All communications for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR or THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. 8. Parti » ulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6 Portraits of persons whose apprehension is sought for serious offences will be inserted at a cost of 8s. per portrait, and engravings of stolen property at a cost of 6s. per photograph or sketch, unless the article is large or unusually intricate, when the charge wiU be higher. A remittance of 6- 5. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. . Tiowrs, 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement icill be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form , and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. 14. All copies of the POLICE GAZETTE re- transmitted by Police Forces should be prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. Cities and Boroughs therein, arranged in alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any complaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. SPECIAL NOTICE. FUGITIVE OFFENDERS. A case has come under the notice of the Editor in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is unwilling to incur any expense with a view to obtain his surrender, a notification be made in the communication sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETfB is circulated in the Colonies. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT 1.— J Division.— For obtaining £ 1 lis. 8d. by a worthless cheque on Bacon Cobbold and Co. Bank, Felixstowe— ANNIE STEVENS, age about 40, height 5 ft. 2 or 3 in., complexion fresh, small round face, hair ( wears fringe) and eyes dark brown, ears pierced, blue earrings; dress, dark brown dress, bronze ruffles, black toque, black veil, carried a small black handbag. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. BERKSHIRE. 2. — Windsor ( Borough). — For stealing 15th ult. a brownish grey frieze overcoat, black and white check lining, cross straps to sleeves and across waist at back with buttons, also buttons on collar for strap across front, in good condition— R. OWEN, alias OWEN HARRIS, age 50 to 52, height about 5 ft. 7 in., stoutish build, complexion fresh, appear- ance of a heavy drinker, round face, clean shaved, eyes hazel; dress, grey mixture coat and vest, brown mixture knickers, cycling stockings, button boots, cap. Has been an actor, visits hotels and good class public- houses, carrying a small black music case containing cartoons, etc., which he exhibits and offers to cartoon anyone present. Is a good artist. Warrant issued. Information to the Chief Constable, Windsor. BUCKINGHA MS HIRE. 3.— Slough ( County).— For stealing £ 2 10s. ( by trick)— — WARREN, age 35 to 40, height 5 ft. 6 in., stout build, complexion, hair and eyes dark; dress, black skirt, black three- quarter length coat, short seal- skin cape, black hat trimmed black and mauve feathers, blue print apron, wide wedding ring, and largo gold eardrops. She travels the country with others in a living van and a two- wheeled cart, bearing at various times : " G. Jones, Sheffield "; " George Warren, Licensed Hawker, Ayr "; Render Green, Licensed Hawker, Leamington " ; hawking rugs, lino- leum, & c., induces persons to purchase goods for more than their value by promising to become a customer. Warrant issued. Information to Supt. Pearman, Slough. CA MBRIDGESHIRE. 4.— Cambridge ( Borough).— For obtaining £ 4 12s. by a worthless cheque on the Capital and Counties Bank, 112 and 114, Kensington High Street, W.— BLENTHILL HALL, alias R. F. BAIRD, age 20, height about 5 ft., slight build, complexion pale, hair and eyes dark, one front tooth broken, slight foreign accent; dress, dark blue costume, black beaver hat, trimmed gold flower, large black fur and muff to match. Is accompanied by a man, age 28 to 30, height 5 ft. 10 in. to 6 ft., complexion pale, may have a slight moustache; dress, dark striped suit, dark overcoat, band at back, dark soft felt hat, sometimes wears a cap. Had with him a suit case, with initials " J. P. B." thereon. On 11th inst. they took apartments for a week and endeavoured to obtain goods on credit from tradesmen. On 13th inst. the woman ordered goods to the value of 8s., tendered a cheque for £ 5, which has since been returned marked worthless. Warrant issued. Information to the Chief Constable, Cambridge. CUMBERLAND. 5.— Penrith ( County).— For stealing £ 3 12s. 6d. and a small key from his lodgings, 30th ult.— H. GEORGE, age 40 to 45, height about 5 ft. 11 in., slight build, complexion sallow, hair and moustache dark, thick eyebrows; dress, dark mackintosh coat, black jacket suit, green soft felt hat, bow afc back, j Stated he was a grocer's assistant. Warrant issued. Information to Supt. Barron, Penrith. DERBYSHIRE. G.— Ashbourne ( County).— For obtaining £ 2 3s. 6d. by false pretences 26th ult.— CHARLES RICHARDSON, alias NORMAN and BOSHALL, age 42, height 5 ft. 1\ in., complexion fresh, hair dark brown, eyes blue, scars right side of head, over eyes, corner of do., left side of neck, back of left fore- finger, and left knee, swollen joints right ring finger, fleshy mole under right shoulder blade, brown do. front right thigh, blue mark outside left do.; dress, green suit and tie, hard hat. Appearance of a groom. A native of Halmerend, Silverdale, Staffs. Warrant issued. 7.— Ashbourne ( County).— For obtaining £ 2 3s. 6d. by false pretences, 26th ult.— CHARLES RICHARDSON, Office No. 3273- 01, Case No. 89, 3rd inst., age 42, height 5 ft. 1\ in., complexion fresh, hair dark brown, eyes blue, scar over each eye, left of neck, and 2 back left hand. A native of Newcastle, Staffs. Has been convicted at York, Ruthven, Salop, and Stafford. Warrant issued. Information to Supt. Burford, Ashbourne, 8 — Chesterfield ( Boi- ough).— D. JUDE, Case No. 18, 10th inst., not now wanted. Warrant withdrawn. ESSEX. 9.— Chelmsford ( County).— For stealing a red leather purse containing £ 7, a postal order for 2s., No. C over 46- 440788, payable to Miss Vernon Harcourt, issued at Chelmsford, 3rd inst.— — HEM MINGS, age 20 to 23, height about 5 ft. 6 in., complexion fresh, square face, hair light, clean shaved, eyes believed blue; dress, Royal Horse or Royal Field Artillery uniform, khaki overcoat, wore watch in wristlet on left wrist. APPREHENSIONS SOUGHT ( continued). on the pretence of getting his two sisters ( ages 7 and 15 respectively) into the school, and while there stole the purse from a desk. Stated the girls had been in a school at Reading, and had recently removed to Chelmsford. Warrant issued. Information to the Deputy Chief Constable, Chelmsford. 10 .— GI acton - on - Sea ( County). — For stealing, 27th ult., a coat ( recovered)— CHARLES BECKETT ( supposed false), age 25 to 30, height 5 ft. 6 ins., complexion fresh, hair dark brown, clean shaved, long nose, scar right arm, and 2 do. leg, left eye was badly discoloured on 29th ult., performs tricks with coppers in public houses, also allows himself to be bound with cord, from which he liberates himself. Supposed to have been in the Navy. Stated he was a native of Hammersmith, London. Warrant issued. Information to Supt. Cowell, Clacton- on- Sea. 11.-— Colchester ( County).— For stealing at Harwich 12th ult., a Rudge- Whitworth bicycle, 28 in. wheels, plated rims, black enamelled, 2- speed gear, 2 grip brakes, Rudge- Whitworth tyres ( back one patched), plated bell, makers '' Powell and Hamler " on lamp, plated pump, tool bag attached, front mud- guard has been enamelled with air- drying enamel— CEDRIC DEACON, age about 25, height 5 ft. 7 in., slight build, complexion sallow, hair brown, clean shaved, eyes grey; dress, greenish grey suit, cap. Warrant issued. Information to Supt. Ackers, Colchester, or to Inspector Coppin, Harwich. 12.— Colchester ( County).— For failing to report — Licence- holder GEORGE MATTHEWS, Office No. 1920- 09, age 51, height 5 ft. in., com- plexion sallow, hair dark brown, eyes grey, scar 1st right finger. A boilermaker, native of Braila, Roumania. Sentenced at Cardiff Quarter Sessions, 29th June, 1907, to 3 years penal servitude for false pretences. Licensed 1st October, 1909. h. 322. Ackers, Colchester. 13.— Epping ( County).— For obtaining by a worthless cheque on the London and South- Western Bank, at Fyfield, 7th inst., a light bay gelding, aged, 14 hands 1 in., white blaze down face, thick neck, long mane, short tail, few white hairs on one leg, a set of brown leather harness, brass mounts, and a black ralli car, wheels lined yellow, rubber tyre, " W. C. Windover " on caps, right side and left wing split.— ERNEST COOPER, age about 34, height 5 ft. 8 or 9 in., scar right eyebrow; wearing dark overcoat, black and green scarf, bowler hat, and A MAN, age about 40, height about 5 ft. 10 in., slight build, hair dark; dress, dark overcoat and trousers, cap. Warrant issued. Information to Supt. Laver, Epping. GLA MORGA NSHIRE. 14.— Cardiff ( City).— For housebreaking and larceny— MARY or MAY WILLIAMS, alias MARY POWELL, age about 35, height 5 ft., slight build, long face, hair dark brown, eyes dark, bad teeth, pointed chin, addicted to drink; dress, black coat and skirt, green silk hat with green lining and pink roses. A domestic servant. Warrant issued. Information to the Chief Constable, Cardiff. GLOUCESTERSHIRE. 15,— Dursley ( County).— For non- payment of maintenance arrears— ALBERT EDWARD MOODY", age 42, height 5 ft. 9 or 10 in., complexion pale, hair and slight moustache light brown, eyes light blue, slight scar centre of forehead ; dress, usually breeches and leggings. A native of Sharpness. Warrant issued. Not to be arrested out of the United Kingdom. Information to Supt. Perkins, Dursley. HAMPSHIRE. 16. — Fareham ( County). — For stealing at Cosham, 8th inst., a silver watch ( recovered).— A MAN, age 50 to 5o, height 5 ft. 1 or 2 in., complexion fresh, hair ( turning grey) light ' brown, clean shaved, ring tattooed 3rd right finger; dress, dark jacket, dark brown cord trousers, blue melton overcoat ( three- quarter length), white spotted muffler, brown cap or black bowler hat, heavy nailed boots. Identical with man, Case No. 27, 3rd inst. 17.— Fareham ( County). •— For obtaining money bv false pretences at Bishop's Waltham, 19th ult.— JOHN HENRY GOODING, age 45, height 5 ft. 6 in., good build, complexion sallow, hair light brown, slight pock marked, American accent; dress, dark suit and overcoat, black bowler hat. A native of Guildford. Has recently returned from America. Warrant issued. 18.— Fareham ( County). — For obtaining money and photographs by false pretences, between 17th and 26th August last— RALPH MASON, alias \ MARTIN and BERNARD, age 26, height 5 ft. 5 in., complexion fresh, hair dark brown, eyes brown, 2 ; moles right cheek. A photographer's agent, native of Portsmouth. He obtains photographs for enlarge- ment, also payment for same and absconds. Warrant issued. Information to Supt. Carman, Fareham. KENT. 19.— Sitting bourne ( County).— For indecent assault — WILLIAM HENRY COSTEN, age 27, height 5 ft. 5J in., complexion fresh, hair dark brown, eyes grey, scar between eyes, on nose, 2nd right ! finger, left thumb, 2nd and 3rd left fingers, left hand and left side of head, ears pierced, sometimes wears earrings, partly closes his eyes and throws his head forward when spoken to; dress, dark clothes, dark blue cap, had with him a brown dog. jj A native of Sittingbourne. Warrant issued. Information to Supt. Crowhurst, Sittingbourne. 20.— Maidstone ( Borough).— For stealing 77 lbs. of twine ( recovered)— H.' alias GEOFFREY GORRINGE, age 30, height 5 ft. 4 in., complexion fresh, hair dark brown, eyes hazel, leans his head forward when walking ; dress, old dark lounge suit, cap. A native of Maidstone. Warrant issued. Information to the Chief Constable, Maidstone. LANCASHIRE. 21.— Liverpool ( City).— For failing to report - Licence- holder JOHN KING, alias FREDERICK ! and JOHN FREDERICK LAWRENCE, Office No. 1823- 09, age 26, height 5 ft. in., complexion fresh, hair light brown, eyes blue, two scars left of head, clasped hands and marks right forearm, basket of flowers left forearm, scars first and second right fingers, first left finger and thumb. A labourer, native of Watford. Sentenced at Central Criminal Court, 13th November, 1905, to 5 years penal servi- tude for burglary. Licensed 16th September, 1909. f. 472. May be dealt with where found. 22.— Liverpool ( City).— For failing to report — Supervisee JJHN WILSON, alias SHAW, STEW- ART, SIMPSON, WILLIAMS, ARMSTRONG and HARRIS, Office No. 1905- 99 ( Illustrated Circular 93, Fig. 7), ' age 46, height 5 ft. 5£ in., complexion fresh, pockmarked, hair brown, eyes grey, scars left eyebrow, left of nose, forefinger and knuckles of left hand. A tailor, native of Liverpool. Sentenced at Middlesex Sessions, 28th November, 1903, to 4 years penal servitude and 3 years police supervision for larceny, also subsequently convicted under the Pre- vention of Crimes Act and twice for failing to report. Liberated on last occasion, 8th November, 1909. d. 682. May be dealt with where found. 23.— Liverpool ( City).— For obtaining money by false pretences, 3rd ult.— ARTHUR B. COLE, age about 40, height about 5 ft. 8 in., hair brown, moustache sandy; dress, dark brown suit with green stripes, hard hat. He solicits orders for ciothing, states he is an agent for a clothing company at Bradford, obtains part payment and promises to forward the clothing in a few days. See Case No. 75, 13th August last. Warrant issued. 24.— Liverpool ( City).— For larceny ( lodgings), 29th ult.— Licence- holder MARY ELIZABETH HEYWOOD, alias BATES, SOL WAY and FLOR- ENCE E. BIRCHALL, Office No. 2024- 02 ( Illustrated Circular, 94, Figure 31), age 53, height 5 ft. 2j in., complexion fresh, hair brown ( turning grey), eyes ( small) grey, high forehead, sharp features, prominent nose, lost upper front teeth, lower teeth protrude, two fleshy moles right temple, left fingers deformed, wears gold- rimmed spectacles. Information to the Head Constable, Liverpool. 25.— Manchester ( City). — For failing to report— Licence- holder JAMES JACKSON, alias JOHN WILDE, Office No. 743- 08, age 24, height 5 ft. 8^ in., complexion fresh, hair brown, eyes grey, anchor, heart and duck right, bust of woman, arrow and laurel wreath left forearm, anchor right wrist. A native of Farnworth. Sentenced at Manchester Assizes, 30th January, 1906, to 3 years penal servitude for burglary. Liberated on 2nd licence 23rd October, 1909, which expires 28th inst. g. 55. May be dealt with where found during currency of sentence. Information to the Chief Constable, Manchester. 26.— Southport ( Borough.)— For failing to report — Licence- holder, PETER JONES, Office No. 2522- 99, age 35, height 5 ft. 5 in., complexion fresh, hair ( bald on top) and moustache brown, eyes ( cast in right) hazel, 3 scars on head, 4 abscess scars right of neck, scars on second right finger, left wrist, and right hand, top of second right finger been crushed. A labourer, native of Liverpool. Sentenced at Liverpool Assizes 14th February, 1905, to 5 years penal servitude for housebreaking. Licensed 4th September, 1909. f. 59. May be dealt with where found. Information to the Chief Constable, Southport. 27.— Warrington ( Borough).— For obtaining, by worthless cheques, 8th inst., 1 pair brown boots, size 8, Derby tabs, toe- caps, " The Panther Boot" stamped inside ; 1 pair boy's boots, size 9, black box- calf, " The Hard wear " stamped on tab ; 1 umbrella, heavy plain mounts ( spoon nose and band) on grained crook; 1 pair " Wolsey " under- pants ; 1 do. vest; 2 twill flannel shirts ( 1 blue with green stripes, 1 fawn colour with blue stripe); 6 pairs ribbed cashmere socks; 1 box of 50 cigars, " J. S. Murias"; 1 do. " H. Upmann "— A MAN, age about 30, height 5 ft. 8 or 9 in., complexion, hair and slight moustache dark, Southern accent, of smart appearance, wearing dark green tweed overcoat, dark tie, green soft felt hat, suede gloves. In payment of the goods he tendered cheques for a larger sum and received the balance. The cheques were on the National Bank, Limited, London, Islington Branch, bearing the following names: G. F. Nott, C. Johnson, J. W. White, C. Percival and John W. Brunswick, all were returned marked " No account." Warrant issued. Information to the Chief Constable, Warrington. 28. Warrington ( Borough). — THOMAS WHITESIDE BARBER, Case No. 35, 20th August last, not now wanted. Warrant withdrawn. NOR THUMBERLA NO. Newcastle^ upon- Tyne ( Ctiy).— For failing to report— Licence- holder WILLIAM BUCKHAM, Office No. 1526- 06, age 24, height 5 ft. 9 in., complexion fair, hair dark brown, eyes brown, flower and " W" right, bust of woman, crossed swords and " W " left forearm. A native of Newcastle- upon- Tyne. Sentenced at Northumber- land Quarter Sessions, 11th April, 1907, to 3 years penal servitude for counting house- breaking. Licensed 4th October, 1909. h. 144. Warrant issued. Information to the Chief Constable, Newcastle- upon- Tyne. SHROPSHIRE. 30 — Ghurch Stretton ( County). - For obtaining lis. and a photograph by false pretences at Clun 16th ult.— J. THOMPSON, alias J. LUMDSEN, J. JACKSON, and T. HENDERSON, age 25, height about 5 ft. 6 in., slight build, hair dark, long thin features, clean shaved; dress, navy blue overcoat with astrachan collar and cuffs, brown suit, green cap, lace boots. Stated he was a native of Huddersfield.— MAUD THOMPSON, alias DORA THOMPSON ( supposed wife of above), age about 22, height about 5 ft. 2 in., complexion fresh, hair auburn ( partly false), walks erect; dress, long tight- fitting blue coat, red costume, brown straw hat and motor veil, lace boots. Stated she was a native of Leeds. They represented that they were soliciting orders for a photographer at Knighton. Booked from Leominster to Leeds on 4th inst. Warrants issued. Information to Inspector Francis, Church Stretton. 31.— Ludlow ( County).— For failing to report— Supervisee GEORGE PERRY, alias JOHN WALL and SMALL, Office No. 1011- 08, age 39, height 5 ft. 7f in., complexion fresh, hair brown, eyes grey ( rather short- sighted); dress, blue pilot jacket ( large inside pockets), new moleskin trousers, white muffler, grey cap. A native of Shrewsbury. Sentenced at Ludlow Borough Sessions, 22nd October, 1908, to 15 months hard labour and 3 years supervision for housebreaking, Liberated 6th ult. 721. Has been convicted at Bredwardine and Hereford. Believed to have gone to South Wales. May be dealt with where found. Information to Supt. Perry, Ludlow. 32.— Whitchurch ( County).— For leaving his wife and family chargeable to the Whitchurch Union — JOSEPH ROLES, age 42, height 5 ft. 6 or 7 in., complexion fresh, hair light, moustache sandy, large lump on right ear, cut scar over left eye, walks badly ; dress, light dust coat, pepper and salt colour jacket and vest, cord trousers, blue muffler with dark spots, dark cap with large peak, strong lace boots. A bricklayer's labourer, native of Whitchurch. Warrant issued. Information to Supt. Lucas, Whitchurch. STAFFORDSHIRE. 33.— Tettenhall ( County).— For night poach- ing and assault, 12th ult.— WILLIAM ARROW- SMITH, alias AGGY BULL, age 28, height 5 ft. 10 or 11 in., slight build, complexion fresh, thin face, hair dark, eyes grey; dress, dark clothes, cap, heavy lace boots.
