POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, APRIL 22, 1910. VOL.- XXVII., No. 2746. I. All communications for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OP THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. 8. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 8. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. • i. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6 Portraits of persons whose apprehension is sought for serious offences will be inserted at a cost of 8.?. per portrait, and engravings of stolen property at a cost of 6s. per photograph or sketch, unless the article is large or unusually intricate, when the charge will be higher. A remittance of 6s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. 14. All copies of the POLICE GAZETTE re- transmitted by Police Forces should be prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. UNDER the existing arrangements the finger impressions will be taken, and recorded at the Finger Print Department, Convict Supervision Office, New Scotland Yard, of all persons convicted as follows:— ( a) All persons coming within Sections 5, 7, or 8, of the Prevention of Crimes Act, 1871. ( ib) All persons, at Assizes or Quarter Sessions, sentenced to not less than one month's imprison- ment, without option of a fine, for any of the oftences shown below. ( c) All persons, at Petty Sessional, Police, or Stipendiary Magistrate's Court, sentenced to more than one month's imprisonment, without option of a fine, for any of the following offences:— Aliens ( Sec. 3 Aliens Act of 1905). Arson. Assaults with intent to rob. Attempted burglary. Attempted larceny. Attempts to break into churches, houses, shops, warehouses, & c. Attempts to obtain goods and money by false pretences. Bankruptcy offences. Being found on enclosed premises. Breaking into churches, houses, shops, warehouses, & c. Burglary. Cattle stealing. Coining. Conspiracies of all descriptions. Embezzlement. Entering with intent to commit a felony. Extortion by threats. Felonious wounding. Forgery. Fraud. Frequenting. Horse- stealing. Housebreaking. Importuning male persons to commit un- natural offences ( Vagrancy Act, 1898, Sec. 1, par. b). Indecent assault on female. Larceny. Mental degenerates. Obtaining goods and money by false pre- tences. Possessing housebreaking tools. Procuration of women and girls. Prostitution, living on proceeds of ( Vagrancy Act, 1898, Sec. 1, para. a). Receiving. Robbery. Sacrilege. Sheep stealing. Shopbreaking. Suspected person. Unlawful possession. Uttering counterfeit coin. Warehouse breaking. But all offenders of the first Division, and such of the second Division as have never been previously convicted, are exempted from this order. In order to avoid the retention of useless records in the Finger Print Department, the Registrar of Habitual Criminals would be glad if the Chief Constables of Counties, Cities, and Boroughs, will, in future, notify the death of any criminal who has been finger- printed. The notification should contain the full name and aliases, particulars of conviction or convictions if possible, also the No. published in the list of Habitual Criminals. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT l— Criminal Investigation De- Sartment — For fraudulent bankruptcy.— ARRY FOSTER, age 45 to 50, height 5 ft. 9 in., stout build, complexion fresh, full face, hair and moustache light, eyes blue ; dress, dark jacket suit, bowler hat. A builder and contractor, supposed a native of Cardiff. Warrant issued. 2 — J Division.— For obtaining 5s. by false pretences— WILLIAM ROWLAND, age 30, height 5 ft. 5 in., complexion pale, small features, hair brown ; wearing brown overcoat, black hard felt hat, brown boots. He advertises for young ladies for confectionery business, takes a room for a few days which he uses as an office, obtains 5s. as security, and absconds. Warrant issued. 3 — N Division.— RICHARD SAUNDERS, alias HOLMES, Case No. 83, 13th March, 1903, not now wanted. Warrant withdrawn. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CA MBRIDGESHIRE. 4.— Cambridge ( Borough).— For stealing from her lodgings, 14th inst., a gold keeper ring, braided pattern on top part; also for stealing, by trick, same date, a green costume with stripes, cloth buttons HOUGHTON, alias WADE, age about 30, height 5 ft. 4 to 6 in., red face; wearing the stolen costume, blue straw sailor hat, trimmed one side, brown boots. She took lodgings, 12th inst., ordered costumes to be sent on approval, selected one and absconded. Left behind a light grey coat and a brown velvot turban hat, trimmed fur. Warrant issued. Information to be forwarded to the Chief Constable, Cambridge. CHESHIRE. 5.— Birkenhead ( County).— For deserting their families.— PATRICK HEALEY, age 32, height 5 ft. 9 in., complexion fresh, hair ( bald in front) dark, moustache dark brown, eyes blue, twiches right eye ; dress, dark jacket and vest, dark cord trousers, muffler, strong lace boots. DAYID HEWSON, age 48 ( looks older), height about 5 ft. 6 in., complexion dark, hair and moustache ( close cut) black turning grey, eyes blue, one right tooth missing; dress, navy blue serge jacket and vest, brown cord trousers, blue and white neckerchief, dark cap. A native of Holt, Denbighshire. Warrants issued. Information to Supt. Sutherland, County Hall, Birkenhead. G.— Dukinfield ( County).— For receiving, 8th inst.— PERCY EDMOND TYE, alios FRANK TYE, age about 30, height about 5 ft. 7 in., slight build; complexion sallow, hair dark brown, moustache sandy, may be clean shaved, scar over eyebrow, full mouth, two large front upper teeth, opening between, P on right forearm, vanishing lady ( faintly) left forearm; dress, blue serge suit, small tie, grey striped overcoat, velvet collar, dark green cap, brown boots. May be found in company of prostitutes, stays at common lodging houses. May seek employ- ment as a barman or window cleaner. A native of Manchester. Warrant issued. 7.— Dukinfield ( County).— For stealing, 21st ult., Universal Raglan bicycle, road racer, No. B 25289, 22 in. black enamel frame, gold lined, mud- guards, drop handle- bars, black grips, two inverted rim brakes, grip on front brake damaged, Dunlop tyres, wire heads, rat- trap pedals, black enamel oil lamp, black celluloid pump, horn— WILLIAM WILLIAMS, age about 20, height 5 ft. 7 or 8 in., complexion sallow, hair dark brown, clean shaved, large mole right side of mouth; dress, dark jacket and vest, light grey trousers, blue tweed cap, tan lace boots ( blacked). A collier, native of West Bromwich. Information to Supt. Croghan, Dukinfield. 8.— Birkenhead ( Borough).— For obtaining £ 1 15s. by false pretences, 15th inst.— JOHN SEYMOUR, age 34, height 5 ft. 2 or 3 in., slight build, hair brown, clean shaved, high forehead, one lower tooth missing, walks as if suffering from Sciatica; dress, brown tweed suit, light fawn colour mackintosh, brown tie, imitation pearl pin. He took lodgings and represented that he was second engineer on the S. S. Annaldale. Warrant issued. Information to the Chief Constable, Birkenhead. Warrant issued. 11.— South Shields ( Borough).— For making a false declaration under the Statutory Declarations Act, 1835.— ROBERT LAIDLER, age 24, height 5 ft. 6 in., complexion fresh, thin face, low forehead, long thin nose, pointed chin, hair dark brown, slight moustache dark, may be clean shaved, eyes brown, blue dot web of right thumb, R. L. and bust of man left forearm, ring second left finger, a labourer, native of South Shields, has served in the Special Reserve. Previously convicted of indecent exposure. Warrant issued. ESSEX. 12.— Dunmow ( County).— For obtaining by false pretences, 8th ult., a dark chestnut mare, little white down face, rather thick set, 15 hands 2 in., half clipped, hair rubbed off tail— J. SMITH, age 40 to 45, height about 5 ft. 5 in., rather good build, complexion and moustache dark, hair brown, speaks softly, walks badly ; dress, blue serge suit, black hard felt hat, brown boots, carried an umbrella. He answered an advertisement in a local paper, stated he was a farmer at Royston Hall, Herts, and that he had a shop in Kingsland where he sent his produce. Warrant issued. Information to Supt. Scott, Dunmow. 13.— Southend ( County).— For stealing from his lodgings, 15th inst., a silver lever watch, No. 27880, makers Hopwood and Son, Colchester, open face, white dial, large hand bent, and £ 2— HARRY HILL, age 19, height 5 ft. 9 or 10 in., slight build, complexion fresh, hair brown, eyes grey, wart left little finger, tattooed both forearms ; dress, orown coat and vest, blue tweed trousers, green cap, brown boots ( blacked), all much worn. A labourer, native of Walsall. Has served in the 1st Royal Dublin Fusiliers. Absconded 15th inst. Warrant issued. Information to Supt. Pryke, Southend- on- Sea. HAMPSHIRE. 14.— Ringwood ( County).— For deserting his wife and family, leaving them chargeable to the Christchurch Union— SAMUEL THOMAS PROUD, age 46, height 5 ft. 5 in., complexion fresh, hair ( turning grey) brown, brown mark back of left fore- arm, wart back of neck, cut mark right side of forehead and under chin. A painter, native of Meon Stoke. Warrant issued. Information to Supt. Mayes, Ringwood. HERTFORDSHIRE. • 15.— Watford ( County).— For stealing ( bailee) clothing— PERCY CAYFORD, age 25 or 26, height 5 ft. 10 or 11 in., rather round shoulders, complexion pale, blotchy, hair light, clean shaved, eyes blue; wearing light check overcoat, brown gaiters, black bowler hat. A native of King's Cross, London. — ELIZABETH LINES, age 24, height 5 ft. 6 in., complexion pale, hair dark ; dress, navy blue costume, large black hat. A native of Barnet. Warrant issued. Information to Supt. Wood, Watford. 16.— St. Albans ( City).— For stealing £ 58 ( including 3 cheques to the value of £ 11 5s.), 19th inst.— HARRY CHILDS, age 25 to 27, height 5 ft. 10 or 11 in., complexion fresh, ihair light brown, clean shaved; dress, dark suit, large light cap, military gait. Is fond of horse racing. A clerk, native of St. Albans. The cheques were returned to owner per registered letter, posted at Gower Street, London, at 5.45 p. m., 19th inst. May endeavour to leave the country. Warrant issued. Information to the Head Constable, St. Albans. HUNTINGDONSHIRE. 17.— Stanground ( County).— For leaving his wife and children chargeable to the Poor Law Union — JOHN THOMAS McQUE, age 38, height 5 ft. 8£ in., complexion fair, hair and moustache brown, cut scar left side of upper lip, man right forearm, crown and anchor left. A navvy, native of Derby- shire. Served in the South African war. Warrant issued. Information to Supt. Wilson, Stanground. KENT. 18.— Cranbroolt ( County).— For stealing £ 2 from a bedroom, and obtaining food and lodgings, by false pretences— HARRY NORTH ( supposed false), age 40 to 45, height 5 ft. 9 or 10 in., complexion ruddy, hair ( turning grey) dark, prominent nose; dress, navy blue suit, black tie, grey plaid cap. Stated his motor, car had broken and was being repaired. Warrant issued. Information to Supt. Fowle, Cranbrook. 19.— Folkestone ( Borough).— For embezzle- ment— GEORGE INGLIS, age 44, height 5 ft. 7 in., complexion, hair and eyes dark, clean shaved, one front upper tooth missing, Scotch accent; dress, red mixture jacket and vest, grey trousers and cap, black and white striped tie, brown shoes ( blacked). A stableman. Absconded 2nd inst., will probably endeavour to leave for Canada. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Chief Constable, Folkestone. LANARKSHIRE. 20.— Hamilton ( County).— For housebreaking, 12th inst.— Supervisee PERCY HAMILTON, alios PERCY MILNWOOD, McNEIL HAMILTON and PETER MILTON, H. C. R. No. 1425- 03 and S. C. R No. 970- 05 ( Illustrated Circular 87, figure 7), age 31, height 5 ft. lOf in., complexion fresh, hair dark brown, eyes grey, woman, fan and scar right forearm, 2 women, shell, lion and umbrella left forearm. A well dressed thief and swindler, frequents first- class hotels and restaurants and steals coats, pocket books, umbrellas, & c., from smoking rooms and lavatories, hires horses and traps which he immediately disposes of, poses as a man of means and obtains cigars, wines, & c., forges and utters cheques on tradesmen, obtains lodgings and ransacks adjoining rooms for jewellery, steals bicycles left temporarily unattended. Warrant issued. 22.— Glasgow ( City).— For devising a scheme with intent to defraud the Eastdale Slate Quarries ' Company— GEORGE GARSCADDEN, age 40, height 5 ft. 8J ins., complexion sallow, hair supposed dark, mixed with grey, clean shaved, wide mouth, wears glasses, upper teeth believed artificial, very talkative, wore a double gold Albert; dress, dark morning coat suit, hard felt hat. LANCASHIRE. 23.— Bury ( County).— For obtaining by false pretences, 6th inst., 4 pairs of boots ( 1 pair box calf, Derby fronts, size 8, Monarch on tab, tree on reverse side; 1 pair glossy calf, size 9, do.; 1 pair tan Derby fronts, size 9, do.), 1 pair recovered— A MAN, gave name G. WATSON, age 35, height 5 ft. 9 in., complexion fresh, hair and moustache light; dress, dark jacket suit, hard hat. He left a bicycle which he stole in Manchester as security. Warrant issued. Information to the Supt. Police Office, Bury. 24.— Leigh ( County).— For stealing a tin cash box, containing £ 26; 1 pair of brown worsted trousers ( small), " J. W. Wright, Wigan," on buttons— JOHN BARRETT, age 34, height 5 ft. 7 in., stout build, complexion fresh, full face, hair ( turning grey) dark brown, clean shaved, turns one foot inwards; dress, dark grey overcoat, brown overalls, light grey cap. A native of Warrington. Warrant issued. Information to Supt. Ross, Leigh. 25.— Reedley ( County).— For carnally knowing two girls under 13 years of age, at Colne, about 25th ult.— RICHARD HOWARTH, age 25, height 5 ft. 7 or 8 in., complexion sallow, moustache dark, eyes brown; dress, brown mixture suit, lace boots. A fire beater, native of Colne. He spoke of going to America. On 11th inst. he stated he had obtained employment at Blackburn. Warrant issued. Information to Supt. Pincock, Reedley, near Burnley. NOTTINGHA MS HIRE. 26.— Nottingham ( City). — For obtaining £ 130, bv false pretences, 6th inst. — HENRY PIDDUCK, age 52, height about 5 ft. 2 in., stout build, complexion fresh, hair ( bald on top) dark brown, moustache grey, eyes hazel, scar over right eye; dress, blue serge suit, black hat, he left behind a shirt " William McHarry," written in ink, thereon. Is believed to have come from Belfast to Nottingham, obtained a living by hawking fish, induced a person whom he promised to marry on the 11th inst. to with- withdraw her money from building Society and deposit it at the Local Bank in his name. Absconded 9th inst., when it was found he had withdrawn the whole amount. May endeavour to leave the country. Warrant issued. Information to the Chief Constable, Nottingham. NORFOLK. 27. — Norwich ( City). — For forging and uttering a cheque for £ 2 15s. 31st ult.— ERNEST JOHN ROSHER, age 24, height 5 ft. 6£ in., complexion fresh, hair ( wavy) auburn, eyes grey. A native of Ipswich. Is a deserter from the 16th Lancers, and was wearing uniform when he absconded 1st inst. Warrant issued. Not to be arrested out of the United Kingdom. OXFORDSHIRE. 28.— Bicester ( County).— For stealing, 4th inst., a lady's Triumph bicycle, enamelled green, Oxonian transfer, Advance tyres, upturned handle- bars, inverted lever brakes, metal gear case, plated rims, bell— A WOMAN, age about 25, height about 5 ft. 4 in., slight build, complexion, hair and eyes dark ; wearing black clothing. Warrant issued. Information to Supt. Allmond, Bicester. SHROPSHIRE. 29.— Wellington ( County). — For stealing ( bailee) furniture— WILLIAM HENRY WILSON, age 25, height about 5 ft. 8 in., complexion fresh, hair dark brown, small moustache ( twisted at ends) brown, may be growing a beard, of smart appearance, usually well dressed. A railway signalman, native of Wellington. Absconded 2nd inst. May endeavour to go abroad. Warrant issued. Not to be arrested out of the United Kingdom. Information to Supt. Fulcher, Wellington. STAFFORDSHIRE. 30.— Lichfield \( County).— On commitment warrant, for an offence under the Highways Act— JOHN HOLLAND, age 43, height 5 ft. 10 in., complexion ruddy, hair and eyes brown; THOMAS HOLLAND, age 70, height 5 ft. 1 in., complexion pale, hair grey, eyes dark brown, stoops; WILLIAM COBEY, age 40, height 5 ft. 3 in., hair and eyes brown; JONAS BUTLER, age 23, height about 5 ft. 6 in., hair and eyes brown. Travelling gipsies, had with them a van, red and green oval top, " John Holland, Worcester," thereon; spring cart, white canvas top, " Thomas Holland, Kingsbury, Warwick- shire," thereon; van, green, ordinary top, " W. Cobey, Brighton, Sussex," thereon ; van, green and yellow top, " Jonas Butler, Stafford," thereon. Information to Supt. Oakden, Lichfield. 31.— Stafford ( County).— For fraudulently converting to his own use 51,000 francs in French notes, 3rd March, 1903; £ 353 on 22nd March, 1908, and £ 207 on 7th June, 1907— PATRICK BURKE ( supposed an Irishman), age 45 to 50, height 5 ft. 2 or 3 in., stout build, complexion fresh, round face, hair ( turning grey) dark brown, clean shaved, eyes grey; usually wears black clothing, gold rimmed spectacles. He was formerly a co- partner of a firm, of Solicitors at Stafford. Warrant issued. Not to be arrested out of the United Kingdom. Information to Chief Supt. Spendlove, Stafford. SURREY. 32 — Chertsey ( County).— For larceny ( ser- vant)— FRANK WRAY, age 18, height about 5 ft. 7 in., complexion and hair very dark, prominent nose, clean shaved, Jewish appearance, plausible manner. If in/, complexion pale, GLOUCESTERSHIRE. • St.— Bristol ( City). — For stealing 2 erco- phones during January last — GOODMAN HIRSCH, alias JACOBOVITCH and MULLER, a Russian Jew, age about 28, height 5 ft. 5 or 6 in, rather slight build, clean shaved, usually wears dark clothes, black bowler hat, double curb pattern gold albert, £' 2 piece attached, of slovenly habits. Accompanied by a WOMAN, age 19, rather short, hair sandy, wore a fur hat, muff, and necklet with tails, had with her a small York- shire terrier, answers to the name of " Floss." R. SYKES, alias BLAND ( supposed false), age about 3G, height about 5 ft. 11 ft, hair brown, clean shaved, left eyelid drawn and partly closed, North Country accent; dress, drab colour mackintosh, plaid breeches, black bowler hat. Stated he had served in the Life Guards. Believed to be a horse dealer. Accom- panied by his wife, a boy about 15 months old, and a brown whippet dog.
