POLICE GAZETT PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, OCTOBER 29, 1909. VOL. XXVI., No. 2696. 1. All communications for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6 Portraits of persons whose apprehension is sought for serious offences will be inserted at a cost of 8s. per portrait, and engravings of stolen property at a cost of 6 s. per photograph or sketch, unless the article is large or unusually intricate, when the charge will be higher. A remittance of 6s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must he in the usual form , and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. 14. All copies of the POLICE GAZETTE re- transmitted by Police Forces should be prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. SPECIAL NOTICE. APPREHENSIONS SOUGHT. THE amount of stolen property at present " circu- lated " by the Metropolitan Police has become so in- ordinately large as to prejudice or destroy the practical value of the records, and it has been found necessary to limit it very considerably. It has been decided, therefore, to discontinue the " circulation " in Informa- tions and Pawnbrokers' Lists of all property stolen in the provinces, unless where there are grounds for be- lieving that the property has found its way to the Metropolis. Chief Constables are requested accor- dingly, when forwarding lists of stolen property to Scotland Yard, to send with them a letter to that effect. And if bills or circulars are received in future, unaccompanied by such a letter, it will be assumed that the " circulation " of the particulars they contain 1S not desired. The same course will be followed with respect to Property lost and persons missing. METROPOLITAN POLICE DISTRICT l— Criminal Investigation De- partment.— For obtaining motor car tyres by fraud — HERBERT RITCHINGS, alias A. WILLSON, age 25, height 5 ft. 5 in., slight build, complexion sallow, thin features, hair dark brown, clean shaved, large nose, deep voice; dress, dark grey suit. A chauffeur, appearance of a groom, supposed a native of London. Warrant issued. - Convict Supervision Office. — For failing to report— Licence- holder RICHARD ALFRED WILLIAM BENNETT HIGGINS, alias CHARLES ALFRED BROWN and JONES, Office No. 1682- 06, age 39, height 5 ft. 5| in., complexion fresh, hair light brown, eyes grey ( spot on right), wart left of face, mole back of neck. A tailor, native of London. Sentenced at Canterbury City Sessions, 15th April, 1907, to 3 years penal servitude for larceny. Licensed 19th July, 1909. h. 165. May be dealt with where found during the currency of his sentence. 3.— B Division.— For obtaining money and railway tickets by false pretences— EDITH SARAH JAMES ( see Case No. 34, 8th inst.), age 40, height 5 ft. 3 or 4 in., complexion fresh, hair dark brown; dress, blue coat and skirt, collar and tie. A native of Manchester. Is accompanied by a woman, they have with them a pet tabby cat in a basket, and when staying at hotels take it about on a lead. Warrant issued. 4.— N Division.— For stealing 36 trusses of hay— JOSEPH PETTS, alias BETTS, Office No. 3258- 01, Case No. 4, lst inst., ago 51, height 5 ft. 7 in., complexion sallow ( pock- marked), hair dark brown ( turning grey), eyes grey; dress, blue jacket and vest, cord trousers, soft hat, lace boots. A native of Tottenham. Warrant issued. Case No. 80, 22nd inst., cancelled. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. BERKSHIRE. 5.— Wantage ( County).— For obtaining 4 cows by a worthless cheque on Barclay and Co.' s Bank, Woking, 28th September last— W. RICHARDS, age 48 to 50, height 5 ft. 10 or 11 in., stoops slightly, complexion fresh, moustache brown, long large nose, walks badly, appears to suffer from rheumatism in hands and right leg; dress, dark suit, grey overcoat, grey soft felt hat, carries a stick. Appearance of a dealer. Warrant issued. Information to Supt. Gibbs, Wantage. 6.— Reading ( Borough).— For larceny ( person), 17th inst.— HORACE TAYLOR, age 22, height 5 ft. 5 or 6 in., clean shaved ; dress, brown coat and vest, brown military cardigan jacket, new brown cord trousers. A labourer. 7.— Reading ( Borough). — For stealing a camera, " The Vest Pocket Camera," size 1 in. by in. by 3f in. ( for plates If by 2^ by 6 c. m.) leather cover and bellows, nickel fittings, automatic opening and closing, 13th inst.— C. ANDREWS, age 44 to 45, height 5 ft. 4 or 5 in., stout build, complexion fresh, round full face, hair and heavy moustache black; dress, black suit, black hard felt hat. This man presented a cheque for £ 4, drawn on London and South Western Bank, Stepney Branch, 368, Commercial Road, Stepney, No. C. 901873, signed " J. F. Shew and Co.," and endorsed " C. Andrews," which was paid into the bank and returned marked " no account" and " cheque stolen." Warrant issued. Information to the Chief Constable, Reading. BUOKINGHA MS HIRE. 8.— Aylesbury ( County).— For embezzle- ment— ANDREW COOKE, age 35, height about 5 ft. 10 in., slight build, complexion fresh, hair and moustache brown; dress, dark suit, light overcoat, hard hat, lace boots. Late of Sutton Road, Watford. May be found travelling for credit drapers. Warrant issued. Information to the Deputy Chief Constable, Aylesbury. CA RDIGA NSHIRE. 9.— Aberystwyth ( County).— For obtaining 13s. by false pretences— DR. FITZ MURRAY, alias FITZ THOMAS, a negro, age about 30, height 5 ft. 7 or 8 in., slight build, hair black curly, eyes dark brown, 2 upper teeth missing, speaks English fluently, warts left side of face; dress, navy blue jacket suit, black soft felt hat, red tie, boots with iron tips to heels. He poses as a healer of rheumatism and other ailments, and thus obtains money. Warrant issued. Information to Supt. Jones, Aberystwyth. CHESHIRE. 10.— Hazel Grove ( County).— For stealing from a farm building at Northern Etchells between 16th and 22nd inst. a black vicuna jacket, black bone- buttons ; 1 white woollen singlet; 1 pair light lace- boots, size 8, with toecaps, all much worn— A MAN,, age about 40, height 5 ft. 7 or 8 in., complexion darkr hair and moustache black, hair hangs in curls over forehead and rather long over ears; dress, dark jacket, 2 do. vests, brown Cardigan cord trousers ( very soiled and patched at knee), dark cap, red and white muffler. A farm labourer, supposed a native of Stockport. Information to Supt. McHale, Liscard. 12. — Nantwich ( County). — For obtaining money by false pretences— -— WAKEFIELD, alias SUTCLIFFE, age about 30, height 5 ft. 6 or 7 in, • complexion fair, hair light; dress, navy blue costume ( Gibson coat), cream lace on collar, green merry widow hat, 2 light wings across front, wears gold earrings, half- moon shaped. She calls on ladies and offers lace for sale, stating the proceeds are for a crippled girl of the Girls' Friendly Society, men- tioning the names of local clergymen by whom she states she is sent. The lace is of cheap manufacture. May be accompanied by A MAN selling spectacles and distributing handbills, describing himself as Professor Wakefield, of Burnley. Warrant issued. ESSEX. 13.— Chelmsford ( County).— For stealing at Great Waltham, 19th inst, a brown overcoat, 1 pair old high lace boots, 1 old pink shirt, and £ 1 lis. 6d. — BERT WALE, age 18, height 5 ft. 9 in, com- plexion fresh, hair ( long) ginger, eyes ( cast in left) blue, small mole over right eye; dress, large plaid mixture coat and vest, grey stripes, dark green trousers with red or brown stripes, red tie, green large peak cap. A native of Walthamstow. Information to the Deputy Chief Constable, Chelmsford. GLOUCESTERSHIRE. M Cheltenham ( County).— For failing to report— Licence- holder JAMES CHRISTIAN, alias MCCARTHY, JOHNSON and HANDS, Office No. 2806- 01, age 33, height 5 ft. 2- J in, complexion fresh, hair dark brown, eyes hazel, nose been broken, " Nell" and laurel left hand, heart web left thumb, various designs each arm. A blacksmith, native of Cheltenham. Sentenced at Middlesex Sessions, 4th August, 1906, to 4 years penal servitude, and 2 years supervision for Jlarceny. Licensed 2nd inst. Z. d. g. 179. May be found gathering rags and bones or hawking plants. May be dealt with where found. Information to Supt. Hopkins, Cheltenham. 15.— Bristol ( City).— For stealing from his lodgings 14th inst. a coat and vest, 1 pair of boots, and a black silk muffler— CHARLES BURGE REED, age 33, height 5 ft. 4^ in, complexion fresh, hair light brown, slight moustache light, very thin nose, stroke, B, and dots left forearm, mole left shoulder blade; dress, dark grey coat and vest with blue and red faint stripes, old light grey trousers, large light cap with band above peak, brown boots ( blacked), white guernsey with turn- down collar. A window cleaner, native of Reading. May be found in poor class lodgings, or at Church Army or Salvation Army Homes. Warrant issued. Not to be arrested out of the United Kingdom. HAMPSHIRE. 16.— Portsmouth ( Borough). — For gross indecency with a male person 26th August last— WILLIAM JUBILEE MINTRAM, alias SIMONS, age 22, height 5 ft. 6 or 7 in, stoops slightly, com- plexion and hair dark, clean shaved, cast in one eye; dress, old dark suit and cap. Warrant issued. Information to the Chief Constable, Portsmouth. 17.— Southampton ( Borough).— For stealing a bicycle ( recovered) — JAMES KING, age 25, height 5 ft. 8| in, hair dark brown, clean shaved, top 2nd finger left hand missing; dress, grey suit, white muffler, grey skull cap. A labourer, native of Oxford. Has served in the Army Service Corps. May be found in casual wards or Church Army homes. IS — Southampton ( Borough).— For stealing ( by trick) a quantity of clothing— A. JOHNSON, age about 50, height 5 ft. 6 or 7 in, hair and moustache dark brown, turning grey, abscess mark left jaw; dress, brown mixture tweed coat and cap, blue overalls. Stated he was a foreman engineer, believed identical with man, Cases No. 29, 2nd July, 24, 9th July last, and No. 48, 15th inst. Warrant issued. Information to the Chief Constable, Southampton. HEREFORDSHIRE. 19.— Bromyard ( County).— For stealing £ 19 10s. from his lodgings, at Winslow— FREDERICK JONES, age 48 to 50, height about 5 ft. 4 or 5 in, stout build, square shoulders, com- plexion fresh, hair black, turning grey, thin on top, heavy dark drooping moustache, turning grey, slightly bow legged ; dress, black lounge jacket and vest, dark grey trousers, light grey cap, light lace boots, may be wearing a long brown overcoat, double breasted, plaid lining. A blacksmith, well known in Worces- tershire, also at Brynmawr, Aberdare, and different parts of Wales. Warrant issued. Information to Supt. Lewis, Bromyard. 20.— Ross ( County).— For stealing ( bailee), 28th ult, a bicycle, 24 in. frame, " G. and W. Butcher " on back mud- guard, frame and wheels recently enamelled blackj— FREDERICK WIGGETT, alias DAVID JAMES, age 24, height 5 ft. 7 or 8 in, complexion fresh, hair brown, mole left side of face and on neck near right ear; dress, dark grey jacket with light stripes, black trousers, grey cap, brown boots. May seek employment as a groom or ostler. Warrant issued. Information to Supt. Marston, Ross. HER TFORDSHIRE. 21.— Heme! Hempstead ( County).— For leaving his wife and family chargeable to the Union — ANTONY COGLIANESE, an Italian, age 50, height 5 ft. 3 or 4 in, complexion, hair, moustache, and eyes dark, large scar on left cheek, speaks broken English; dress, dark green jacket, dark trousers, black hard felt hat. An organ grinder. Photograph may be seen on application. Warrant issued. Information to Supt. Frogley, Hemel Hempstead. ISLE OF ELY. 22.— March ( County).— For failing to report— Licence- holder JIM WEBB, Office No. 870- 01, Case No. 109, 15th inst, age 38, height 5 ft. 4f in, com- plexion fresh, hair brown, eyes grey, mole left of neck. A native of Kent. Sentenced at Ipswich Assizes 31st October, 1904, to 5 years penal servitude for arson ( stack). Licensed 1st August, 1908. W. e. 55. i Warrant will be issued. Information to Supt. KENT. 24.— Ramsgate ( Borough).— For stealing, 18th inst, 4 pairs of boots and shoes ; 1 pair of lady's shoes— JOHN PORTER, alias E. C. GASCOIGNE PORTER, age about 45, height about 5 ft. 10 in, j complexion and moustache dark, erect bearing; dress, grey suit, blue serge suit or grey cycling suit, bowler hat. Stated he was an engineer. He occupied a house in this borough for about 12 months. On 15th inst., he had the boots sent to his address on • approval; 18th inst. he sold his furniture and absconded. He is fond of talking of sporting matters, dog shows, shooting, & c. Believed to be a native of Chipping Norton, Oxon. Is accompanied by his wife, age about 40, height about 5 ft. 3 in, i stoutish build, powdered face, hair light; dress, blue alpaca skirt, raised silk flowers on same, dark blue velvet band round bottom, f blue serge coat, brass buttons, blue feather boa, blue hat trimmed with chiffon, and son, age 12, appears a little simple | j minded and delicate; a pomeranian dog, 2 large tin trunks, 1 large leather do, 2 portmanteaux, 1 box bound with iron, 1 bundle of golf clubs and sticks, 1 new bicycle " bound in flannelette, and 6 other boxes and bags. LANCASHIRE. 25.— Preston ( Borough).— For stealing 15th inst. 1 lady's 9- ct. gold neck chain, fine twisted pattern; 1 do. gold cut ring; 1 pair do. cashmere stockings, red mark inside top; 1 pair brown kid gloves— A MAN, who gave the name of Glen, age about 36, height 5 ft. 8 or 9 in, well built, hair and moustache dark; dress, grey jacket suit, grey cap, lace boots, much worn. Also wanted at Southport. Information to the Chief Constable, Preston. NOTTINGHAMSHIRE. 26.-— Nottingham ( City).— For failing to report — Supervisee FREDERICK PATTERSON, alias PILE and GRAINGER, Office No. 63- 08, age 21, height 5 ft. 5J in., complexion fresh, hair brown, clean shaved, eyes dark brown, F on 2nd, P on 3rd, and ring on 1st and 2nd left fingers. A shoemaker, native of London. Sentenced at Spalding Sessions, 22nd October, 1908, to 6 months hard labour and 2 years supervision for cycle- stealing. Liberated 7th April, 1909, 1224. Warrant issued. May be dealt with where found during currency of supervision. 27— Nottingham ( City).— For failing to report— Supervisee LEONARD GEORGE, Office No. 1399- 01, age 25, height 5 ft. 8| in, complexion fresh, hair and slight moustache brown, eyes brown, scar each side of neck and on left wrist. A tailor, native of Nottingham. Sentenced at Nottingham City Sessions 20th February, 1908, to 9 months hard labour and 2 years supervision for larceny ( till). Liberated 6th October, 1908, 174. Warrant issued. May be dealt with where found during currency of supervision. Information to the Chief Constable, Nottingham. OXFORDSHIRE. 28.— Caversham ( County).— For larceny— CHARLES PRESTON, age 26, height 5 ft. 3 in, complexion pale, hair and eyes dark; dress, navy blue suit, grey cap, brown boots blacked. A chef. Warrant issued. Information to Inspector Timms, Caversham. 29.— Witney ( County).— For stealing, 18th inst, a new Hudson bicycle, 24- in. frame, enamelled black, lined red, 28- in. wheels, plated rims, black in centre, raised handle- bars, 2 inverted lever brakes, gear case removed, showing pin holes, Silver King oil lamp, tool bag, containing spanner, & c.— A MAN, age 19 or 20, height 5 ft. 6 or 7 in, complexion and hair dark; dress, dark suit ( believed cord), dark muffler and cap. Appearance of a labourer. Information to Supt. Hawtin, Witney. RADNORSHIRE. 30- Llandrindod Wells ( County).— Eor stealing a wash- leather purse containing £ 20 10s, 14th inst. — FRANK SMALL, age 22, height 5 ft. in, complexion fair, hair light, eyes grey, flag right arm, part of bracelet right wrist; dress, new suit. A seaman, native of Bristol. Left behind a seaman's certificate book, No, 340776. Warrant issued. Information to the Chief Constable, Llandrindod Wells. SHROPSHIRE. 31.— Bridgnorth ( County).— For stealing, 8th inst, a black serge jacket and vest; 1 pair of dark grey trousers; 1 light mixture cloth cap, and a pair of light lace boots with toecaps, recently soled and heeled— THOMAS EVANS, alias SPAREMAN, age 20, height 5 ft. in, complexion fresh, hair brown, clean shaved, eyes grey, 2 female heads, true love and Harriet right, crucifixion left forearm. A native of Much Wenlock, Salop. Is a deserter from the 86th Battery Royal Field Artillery. Warrant issued. Information to Supt. Tait, Bridgnorth. 32.— Wellington ( County).— For obtaining food and lodgings by false pretences at Shifnal 6th inst.- CLARKE, alias CROFT, age about 24, height 5 ft. 8 or 9 in, slight build, complexion pale, hair dark, clean shaved; dress, navy blue serge suit, sage colour cap turned up at sides, lace boots. Stated he represented a firm of soap manufacturers, and had come to Wellington to solicit orders for " Persil" dry soap. He left the following morning with a Rudge- Whitworth bicycle ( which he hired), B. S. A. fittings, 25 in. frame, flat forward handle- bars, rusty, one inverted back brake, long lever ( quick fit) front brake, coil spring saddle, cheap new back cover, long black Bleumel pump. S TA FFORDSHIRE. 33.— Burslem ( County).— For stealing, 18th inst, 6s. 5d, from a gas meter— DAVID DEAKIN, age 23, height 5 ft. 1 or 2 in, slight build, com- plexion fresh, hair dark; dress, blue jacket ( square cut), black vest and trousers, dirty cap, light washing tie, lace shoes, all much worn. A native of Burslem, will probably seek employment at fairs. Warrant issued. 34.— Burslem ( County).— For stealing ( servant) £ 2 2s. 19th inst.— SARAH BROUGH, age about 26, height 5 ft. 3 or 4 in, stout build, complexion fresh, hair dark; dress, merry widow green hat ( two bows at back), light check cloth cloak, black skirt, low brown shoes. Criminal Investigation De- nartmentm— For obtaining money by false pre- tences— WILLIAM WALLACE RUSSELL, aliases WILLIAM WALLACE GREEN, JOHN WILLIAM WALLACE RUSSELL, EUGENE EVANS, WIL- LIAM LLOYD, & c., Office No. 764- 06, age 29, height 5 ft. 6 in., complexion fresh, hair brown, moustache dark, eyes grey, very good teeth ; dresses in dark clothes and overcoat, wears a collar and tie, POLICE DISTRICT. asks the lady to ask her husband to sign it, as referee, to enable him to join one or other of the forces as the case may be. He then asks for pen and ink and is invariably invited inside the house, where he fills in the name " William Lloyd," with an address at Chat- ham, or Woking ( false), and describes himself as an engine- fitter or electrician. He then says he has been to Somerset House for his birth certificate, for which he had to pay 7s. 6d., which has left him with very now be clean shaved, high . cheek bones, stoops, walk* with a stick or sticks, apparently suffering from paralysis or rheumatism, wearing a dark fawn overcoat, cap, and boots laced to toes. Appearance of a horse dealer, supposed a native of London. He gave a cheque for the above on the London and Provincial Bank, 180, New Cross Road, New Cross Gate, which was returned marked " R. D."
