POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, APRIL 29, 1910. VOL. XXVII., No. 2748. 1, All communications for insertion in the POLICE GAZETTE, and all communications relating to them, should he addressed to TUB EDITOB OF THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. 8. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 8. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6 Portraits of persons whose apprehension is sought for serious offences will be inserted at a cost of 8s. per portrait, and engravings of stolen property at a cost of 6s. per photograph or sketch, unless the article is large or unusually intricate, when the charge will be higher. A remittance of 6.9. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 9. 10. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. All copies of the POLICE GAZETTE re- transmitted by Police Forces should be prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. SPECIAL NOTICE. IN certain cases questions have arisen as to the payment for photographs applied for by Police Forces under Home Office circular of 15th March, 1897. The Registrar of Habitual Criminals is therefore authorised by the Secretary of State to say that, in any ordinary case, a photograph is not necessary to enable his Department to identify a prisoner, the finger prints alone being sufficient for the purpose; but if a photograph is applied for, or if, in any rare case, it should be required to complete the identification, the - cost will be charged to the Police Force interested. BEDFORDSHIRE, 5.— Bedford { Borough). — For obtaining food by false pretences EDWARDS, age 28 ( looks older), height 5 ft. 5 in., hair auburn, moustache ( short) light brown, one or two joints of one finger missing; dress, dark suit, dark striped overcoat, green cap, shoes, wore a gold chain and ring. He took lodgings 23rd inst., and stated he had obtained employment at the Electric Works. Warrant issued. Information to the Chief Constable, Bedford. BERKSHIRE, C.— Windsor\ { Borough).— For using threaten- ing and abusive language, 5th inst.— ALFRED HAYES, age about 55, height 5 ft. 3 or 4 in., stiff build, complexion fresh, hair ( very thin) grey, some- times wears a stubby moustache, eyes light grey. A dealer, native of Hounslow. Attends cattle markets and sales, sometimes hawks fruit and flowers. Warrant issued. Information to the Chief Constable, Windsor. BUCKINGHA MS HIRE. 7.— Great Mar low { County).— For obtaining £\ 5s. by false prentences, between February and March, 1910— HENRY WALTER WELLS, age 31, height 5 ft. 7f in., complexion fair, hair and moustache light brown, eyes blue, extreme development of masseter muscles and lower jaw; dress, pepper and salt colour suit, hard felt hat. Recently discharged from the Royal Engineers at Netley. A blacksmith, native of Dover. Warrant issued. Information to Supt. Summers, High Wycombe. CHESHIRE. 8.— Hazel Grove { County).— For stealing from his lodgings at Bredbury, between 9th and 18th inst., a white silk neckerchief; 1 red cotton handker- chief ( prints of the Royal Family thereon); and £ 2 5s. 6d.— WILLIAM GOUGH, age 28, height 5 ft. 6 in., complexion fresh, blotchy face, hair light brown, eyes grey; dress, grey mixture suit, green cap, black and white muffler. A farm labourer, native of Wem, Salop. Warrant issued. Information to Supt. Dutton, Hazel Grove. 9.— Runcorn { County).— For stealing a horse, cart, and harness ( recovered).— A MAN, age 27 or 28, height 5 ft. 4 or 5 in., complexion sallow, hair dark, clean shaved ; dress, grey suit, light mackintosh or overcoat, cap. He ' phoned from Stockton Heath to a cab proprietor at Warrington, requesting that a horse and trap be sent to Stockton, took possession of same from driver and drove to Chester where he stabled them and absconded. Warrant issued. 10.— Runcorn { County).— For stealing ( by trick) £ 3, 20th inst.— BLATHANIEL SMITH, alias BRITTANIA SMITH and BOSWELL, age about 35, height 5 ft. 1 or 2 in., complexion dark, hair ( worn low on forehead) blaok, rather long face, red nose, wore earrings appearance of farthings, silver plated, coral beads around neck; dress, red blouse with double squares, black or dark blue skirt, black sateen apron, dark shawl, fawn colour cord motor cap, strong lace 2 T H E POLICE GAZETTE. Travels the country in a dark red van " Boswell, Worcester," painted thereon, drawn by a bay horse. Accompanied by her husband age about 35, height 5 ft. 8 or 9 in., complexion dark, hair dark brown, slight moustache brown, and five children ( 2 girls and 3 boys). DENBIGHSHIRE. 11J— Wrexham { County).— For stealing £ 73, 21st inst.— HAROLD PALMER, age about 30, height 5 ft. 7 or 8 in., complexion pale, hair ( turning grey) and moustache ( about 3 weeks' growth) dark; dress, dark jacket or fawn colour suit, dark grey rainproof overcoat, hard hat, lace boots. A native of London. Until a few months ago he was employed as manager for Furnishing Company at Tooting, London. Stated he was going to Canada. Warrant issued. 12.— Wrexham { County).— For embezzling £ 5— WILLIAM GRAYSON SELKIRK, age 38 to 40, height 5 ft. 7 in., stiff build, flushed face, hair ( curly at back, bald in front) turning grey, clean shaved, eyes light blue; dress, blue coat and vest, black and white striped trousers, grey soft hat, sometimes a brown soft hat, said to be a native of Manchester. He was employed at a fair, in charge of fortune telling machine, and is believed well known at pleasure grounds in the North and Midlands. Absconded 25th inst. Warrant issued. Information to the Deputy Chief Constable, Wrexham. DERBYSHIRE. 13.— Matlock Bridge { County). — For obtaining £ 2 15s. by false pretences, 13th inst.— ANN RIGLEY, alias RIDLEY, age about 30, height 5 ft. 4 or 5 in., complexion fair, hair light brown; dress, long brown jacket, black skirt, brown hat with black band, broad gold colour ring on 3rd left finger. ALICE SMITH, alias GRAIN, age 26 to 30, height about 5 ft. 2 in., complexion dark, hair dark brown, eyes dark or hazel; dress, velvet bodice, black skirt and apron, black hat. Gipsy hawkers. They called upon a shopkeeper, stated they were having a lot of decorating, & c., done, asked them to supply the workmen with groceries, & c., then introduced a carpet for which they ask a high price, which was purchased, and then decamped. Warrants issued. Information to Supt. Clarke, Matlock Bridge. DEVONSHIRE. 14.— Exeter { City).— For obtaining £ 6, by false pretences.— A. MILLER, alias MUNRO and WELFORD, age about 30, height 5 ft. 6 in., rather stiff build, complexion fresh, square prominent jaw, hair sandy or auburn, clean shaved, addicted to drink and betting. A motor engineer and chauffeur, supposed a native of London. In September last he obtained a situation here by forged testimonials, produced a printed billhead " W. & G. Grimes, Automobile and Marine Engineers, Tarring Road, Worthing, Sussex," thereon and purported to have been in their employ for 3£ years. While here he had bill- heads printed " W. H. Gould and Sons, Automobile Engineers, Clifton Road, Exeter," thereon, absconded 7th February last, and will endeavour to obtain employment by means of these bill- heads. Warrant issued. Information to the Chief Constable, Exeter. ESSEX. 17.— Chelmsford { County).— For deserting his wife and children, leaving them chargeable to the Chelmsford Union — FREDERICK CHARLES CLARKE, age 32, height 5 ft. 8 in., slight build, complexion fresh, thin face, hair brown, eyes dark brown, butterfly, hand and bird right forearm, woman dancing left forearm, cut scar left elbow, addicted to drink; dress, black overcoat, morning coat, trousers and cap. A groom and gardener, native of Norwich. Warrant issued. 18.— Chelmsford { County).— For stealing ( bailee), a dark bay gelding, about 9 years old, 14 or i5 hands, knees cut, in fair condition, a light spring cart, painted dark green, left rail partly broken, " G. Abbott, Chelmsford," on off shaft, and a set of black leather harness— CHARLES DOWSETT, alias BOULDER, age 33, height 5 ft. 5 in., complexion fresh, hair brown, clean shaved, eyes hazel, square face, woman, sword, shield and Gertie right forearm, sometimes wears glasses, addicted to drink; wearing dark overcoat and cap. A groom, native of Chelms- ford. Has been previously convicted, has served in the York and Lancaster Regiment. Photograph can be seen on application. Warrant issued. Information to the Deputy Chief Constable, Chelmsford. 19.— Dun snow { County).— For obtaining by false pretences, 8th ult., a dark chestnut mare, little white down face, rather thick set, 15 hands 2 in., half clipped, hair rubbed off tail— J. SMITH ( is identical with WILLIAM LOVEDAY, office No. S/ 97836, Case No. 41, 15th inst.), age 40 to 45, height about 5 ft. 5 in., rather good build, complexion and moustache dark, hair brown, speaks softly, walks badly ; dress, blue serge suit, black hard felt hat, brown boots, carried an umbrella. He answered an advertisement in a local paper, stated he was a farmer at Royston Hall, Herts, and that he had a shop in Kingsland where he sent his produce. Sentenced at Essex Assizes, 30th November, 1889, to 6 months, and at Cambridge Borough Sessions, 13th April, 1908, to 7 months imprisonment, for stealing a horse, cart and harness, and obtaining 2 horses by false pretences respectively. Warrant issued. Information to Supt. Scott, Dunmow. 20.— Southend { County).— For stealing from his lodgings, 15th inst., a silver lever watch, No. 27880, makers Hopwood and Son, Colchester, open face, white dial, large hand bent, and £ 2— HARRY HILL, age 19, height 5 ft. 9 or 10 in., slight build, complexion fresh, hair brown, eyes grey, wart left little finger, tattooed both forearms ; dress, orown coat and vest, blue tweed trousers, green cap, brown boots ( blacked), all much worn. A labourer, native of Walsall. Has served in the 1st Royal Dublin Fusiliers. Absconded 15th inst. Warrant issued. Information to Supt. Pryke, Southend- on- Sea. DURHAM. 15.— South Shields { Borough).— For steal- ing ( servant) £ 25.— HARRY FRANKLIN, age 49, height 5 ft. 6 in., stout build, complexion fresh, hair ( bald on top, curly, turning grey) dark, heavy moustache light brown, prominent dimple in chin, eyes grey, Roman nose, boil scar right side of neck, of smart appearance, walks erect, a public house manager, native of Halifax. Warrant issued. 16.— South Shields { Borough).— For making a false declaration under the Statutory Declarations Act, 1835.— ROBERT LAIDLER, age 24, height 5 ft. 6 in., complexion fresh, thin face, low forehead, long thin nose, pointed chin, hair dark brown, slight moustache dark, may be clean shaved, eyes brown, blue dot web of right thumb, R. L. and bust of man left forearm, ring second left finger, a labourer, native of South Shields, has served in the Special Reserve. Previously convicted of indecent exposure. Warrant issued. GLA MORGA NSHIRE. 21.— Cardiff ( City).— For failing to report— Licence- holder DAVID MATHERS, alias MICHAEL STEPHbNSON, MICHAEL McEVOY, THOMAS JONES, GEORGE GILBERT, HENRY HAZELL, GEORGE ANSELM and GEORGE LLEWELLYN, Office No. 3272- 01, age 57, height 5 ft. in., com- plexion fresh, hair ( thin on top) grey, eyes hazel- grey, scar each eyebrow, on nose and right cheek. A bookbinder, native of Scotland. Sentenced at Kingston Sessions, 20th October, 1903, to 3 and 3 years penal servitude ( consecutive) for burglary. Liberated on second licence, 16th inst., which expires 1st September, 1910. E. K. d. 513. Warrant issued. 22.— Cardiff ( City).— For failing to report— Licence- holder PATRICK NOLAN, alias WILLIAM PRICE, PATRICK FEENEY and JAMES RYAN, Office No. 1200- 03, age 41, height 5 ft. 5 in., com- plexion fresh, hair brown, eyes grey, nose flat, scar on bridge, female right forearm, clasped hands and heart left forearm, harp, crown and shamrock right hand, dot and scar left wrist. A labourer, native of Stourbridge. Sentenced at Worcester Sessions, 18th June, 1906, to 5 years penal servitude for shop breaking. Licensed 19th ult. R. g. 404. Warrant issued. HAMPSHIRE. 23.— Gosport { County).— For obtaining £ 1 by false pretences, 23rd inst.— JOHN KEEN, age 28 to 30, height 5 ft. 5 or 6 in., complexion fresh, hair light brown, clean shaved; dress, dark coat and vest, light trousers, blue neckerchief with white spots, brown cap and boots. A navvy, native of Gosport. Has served in the Royal Marine Light Infantry, may be found on public works. He represented that he had to pass an examination at Southampton to enable him to obtain a situation at Singapore. Warrant issued. Information to Supt. Cottle, Gosport. 24.— Portsmouth { Borough).— For stealing a counterpane ( recovered) and for failing to report Licence- holdcr ALFRED SMITH, Office No. 562- 04, age 36, height 5 ft. 7| in., complexion fresh, hair brown, moustache ginger, eyes blue, coat of arms and cross lances right forearm, 4 dots left forearm, scar 1st right finger, ring 2nd left finger; dress, shabby light jacket, dark trousers and cap. A printer and bookbinder, native of London. Sentenced at Win- chester Assizes, 19th June, 1907, to 3 years' penal servitude for larceny. Licensed 21st September 1909. h. 265. HERTFORDSHIRE. 25.— Watford ( County).— For stealing ( bailee) clothing— PERCY CAYFORD, age 25 or 26, height 5 ft. 10 or 11 in., rather round shoulders, complexion pale, blotchy, hair light, clean shaved, eyes blue; wearing light check overcoat, brown gaiters, black bowler hat. A native of King's Cross, London — ELIZABETH LINES, age 24, height 5 ft. 6 in., complexion pale, hair dark ; dress, navy blue costume, large black hat. A native of Barnet. Warrant issued. Information to Supt. Wood, Watford. KENT. 2S.— Cranbrook { County).— For stealing £ 2 from a bedroom, and obtaining food and lodgings, by false pretences— HARRY NORTH ( supposed false), age 40 to 45, height 5 ft. 9 or 10 in., complexion ruddy, hair ( turning grey) dark, prominent nose; dress, navy blue suit, black tie, grey plaid cap. Stated his motorcar had broken and was being repaired. Warrant issued. Information to Supt. Fowle, Cranbrook. LANCASHIRE. 27.— Reedley { County).— For carnally knowing two girls under 13 years of age, at Colne, about 25th ult.— RICHARD HOWARTH, age 25, height 5 ft. 7 or 8 in., complexion sallow, moustache dark, eyes brown; dress, brown mixture suit, lace boots. A fire beater, native of Colne. He spoke of going to America. On 11th inst. he stated he had obtained employment at Blackburn. Warrant issued. Information to Supt. Pincock, Reedley, near Burnley. 28.— Preston { Borough).— For stealing from his lodgings, 23rd inst., a lady's 18- ct. gold ring, set diamond in centre and 6 rubies ( 2 missing); 1 15- ct. gold safety pin brooch, ruby in centre; 1 gold brooch, set 3 topaz stones; 1 9- ct. gold necklet, locket con- taining photographs of two ladies, and initials " S. R." thereon attached; 1 lady's 9- ct. gold keyless watch, out of repair ; 1 gold cross— A MAN, age about 40, height 5 ft. 2 or 3 in., complexion fresh, large head, hair ( bald on top) and moustache brown, left arm deformed; dress, blue suit, hard felt hat, Blucher boots. Stated he was a painter. Information to the Chief Constable, Preston. 29.— Warrington { Borough).— For neglect- ing his children, and leaving them chargeable to the Poor Law authorities— JOHN BARRY, age 27, height 5 ft. 4 or 5 in., complexion fresh, oval face, hair and eyes dark brown, heavy moustache dark, scar on nose, lame, right foot weak or deformed, wearing dark tweed jacket and vest, cap and clogs. A tanner's labourer, native of Warrington. Warrant issued. Information to the Chief Constable, Warrington. NORFOLK. 30. — Norwich { City). — For forging and uttering a cheque for £ 2 15s. 31st ult.— ERNEST JOHN ROSHER, age 24, height 5 ft. 6£ in., complexion fresh, hair ( wavy) auburn, eyes grey. A native of Ipswich. Is a deserter from the 16th Lancers, and was wearing uniform when he absconded 1st inst. Warrant issued. Not to be arrested out of the United Kingdom. SHROPSHIRE. 31— Wellington { County).— For stealing a cash box containing £ 5, and a Postal Order for 2s. issued at Peplow Post Office.— HARRY TAYLOR, age 30 to 35, height 5 ft. 8 or 9 in., rather stout build, complexion very fresh, full face, hair light brown, moustache ( cropped) sandy, hands and arms freckled, addicted to drink; dress, grey jacket and vest, grey trousers with dark stripes, blue muffler TUESDAY, APRIL 29, 1910. A mantle- maker, Secretary of State for the Home Department with intent to pervert the [ administration of the Aliens Act, 1905, by forging and uttering a certain memorial— ABRAHAM WOLIS, Office No. S/ 103089, native of Poland, and may probably be found in a Jewish quarter.
