POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, OCTOBER 1, 1909 VOL. XXVI., No. 2688. REGrTJL. 1. All communications for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5 Portraits Of persons tchose apprehension is sought for serious offences will be inserted at a cost of 8s. per portrait, and engravings of stolen property at a cost of 6s. per photograph or sketch, unless the article is large or unusually intricate, when the charge will be higher. A remittance of 6s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, citu, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. . Tioars. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form , and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. 14. All copies of the POLICE GAZETTE re- transmitted by Police Forces should be prepaid at the ordinary rate for printed matter sent by post ivithin the. United Kingdom. UNDER the existing arrangements the finger impressions will be taken, and recorded at the Finger Print Department, Convict Supervision Office, New Scotland Yard, of all persons convicted as follows:— ( a) All persons coming within Sections 5, 7, or 8 of the Prevention of Crimes Act, 1871. ( b) All persons, at Assizes or Quarter Sessions, sentenced to not less than one month's imprison- ment, without option of a fine, for any of the offences shown below. ( c) All persons, at Petty Sessional, Police, or Stipendiary Magistrate's Court, sentenced to more than one month's imprisonment, without option of a fine, for any of the following offences:— Aliens ( Sec. 3 Aliens Act of 1905). Arson. Assaults with intent to rob. Attempted burglary. Attempted larceny. Attempts to break into churches, houses, shops, warehouses, & c. Attempts to obtain goods and money by false pretences. Bankruptcy offences. Being found on enclosed premises. Breaking into churches, houses, shops, warehouses, & c. Burglary. Cattle stealing. Coining. Conspiracies of all descriptions. Embezzlement. Entering with intent to commit a felony. Extortion by threats. Felonious wounding. Forgery. Fraud. Frequenting. Horse- stealing. Housebreaking. Importuning male persons to commit un- natural offences ( Vagrancy Act, 1898, Sec. 1, par. b). Indecent assault on female. Larceny. Mental degenerates. Obtaining goods and money by false pre- tences. Possessing housebreaking tools. Procuration of women and girls. Prostitution, living on proceeds of ( Vagrancy Act, 1898, Sec. 1, para. a). Receiving. Robbery. Sacrilege. Sheep stealing. Shopbreaking. Suspected person. Unlawful possession. Uttering counterfeit coin. Warehouse- breaking. But all offenders of the first Division, and such of the second Division as have never been previously convicted, are exempted from this order. In order to avoid the retention of useless records in the Finger Print Department, the Registrar of Habitual Criminals would be glad if the Chief Constables of Counties, Cities, and Boroughs, will, in future, notify the death of any criminal who has been finger- printed. The notification should contain the full name and aliases, particulars of conviction or convictions if possible, also the No. published in the list of Habitual Criminals. APPREHENSIONS SOUGHT. SPECIAL NOTICE. METROPOLITAN POLICE DISTRICT Criminal Investigation De- partment. — ALOYSIUS FISCHER, alias ALOIS FISCHER, C. S. O. No. 859/ 02, age 44, height 5 ft. 44 in., complexion dark, hair dark brown, eyes hazel, 3 moles on right cheek, scar on eyebrow, scar and 5 moles on left cheek, scar between thumb and forefinger of right hand, scar back of thumb and forefinger of left hand. A chef, native of Munich. Convicted at Bournemouth Quarter Sessions on 8th July, 1908, of larceny, and certified for deportation, after previous convictions. This man left London for Rotterdam under the expulsion order on the 8th June last, accompanied by his wife and children. A letter has since been received by the Authorities from his wife in Germany giving information to the effect that Fischer deserted her and his family there on or about 10th September, and is believed to have returned to the United Kingdom. If found, he should be arrested for contravention of the expulsion order and dealt with where found, under the Aliens Act, 1905, and information sent to the Metropolitan Police Office, New Scotland Yard, London, S. W. 2 — Convict Supervision Office.— For failing to report— Supervisee WILLIAM DEED, alias DEE, DEEDS and KEARNS, Office No. 2604- 01, age 32, height 5 ft., complexion fresh, hair dark brown ( partly bald), eyes hazel, bust of female, cross and pierced heart right forearm. A native of London. Sentenced at Central Criminal Court, 11th January, 1904, to 5 years penal servitude and 3 years supervision and remanet of former sentence for burglary. Liberated 22nd February, 1908, X e 486, released fromUsk prison 16th ult. on subsequent conviction for failing to report. May be dealt with where found. 3 — B Division.— For stealing ( servant) £ 2 — STEPHEN JAMES ADIE, age 21, height 5 ft. 5 in., complexion fresh, hair and slight moustache light brown, eyes grey. A native of Saltley, Birmingham. Is a private of the 2nd Warwickshire Regiment. Warrant issued. 4.— N Division.— For stealing 36 trusses of hay— JOSEPH PETTS, age 50, height 5 ft. 7 in., complexion sallow, pock marked, hair dark brown, eyes grey ; dress, blue jacket and vest, cord trousers, soft hat, lace boots. A native of Tottenham. Warrant issued. 5.— N Division.— For stealing ( by trick) 3 £ 1 Postal Orders— A MAN, age 35, height 5 ft. 7 in., complexion dark, supposed clean shaved ; dress, blue serge suit, panama hat, had with him a bicycle. For modus operandi see Case No. 28, 17th ult., but in this case a cheque was not tendered, stated he had sufficient money, and left to fetch same. 6.— T Division.— For warehouse breaking and stealing 93 bottles of spirits ( 50 recovered)— Licence- holder WILLIAM SIMPSON, alias JOHN- SON, WALTER WILLIAM CHELTON and SHELTON, Office No. 2958- 02, age 33, height 5 ft. • 2- 1 in., complexion fresh, hair dark brown, eyes grey, part bracelet left wrist, flower right forearm ; dress, brown jacket and vest, cord trousers, grey cap, red and white neckerchief. A brush maker, native of Wales. Warrant issued. 7.— Y Division.— For obtaining £ 3 by false pretences, 6th ult.,— COMMANDER COSTINI, alias GOYANI and WINNETT, an Italian, age about 45, height 5 ft. 5 in., strong build, complexion dark, rather square jaw, hair and moustache black; dress, dark jacket suit, black hard felt hat. He engages rooms at a boarding house, states his luggage is at the station, requests the occupier to send for same, then obtains money under the pretence of having to send telegrams to America or Italy. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. ANGLESEY. 8.— Holyhead ( County).— For deserting his wife and children leaving them chargeable to the Anglesey Union— THOMAS JONES, alias HUGHES, age 41, height about 5 ft. 7 in., hair and moustache dark brown, eyes supposed brown. A labourer, native of Llangefni. Warrant issued. Information to Supt. Prothero, Holyhead. BEDFORDSHIRE. 9.— Bedford ( Borough).— For stealing, 25th ult., a rush basket containing a new white Norfolk jersey, " Wright, Richmond," on ticket; 1 new pair tan gloves; 1 night dress; several handkerchiefs marked " K. O'Callaghan " ; 1 large petticoat; 1 pair doll's shoes; 2 pairs white socks; 1 large white shawl; 1 pair lady's slippers, cross strapped; 1 silk handkerchief, " B" in corner; 1 cotton blouse; 1 brush and comb, and a quantity of babies' garments 2 THE POLICE GAZETTE. Will no doubt be found touting at railway stations. Information to the Chief Constable, Bedford. CHESHIRE. 10.— Broxton ( County).-— For obtaining 10s. by false pretences at Hoole, 18th ult.— F. E. YALLERENDOR ( supposed false), age 24, height 5 ft. 7 in., complexion fresh ( tanned), heavy features, hair brown, eyes ( large and long) light, bad teeth, very short finger nails, fat hands; dress, dark jacket and vest, blue serge trousers, brown knitted tie, white straw hat with black band, white cuffs, gold links, tan- coloured boots, wearing a gold albert, long link pattern. Carried a brown Gladstone bag, straps at each end, several railway labels thereon, piece of string to handle, contained a holiday outfit. He called upon a clergyman of Hoole, stated that he had been to Douglas on a holiday and had lost his return boat train ticket to Retford, and had no money to pay his fare home. Stated that he was a builder's clerk and was going to study for a surveyor, and was known to a canon of Retford. Had a piece of a visiting card with " Holly Bank, Carlton Road, Worksop," printed thereon. Identical with man, Case No. 52, 17th ult. Warrant issued. Information to Supt. Hicks, Broxton. 11.— Crewe ( County).— For burglary, 17th ult. and stealing 1 box Players navy cut cigarettes; 1 box Capstan do.; 3 boxes Woodbine cigarettes ; 1 box gold flake tobacco; 1 lb. Coolie cut tobacco; 1 lb. thin twist do.; 1 box St. Julian do.; 2 boxes ( 50) Bon Mot cigars; 1 box ( 50) Joe Chamberlain do.; 1 box ( 50) Dulcbella do.; 1 box ( 100) Court do. ( Id. whiffs); and £ 1 8s.— TWO MEN. First, age about 22, height 5 ft. 4 in., complexion fresh, clean shaved j dress, blue serge suit, black hard felt hat, green tie, gold horse- shoe pin. Second, age about 24, height 5 ft. 6 in., slight build, complexion fair, hair supposed dark, clean shaved; dress, blue serge suit, black hard felt hat. Warrant issued. Information to Supt. Pearson, Crewe. 12.— Liscard ( County).— For stealing £ 8 15s. — HENRY G. HAHN, age 23, height about 6 ft., complexion sandy, hair light, clean shaved, Jewish nose, bust of woman left forearm, walks erect; dress, blue serge suit, stains thereon, light blue tie, light grey cap, brown boots. Is believed to have served in the Life Guards. Had with him a bicycle, a pair of bullock's horns ( mounted), and a Japanese basket. Warrant issued. Information to Supt. McHale, Liscard. CUMBERLAND. 13.— Brampton ( County).— For failing to report— Licence- holder DANIEL MCCARTHY, an Irishman, Office No. 515- 04, age 32, height 5 ft. 3| in., complexion fresh, hair brown, eyes blue, " D. M. " right, " P," anchor and " T" left forearm. A sweep. Sentenced at Leeds Assizes, 26th July, 1904, to 5 years penal servitude and remanet of former sen- tence for arson ( stack). Liberated on licence 3rd ult., which expires 27th March, 1910. b e 572. May be dealt with where found. Information to Supt. Lancaster, Brampton. ESSEX. 14.— Southend ( County).— For stealing a purse containing £ 4 0s. 6d. from his lodgings 28th ult.— — BAKER, age 36 to 40, height 5 ft. 9 in., com- plexion dark, round full face, clean shaved, hair steel grey, eyes brown, North Country accent; dress, dark brown and green plaid suit, tight- fitting trousers, button boots ( glac^ kid), plaid motor cap. Had with him a nearly new " Tiniture " free- wheel bicycle. A native of Bournemouth. Warrant issued. Information to Supt. Pryke, Southend. GLOUCESTERSHIRE. 15.— Gloucester ( County).— For stealing a quantity of brass, & c. ( recovered)— JOHN COLLINS, age 35 to 40, height 5 ft. 8 or 9 ins., complexion fresh, hair brown, moustache light, eyes blue, walks erect, short quick steps ; dress, short brown overcoat, may have blue jacket, moleskin trousers, cap, black and white muffler, old lace boots. Has served in the Army. A native of Gloucester. Warrant issued. 16.— Gloucester ( County). — For obtaining food and lodgings by false pretences— DIGBY HEPWORTH, age 31 or 32, height about 5 ft. 7 in., complexion fresh, hair and moustache brown, well educated, of smart appearance; dress, dark lounge suit and cap. Supposed a native of Surbiton, Surrey. He represented himself as a Captain in the army, that his father was a Colonel, also that he had lost his luggage in transit, left the hotel and rang up the proprietor on the telephone, gave the name of a local gentleman inviting Captain Hepworth to dinner. Warrant issued. Information to the Deputy Chief Constable, Gloucester. HAMPSHIRE. 17.— Fareham ( County).— For wilful and cor- rupt perjury, 23rd August last— ARTHUR TUTT, age 22, height about 5 ft. 9 in., complexion fresh, hair brown, clean shaved ; dress, grey check suit, cap. A stableman or ' bus conductor, native of Gosport. May endeavour to leave the country. Warrant issued. Information to Supt. Carman, Fareham. HER TFORDSHIRE. 18— Bishop's Stortford ( County).— For stealing a load of hay, 10th ult.— WILLIAM DUNNAGE, age about 40, height 5 ft. 7 in., com- plexion fair, hair light brown ; dress, grey jacket and vest, cord trousers, dark cap. A hay carter, native of Bishop's Stortford. Warrant issued. Information to Supt. Hassell, Bishop's Stortford. 19 — Hertford ( County). — For obtaining 2 boxes of cigars and £ 1 5s. by a fictitious cheque drawn on the London and South- Western Bank, Stepney Branch — A MAN who gave the name of S. Johnson, age 40 to 45, medium height, complexion and hair dark; dress, dark jacket suit, fancy light striped vest. The cheque is one of eight stolen at Stepney on 10th ult. Warrant issued. Information to Supt. Foster, Hertford. 20.— Hitchin ( County).— For stealing ( servant) a metal keyless watch and £ 5 at Preston, 22nd ult., — GEORGE HUNT, age 18f, height 5 ft. 4 in., slight build, complexion pale, hair light, eyes blue; dress, dark suit, green cap, flannel collar. A native of Malmesbury, Wilts. Is a private of the 3rd Somerset Light Infantry. Warrant issued. Information to the Deputy Chief Constable, Hitchin. 21.— St. Albans ( City).— For obtaining, by false pretences, 22nd ult., a dark red leather oblong dressing case, about 15 in. long, containing hair brush, razor, strop, & c.; 1 do. fitted in a similar manner; 1 dark green do.— A MAN, age 18 or 19, height 5 ft. 6 or 7 in., complexion rather pale, hair dark. He called on a tradesman and asked for the goods to be taken on approval to a lady who was unable to get out to make . the purchase, reoeived the cases and decamped. Warrant issued. LANARKSHIRE. 22.— Glasgow ( City).— For stealing £ 88 ( confidence trick) — JAMES HIGGINS, alias WILKINSON and GEORGE DAVIES, Office No. 1298- 05, age 38, height 5 ft. 5 in., complexion fresh, hair brown, eyes blue, two scars on nose, a native of Leeds. WILLIAM ROBERTS, alias JOSEPH MOORE, Office No. S/ 34004, age 30, height 5 ft 5 in., complexion fresh, hair and eyes brown, dot left forearm. A native of Bradford. Warrant issued. Information to the Chief Constable Glasgow. LANCASHIRE. 23.— Liverpool ( City).— For failing to report, — Licence- holder JAMES WILSON, alias FRANCIS STEWART, JOHN MOONEY, FRANK DEYINE, CHARLES RUSSELL and GEO. HENDERSON, Office No. 842- 04, age 31, height 5 ft. 2^ in., complexion fresh, hair dark brown, eyes grey, mole forehead, corner right eye, right eyelid, and root of nose, fleshy lump second left finger. Sentenced at Leeds Quarter Sessions 9th April, 1906, to 3 years penal servitude for larceny. Licensed 17th ult. b g 418. May be dealt with where found. Information to the Head Constable, Liverpool. 24.— St. Helens ( Borough).— For obtaining £ 9 by false pretences— CUBA WILSON, alias JACK DAYIES ( see portrait, Case No. 33, lst June, 1906), age 31, height 6 ft., complexion sallow, hair dark brown, eyes ( drowsy, peculiarity in left) brown, cross back of right forearm, two men boxing, crossed hands and heart left forearm, well spoken; dress, grey suit, cap, brown boots. He calls upon persons who have relatives in Canada or America, states he has just returned, and that he was requested to call on them, he being a personal friend of the relative; then alleges that his boxes are detained at a shipping port for payment of dues, and obtains money for the purpose of regaining possession of them. Warrant issued. Information to the Chief Constable, St. Helens. NOR THA MPTONSHIRE. 25.— Daventry ( County). — For stealing a greenish brown mackintosh, 1 walking cane and £ 7 10s.— ROBERT PEPLOW, age about 38, height 5 ft. 7 or 8 in., complexion sallow, hair, moustache and small side whiskers dark, tattooed both arms, rings back of right fingers; dress, brown tweed suit, hard bowler hat. A native of Stratford- on- Avon. Is an Army Reservist. Warrant issued. Information to Supt. Fryer, Daventry. PEMBROKESHIRE. 26.— Haverfordwest Castle ( County).— For stealing a pair of lace boots, size 8, recently soled; 1 white cycling shirt; 1 blue silk handkerchief, red flowers thereon BAKER, alias F. N. WILLIAMS, age 22, height 5 ft. 4 ins., stout build, complexion, hair, and eyes dark, sores on face; dress, brown suit, green cap, brown tie and boots. Had with him a bicycle with small wheels. Warrant issued. Information to Supt. Brinn, Fishguard, 5 TA FFORDSHIRE. 27 Longton ( County). — On commitment warrant for non- payment of £ 5 7s. 6d., fines and costs imposed under the Poaching Prevention Act and obstructing the police— RICHARD ARROWSMITH, age 43, height 5 ft. 6£ in., rather stout build, com- plexion fresh, hair dark brown, eyes hazel, tree, pot, wreath, leaves, pilot and flag left forearm. A notorious poacher, supposed a native of Kidder minster. 28.— Longton ( County).— For stealing ( bailee) 7s. 6d., and obtaining money by false pretences— HENRY ASKEY, age 36, height 5 ft. 7 in., com plexion fresh, hair and moustache brown, eyes hazel. A debt collector, formerly an insurance agent. Native of Fenton. Warrant issued. Information to Supt. Grove, Longton. 29.— Tettenhall ( County).— For bigamy at Wednesfield, 27th November, 1898 — JOSEPH POINTON, olios HILL, age 37, height about 5 ft. 4 in., stout build, complexion very fresh, hair and moustache very light, eyes blue; dress, black coat and vest, brown cord trousers, dark cap, heavy lace boots. A carter or labourer. Supposed a native of Longton. Warrant issued. Information to Supt. Robotham, Tettenhall. 30.— Hanley ( Borough).— For stealing from his lodgings 24th ult., a hand- bag; 2 cash- bags; a quantity of stationery, and about £ 7— JOHN FARRER, age about 32, height 5 ft. 7 or 8 in., com- plexion, hair, and eyes dark, clean shaved, anchor left forearm, cut mark end of left forefinger, upper lip appeared thick and slightly turned to right side ; dress, dark blue serge suit, slit back of jacket, hard felt hat, brown lace boots. A photographer's can- vasser. Warrant issued. Information to the Chief Constable, Hanley. WA R WICKS HI RE. 31.— Birmingham ( City).— For stealing antique pottery and china— GEORGE STEPHEN- SON, age 40 to 45, height 5 ft. 7 or 8 in., com plexion bronzed, hair ( curly) dark brown, moustache dark; dress, dark suit, sometimes wears a fancy vest. A patent agent. Until recently he was a member of a firm of patent agents and consulting engineers, London, and was adjudicated a bankrupt on 9th ult. He calls on tradesmen, selects articles to show his wife whom he states is an invalid, gives a cheque on the Bloomsbury Branch of Lloyds Bank, which is ultimately returned marked " no account." He disposes of the articles to dealers. Not to be arrested out of the United Kingdom. Information to the Chief Constable, Birmingham. WORCES TERSHIRE. 32.— Old bury ( County).— For obtaining 14s. by false pretences at Gorsty Hill, 10th ult.— MARK ISAACS, alias MARK CHARLES JONES and M. ROBERTS, age 30, height 5 ft. in., complexion fresh, hair dark brown, eyes grey, snake around branch tattooed left arm; dress, dark overcoat, dark suit, black hard hat with straight brim. A traveller, native of London. Warrant issued. Information to Supt. Hill, Oldbury. FRIDAY, OCTOBER 1, 1909. THE POLICE GAZETTE. PORTRAITS OF PERSONS WANTED. LANCASHIRE. 33.— Liverpool ( City). -— Fori shopbreaking, last and taken 24th July— JOHN McKENNA, age 33, height 6 ft. to a workhouse owing to injuries received, and escaped 17th August last. Particulars age 40, height 5 ft. 10 in., inclined to round shoulders, complexion fresh, bloated appearance, hair light brown, clean shaved, eyes blue, teeth dis- coloured, walks stiff, a heavy smoker; dress, light brown overcoat, light tweed suit. A native of Rochdale, late Borough Accountant, Brighouse. Attends race meetings. Absconded 14th August last. Information to the Chief Constable, County Police Office, Wakefield. fluently, a habitual cigarette smoker; dress, dark lounge suit, straw hat, lace boots, sometimes wears a silk hat. A native of Acton. Is believed to have gone abroad, accompanied by a woman. Extradition will be applied for if necessary. ISLE OF WIGHT. 35.— Newport ( County).— For obtaining money by fraud, at Sandown, 30th June last— EDITH SARAH JAMES, age about 40, height 5 ft. 3 or ends) dark, one eye slightly smaller than other, which he closes when laughing or talking. May be found i tramping the country as a working watchmaker. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Head Constable, Liverpool.
