All communications for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THB EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6 Portraits of persons whose apprehension is sought for serious offences will be inserted at a cost of 8s. per portrait, and engravings of stolen property at a cost of 6s. per photograph or sketch, unless the article is large or unusually intricate, when the charge will be higher. A remittance of 6s. should be made in the first instance for cost of engraving sketches. 6. livery announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and ho warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announce ment for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form , and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. 14. All copies of the POLICE GAZETTE re- transmitted by Police Forces should be prepaid at the ordinary rate for printed matter sent by post within the. United Kingdom. Cities and Boroughs therein, arranged in alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any complaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. SPECIAL NOTICE. APPREHENSIONS SOUGHT. THE amount of stolen property at present " circu- lated " by the Metropolitan Police has become so in- ordinately large as to prejudice or destroy the practical value of the records, and it has been found necessary to limit it very considerably. It has been decided, therefore, to discontinue the " circulation " in Informa- tions and Pawnbrokers' Lists of all property stolen in the provinces, unless where there are grounds for be- lieving that the property has found its way to the Metropolis. Chief Constables are requested accor- dingly, when forwarding lists of stolen property to Scotland Yard, to send with them a letter to that effect. And if bills or circulars are received in future, unaccompanied by such a letter, it will be assumed that the " circulation " of the particulars they contain is not desired. The same course will be followed with respect to property lost and persons missing. Appearance of a commercial traveller. 2.— G Division.— Forging and uttering a cheque, thereby obtaining £ 60— SIDNEY LA VENE, age 26, height 5 ft. 8 in., complexion dark ( sallow), hollow cheeks, prominent nose, hair dark inclined to curl, clean shaved, eyes dark, suffering from consump- tion ; dress, brown tweed jacket suit, dark green and brown mixture overcoat, bowler hat. Had in his possession a black leather gladstone bag marked M. M. R. Supposed following race meetings. A native of Clerkenwell, London. Warrant issued. 3.— K Division.— For obtaining £ 25 by false pretences 29th ult.— FREDERICK LAWLESS, alias LAWLEY, Office No. 835- 01, age 30, height 5 ft. 5^ in., complexion and hair dark, eyes hazel, clasped hands, heart, " True Love" and dots left, crossed flags and tombstone right forearm, " F. L." left thumb ; dress, green tweed suit, hard felt hat. A native of London. Warrant issued. 4.— L Division. — For stealing jewellery, value £ 80, 30th ult.— CHARLES HENRY DAVIS, a man of colour, age 31, height 6 ft. 3 in., slight build, hair black, eyes brown, broad flat nose, cut scar over left eye and back of left hand; dress, brown and green tight fitting jacket suit, green cap, " Clark, New Cut," on lining, lace boots. A native of West Indies. Warrant issued. 5.— T Division.— For embezzling 19s. 6d., 21st ult.— CHARLES YOUNG, age 45, height 5 ft. 9 or 10 in., complexion dark, hair and eyes brown, dark stubby moustache ends clipped, stooping gait, splay feet; dress, grey tweed jacket suit, dark grey overcoat, lace boots. Warrant issued. 6.— X Division. — For embezzlement, WALTER LANDAW, age 34, height 5 ft. in., complexion sallow, hair dark brown, eyes brown; dress, dark tweed suit, overcoat and cap, lace boots. Supposed a native of Russia. Warrant issued. 7.— X Division.— For absconding from Redhill School, Edgware, whilst on remand for steal- ing a bicycle— EDWARD JOHNSON, age 13, height 4 ft. 10 in., complexion fair, full round face, hair light, eyes blue ; dress, grey tweed suit and cap, turn down collar, blue tie, lace boots. A native of Wealdstone, Middlesex. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. A YRSHIRE. 8.— Ayr ( County).— For obtaining £ 80 by false pretences at Symington, 16th July last— THOMAS KENDAL, age 35, height 5 ft. 3 in., stout buildr complexion pale, full round face, hair dark, clean shaved, large teeth with gold stoppings, of good address and smart appearance; dress, light grey suit, dark grey soft felt hat. He advertised in the " Weekly Scotsman " and other papers as follows :— " Advertiser seeks the loan of £ 80 for purely business purposes. APPREHENSIONS SOUGHT—( continued) 1, Bellfield, Portobello"; thereby obtained the £ 80 from an elderly woman, leaving with her as security jewellery of comparatively little value ( apparently manufactured to deceive) which he represented was worth fully £ 1,000, stating that it was given to his wife by a Maharajah while in India. He stayed at the above address 2 weeks. Warrant issued. Information to the Chief Constable of Ayrshire, Ayr. BEDFORDSHIRE. 9.— Bedford ( County).— For absconding from Beds. Reformatory School, Carlton, 4th inst.— — IBBETSON, age 16, height 5 ft., complexion dark, sallow, hair dark brown, eyes brown, very thin, very large ears and mouth.— — IIURRELL, age 16, height 4 ft. 10 in., sturdy build, complexion fresh, ruddy, large face, hair dark, eyes dark brown; both wearing cord jackets with red piping, cord breeches, worsted stockings, Glengarry caps, heavy boots. Information to Supt. An niwell, County Police Office, Bedford. 10.— Bedford ( Borough).— For stealing, by trick, 28th ult., a cheque for £ 150 ( since cashed)— RODNEY CHESTER, age about 26, height 5 ft. 9 or 10 in., complexion fresh, rather high cheek bones, hair very dark or black, clean shaved, well educated, of smart appearance; dress, blue serge jacket suit, patent leather shoes. He visited here 28th ult., and had with him a 30- 40 h. p. Daimler motor car, painted and upholstered red, fitted with hood and glass screen, identification mark L. D. 530 roughly painted thereon, which he stated he was selling for a Captain Bell, obtained the cheque from a dealer, and absconded. May endeavour to again offer the car for sale, or leave the country. Information to the Chief Constable, Bedford. split, ferrule missing, " W. H. S. Hunt and Son, Brade Co." on blade; 1 do. hammer, head cracked ; 1 do., hickory handle— A MAN, age 50 to 55, height 5 ft. 6 or 7 in., complexion pale, thin features, hair and moustache grey, beard about 2 weeks growth, walks erect; dress, blue serge ( morning coat) suit, dark grey cap, blue muffler, lace boots. Information to Supt. Dutton, Hazel Grove. 17— Macclesfield ( County). — For em- bezzling 6s. 6d., and stealing a pair of cream- coloured combinations, at Wilmslow— JAMES DENTON, age 30, height 5 ft. 5 or 6 in., complexion sallow, hair and eyes dark; dress, brown suit and boots, dark cap. Is a reservist of the 14th Hussars. Has been employed as a cabman. Warrant issued. Information to Supt. Hoole, County Police, Macclesfield. DENBIGHSHIRE. 18.— Ruthin ( County).— For leaving his wife and children chargeable to the Ruthin Union, 19th ult.— ISAAC YAUGHAN, alias ROBERTS, age 41 ( looks younger), height 5 ft. 8 or 9 in., hair and eyes dark, moustache brown, top of left fore- finger and two joints of 3rd left finger missing, addicted to drink. A painter and paperhanger, native of Ruthin. Has worked at Chester, Mold, and in South Wales. Warrant issued. Information to Supt. Woollam, Denbigh. BERKSHIRE. 11.— Abingdon ( County).— For obtaining, 5th inst., by a worthless cheque on Union of London and Smiths Bank, Oxford Branch, a brown cart mare— E. SCOTT, age 40 to 50, height 5 ft. 7 or 8 in., com- plexion ruddy, moustache grey, appearance of a dealer, accompanied by a boy, age 13 or 14. Warrant issued. Information to Supt. Foster, Abingdon. BUCKINGHA MS HI RE. 12.— High Wycombe ( County).— For em- bezzlement between 24th ult. and lst inst.— SAMUEL PARSONS, age about 19, height 5 ft. 6 or 7 in., slight build, complexion pale, hair light brown, clean shaved, • eyes blue, 1 front top tooth broken, black spot left side of nose, walks quickly and upright; dress, new green mixture suit, coat with lap seam across back and point in centre of back, tight fitting trousers, large peak cap with white stripes, white silk necker- chief, light lace boots. An inveterate cigarette smoker. Is a member of the King's Royal Rifles ( Militia). A native of Whitechapel, London. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Head Constable, High Wycombe. CAMBRIDGESHIRE. 13.— Cambridge ( Borough).— For embezzling £ 19 lis. 9d. 28th ult.— FREDERICK WILLIAM SMITH, age 30 to 35, height 5 ft. 6 or 7 in., hair and moustache light; dress, dark brown suit, dark soft felt hat, lace boots. A native of Oxford. For the past 18 months he was employed as manager at a typewriting depot, absconded 4th inst., and has since obtained 2 typewriting machines by false pretences from firms in London. Warrant issued. 14.— Cambridge ( Borough).— For obtaining 2s. by false pretences, 29th ult. MORRIS, age about 25, height 5 ft. 5 or 6 ins., rather thick- set, hair and moustache dark, of good address ; wearing dark clothes. He calls upon persons, states he is the captain of the Choir football team and asks for sub- scriptions, produces a book containing several well- known local names, also the amounts given, headed by the Yicar with one guinea. Warrant issued. Information to the Chief Constable, Cambridge. CHESHIRE. 15.— Altrincham ( County). — For [ stealing ( bailee) 9 sides of bacon and one bale of parchment paper ( recovered)— OSWALD ROBERTS, alias RICHARD HOLT, age 35, height 5 ft. in., complexion fresh, hair dark brown, eyes grey; dress, dark grey jacket and vest, brown cord trousers, strong lace boots. A farm labourer, native of Timperley. Information to Supt. Okell, Altrincham. 16.— Hazel Grove ( County).— For stealing a bricklayer's trowel, 9- in. blade, much worn, handle DERBYSHIRE. 19.— Chesterfield ( Borough).— For obtain- ing an 18- ct. gold English lever watch, white dial, No. 4987 or 49877, by false pretences, 30th ult.— GEORGE HEWES, age about 30, height 5 ft. 8 or ! 9 in., slight build, complexion fresh, hair brown, clean shaved, stoops slightly; dress, navy blue suit, bowler ! hat. A jockey, supposed a native of London. Is well known at low race meetings. Warrant issued. 20.— Chesterfield ( Borough).— For obtain- ing £ 5 by false pretences 30fh ult.— GEORGE HEWES, age 54, height 5 ft. 8£ in., complexion fresh, hair grey, eyes brown, scar left chin, large cut scar inside right wrist, large joint base of both thumbs ; dress, navy blue suit, hard hat. A native of Colchester. Is well known as the owner of horses which run at low race meetings. Hewes and his son ( described in Case No. 19, current issue), represent themselves to be travellers in woollen goods for a London firm. Warrant issued. 21.— Chesterfield ( Borough).— For abandon- ing her illegitimate child, 25th ult., HANNAH ELIZABETH RIDGARD, alias KING, age 35, height 5 ft. 2 or 3 in., slight build, complexion dark, sharp features, hair dark brown; dress, black coat and skirt, black apron, white sailor hat trimmed black band, wears earrings with two drops, and a string of pale blue beads. Travels the country with a small box hawking laces and lavender, has a pedlar's certificate, supposed issued at Doncaster in May last in name of King. She has stayed at common lodging houses with a man, age about 30, height 5 ft. 4 or 5 in., complexion, hair and eyes dark. A bricklayer's labourer. Warrant issued. ESSEX. 22.— Chelmsford ( County).— For obtaining 2s. 6d. by false pretences, 30th ult.— A MAN, age about 45, height about 5 ft. 7 in., slight build, com- plexion fresh, square face, hair light turning grey, eyes believed grey, broad between eyes, broad flat nose; dress, old dark coat turning green, rough greenish grey cap. He called at a school and informed a teacher that the head mistress had told him to ask for 2s. 6d. to include her name in a directory. Warrant issued. Information to the Deputy Chief Constable, Chelmsford. 23.— Romford ( County).— For obtaining food and lodgings, between 2nd and 9th inst., by false pre- tences— JACK PICKETT, age about 22, height 5 ft. 3 or 4 in., slight build, complexion pale, hair brown; dress, blue serge suit, light green cap and tie, lace boats. Information to the Deputy Chief Constable, Holy- well. 25.— Mold ( County).— For stealing at Buckley, 8th inst., a grey pony, aged, small trap, a set of black harness, 2 carriage rugs, 1 fawn colour mackintosh and a whip— A MAN, supposed JOHN BERRY, age 45, height 5 ft. 5 or 6 in., complexion fresh, hair ( cut close) dark brown, eyes ( piercing) grey, good teeth ( slightly prominent), strong Lancashire accent; dress, brown mixture coat and vest, faded, pearl buttons on sleeves, brown cord trousers, dark blue muffler with white flowers thereon, cap, strong lace boots. Supposed a native of Wigan. Warrant issued. Information to Supt. Davies, Mold. GLA MORGA NSH1RE. 26.— Cardiff ( City).— For obtaining money by false pretences— JAMES COULTHARD, age 32 ( looks older), height about 5 ft. 7 in., slight build, complexion pale, no hair on head or face, well educated; dress, black coat and vest, light striped trousers, light tweed cap. Has been a shop walker. He called upon customers of a well known drapers in this city, and represented that owing to his having lost his hair he had been discharged. May be accom- panied by a woman, age about 35, stout build, addicted to drink. Warrant issued. Information to the Head Constable, Cardiff. GL DUCES TERSHIRE. 27.— Cheltenham ( Comity).— For embezzle- ment— FREDERICK N. PETERS, age 26 to 30, height 5 ft. 5 in., round shoulders, complexion, hair and moustache dark, walks badly ; dress, brown suit and overcoat, green cap. He was employed as a credit draper's traveller. Absconded 15th ult. Warrant issued. 28.— Cheltenham ( County).— For embezzle- ment— CHARLES SMITH, age 36 to 40, height 5 ft. 11 in. or 6 ft., complexion fresh, wrinkled face, hair light brown, moustache ginger; dress, dark pepper and salt colour coat and vest, black and blue striped trousers, brown soft felt hat, blue and white striped muffler, heavy nailed boots, carries a frail with a piece of unbleached calico sewn on bottom, contain- ing shirts, socks, and mufflers ( stolen). Was employed as deputy^ at a common lodging house, stated he was a gamekeeper. Absconded 4th inst. Warrant issued. Information to Supt. Hopkins, Cheltenham. HAMPSHIRE. 29.— Alton ( County).— For stealing £ 10 at Bordon Camp 11th inst.— WILLIAM WALTERS, age about 30, height 5 ft. 8| ins., complexion fresh, hair and moustache sandy, eyes hazel, scar left side of forehead and left cheek; dress, navy blue coat and vest, dark trousers with white stripes, light cap. Is a sergeant of the lst East Yorkshire Regiment. Stated his intention of proceeding to Canada. A native of Birmingham. 30.— Alton ( County).— For stealing, 29th ult., a bicycle, 26- in. frame, black enamelled, straight handle- bars, white grips, Bowden back brake, 28- in. wheels, rims painted aluminium, slightly worn off, 2 oil lamps ( 1 nickel plated, other black), black pump carrier on back; 1 dark tweed motor overcoat, side pockets, with strap of same material on each sleeve fastened with large button; 1 pair scissors " War- ranted forged steel" thereon ; 2 towels; 1 white comb— ALBERT STEGERS, a German, age 28, height 5 ft. 6 in., somplexion fresh, hair dark brown, slight moustache and eyes dark, may now be clean shaved; dress, dark grey suit, sac jacket, brown boots with chamois leather tops. A hairdresser. Warrant issued. Information to Supt. Reuben, Alton. FLINTSHIRE. 24.— Holywell ( County).— For stealing from his lodgings a dark green tweed coat and vest, with red stripes, nearly new; 1 pepper and salt colour over- coat, saddle back, chain tab— FRANK VALLENDER, age about 23, height 5 ft. 6 or 7 in., one shoulder slightly raised, complexion ruddy, long features, hair sandy, eyes brown, small teeth decayed. He took lodgings at a boarding house at Rhyl, 28th ult., and HEREFORDSHIRE. 31.— Leominster ( County).— For burglary at Leintwardine, 7th ult., and stealing 9 nickel plated teaspoons marked " P "; 1 table spoon ; 4 silver egg spoons marked " L"; 5 silver teaspoons marked " M. J. W." and " M. W."; 6 nickel plated dinner forks and 5 dessert do., marked " P"; 1 silver watch chain with crooked sixpence; 1 Bavarian silver watch; silver medal with " Gladys M. Watkins" thereon; 1 light striped shirt; 2 pairs blue worsted stockings— GEORGE WILSON HOGGINS, age about 45, height 5 ft. 4£ in., strong build, complexion fresh, thin face, hair dark brown, clean shaved, eyes blue, scar supposed top of one cheek, short neck; dress, blue pilot jacket, blue slop, light brown cord trousers, dark grey cap, strong lace boots, carried a bundle in a red handkerchief. A labourer, native of Orleton, Hereford; usually works with traction engines. Is believed well known in Gloucestershire. Warrant issued. Information to Supt. Rooke, Leominster.
