KE GrULATIOHS, 1 All communications for insertion in the POLICE GAZETTE, and all communications relating to them, should he addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken, upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences will be inserted at a cost of 8s. per portrait, and engravings of stolen property at a cost of 6s. per photograph or sketch, unless the article is large or unusually intricate, when the charge will be higher. A remittance of 6s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from suc'i publication. 11. Announcements for the Friday issue should be foricarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form , and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. 14. All copies of the POLICE GAZETTE re- transmitted by Police Forces should be prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. UNDER the existing arrangements the finger impressions will be taken, and recorded at the Finger Print Department, Convict Supervision Office, New Scotland Yard, of all persons convicted as follows:— ( a) All persons coming within Sections 5, 7, or 8 of the Prevention of Crimes Act, 1871. ( b) All persons, at Assizes or Quarter Sessions, sentenced to not less than one month's imprison- ment, without option of a fine, for any of the offences shown below. ( c) All persons, at Petty Sessional, Police, or Stipendiary Magistrate's Court, sentenced to more than one month's imprisonment, without option of a fine, for any of the following offences:— Aliens ( Sec. 3 Aliens Act of 1905). Arson. Assaults with intent to rob. Attempted burglary. Attempted larceny. Attempts to break into churches, houses, shops, warehouses, & c. Attempts to obtain goods and money by false pretences. Bankruptcy offences. Being found on enclosed premises. Breaking into churches, houses, shops, warehouses, & c. Burglary. Cattle stealing. Coining. Conspiracies of all descriptions. Embezzlement. Receiving. Robbery. Sacrilege. Sheep stealing. Shopbreaking. Suspected person. Unlawful possession. Uttering counterfeit coin. Warehouse- breaking. But all offenders of the first Division, and such of the second Division as have never been previously convicted, are exempted from this order. In order to avoid the retention of useless records in the Finger Print Department, the Registrar of Habitual Criminals would be glad if the Chief Constables of Counties, Cities, and Boroughs, will, in f uture, notify the death of any criminal who has been finger- printed. The notification should contain the full name and aliases, particulars of conviction or convictions if possible, also the No. published in the list of Habitual Criminals. BERKSHIRE. 3. A native of London. Sentenced at North London Sessions, 23rd October, 1906, to 31 years penal servitude and 2 years super- vision for false pretences. Licensed 8th June, 1909. g. 519. Warrant issued. Gamble, Newbury. 4.— Windsor ( Borough),— For obtaining 5s. by false pretences, 3rd inst.— JAMES EVANS, alias COULSON, TILTON, WILSON, SMITH, POTTER, WARD, and BEAMSAR, Office No. 1199- 07 ( Illus- trated Circular 86, Fig. 30), Case No. 5, 10th inst., age 30, height 5 ft. 2 in., complexion sallow, hair and slight moustache light brown, eyes grey ; dress, dark jacket suit, blue engineer's cap ( bright peak), appear- ance of a seafaring man, native of Ely, Cambs. He called at several houses, presented a subscription list, and stated that he was a signalman in the employ of the Great Western Railway, and was authorised to collect money on behalf of the widow and family of a guard killed on duty at Slough. Home marked on side, by false pretences, 13th inst.—- A MAN, age 20 to 23, height 5 ft. 4 or 5 ins., slight build, complexion very dark, hair black, believed clean shaved, of foreign appearance; dress, dark green waterproof overcoat, cap, green striped shirt and collar, green tie. CA RNA R VONSHIRE. 6.— Bangor ( County).— For obtaining £ 5 by a forged cheque, 23rd ult.— FRANCIS ARTHUR PHILLIPS, alias RALPH KERR, and MANNERS, ( Case No. 8, 3rd inst.), age 24 to 28, height 5 ft. 5 or 6 in., sturdy build, complexion fresh, hair brown, clean shaved; dress, navy blue suit. An architect, believed a native of Chorley, Lanes. Stated he was a medical student at the Birmingham University. Accompanied by A MAN, age about 20, height 5 ft. 6 in., hair black, clean shaved; dress, navy blue suit. BENSON, age 45, height 5 ft. 1 or 2 in., stout build, round features, hair ( bald on top) light, clean shaved, eyes blue, German accent; dress, navy blue serge suit, navy blue tie with white stripes, round pin set ruby and pearls ; brownish soft felt hat. READ, age 45, height 5 ft. 8 or 9 in., slight build, complexion dark, hair dark, slight moustache, supposed sandy ; dress, shabby suit, muffler and cap. Stated he was a native of Liverpool. Hoole, Macclesfield. 11 — Middlewich ( County).— For burglary ( breaking out of public house), and stealing a pair of light glazed kid boots, size 9, toe caps, block toes, rather broad soles, waterproof to top lacehole, nearly new, " Timpson " in green cotton on tabs— THOMAS A. PRUETT, alias CLARKE, Office No. 1766- 09, age 48, height 5 ft. 6 in., complexion fresh, hair light brown ( turning grey), moustache brown, eyes blue, crucifixion and 1898 right forearm, lost right big toe; dress, black jacket, dark double breasted vest with white spots, dark trousers, light blue tie, light cap. A collier, native of Ruabon. Warrant issued. Information to Supt. Thompson, Middlewich. 12.— Nantwich ( County).— For stealing ( trick) a bicycle ( recovered)— JOSEPH HENRY RISHTON, age 21, height 5 ft. 3 in., complexion sallow, hair brown, curl on front, clean shaved, eyes grey, scar right cheek; dress, dark coat, grey vest ( 4 pockets), grey cap, Scotch plaid ( black and white) seamless cycling knickers, cycling stockings with fancy tops, red- knitted muffler. A native of Blackburn. Warrant issued. Information to Supt. Farnworth, Nantwich. 13.— Macclesfield ( Borough).-— For obtain- ing £ 1 5s. 6d. by false pretences, 2nd inst.— W. LUCAS, age about 34, height 5 ft. 4| in., slight build, thin features, prominent nose, hair and moustache ( waxed at ends) dark; dress, navy blue suit, bowler hat, shabby genteel appearance, carried a traveller's small brown sample bag, opens at side. Represented himself as a traveller for a pictorial post card publishing firm, London, obtained orders for cards and received payment for same. Appears identical with W. Lucas, Case No. 18, 3rd inst. Warrant issued. 14.— Macclesfield ( Borough).— For non- pay- ment of maintenance arrears— JOHN MITCHELL, age 37, height 5 ft. 10£ in., complexion fresh, hair dark brown, eyes brown. A carter. May be found in the Pottery District, probably hawking green- grocery, and accompanied by his brother. Warrant issued. Information to the Chief Constable, Macclesfield. ESSEX. 15.— Braintree ( County). ( bailee) a bicycle, 10th ult.- — For stealing HEAD, alias F. WILLIAMS, age 45, height 5 ft. 7 in., stout build, complexion fresh, hair dark, eyes dark blue, very deaf ; dress, dark suit, cap. A painter. Warrant issued. Information to Supt. Terry, Braintree. lG- Southend- On- Sea ( County). — For obtaining 13s. 6d. by false pretences, 3rd inst.— MATTHEWS, age 23 to 25, height 5 ft. 5 or 6 in., complexion fresh, hair light, moustache ginger ; dress, dark jacket suit, white straw hat, lace boots, carried a brown portmanteau about 2 ft. long containing samples of paper bags, & c. He calls on greengrocers, & c., and represents that he is a traveller for a firm of paper bag manufacturers, Upper Thames Street, London, E. C., receives orders for goods and obtains money. Warrant issued. Information to Supt. Pryke, Southend- on- Sea. FIFESHIRE. 17.— Cupar ( County).— For failing to report- Licence - holder WILLIAM FRASER, alias THOMAS SMITH, McKENZIE, KELLY, KERNE Y, DONALD McDOUGALL, and ANGUS McDONALD, S. C. R., No 917- 09, age 45, height 5 ft. 8 in., complexion fresh, hair light brown, eyes blue. A miner, native of Liverpool. Sentenced at Glasgow, 10th May, 1904, to 7 years penal servitude for ( 1) assault and larceny, ( 2) larceny and P. C. of assault and robbery, theft and reset. Liberated 14th August, 1909, on licence of 634 days, expiring 10th May, 1911. May be dealt with where found. Information to the Chief Constable of Fifeshire, Cupar. GLA MORGA NSHIRE. 18— Cardiff ( City).— For stealing a bicycle ( recovered)— GEORGE GRIFFITHS ( supposed false), a<? e 20 to 22, height 5 ft. 6 or 7 in., slight build, complexion fair; dress, grey coat, black and white plaid cycling knickers, cycling stockings, cap, low shoes. Is believed to have committed several similar offences in this city, but the other machines have not b: en recovered. Warrant issued. 19 — Cardiff ( City).—¥ or stealing ( bailee) a quantity of furniture— THOMAS LEE GROVES, alias LE GROS, age about 48, height 5 ft. 8 in., stout build, complexion and hair dark, short pointed beard, black moustache ; dress, morning suit and bowler hat. A furniture dealer, native of Jersey. He left here 24th July last, and is believed to be in business as a furniture dealer at Cricklewood, London. Warrant issued. Information to the Chief Constable, Cardiff. 20.— Swansea ( Borough).— For obtaining £ 3 by false pretences, 27th ult.— C. REDMAN, alias WITHY, age 30 to 35, height 5 ft. 7 in., hair and moustache sandy; dress, blue serge suit, blue tie, brown boots, wearing a gold watch chain. Believed a native of Bristol. He represents himself to be an engineer or steward of a ship in port, calls on trades- men and boarding- house keepers, pays a bill with a worthless advance note, obtains the change and decamps. Warrant issued. Information to the Chief Constable, Swansea. GL OUCES TERSHIRE. 21.— Bristol ( City).— For stealing 28th ult. a bicycle ( recovered)— FREDERICK WRIGHT, age 19, height 5 ft. 3 or 4 in., stiff build, complexion and hair dark; dress, blue serge coat, blue trousers ( striped), coloured muffler. A gardener. He has been an inmate of Kingswood Reformatory, where he was sent for larceny. Warrant issued. Not to be arrested out of the United Kingdom. 22 — Bristol ( City).— For stealing, 7th ult., a silver albert, small curb links, pencil case, and silver Jamaica coin, attached; 1 nearly new dark grey lounge suit, blue stripe; 1 white shirt; 1 double collar, laundry mark 183 ; 1 pair black merino socks ; 1 black handle razor, " crown and sword " on blade ; and about 10s.— SIDNEY WITHEY, age about 30, height 5 ft. 7 or 8 in., complexion fair, thin faje, light brown moustache, eyes blue, teeth very much discoloured, heart pierced with arrow tattooed right forearm; dress, dark grey jacket and vest ( trousers lighter material), violet tie, dirty white straw hat, black band, lace boots, wearing a brown leather watch guard, and gold colour snake pattern ring. A native of Bristol. He takes lodgings, and during absence of occupier commits the offence and decamps. He has obtained several sums by seamen's bogus advance notes. In possession of a seaman's discharge book. May be found at lodging or refreshment houses or shipping offices. Warrant issued. Not to be arrested out of the United Kingdom. HAMPSHIRE. 23.— Southampton ( Borough).— For stealing ( from his lodgings) £ 11 10s. 6d. — ALFRED WILKINS, age about 30, height 5 ft. 9 or 10 in., slight build, complexion pale, hair dark brown, small moustache light; dress, dark suit, fawn coloured mackintosh, round green soft hat. A surveyor. Information to the Chief Constable, Southampton. ISLE OF WIGHT. 24.— Newport ( County).— For obtaining money by fraud, at Sandown, 30th June last— EDITH SARAH JAMES, age about 40, height 5 ft. 3 or 4 in., complexion fresh, hair dark brown, wears glasses, addicted to drink; dress, blue coat and skirt, collar and tie. An authoress, native of Manchester. Is well known at Bognor and Winchester. Will probably be accompanied by an invalid woman. Photograph can be seen on application. Warrant issued. 25.— Newport ( County) — For stealing from his lodgings at Shanklin, 13th inst., a dark blue melton overcoat, single breasted, velvet collar, inside lining slightly torn and £ 1— WILLIAM BAKER, age about 30, height about 5 ft. 6 in., complexion, hair ( turning grey) and eyes dark, clean shaved ; dress, dark brown striped suit, black corded silk tie, dark grey cap. A billiard marker. Had with him when he arrived, 9th inst. ( supposed stolen), a free wheel bicycle, 24- in. frame, black enamelled, lined green and gold, 28- in. wheels, plated rims, two roller lever rim brakes, " The Fagan" two- speed hub, handle- bar control, raised handle- bars, Dunlop tyres, rubber pedals, plated " Corsair " oil lamp. Now in posses- sion of police. Warrant issued. 26.— Newport County).— For embezzlement at Freshwater— JAMES BENNETT, age about 50, height 5 ft. 9 or 10 in., weight about 11 stone, complexion pale, bloated face, small head and eyes, hair ( turning grey) and heavy drooping moustache dark, forearms tattooed, addicted to drink. A canteen steward, formerly a sergeant of the Royal Fusiliers. Is a good billiard player. Warrant issued. Information to the Deputy Chief Constable Newport, I. of W. KENT. 27.— Sandwich ( County).— For embezzlement — WINSLIE DAVEY, alias FINN, age 30, height 5 ft. 5 in., carries his left shoulder lower than right, complexion pale, hair dark brown, splay feet; dress' dark tweed suit, cap, lace boots ( too large for him), all old. A milkman, native of Canterbury. Warrant issued. Information to Supt. Stone, Sandwich. 28.— West Mailing ( County).— For stealing ( trick) postal orders— A MAN, age about 35, height 5 ft. 9 in., complexion and slight moustache dark, of good address; dress, dark blue or black knicker suit black leggings. Appearance of a clerk. He calls at post offices in villages, purchases a registered envelope, also postal orders, pretends to place the orders in the envelope, tenders a cheque in payment, and on being informed that the cheque cannot bo cashed states he will get it changed at a public- house, leaving the registered envelope on the counter, which on being opened contains paper only. The orders are cashed at the next village shortly afterwards. Warrant issued. 29.— West Mailing ( County).— For larceny and false pretences— MOSS JENNER, age about 22, height 5 ft. 7 or 8 in., complexion fair, hair light, a cripple, right hip supposed deformed; dress, dark cycling suit, dark cap, lace boots. A native of Plaxted, Kent. Represents himself as' a comedian. Had with him a bicycle. Warrant issued. Information to Supt. Ford, West Mailing. LANCASHIRE. 30.— Rawtenstall ( County).— For stealing, 30th ult., from his lodgings a suit of clothes ( recovered)— JOHN WHITTAKER, alias RAMS- BOTTOM, age 24, height 5 ft. 5 in., fresh com- plexion, hair brown, clean shaved, eyes blue, cut mark under chin, 4 artificial front upper teeth; dress, blue serge suit, double- breasted jacket, 2 rows of brass buttons in front, and gold lace on sleeves, cap, gold badge and glazed peak, brown boots; or blue serge suit, grey cap, brown boots. In possession of a sailor's white kit bag. A ship's steward or baker. He obtains lodgings, stating he is engaged on a ship which is at Liverpool, or Glasgow, or some other port, and that he is taking a short holiday whilst his ship is in port; after staying a few days he decamps. Previously convicted at Bradford, Blackburn and Bury. Warrant issued. Information to Supt. McLean, Rawtenstall, near Manchester. 31.— Liverpool ( City).— For attempting to obtain £ 25 by false pretences, 12th ult.— B. CURSON, age 26, height 5 ft. 8 ins., good build, clean shaved. He advertised for a manageress for a large hotel, and attempted to obtain the money as security from an applicant. Warrant issued. Information to the Head Constable, Liverpool. 32.— Warrington ( Borough).-— Escaped from custody, 15th ult., while on remand charged with stealing boots, and being on enclosed premises with intent to commit a felony— WILLIAM or ELLIS CALDWELL, age 14, height 4 ft. 8£ in., complexion fresh, hair brown, eyes grey; dress, grey knicker suit, and cap, dark red muffler, black stockings, lace boots. A native of Horwich, near Bolton. In March last he was committed to the Akbar Nautical School Reformatory, Heswall, and absconded 5th ult. May be found on canal banks or less frequented roads making his way to Yorkshire or other colliery districts. Information to the Chief Constable, Warrington. LEICES TERSHIRE. 33.— Leicester ( Borough). — For failing to report — Licence- holder JAMES BEAUMONT KNIGHT, Office No. 2360- 00, age 37, height 5 ft. 9 in., complexion fresh, hair and eyes brown. A native of Leicester. Sentenced at York Assizes, 29th November, 1904, to 5 years penal servitude for coining. Liberated on 2nd Licence, 27th ult. a e. 359. Warrant issued. NORFOLK. 34.- Downhain Market ( County).— For stealing a pony ( recovered)— MARK GASKINS, age about 45, height 5 ft. 11 in., complexion swarthy, hair and eyes ( cast in left) dark, very heavy eyebrows; 368 PORTRAITS OF PERSONS WANTED. YORKSHIRE ( West Riding). 35.- Todmorden ( County).— For stealing, 2nd inst., from her lodgings at Hebden Bridge, a 9- ct. gold albert, open curb or dog link pattern, gold shield with plain raised shield in centre as pendant attached; 1 lady's silver geneva watch, No. 125858, flowered 1 pair^ black stockings; 1 white linen Peter Pan collar; 1 pair button boots, glace kid, high heels, size 6.— MAGGIE LESLIE, age- about j29, height about 5 ft. 1 in., complexion pale, hair brown, eyes ( large) grey, artificial teeth ( one broken), of smart appearance and PORTRAITS OF PERSONS WANTED ( contd.)
