Grove. DEVONSHIRE. 8.— Barnstaple ( Borough).— For stealing ( bailee) a bicycle ( recovered)— CHARLES PACK- HAM, age 25, height 5 ft. 4 in., complexion sallow, hair dark, eyes blue, cut scar right side of chin, ship, anchor, and word " Shamrock " right forearm, flags and dot left forearm. A hawker, native of London. Warrant issued. Information to the Chief Constable, Barnstaple. 2 APPREHENSIONS SOUGHT ( continued). GLA MORGA NSHIRE. 9. — Treharris ( County). — For stealing £ 9 10s., 27th ult.— WILLIAM F. WILLS, age 24, height 5 ft. 5 or 6 in., hair dark, moustache light ginger, eyes blue, front teeth decayed; dross, light striped suit, cap, brown boots. A native of Plymouth. Warrant issued. Information to Supt. Gill, Treharris. 10.— Cardiff ( City).— For stealing £ 1 8s. 6d. from his lodgings— JAMES LEONARD, age 27, height 5 ft. 1 in., slight build, complexion fair, hair brown, slight moustache, eyes blue, recent burn mark right side of neck, top of one 3rd finger missing; dress, black coat and vest, dark trousers with light stripes, black silk muffler, brown tweed cap, light boots. A labourer, native of Waterforcl. Will probably seek employment at ironworks OP collieries. Warrant issued. 11 .— Cardiff ( City).— For obtaining food and lodgings by false pretences WESTA WAY, age 22, height 5 ft. 2 or 3 in., good build, hair brown, clean shaved, eyes ( small) blue; dress, blue serge suit, greenish cap with light stripes, brown lace boots. He represented he was employed as a driver for a firm of confectioners. Warrant issued. Information to the Head Constable, Cardiff. GLOUCESTERSHIRE. 12.— Staple Hill ( County).— For stealing ( servant), a razor and shaving brush— FREDERICK MORTON or MORETON, age about 40, height 5 ft. 8 in., slight build, complexion fair, hair ( bald on top) and moustache brown, may now be clean shaved; dress, dark coat and vest, light striped trousers, soft hat. Supposed a native of Nottingham. Is a travelling hairdresser and umbrella repairer. Obtains situations through labour exchanges, stays at common lodging houses. Warrant issued. Information to Supt. Cooke, Staple Hill. 13.— Bristol ( City).— For stealing, 18th ult, a silver plated electric fan ventilator, 10 or 11 ins. diameter, variable gear for 3 speeds, wire guard, and yellow and white ribbons— PEftCY EDMONDSON, age 28 to 30, height 5 ft. 9 or 10 in., complexion dark, moustache light brown, trimmed, or may be clean shaved, teeth discoloured, addicted to drink; dress, green and brown mixture overcoat, blue serge suit, dark tie, black bowler hat. An electrician, native of London. Is a member of the Electrical Trades Union. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Chief Constable, Bristol. HER TFORDSHIRE. 14.— Hitchin ( County).— For larceny ( shop), 28th ult.— WALTER WREN, age 35, height about 5 ft. 4 in., complexion fair, hair and moustache brown ; dress, light coat, blue trousers, dark neckerchief and cap. Has been tramping the country. Will probably bo found at a common lodging house. A native of Biggleswade. YVarrant issued. Information to the Deputy Chief Constable, Hitchin. KENT. 15.— Ramst/ ate ( Borough).— For obtaining by false pretences, 28th ult., a lady's silver demi- hunter Geneva watch, No. 74539, engraved back— — WALLER, age about 28, height about 5 ft. 6 in., complexion dark, clean shaved ; dress, blue guernsey and jumper, short sleeves, believed dark trousers, peak cap. He called at a shop, during the absence of the proprietor, represented that he had left a watch to be repaired, clarimed the above as his property, and absconded. Warrant issued. LANARKSHIRE. 16. — Glasgow ( City). — For stealing £ 56 13s. 9d., between 4th March last and lst ult.— MARGARET OLIVER DODS, age 31, height 5 ft. 8 or 9 in., stout build, complexion fresh, hair dark brown ; dress, dark costume and hat. Was employed as a head- dress maker. Absconded 5th ult. May be accompanied by a woman, age 24, height 5 ft. 8 in., slight build, complexion pale, long nose, hair dark brown ; dress, navy blue costume, beaver hat. Warrant issued. Barnett, Skerton. 18 — Liverpool ( City).— For larceny ( servant), 15th April last— WILLIAM MITCHELL, age 17, height 5 ft., complexion and hair dark, scar near left eye; dress, dark check tweed jacket, double- breasted vest, dark grey striped tweed trousers, light tweed cap. 19.— Liverpool ( Citij).— For larceny ( lodgings) 26th ult.— CLEMENT BEVAN, age 19 to 21, height 5 ft. 10 in., complexion sallow, hair dark, clean shaved, eyes bluish grey ; dress, light green suit with faint spots, blue silk tie with spots, hard hat or light cap, tan colour boots. Represented himself to be an engineer on the SS. Victorian. Information to the Head Constable, Liverpool. 20.— Bttrnley ( Borough).— For stealing ( ser- vant) eight films ( 1 " The Late King's Funeral," 1 " Livingstone's Case," 1 " Cock- a- do- dal- do," 1 " Newleweds," 1 " Am I Mad," 1 " The Three Brothers," 1 " Tommy Atkins," 1 " A Rough Sea")— FRED LAWRENCE, age 25 or 26, height 5 ft. 5 in., round chubby face, hair ( long) dark brown, clean shaved ; dress, brown jacket suit, green round soft hat, low shoes. A native of London. He was engaged as caretaker at a cinematograph show and left on Sunday, 29th ult., and booked to Todmorden. Warrant issued. Information to the Chief Constable, Burnley. LINCOLNSHIRE. 21.— Epworth ( County).— For stealing a painter's dust brush— JOHN WRIGHT, age about 50, height 5 ft. 6 or 7 in., complexion fresh, hair ( turning grey) brown, moustache light brown, eyes bloodshot, tattooed both arms ; dress, dark suit, long dark overcoat, green cap. A tramping painter. Had with him a black satchel, sometimes hawks spectacles. Is believed to be an army pensioner. Warrant issued. Information to Supt. Spoflbrth, Epworth. MONMOUTHSHIRE. 22.— Abergavenny ( County).— For stealing a bicycle ( recovered) — FELIX MASSIAH, okax HARRIS and SINCLAIR, age 34, height 5 ft. 3 or 4 in., complexion pale, hair brown, 3 burn soars right, one on left forearm, upper teeth missing; dress, grey tweed suit, cap. A blacksmith. Sometimes states he is a ship's cook or baker. Warrant issued. 23.— Abergavenny ( County).— For stealing £ 13 12s. 6d.— JOHN FREDERICK PIPE, age 21, height 5 ft. 1 or 2 in. complexion fresh, hair light, tombstone tattooed on one arm; dress, dark tweed jacket, navy blue trousers, rubber collar, heavy nailed boots. A native of London. Warrant issued. Not to be arrested out of the United Kingdom. Information to Supt. Davies, Abergavenny. NORFOLK. 24.— Norwich ( City).— For obtaining £ 1 4s. by false pretences, 27th ult., also for stealing a jacket and pair of trousers ( recovered in pledge)— JAMES FOSTER ( supposed false), age about 30, height 5 ft. 10 in., good build, complexion ( tanned) and hair dark clean shaved, eyes blue, several upper teeth missing, short thick feet, tattoo marks on both arms, including a snake on right forearm ; dress, dark grey suit, dark cap and wrapper, lace boots. He took lodgings, 26th ult., stated he had served 10 years in the Royal Field Artillery, also that he had been appointed a constable of the Norwich City Police, and obtained the money for the purpose of paying for his luggage. SUFFOLK ( West). 27.— Clare ( County).— For embezzlement, at Haverhill— HARRY ROBSON, age 24, height 5 ft. 4 or 5 in., complexion fresh, hair and eyes brown; dress, grey jacket, rather dark knickers, brown leg- gings and boots. A native of Haverhill. Warrant issued. Information to Supt. Bardwell, Clare. SUSSEX ( East). 28.— Eastbourne ( Borough).— For embezzling £• 2, 21st ult.— CHARLES SMITH, age 41, height 5 ft. 6£ in., hair ( bald on top) dark brown, slight moustache light; dress, dark grey jacket suit, also vest with light stripes, brown cap, lace boots, rubber collar and front, black bow tie. A fruit and flower hawker. Warrant issued. 29.— Eastbourne ( Borough).— For failing to appear to a summons for indecent assault, 16th ult.— SOLOMON MASKELL, age 42, height 5 ft. 3 in, complexion sallow, hair dark brown, moustache brown, may now be clean shaved, eyes ( weak) blue, scar on forehead and left side of neck, rather deaf; dress, dark morning suit, black hard felt hat. A native of Catsfield. May be employed as a sandwich- man or distributing bills. Warrant issued. 30.— Eastbourne ( Borough).— For stealing ( by trick) a quantity of wearing apparel— ETHEL WELLS, age 20 to 24, height about 5 ft. 4 in., rather stout build, complexion pale, hair dark; dress, long green coat, white muslin blouse, black dress, large black sailor hat, large bow at side, carried a purse bag and a Japanese basket, may be wearing an old rose colour costume with short basque, plain skirt, collar faced with silk, fancy braiding and buckle in front. Warrant issued. 31.— Eastbourne ( Borough).— For stealing, 9th ult., a nearly new Star road racer bicycle, 23- in. frame, enamelled black, plated rims, Dunlop tyres, sloping frame, with raised handle- bars, 26- in. wheels, mud- guards with 28- in. stays, cranked, 2 hand- rim brakes, No. 111393— ADOLPH KOHL, a German, age about 24, height about 5 ft. 4 in, complexion fair, hair and small moustache light; dress, blue serge lounge suit, fawn colour mackintosh, white wrapper, black hard felt hat. A kitchen porter. Warrant issued. 32.— Eastbourne Uiorougli).— For obtaining £ 1 by false pretences— FRED RUSSELL, ago about 30 ( looks younger), height about 5 ft. 8 in, rather slight build, complexion fresh, thin face, hair brown, clean shaved, addicted to drink; dress, black and white speckled lounge suit, cap. Has been employed in livery stables. Warrant issued. Information to the Chief Constable, Eastbourne. 33. — Hastings ( Borough).— For leaving his wife and family chargeable to the Hastings Union— JOHN ALBERT BARNES, age 38, height 5 ft. 4£ in, complexion dark, hair black, usually clean shaved, eyes brown ; dress, dark suit. A native of Hastings. Sometimes sells a window cleaning polish. Warrant issued. 34. — Hastings ( Boiough). — FLORENCE ADELAIDE OSBORNE, Office No. 1972- 05, Case No. 33, 22nd April, and Tabular Form, 15th April last. Not now wanted, being at the time the theft was committed an inmate of the Duxhurst Inebriates' Reformatory. Information to the Chief Constable, Hastings. WORCES TERSHIRE. 35.— Redditch ( County).— For stealing, at Inkberrow, 14th ult, a safety bicycle, " Coventry Cross" transfer on head, black enamelled, 24- in. frame, mudguards ( part of enamel worn off back one), rat- trap pedals ( right one loose and without oil cap), old black oil lamp attached— WILLI AM STOKES, age about 30, height 5 ft. 8 in, stoops, complexion fair, hair brown, eyes grey, of somewhat weak intellect and subject to fits; dress, grey mixture Norfolk suit, blue cap, strong lace boots, patched. A farm labourer, native of Himbleton, Droitwich. Warrant issued. Information to Supt. Hayes, Redditch. YORKSHIRE ( North Riding). M.- Guisborough ( County).- Vor stealing a lady's silver geneva watch, No. 26043— A MAN, age about 18, height 5 ft. 4 cr 5 in, complexion dark, hair dark brown, eyes ( supposed) brown; dress, old dark clothes, red muffler, cap. Usually employed with steam roundabouts, & c. Information to Supt. Rose, Guisborougb. S TA FFOROSHIRE. 25.— Uttoxeter ( County).— For perjury on 27th April and 11th ult, at Uttoxeter Police Court— JOHN WALKER, age 32, height 5 ft. 8£ in, com- plexion swarthy, hair dark brown, clean shaved, eyes grey; dress, dark jacket and vest, grey knickers, brown stockings, grey cap. A native of Stramshall, Uttoxeter. Warrant issued. Information to Supt. Hodkinson, Uttoxeter. 26. — Stoke- on- Trent ( Borough). — For embezzling £ 8 9s. 6d.— JOHN LUNT, age 23 or 24, height 5 ft. 2 or 3 in, slight build, hair dark; dress, dark suit, straw hat. BERKSHIRE. 37.- Reading ( Borough).— For stealing, 18th ult., a dark blue gig, picked out red, " Fuller, Bath," on wheel cap' 3, upholstered in a brownish plaid material} a light coloured whip, silver band on bottom) a brown gelding, aged, 13| hands, with mane and medium length docked tail, mark on one knee, windgalls on legs, rather long feet, and a set of black leather brass- mpjinted harness with chain brow band a, nd extra chin, strap— Expiree ALEXANDER RROGDEN PARSONS, alias ALBERT PARSONS, ALEXANDER BROGDEN, CRAVEN, & c., Office No. 655- 08, age 50, height 6 ft., stout build, round shoulders, complexion fresh, hair and moustache iron grey, eyes grey, stoops when walking, wears pince- nez ; dress, dark grey suit and bowler hat. Stayed at the Queen's Hotel here from 14th to 18th ult., when be left with the hired horse and trap, and without paying his account. May be found at good class hotels or at livery stables, where he is likely to put up the horse, & c., whilst endeavouring to effect their sale. Has been convicted of similar offences here, at Lewes, and Wooton- under- Edge, and of bigamy at Stafford. Warrant issued.
