POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, APRIL 1, 1910. VOL. XXVII., No. 2740. 1. All communications for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THH EDITOE OP THE POLICB GAZETTE, NEW SCOTLAND FAED, LONDON, S. W. 1. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZBTTE, if they are sufficient to enable action to be taken upon them by another force. 8. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6 Portraits of persons whose apprehension is sought for serious offences will be inserted at a cost of 8j. per portrait, and engravings of stolen property at a cost of 65. per photograph or sketch, unless the article is large or unusually intricate, when the charge will be higher. A remittance of 6s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. A nnouncements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICB GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. 14. All copies of the POLICE GAZETTE re- transmitted by Police Forces should be prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. SPECIAL NOTICE. IN certain cases questions have arisen as to the payment for photographs applied for by Police Forces under Home Office circular of 15th March, 1897. The Registrar of Habitual Criminals is therefore authorised by the Secretary of State to say that, in any ordinary case, a photograph is not necessary to enable his Department to identify a prisoner, the finger prints alone being sufficient for the purpose; but if a photograph is applied for, or if, in any rare case, it should be required to complete the identification, the cost will be charged to the Police Force interested. Not now wanted. 4.— c Division.— For obtaining £ 4 2s. 6d. by a worthless cheque on Barclay and Co., Ltd., Bank, Church Road, Hove,— EDWARD SUDLOW, alias GROSVENOR, age 45 to 50, height 5 ft. 8 in., complexion fresh, hair and moustache brown, eyes grey; dress, green mixture Lovat tweed suit, black bowler hat, of smart appearance. Warrant issued. 5.— D Division.— For attempting to obtain goods by a forged money order— A. C. HEPBURN, age 45 to 50, height 5 ft. 7 in., complexion ruddy, hair light, whiskers ( trimmed to a point) sandy, eyes grey, of good address, stoops slightly ; wearing dark grey overcoat, black bowler hat, lace boots, brown spats. He calls upon jewellers, selects articles, asked that they may be put aside and he will send a messenger with the money, the following day a letter together with a forged money order is received for the article, the orders at present used bear a forged stamp of the Richmond Post Office. 6.— F Division.— For obtaining £ 50 by false pretences, 14th February— HENRY W. LAWLOR, age 30 to 35, height 5 ft. 7 or 8 in., complexion fresh, hair dark, moustache waxed, wears pince- nez, one leg shorter than other ; dress, light mackintosh, dark suit, hard felt hat. A public house broker. He repre- sented that he was negotiating for the tenancy of a public house which had already been disposed of. Warrant issued. 7.— F Division.— For obtaining 2 costumes by a worthless cheque on Parrs Bank, Charing Cross Branch— ALFRED DE LIESSE, age about 40, height 5 ft. 7 or 8 in., complexion dark, hair black, eyes piercing, 2 gold teeth, American accent; dress, blue serge suit, black hard felt hat. Believed a native of America. Is accompanied by A WOMAN, age 26, height 5 ft. 7 in., complexion fresh, hair light; dress, biscuit colour costume with black satin collar and cuffs, black and gold jet trimming, or blue and black striped faced cloth costume, cross- over skirt, brown squirrel toque or black beaver hat trimmed purple satin. A native of Manchester. Warrant issued. 8.— X Division .— For malicious wounding— ALFRED THEOBALD, alias WARD, age 42, height 5 ft. 8 in., complexion fresh, hair and moustache light brown, eyes hazel, " E. Ward" tattooed left arm; dress, blue double- breasted jacket, white cord vest and trousers, black and white neckerchief, light cap, lace boots. A labourer. Warrant issued. A YRSHIRE. 9.— Troon ( County).— For fraud 24th ult.— — JONES, age 35 to 40, height 5 ft. 6 in., stout build, complexion dark, hair black, eyes jet black; dress, three- quarter length cape, black skirt, black crape hat, very broad gold wedding ring, large drop earrings. — MINCH, age about 50, height about 5 ft. 1 in., stout build, complexion and eyes dark, hair ( worn in 2 plaits at back) black, blue scar right side of face, legs somewhat deformed, walks badly; dress, dark tight fitting jacket, dark skirt and motor cap. They travel the country with 3 caravans, 2 R. Green, Lower Kidlington Road, Licensed Hawker, on caravans, hawk upon shopkeepers, spring carts, and 8 horses, " Leamington," " Frank Lovell, Oxford," and " Render Green, Lower Leamington, Gloucester" skins, rugs, & c. They call represent that they are staying in the district for some weeks, give bogus orders for goods to be supplied, thereby induce the tradesmen to purchase a rug at a price greatly in excess of its value. See Case No. 18, 31st December, 1909. The above left the remainder of their party at Kilmarnock, 25th ult., and may endeavour to rejoin them elsewhere. Warrant issued. Information to the Chief Constable of Ayrshire, Ayr. BERKSHIRE. 10. — Abingdon ( County).— For obtaining jewellery, value £ 15 2s., by false pretences— LOUIS HENLEY PRYER, age 45 to 50, height 5 ft. 7 or 8 in., complexion sallow, hair dark, carries right fore- finger straight when walking; dress, light jacket and vest, dark trousers, cap, had with him an overcoat. Formerly a stud groom, has held the licence of a public house at Lewes. Warrant issued. Information to Supt. Foster, Abingdon. 11.— Reading ( Borough).— For stealing, 10th ult., a Opiate Georz- Anschutz camera, focal plane, Dagor lens, extension back, six double dark slides, film pack adapter, Houghton's film envelope adapter, tele- photo lens, in good condition — WALTER F. READ, age 60 to 70, height 5 ft. 8 or 9 in., com- plexion sallow, hair ( cut very close) and moustache grey, thin long face, nose very sharp and prominent, of military appearance ; dress, black overcoat, morn- ing coat and vest, dark trousers with darker stripes, black hard felt hat, carried a black hand- bag. Stated he was a war correspondent. Was in Hastings on the 12th ult., and London 17th ult. He takes a furnished house, and obtains goods from tho local tradesmen, also answers advertisements of cameras for sale in the Amateur Photographer, asking that same be sent to him, and if suitable, a cheque would be forwarded, then absconds, leaving the tradesmen's bills unpaid, and disposes of the cameras. Warrant issued. Information to the Chief Constable, Reading. BRECONSHIRE. 12.— Talgarth ( County).— For obtaining £ 50 by false pretences— DAVID LEWIS, alias W. WILSON, age about 30, height 5 ft. 9 in., long prominent nose, thin chin, clean shaved, stoops slightly; dress, grey Norfolk suit with green stripes, soft grey hat. He took lodgings at a farm, and obtained the money from a firm in Leeds by repre- senting he was the owner of the farm. Left behind a Coventry Challenge Roadster bicycle, No. 181661, 26- in. frame, inverted lever brakes, free wheel, roller chain, Imperial saddle. BUCKINGHA MS HIRE. 13.— Chesham ( County).— For embezzling £ 3 3s., 14th ult.— MAURICE LACEY, age 32, height 5 ft. 7 or 8 in., inclined to stout build, complexion fresh, hair and moustache dark brown, eyes hazel, slightly bow legged, woman and flowers left arm; dress, blue serge jacket suit, dark cap, light lace boots, A brewer's drayman, native of Downley, High Wycombe. Has served in the Berkshire Regiment. Warrant issued. Information to Supt. Trevener, Chesham. 14.— Great Marlow ( County).— For stealing, 12th January, 1910, 500 faggots— WILLIAM ASPIN, age about 35, height 5 ft. 6 or 7 in., com- plexion fresh, hair dark brown, moustache inclined to ginger ; dress, old clothes, breeches and gaiters. Had an old London milk van, W. Askin, High Wycombe, on off side, and grey pony with him. A wood dealer. Warrant issued. Not to be arrested out of the United Kingdom. Information to Supt. Summers, High Wycombe. CHESHIRE. 15 — Crewe ( County).— JAMES MILES, Office No. 3034- 02, Case No. 8, 25th ult. Not now wanted. devomshTre. 16.— Exeter ( City).— For obtaining £ 30 by false pretences— H. STUART ELLISON, age 30 to 35, height 5 ft. 5 or 6 in., round shoulders, rather slight build, complexion dark sallow, rather thin features, prominent nose, hair dark, clean shaved, eyes ( piercing) dark, stoops slightly, of delicate and Jewish appearance; dress, dark grey suit, bowler hat, carried a brown leather handbag. About 3 weeks ago he took lodgings, and had inserted in a local paper " Smart young gentleman required for position of trust, must deposit £ 30 cash security, apply by letter stating age and full particulars." He represented to the applicant that he was a money lender, and his duties would be to interview persons applying for loans. A few days later, the person defrauded was given the name and address of a person in Bournemouth who required the loan of £ 200, but on arrival there no such person could be found. Absconded 24th ult., and may be found committing similar frauds in other towns. Warrant issued. Information to the Chief Constable, Exeter. DORSETSHIRE7~ 17.— Bland for d ( County).— On commitment warrant for assaulting a gamekeeper, and trespass— FREDERICK MOORE, alias ARTHUR KERBY, age 39, height 5 ft. 5£ in., complexion fresh, full round face, hair brown, eyes blue, mole right shoulder, erect bearing; dress, blue coat and vest, khaki breeches and putties, muffler, cap. A notorious poacher, native of Blandford. Has been convicted at Salisbury, Wimborne, Dorchester, Poole, and Wokingham. Information to Supt. Sims, Blandford. ESSEX. 18.— Brentwood ( County).— For obtaining 7s. by false pretences, 19th ult.— W. PATTISON, age 28, height 5 ft. 8 in., complexion fresh, full round face, hair and eyes dark brown; dress, grey tweed suit, green stripes, green tie, black bowler hat, shoes with plain fronts. Stated he was a draper at Romford, solicited orders, obtained deposits, and promised to forward the goods. Warrant issued. Information to Supt. Marden, Brentwood. 19.— Southend ( County).— For stealing from their lodgings, 21st ult., a brown jacket suit, dark stripes; 1 blue skirt, black web band, unlined; 1 youth's dark grey jacket; 1 pair lace boots, size 8, with toe- caps; 1 silver watch, key- winding, open face; 1 white counterpane, figured; 1 white fine calico chemise, and £ 2 3s. 6d.— ETHEL WARD, age 36, medium height, complexion fresh, hair dark; dress, dark dress, black astrachan coat and toque— WARD, age about 45, height 5 ft. 8 in., complexion dark, thin face, hair and moustache ( turning grey) dark ; dress, black suit and overcoat, bowler hat, lace boots, nearly new. Supposed natives of London. Accompanied by three children, viz., a girl age 8, a boy age 6, very dark, and a girl age 2, very fair, wearing cream colour coat, cape and bonnet. Repre- sented himself as an agent for the Wesleyan General Assurance Company. Warrant issued. Information to Supt. Pryke, Southend- on- Sea. GLA MORGA MS HIRE. 20.— Cardiff ( City).— For obtaining money by false pretences— A MAN, age 33 to 35, height 5 ft. 9 or 10 in., one shoulder droops slightly, hair turning grey, clean shaved; dress, fawn colour shower- proof overcoat, dark trousers, black hard hat. He ascer- tains the owners or agents of certain houses, also the day and time the rents are usually collected, then calls upon the tenants slightly earlier than the authorised collector, whom he states has been taken ill, obtains the amounts and initials the rent books. Warrant issued. Information to the Head Constable, Cardiff. GLOUCESTERSHIRE. 21.— Gloucester ( County).— For unlawful wounding, also for stealing 2 heifers ( recovered)— LEONARD CHARLES GODDARD, age 24, height 5 ft. 8 in., complexion fresh, hair very dark, slight moustache, and eyes dark, chest and left instep have been injured, slightly lame; dress, dark square cut jacket with light stripes, dark striped trousers, green cap, military boots. Appearance of a groom or farm labourer. Native of Gloucester, had served in the army. Absconded 26th ult., had in his possession £ 20. May endeavour to leave the country. Warrant issued. Information to the Deputy Chief Constable, Gloucester. HAMPSHIRE. 22 — Romsey ( County). — For stealing at Broueihton, 10th ult., a bicycle ( recovered)— — HARRISON, age 27 to 30, height 5 ft. 7 or 8 in., slight build, hair and slight moustache light, rather short sighted; dress, blue three- quarter length over- coat, velvet collar, black trousers, light cap ( too large for him), light lace boots, linen collar, " Potters, The Broadway, Southsea " thereon, blue and green tie, carried a small bag containing tools. Appear- ance of a mechanic. He took lodgings, stated he was employed in the neighbourhood, sometimes states he is employed by the National Telephone Company. Warrant issued. Information to Supt. Littiewood, Romsey. KENT. 23.— Dart ford ( County).— For embezzling 10s. — GEORGE HUNT, age 38, height about 5 ft. 8 in., complexion fresh, full red face, hair dark brown, mous- tache light. May seek employment at coal wharves. Warrant issued. Information to Supt. Poole, Dartford. LANCASHIRE. 24.— Rochdale ( County).— For stealinga watch from his lodgings— A MAN, age 36, height 5 ft. 9 or 10 in., complexion fresh, long face, hair brown; dress, dark suit with raised stripes, blue muffler, dark or green cap. A native of Dronfield, Derbyshire. Information to Supt. Jump, County Police Office, Rochdale. 25 — Manchester ( City).— For failing to report— Licence- holder CHARLES BEATTIE, alias MORTIMER, WILKINSON, THOMPSON, WIL- LIAMS, WILSON and JOHNSON, Office No. 2268- 02, age 70, height 5 ft. 8f in., complexion fresh, hair ( bald on top) and eyes grey, scar right eyebrow, bridge of nose and back of neck. A native of Liver- pool. Sentenced at Salford Borough Sessions, 24th October, 1907, to 3 years penal servitude for larceny. Licensed 27th January, 1910. Z. J. S. y. e. h. 1261. Information to the Chief Constable, Manchester. SHROPSHIRE. 28. — Church Stretton ( County). — For obtaining lis. by false pretences at Clun, 16th November, 1909— J. THOMPSON, alias LUMSDEN, JACKSON, and T. HENDERSON, age 25, height 5 ft. 6 in., slight build, long thin features, hair dark, clean shaved; dress, navy blue overcoat, astrachan collar and cuffs, brown suit, green cap, lace boots. A native of Huddersfield. MAUD THOMPSON, alias DORA THOMPSON ( supposed wife of above), age about 22, height about 5 ft. 2 in., complexion fresh, hair ( partly false) auburn, walks erect; dress, long tight- fitting blue coat, red costume, brown straw hat, motor veil, lace boots. Stated she was a native of Leeds. Represented they were soliciting orders for a photographer at Knighton. See Case No. 44, 24th December, 1909. Warrant issued. Information to Inspector Francis, Church Stretton. SUFFOLK ( East). 29 — Framlingham ( County).— For stealing at Weybread, 24th ult., 8 hens ( recovered).— ROBERT CHARLES SEAMAN, age' 28, height 5 ft. 6 in., complexion, fresh, hair brown, eyes light brown; dress, dark brown suit, tight fitting, may be wearing a soft slouch hat or cap. A dealer, native of Need- ham, Norfolk. Warrant issued. Information to Supt. Mann, Framlingham. SURREY. 30.— Dorking ( County).— For obtaining by a worthless cheque on Smiths Union Bank, Oxford, 22nd ult., a grey mare, aged, 15- 2£ hands, long swish tail, fired on both front legs, lump right side of neck, high withers, bare at top, a set of black harness, brass mounts, and a four- wheeled dogcart, by " Windover," light colour, iron plate on floor partly under front seat, basket strapped between front and back seats, pole and bar tied to trap, a brown horse rug with red braid.— J. ROBERTS, age about 50, height 5 ft. 7 or 8 ins., complexion fresh, hair ( turning grey) and moustache dark brown, eyes grey; dress, dark suit, blue melton overcoat ( velvet collar), violet or mauve tie, hard felt hat. May be found at horse sales or repositories. Supposed identical with man Case No. 4, 25th ult. Warrant issued. Information to Supt. Boon, Dorking. 31.— Oxted ( County).— For failing to appear at Reigate County Petty Sessions, 12th ult., to a sum- mons for obtaining a banker's cheque and order for the payment of £ 2 10s. by false pretences— WILLIAM ANDREWS, alias HARRY STEVENS, Office No. 947- 02 ( Illustrated Circular 65, Figure 28), age 37, height 5 ft. in., complexion fresh, hair dark brown, eyes hazel, scar centre of forehead, bridge of nose, and palm of right hand. Previously convicted at Lewes, Reading and Croydon. Bench warrant issued. Information to Supt. West, Oxted. SUSSEX ( East). 32.— Brighton ( Borough).— For carnally know- ing a girl under 16 years of age— ARTHUR FINNIS, age 38 to 40, height 5 ft. 6 or 7 in., stout build, full red face, moustache ginger, carries his head forward. Stated he was a French polisher, but has been employed in a fried fish shop, also hawked post cards, combs, etc. A native of Brighton. Is accompanied by his wife, age 50, short, slight build, hair grey, boy age 7 years, and girl 4 years. Warrant issued. 33.— Brighton ( Borough). — For stealing furniture— ifARRY BLAKE, age about 36, height 5 ft. 8 in., hair dark, clean shaved, eyes blue, haggard appearance, no front feeth. A furniture doaler or sale porter. Absconded in February last. Frequents sale rooms. Warrant issued. 34.— Brighton ( Borough).— For obtaining a dressing case and 3 studs, by a worthless cheque on the London and County Bank, 74, Westbourne Grove, London, W., 5th ult.— P. J. DAVIES, age about 35, height 5 ft. 10 in., complexion fair, hair brown, clean shaved, eyes blue, wears a monocle; dress, green mixture overcoat, light jacket suit, black bowler or green Alpine hat, patent leather boots. Warrant issued. 35 — Brighton ( Borough).— For embezzling £ 9 13s. 2d., 4th May, 1909— JOHN COWELL, age about 45, height 5 ft. 9 in., hair brown, prominent red nose. A native of Brighton, was in business as a house agent. Late secretary of the Brighton and Sussex Equitable Permanent Benefit Building Society. Absconded in October, 1909. Warrant issued. 36.— Brighton ( Borough).— For obtaining £ 16 by false pretences— RUDOLPH BERMAN, a German, age 35, height 5 ft. 11 in., erect bearing, slight build, thin face, hair dark, bald on forehead, speaks good English; dress, blue serge suit, white cravat inside vest, black hard felt hat, lace boots. Stated he was 26.— St. Helens ( Borough).— For obtaining food and lodgings by false pretences, between 4th and 12th February.— ARTHUR SMITH, alias CHARLES WILLIAMS, age 50 to 60, height 5 ft. 4 or 5 ins., hair very grey, clean shaved, teeth ( except one on left side) missing, woman left forearm; dress, black coat and vest, grey breeches, light brown leggings with straps, green cap, black tie, lace boots, wore an oxidized metal watch and curb chain. He took lodgings, stated he was a cooper at a local brewery. He received a letter on 8th ult., addressed Quarter- Master Sergeant Arthur Smith. Warrant issued. Information to the Chief Constable, St. Helens. NORFOLK. 21.— East Harling ( County).— For neglecting his illegitimate child, thereby causing it unnecessary suffering, at Attleborough — JAMES HENRY SCHEAFFER, alias SCHAFFER, age 24, height 5 ft. 6 in., slight build, complexion fair, hair light brown, eyes grey, tattooed both arms and back of one hand. A labourer, native of London. Has been a ship's cook. Absconded 7th ult., had with him a bicycle, 24- in. frame, 28- in. wheels, l|- in. rims, black, Dunlop back tyre, Coventry front tyre, upturned handle bars, rather rusty, 1- in. pitch chain, old pattern bracket, collar pin broken in driving wheel, rubber pedals, front rim brake, mudguards, oil lamp, black enamelled pump, which he hired and has now probably sold. Craig at one time worked in the pits at Spenny- moor, and was also a member of the 3rd Durham Militia prior to 1904, and underwent training at Barnard Castle.
