POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, JANUARY 7, 1910. VOL. XXVII., No. 2716. a, 1. All communications for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 8. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the pai/ ment must be given, and the exact conditions must be clearly stated. 5 Portraits of persons whose apprehension is sought for) serious offences will be inserted at a cost of 8s. per portrait, and engravings of stolen property at a cost of 6s. per photograph or sketch, unless the article is large or unusually intricate, when the charge will be higher. A remittance of 6s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, m+ st, on their apprehension or recovery, at once transmit to the Editor notice of the f ct, referring to '. he number of the announcement for insertion in the next issue. 10. In all cases the officer signing the request for the Ince'iion of any announcement will be wholly responsible for any proceeding < uihich may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form , and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given, on application. 14. All copies of the POLICE GAZETTE re- transmitted by Police Forces should be prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. THB EDITOR, New Scotland Yard, London, S. W. DOUBTFUL TRADERS and SWINDLERS. THE FOLLOWING List of Doubtful Traders and Swindlers is inserted for the information of Police. Complaints are frequently received, but no action can be taken against the offenders unless process is first obtained by persons defrauded :— COOPER, W., 753, Old Kent Road.— A dealer in bicycles, greenhouses, and accessories. He seems to do a genuine business; but his methods are unsatisfactory.— POLICE GAZETTE, 8th December, 1899. ( No. 111967.) DAVIS & CO., alias ALLEN & CO., 9, Peckham Park Road, and ALFRED & CO., 26, Denmark Hill, S. E., and other addresses in various parts of London, pawnbrokers and jewellers. They advertise unredeemed pledges at very low prices ; but the articles usually turn out to be of inferior quality.— POLICE GAZETTE, 7th November, 1902. ( No. 156466.) EMANUEL & CO., 31, Clapham Road, and other addresses.— Other names ( WEST, TEMPEST, & c.) and other addresses also used.— Advertise plate, " sealskin" jackets, bankrupt stock, & c. Frequently insert advertisements under a Christian name, that, owing to adverse circum- stances, wedding and other presents will be sold " at a sacrifice." Fulfil obligations, but cause many complaints to reach Police. ( No. 165651.) ERSKINE CYCLE WORKS, otherwise " WIL- LIAMS & CO.," " DISC PHONOGRAPH CO.," & c., 84, Erskine Road, Walthamstow.— Adver- tise in Provincial Press cycles on easy payment system. Advertisements so worded that unless carefully read, intending purchasers imagine that the machine will be sent on payment of the first instalment— it is not supplied till fully paid for. The firm is conducted by one Wm. Clark and his brother. They do not make cycles, but pur- chase from wholesale dealers as required. Gen. Reg. No. 472098. FALKLAND MANUFACTURING CO., Harrin- gay; LANGHAM RUBBER CO., Tottenham; ALLENDALE, MOTOR TYRE MERCHANT, Tottenham. Under these and other titles and at other addresses, three men named Pallash obtain goods © f various descriptions and neglect to pay. When pressed a cheque ( frequently not met on presentation) is occasionally sent. Many com- plaints reach Police, but no clear case of fraud has yet been established. ( No. 198213.) FISHER & SONS, ARMY CLOTHING CON- TRACTORS, Artillery Place, Woolwich. An old established firm with very lax business methods. They advertise extensively, and great trouble is experienced in obtaining goods paid for. Upon pressure being brought to bear, the articles are usually forwarded with some lame excuse for the delay. G. R. No. 569820. GLOBE ENLARGING CO., 27 Worship Street; MIDLAND ENLARGING CO., 76, Mildmay Park.— Conducted by a man who used respectively the names Watson and Greenwood. He now trades as a picture frame maker at Stoke Newing- ton in the name of Sidney Mendoza & Co. Patrons find much difficulty in obtaining their enlargements or the return of their negatives. ( No. 206211.) GOLD BRICK SWINDLE.— Swindlers write from America to relations of lately deceased persons, stating that the deceased had assisted writer to start in business ( generally gold prospecting) that the business has prospered, and he is desirous of handing a share of the profits to his benefactor or family. Correspondence ensues, and finally an advance of money is requested upon the security of a bar of gold. The " bar of gold " is really brass. — POLICE GAZETTE, 7 th March, 1902. ( No. 133001.) THE GORDON MEMORIAL Day Nursery and THE SHAFTESBURY MEMORIAL Shoe Black Brigade for the Homeless, Destitute, Deaf, Dumb, and Crippled Boys, 154, Denmark Street, St. George's- in- the- East. — Conducted by Andrew McLaglen, who poses as a Bishop. He now resides at Mona House, Grove Park Terrace, Chiswick. It has not yet been found possible to sustain a criminal prosecution. — POLICE GAZETTE, 26th January, 1906, and 24th August, 1906. HAMBURG LOTTERIES.— These and other foreign lotteries are illegal, and the Police will give no assistance or advice to persons who meddle with them.— POLICE GAZETTE, 25th November, 1898. ( No. 59446.) JOHN HAMMOND & CO., 94, St. Mary's Road, Leyton.— Advertise as live stock and poultry breeders. Many complaints received owing to neglect to execute orders. They advertise canaries and other song birds at a very cheap rate. ( No. 170101.) V J. A. HARDY & CO., Chancery Lane, E. C.— A bogus debt collecting agency. The proprietor very seldom attends the office; clients entrusting debts for collection are told when they press for settlement that the amounts collected have been more than used in the cost of collection. ( No. 182638.) HIPPOLYTE, alias LE BLUFF.— POLICE GAZETTE, 20th December, 1901. — Now uses name of MORDAUNT, and advertises from 25a, Trafalgar Road, East Greenwich. ( No. 105029.) IMPERIAL ART SUPPLY CO., Chichester House, Chancery Lane, and 17, Ranelagh Avenue, Fulham.— Same people also conduct the ALBION SHOW CARD CO., 203, Strand. — Advertise home employment. Applicants receive a circular so carefully and guardedly worded as to make a charge of fraud most difficult. ( No. 172493.) IMPERIAL SUPPLY STORES, 24, Crampton Street, Walworth. Many complaints are receivpd, but the firm generally discharges its obligations. It appears to be unbusiness- like and dilatory in its methods. ( No. 207128.) KEW TRADING ASSOCIATION, 16, Victoria Parade, Kew.— Many complaints reach Police because of the misleading nature of its advertise- ments. Nothing has been ascertained to justify Police action. ( No. 171830.) THE KINGSWAY WATCH CO., 300, Clapham Road. Known also at other addresses as " GRANTWELLS, " " BARRINGTON'S STORES," " DORADO WATCH CO.," & c.— Trade by means of advertisements so artfully worded as to make it appear that goods are sent on payment of the first instalment of cost. The complaining customer is told to read the adver- tisement carefully; the goods are not sent till last instalment has been paid. ( No. 187821.) LONDON PREMIUM AND TEA COMPANY. New Street, E. C., and formerly at Ludgate Hill, ( POLICE GAZETTE, 13th December, 1907).— The firm purchases quantities of correspondence from other similar concerns. The signatures are cut from the letters and sent, with a speciously worded circular, to the writers. After payment the goods are generally sent, but of course they do not justify the highly- coloured description given in the circular. ( No. 206755.) ALFRED H. MARKS AND CO., HANWAY ART STUDIO, Highbury Grove, late St. Thomas Road, Hackney, and Mile End Road. Agents call and obtain payment for enlarging photographs, great delay occurs in executing orders, but the goods are generally forwarded in the end. ( No. 196988.) THE SCOTTISH PHOTOGRAPHIC TOURING AND PICTORIAL POST CARD CO., 229 ( late 88), Kennington Road, S. E., Manager, Alf. Fry, late 105, Euston Road, and Glasgow. ( POLICE GAZETTE, 8th February, 1907.)— Representatives seek per- mission to photograph premises, & c., a proof is shown and an order solicited. Payment in full or a deposit is requested at time of giving the order. Very considerable difficulty is experienced in obtaining the pictures. ( No. 186807.) SMITH & CO., alias NORTH & CO., and THOMAS SMITH PAYNTER.— Advertises home employ- ment. The nature of the work is to retail for 2s. a nickel pen and pencil case, which is supplied at Is. Id. The article is practically useless. Fred Paynter was recently sentenced to 12 months hard labour for this fraud. He appealed, but the appeal was dismissed.— POLICE GAZETTE, 24th February, 1893. ( No. 2753.) TANQUEREY, A., Paris— Free portrait swindle. Writes prominent persons— and others— asking them to send their photograph, and promising to to make an enlargement free. Before sending the picture he demands money for, either ( a) cost of a suitable frame, or ( b) cost of packing case and transit. In either case the sum asked is exorbitant, and more than covers the whole cost of production' Unless the money is sent, photograph is neither returned nor promise fulfilled.— POLICE GAZETTE, 21st September, 1900. ( No. 74139.) THEOBALD & CO., THE HOME EMPLOY- MENT CO., of Albemarle Works, Hounslow.— Theobald deals in toys and cheap photographic material, & c. Advertises " Home Employment," receives deposit on articles sent, finds fault with work submitted, refuses to pay for it, and appro- priates the deposit money. ( No. 96830). VARNEY, 40, Angel Lane, Stratford.— Sometimes advertises in the name of HUMMEL.— Deals in live stock, & c. Very dilatory in his business methods, and makes plausible excuses when com- plaints are received. ( No. 143164.) BEDFORDSHIRE. ^— AmpthHl { County). — For stealing, at Maulden, 27th ult., a bicycle— HERBERT SMITH, age 23, height 5 ft. 2 in., complexion very fresh, hair dark brown, eyes hazel; dress, dark clothes, skull cap, lace boots. During the summer he travels with roundabouts, swing boats, & c. Warrant issued. Information to Supt. Nicholson, Ampthill. CHESHIRE. — Liscard ( County).— For stealing ( by trick), 3 bottles of - cod liver oil and 1 bottle of Tatcho— JOSEPH GEORGE THOMPSON, age about 30, height 5 ft. to 9 in., slight build, complexion fresh, hair light, supposed clean shaved; wearing grey overcoat, black hard hat. A native of Altrincham. Warrant iasued. Information to Supt. McHale, Liscard. For the information of Police and for then- guidance, it is to be noted that there is a tendency among certain doubtlul traders to dispose of the letters they receive in answer to their advertisements to other doubtful traders, either by sale or exchange. The signature is then cut from each letter, affixed to an artfully worded circular and sent to the writer. The recipient frequently wiites Police to enquire how h s or ber signature came into possession of sender, or suggesting that it has been forged. Very many, however, seeing their own signature, imagine that the firm is genuine, and so are easily deceived. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT 1.— F Division.— For stealing, 24th ult., 44 gold Usebius spectacle frames; 30 do. curl side spectacles ; 27 do. straight side do.; and £ 6 7s. 9d. — DAVID BERLINER, age 20, height 5 ft. 5 in., complexion pale, hair light, eyes blue, scar back left ear, may be wearing gold- rimmed spectacles, of Jewish appearance; dress, black overcoat, silk facings, blue serge suit, bowler hat. A native of Hammersmith. 2.— V Division.— For stealing £ 40 18s. 5d., monies of a slate club— HENRY JOHN MIT- CHEN ER age 54, height 5 ft., slight build, com- plexion fair, hair and moustache light, eyes blue, thin face and nose; dress, dark grey overcoat, blue jacket, grey vest and trousers, hard felt hat, lace boots. A carpenter, native of Battersea. Warrant issued. 3.— V Division.— For abandoning her male child, age 1 year and 10 months — EMILY HOPKINS, age 21, height 5 ft. 3 in., complexion fair, hair light, eyes blue; dress, long brown jacket, black skirt, black hat trimmed blue flowers. A native of Lambeth. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. ESSEX. 6.— Wit ham [ County). — For stealing ( bailee) i 25s.— FRANK WILSON, age about 30, height about 5 ft., complexion fresh, slightly pock- marked, hair dark, blue dots on hands, scar from scald on 1 fore- arm ; dress, dark grey overcoat, black jacket and vest, light trousers and tie, dark cap, heavy lace boots ( nearly new). A milkman. Warrant issued. Information to Supt. Lennon, Witham. HAMPSHIRE. 7-— Southampton ( Borough).— For failing to report.— Licence- holder FREDERICK McDONALD, alias JOHN MURPHY and JOSEPH LEWIS, Office No. 690- 00, age 39, height 5 ft. 4J in., complexion fresh, hair dark brown, eyes blue, horseshoe and flowers right forearm, clasped hands back right hand. Sentenced at Winchester Assizes, 19th June, 1907, to 3 years penal servitude for countinghouse- breaking. Licensed 18th September, 1909. a. h. 442. Information to the Chief Constable, Southampton. KENT. 8.— Tonbriilge ( County).— For obtaining £ 5 by false pretences LEA, age about 23, height about 5 ft. 9 in., complexion pale, hair light; wearing long grey mixture overcoat, double- breasted, band at back, blue tie, greenish cap, lace boots, carried a stick. Represented that he was a cashier at a local bank, engaged rooms, stated he was recommended by a doctor, and obtained the above amount for the purpose of getting his luggage from abroad. See Case No. 42, 17th ult. Warrant issued. Information to Supt. Styles, Tonbridge. LANCASHIRE. 9.— Bury ( County).— For stealing, 27th ult., at Ramsbottom, a jacket and vest ( recovered)— A MAN age 24, height 5 ft. 4 or 5 in., right eye almost sight- less; dress, dark suit of shabby appearance. A labourer. Stays at common lodging- houses. Information to Supt. Noblett, Bury. 5 ft. 6 in., complexion pale, hair and moustache dark, scar on one knee, small feet, stammers; dress, brown overcoat, dark cord vest and trousers, cap, heavy boots. A chair turner, native of North End, Bucks. Warrant issued. Information to Supt. Hope, Watlington. SI A FFORDSHIRE. 13. — Burslem ( County). — For stealing ( servant), 31st ult., £ 28 Is.— JOHN SIIADWELL, age 35, height 5 ft. 3 or 4 in., complexion fresh, hair dark brown, moustache light brown ( heavy), has a twitch in top lip when talking; dress, dark overcoat, suit and cap, lace boots. Believed native of Liverpool. Warrant issued Information to Chief Supt. Hicklin, Burslem. 14.— Leek ( County).— For stealing 24th ult., a fancy gold albert, chatelaine of 5 or 6 different lengths, gold seal, key, engraved cross and seal ( with stone missing) attached; 1 gold ring, set 3 diamonds and 2 rubies; 1 do. half hoop, set pearl and garnet; 1 gold brooch ( small) set pearl and garnet, hair in centre; 1 do. hair in centre, set brilliants; 1 gold torpedo do., set imitation diamonds; 1 gold plated do., gentleman's photograph one side, plaited hair other; 1 do., set cameo; 1 reversible crown piece brooch, date 17th century, engraved " RBT over B"; 2 small gold pins; 1 gold brooch; 1 jubilee shilling do., reversible; 1 silver coin do., enamelled— A MAN, age about 40. height 5 ft. 9 or 10 in., com- plexion pale, hair and moustache dark; dress, navy blue suit, light soft felt hat. He engaged apartments for 3 months and stated he was opening a jewellers shop. Carried a parcel which was found to contain stones. Information to Supt. Gilbride, Leek. 15.— Walsall ( B » rough). — For failing to report — Licence- holder WILLIAM TOM KISS WARNER, alias WILLIAM THOMAS, Office No. 1700- 05, age 63, height 5 ft. 8| in., complexion fcesh, hair grey, eyes blue, scar bridge of nose and upper lip. A joiner. Native of Newcastle. Sen- tenced at Stafford Sessions, 3rd July, 1906, to 3 years penal servitude for housebreaking. Liberated on 2nd licence, 4th ult., which expires 8th prox. g. 287. May be dealt with where found during currency of licence. Warrant issued. Information to the Chief Constable, Walsall. MONMOUTHSHIRE. 10.— Abertillery ( County).— For bigamy— ARTHUR THOMAS WATKINS, alias NELSON WATKINS and CHARLES BROWN, age 39, height 5 ft. 9f in., complexion fresh ( freckled), hair sandy, eyes brown, several blue scars on forehead and bridge of nose, dancing girl tattooed right forearm, left thumb has been split; may be wearing brown boots and leggings, pretends to be very religious, and may attend Salvation Army meetings. Has been con- victed of stealing bicycles, & c. A collier or timber- man, native of Trelleck ( Mon. V Warrant issued. Information to Inspector Lewis, Abertillery. NORTHAMPTONSHIRE. 11— Northampton ( Borough).— For stealing £ 14 7s. 6d., 29th ult.— PERCY S. FAIRBROTHER, age about 35, height 5 ft. 6 or 7 in., hair and mous- tache light brown, nose inclined to red; dress, black morning coat, blue and black fancy vest, braid trim- mings, grey striped trousers, dark grey rough cloth overcoat with stripes, strap cuffs, hard felt hat. A clothier's manager. Prior to coming here about 18 months ago he managed shops at Reading and Clapham Junction. Warrant issued. Information to the Chief Constable, Northampton. OXFORDSHIRE. 12. Watlington ( County).— For embezzling 12s.— FREDERICK LOOSLEY, age 37, height about SUSSEX ( East). 16.— Eastbourne ( Borough).— For obtaining money by false pretences DENNIS ( supposed false), age 26, height 5 ft. 2 in., complexion fresh, hair black, eyes brown, small ears, large lobes, scar left side of neck, I. L. F. W. left forearm, I. L. I. S. back of left hand, I. L. C. H. right forearm; dress, dark grey three- quarter length jacket, black skirt, black fur, black sailor hat. She called at a house, stated her husband had just died, and that she required money to pay the insurance before she could obtain the amount due. Was accompanied by A MAN, age about 30, height 5 ft. 5 or 6 in., moustache light. Warrant issued. Information to the Chief Constable, Eastbourne. WARWICKSHIRE. 17.— Nuneaton ( County).— For stealing a lady's gold watch, flowers engraved on back ; 1 gold Albert; 1 pin, oval pearl in centre; 1 lady's old- fashioned dress ring— HUBERT DOUGLAS MOUNTAIN, age 26, height 5 ft. 1 or 2 in., complexion fresh, hair dark brown, eyes blue, very large head, tattoo marks left forearm; dress, dark mixture overcoat, dark jacket and vest, grey mixture trousers, black bowler hat, brown button boots. A canvasser for a Fine Art Co., also represented himself as a drapery sales- man. Supposed a native of Leeds. ( See Case No. 50, 24th September, 1909. Warrant issued. Information to Supt. Evans, Nuneaton. YORKSHIRE ( East Riding). 18.— Hull ( City).— For conspiracy ( long firm fraud) with Thomas Harper, alias William Gilmour, 2596- 02, See Case No. 38, 16th August, 1907, and Harry Bloom, in custody— GEORGE REED, age 26 to 30, height 5 ft. 7 or 8 ins., complexion sallow, hair dark, believed clean shaved, stammers slightly, of smart appearance; dress, dark jacket and vest, breeches and leggings. Supposed a low horse dealer. A native of London. Recently traded with Harper and Bloom as the Hygienic Dairy and Produce Stores and Public Caterers, Ltd. Not to be arrested out of the United Kingdom. Information to the Chief Constable, Hull. YORKSHIRE ( West Riding). 1 d.— Pontefract ( County). — For stealing ( bailee) 25th ult. at Thorpe Audlin a lady's comb TUESDAY, JANUARY 11, 1910. LANCASHIRE. 2 0 . — L i v e r p o o l { City).— For embezzling a large sum of money during the past 6 months— ALFRED SHAWFIELD, age about 45, height 5 ft. 11 in., complexion sallow, thin features, hair turning grey, long drooping moustache, eyes piercing dark; usually wears a frock coat and flat top bowler hat. Has lately given way to drink. Is a keen politician and may attach himself to some Conservative club or movement in support of Tariff Reform. Will probably call at the Poste Restante in some town for letters, and may give the name of BALMER. Absconded 5th inst. Warrant issued. Information to the Head Constable, Liverpool.
