GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, SEPTEMBER 10, 1909. VOL. XXVI., No. 2682. REGUL. 1. All communications for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND SABD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences will be inserted at a cost of 8. v. per portrait, and engravings of stolen property at a cost of 6s. per photograph or sketch, unless the article is large or unusually intricate, when the charge will be higher. A remittance of 6s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent ; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form , and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. 14. All copies of the POLICE GAZETTE re- transmitted by Police Forces should be prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. For failing to report Supervisee FRANK HOWARD, alias GEORGE WILLIAMS, Office No. 1595- 08, age 24, height 5 ft. in., complexion fresh, hair brown, eyes hazel, scar under lower lip, dots right forearm. A fireman, native of Bristol. Sentenced at Oxon Quarter Sessions, 5th January, 1909, to 9 months hard labour and 3 years supervision for burglary. Liberated 27th ult., when he reported at Oxford proceeding to London, but has not since reported. 2510. May be dealt with where found. 2.— E Division.— For stealing ( servant) £ 20— RONALD H. MACKINNON, a Scotchman, Office No. S/ 87508, age 22, height 5 ft. 6£ in., stiff build, complexion fresh, hair black ( curly), eyes brown; dress, black coat and vest, striped trousers, black hard felt hat. Has been convicted at Greenock, Margate and London. 3.— G Division.— For stealing ( bailee) £ 40, 19th ult.— CHARLES GRIMM, age 67, height 5 ft. 4 in., complexion fresh, hair turning grey, eyes small; dress, dark grey tweed suit, stamped " St. Leonard's, Shoreditch," white neckerchief, lace boots. BERKSHIRE. 4.— Reading ( Borough).— For failing to report — Licence- holder THOMAS WILLIAMS alias DAVIS, HARRISON, ENDLEMAN, and HARRIS, Office No. 2189- 98, age 45, height 6 ft. 0J in. com- plexion fresh, hair dark brown, eyes hazel, dot left forearm. An engraver, native of Birmingham. Sentenced at Berks Assizes, 4th November, 1905, to 3 years penal servitude and remanet of former sentence, for coining. Liberated on licence 8th July last, which expires 29th May, 1910. L. Q. Z. f. 578. Warrant issued. Information to the Chief Constable, Reading. 5.— Windsor ( Borough).— For obtaining 5s. by false pretences, 3rd inst. WARD, age 25 to 30, height 5 ft. 5 or 6 in., hair and slight moustache light brown ; dress, dark jacket suit, engineer's blue cap, bright peak, appearance of a seafaring man. He called at several houses, presented a subscription list, and stated he was a signalman in the employ of the Great Western Railway, and was authorised to collect money on behalf of the widow and family of a guard killed on duty at Slough. CA RNA R VONSHIRE. 6.— Bangor ( County).— For obtaining £ 5 by a forged cheque, 23rd ult.— FRANCIS ARTHUR PHILLIPS, alias RALPH KERR, and MANNERS, ( Case No. 8, 3rd inst.), age 24 to 28, height 5 ft. 5 or 6 in., sturdy build, complexion fresh, hair brown, clean shaved; dress, navy blue suit. An architect, believed a native of Chorley, Lanes. Stated he was a medical student at the Birmingham University. Accompanied by A MAN, age about 20, height 5 ft. 6 in., hair black, clean shaved; dress, navy blue suit. Warrant issued. Information to Supt. Guest, Bangor. CHESHIRE. 7.— Liscard ( County).— For stealing £ 55 10s.; a 22- ct. gold wedding ring; 1 diamond ring set 2 sapphires; 1 pearl brooch with three bars— ROBERT HENRY BENSON, alias DR. BENSON, age 45, height 5 ft. 1 or 2 in., stout build, round features, hair ( bald on top) light, clean shaved, eyes blue, German accent; dress, navy blue serge suit, navy blue tie with white stripes, round pin set ruby and pearls ; brownish soft felt hat. Had in his possession a brown leather case containing eyeglasses. Warrant issued. Information to Supt. McHale, Liscard. 8.— Nantwich ( County).— For stealing ( trick) a bicycle ( recovered)— JOSEPH HENRY RISHTON, age 21, height 5 ft. 3 in., complexion sallow, hair brown, curl on front, clean shaved, eyes grey, scar right cheek; dress, dark coat, grey vest ( 4 pockets), grey cap, Scotch plaid ( black and white) seamless cycling knickers, cycling stockings with fancy tops, red- knitted muffler. A native of Blackburn. Warrant issued. Information to Supt. Farnworth, Nantwich. DERBYSHIRE. 9.— Derby ( County). — WALTER GILLI- BRAND, Office No. 1235- 08, Case No. 13, 19th February, and Tabular Form, 5th March, 1909, not now wanted, he having reported. ESSEX. 10.— Braintree ( County). — For stealing ( bailee) a bicycle, 10th ult. HEAD, alias F. WILLIAMS, age 45, height 5 ft. 7 in., stout build, complexion fresh, hair dark, eyes dark blue, very deaf ; dress, dark suit, cap. A painter. Warrant issued. Information to Supt. Terry, Braintree. 11.— Epping ( County).— For stealing ( bailee) at Ongar, 21st ult., a bicycle, transfer on head " J. Surridge, the Mikado Motor Cycle Depot, Ongar, Essex," 25 in. frame, 28 in. wheels, Dunlop tyres, plated rims, Sturmey- Archer 3- speed gear, enamelled black— W. G. DRAKE, age 31, height 5 ft. 8 or 9 in., spare build, complexion freckled, hair sandy, freckles on arms. A baker, native of Fyfield, Ongar. A pensioner of the Army Service Corps. Served in the South African war. Warrant issued. 12.— Epping ( County).— For failing to report— Licence- holder ARTHUR JONES, alias TUCKER, WARD, TAYLOR and YOUNG, Office No. 2974- 97, age 39, height 5 ft. 4 in., complexion fresh, hair light brown, eyes grey, flag right, " A " left forearm. A native of Ongar. Sentenced at Chelmsford Sessions, 28th November, 1906, to 3 years penal servitude for larceny. Licensed 29th March, 1909.. c. g. 557. Information to Supt. Laver, Epping. GLAMORGANSHIRE. 13.— Cardiff ( City).— For stealing ( bailee) a quantity of furniture— THOMAS LEE GROVES,. alias LE GROS, age about 48, height 5 ft. 8 in., stout build, complexion and hair dark, short pointed beard, black moustache ; dress, morning suit and bowler hat. A furniture dealer, native of Jersey. He left here 24th July last, and is believed to be in business as a furniture dealer at Cricklewood, London. Warrant issued. 14.-— Cardiff ( City).— For stealing a pair of vases, 1 table cover, & c.— KATE EDWARDS, age 30, height 5 ft. 7 in., slight build, complexion pale, hair dark; dress, grey coat and skirt, white blouse, chiffon scarf. A domestic servant. Convicted at Barmouth of larceny. Last heard of at Salford, 28th ult. Warrant issued. 15.— Cardiff ( City).— For failing to report— Licence- holder THOMAS KING, Office No. 1667- 09, age 23, height 5 ft. 1 in., complexion sallow, hair and eyes brown ( cast right), 5 dots left wrist. A native of London. Sentenced at Wells Quarter Sessions 10th April, 1907, to 3 years penal servitude for burglary. Licensed 25th ult. h. 174. Warrant issued. Information to the Head Constable, Cardiff. 16.— Swansea ( Borough).— For obtaining £ 3 by false pretences, 27th ult.— C. REDMAN, alias WITHY, age 30 to 35, height 5 ft. 7 in., hair and moustache sandy; dress, blue serge suit, blue tie, brown boots, wearing a gold watch chain. Believed a native of Bristol. He represents himself to be an engineer or steward of a ship in port, calls on trades- men and boarding- house keepers, pays a bill with a worthless advance note, obtains the change and decamps. Warrant issued. Information to the Chief Constable, Swansea. GLOUCESTERSHIRE. 17.— Bristol ( City).— For stealing 28th ult. a bicycle ( recovered)- FREDERICK WRIGHT, age 19, height 5 ft. 3 or 4 in., stiff build, complexion and hair dark; dress, blue serge coat, blue trousers ( striped), coloured muffler. A gardener. He has been an inmate of Kingswood Reformatory, where he was sent for larceny. Warrant issued. Not to be arrested out of the United Kingdom. THE POLICE GAZETTE. APPREHENSIONS SOUGHT ( continued).— 18.— Bristol ( pity).— For stealing, 7th ult., a silver albert, small curb links, pencil case, and silver Jamaica coin, attached; 1 nearly new dark grey lounge suit, blue stripe; 1 white shirt; 1 double collar, laundry mark 183 ; 1 pair black merino socks ; 1 black handle razor, " crown and sword " on blade ; and about 10s.— SIDNEY WITHEY, age about 30, height 5 ft. 7 or 8 in., complexion fair, thin fa^ e, light brown moustache, eyes blue, teeth very much discoloured, heart pierced with arrow tattooed right forearm; dress, dark grey jacket and vest ( trousers lighter material), violet tie, dirty white straw hat, black band, lace boots, wearing a brown leather watch guard, and gold colour snake pattern ring. A native of Bristol. He takes lodgings, and during absence of occupier commits the offence and decamps. He has obtained several sums by seamen's bogus advance notes. In possession of a seaman's discharge book. May be found at lodging or refreshment houses or shipping offices. Warrant issued. Not to be arrested out of the United Kingdom. 19.— Bristol ( City).— For failing to report- Licence - holder GEORGE ANDREWS, alias PARKER and BROWNING, Office No. 2590- 02 ( Illustrated Circular 90, figure 19), age 34, height 5 ft. 7- i in., complexion fresh, hair brown, eyes grey, scar root of nose and on right wrist; dress, 14th ult., brown suit, bowler hat, had a bandage round head as the result of an injury. A native of Bristol. Sen- tenced at Bridgwater Quarter Sessions, 20th October, 1903, to 5 years penal servitude for larceny. Liberated on subsequent sentence, 17th July, 1909. Y. d. 411. HAMPSHIRE. 20. — Winchester ( City). — For bastardy arrears— WILLIAM JAMES MAY, alias GUS. HARDING, age 33, height 5 ft. 6 in., complexion fresh, hair brown, eyes blue, cut scar top of head 2 in. long, W. May tattooed inside left forearm, bust of female inside right forearm. A stage carpenter, native of Winchester. May be found with theatrical • companies, taking small parts. Frequents Portsmouth and Scotland. Warrant issued. HEREFORDSHIRE. 21.— Ledbury ( County).— For failing to report — Licence- holder HENRY JAMES ANDERSON, Office No. 914- 09, age 46, height 5 ft. 2 in., com- plexion fresh, hair brown ( turning grey), eyes blue, brown, wreath and flag right, shield and flags left forearm, anchor and " H. L. A." back left hand. A native of Goring, Oxon. Sentenced at Reading Assizes, 30th January, 1907, to 3 years penal servitude for arson ( stack). Licensed 5th May, 1909. h. 54. ISLE OF WIGHT. 22.— Newport ( County).— For obtaining money by fraud, at Sandown, 30th June last— EDITH SARAH JAMES, age about 40, height 5 ft. 3 or 4 in., complexion fresh, hair dark brown, wears glasses, addicted to drink; dress, blue coat and skirt, collar and tie. An authoress, native of Manchester. Is well known at Bognor and Winchester. Will probably be accompanied by an invalid woman. Photograph can be seen on application. Warrant issued. KENT. 23.— West Mailing ( County).— For stealing -( trick) postal orders— A MAN, age about 35, height 5 ft. 9 in., complexion and slight moustache dark, of good address ; dress, dark blue or black knicker suit, black leggings. Appearance of a clerk. He calls at post offices in villages, purchases a registered envelope, also postal orders, pretends to place the orders in the envelope, tenders a cheque in payment, and on being informed that the cheque cannot be cashed states he will get it changed at a public- house, leaving the registered envelope on the counter, which on being opened contains paper only. The orders are cashed at the next village shortly afterwards. Warrant issued. 24.— West Mailing ( County).— For larceny and false pretences— MOSS JENNER, age about 22, ; height 5 ft. 7 or 8 in., complexion fair, hair light, a cripple, right hip supposed deformed; dress, dark cycling suit, dark cap, lace boots. A native of LANCASHIRE. 25.— Rawtenstall ( County).— For stealing, 30th ult., from his lodgings a suit of clothes ( recovered)— JOHN WHITTAKER, alias RAMS- BOTTOM, age 24, height 5 ft. 5 in., fresh com- plexion, hair brown, clean shaved, eyes blue, cut mark under chin, 4 artificial front upper teeth; dress, blue serge suit, double- breasted jacket, 2 rows of brass buttons in front, and gold lace on sleeves, cap, gold badge and glazed peak, brown boots; or; blue serge suit, grey cap, brown boots. In possession of a sailor's white kit bag. A ship's steward or baker. He obtains lodgings, stating he is engaged on a ship which is at Liverpool, or Glasgow, or some other port, and that he is taking a short holiday whilst his ship is in port; after staying a few days he decamps. Previously convicted at Bradford, Blackburn and Bury. Warrant issued. Information to Supt. McLean, Rawtenstall, near Manchester. £ 50 Reward. 26.— Liverpool ( City).— For stealing, 25th ult., 10 bales of cotton ( recovered) — WILLIAM MCARTHUR, age about 40, height about 5 ft. 9 in., square shoulders, hair and moustache brown, turning grey, pimples on face, of smart appearance; dress, blue serge suit, narrow fancy tie, bowler hat. A cotton dealer. Is well known to racing men. Warrant issued. The above reward, or such part of it as may seem fitting to the Head Constable, City Police, Liverpool, will be paid by him for information leading to the apprehension of above. The reward will only hold good until 30th November, 1909. Information to the Head Constable, Liverpool. 27 — Salford ( Borough).— JOHN RYAN, Office No. 1494- 09, Case No. 30, 3rd inst., not now wanted. 28.— Warrington ( Borough).— Escaped from custody, 15th ult., while on remand charged with stealing boots, and being on enclosed premises with intent to commit a felony— WILLIAM or ELLIS CALDWELL, age 14, height 4 ft. in., complexion fresh, hair brown, eyes grey; dress, grey knicker suit, and cap, dark red muffler, black stockings, - lace boots. A native of Horwich, near Bolton. In March last he was committed to the Akbar Nautical School Reformatory, Heswall, and absconded 5th ult. May be found on canal banks or less frequented roads making his way to Yorkshire or other colliery districts. Information to the Chief Constable, Warrington. MONMOUTHSHIRE. 29.— Risca ( County).-— For failing to report— Licence- holder PHILLIP ADAMS, Office No. 3364- 02, age 33, height 5 ft. in., complexion fresh, hair light brown, eyes hazel, fleshy growth back of neck, I. L. S. A. E. F., dagger, clasped hands, bust of woman, flags, & c., left forearm, I. L. M. A., MABY, flowers, & c., left hand. A native of Romford. Sentenced at West Ham Sessions, 15th December, 1905, to 4 years penal servitude and remanet of former sentence for warehouse- breaking. PEMBROKESHIRE. 30.— Pembroke Dock ( County). — For embezzling £ 4 10s. — WILLIAM BERRY, alias CHAMBERLAIN, age 45, height 5 ft. 6 or 7 in., hair dark, bald on top, heavy moustache brown, American accent, plausible manner, very sociable disposition; dress, black morning coat, light trousers, straw or bowler hat. A canvasser, lately for hand- painted mirrors. Accompanied by his wife and child. Warrant issued. Information to Supt. Thomas, Pembroke Dock. SHROPSHIRE. 31.— Whitchurch ( County).— For obtaining £ 2 by false pretences, 3rd inst.— ERNEST BEN- NETT, age 36, height 5 ft. 6 or 7 in., hair and heavy moustache light, eyes blue, very thick lips, abscess mark left cheek or jaw; dress, dark suit, black hard hat, lace boots. A dealer, native of Shrewsbury. May be found in company of betting men, or playing billiards in public houses. He calls upon clergymen and states he has come into the district to complete a purchase for his father but has not sufficient money with him. Warrant issued. 32.— Whitchurch ( County). — For stealing ( bailee) 16th ult., a " Wearwell" bicycle, 24 in. frame, black enamelled, two inverted lever brakes, rubber pedals, plated rims, Macintosh tyres, 28 in. by 11 in. steel mud- guards, free wheel, flat handle- bars— PERCY GOODWIN STOCKTON, alias BURROWS and DUCKERS, age 21, height 5 ft. 5 in., complexion fresh, round features, hair dark, clean shaved ; dress, navy blue suit, grey or green peak cap, brown boots, silver watch chain sometimes worn in coat. May have with him a brown suit and a pair of brown leather leggings. A farm labourer, native of Whit- church. May seek employment with hauliers. Warrant issued. Information to Supt. Lucas, Whitchurch. SOMERSETSHIRE. 33.— Glastonbury ( County).— For obtaining a pair of boots by false pretences— JAMES WIL- LIAM COLES, alias YARDHAM, and JAMES GARDENER, age about 32, height 5 ft. 8 or 9 in., complexion fresh, hair and moustache light brown, tattoo marks on both arms ( female, supposed on one); dress, dark suit with small light stripes, dark cap, brown boots, blacked, may be wearing brown jacket and vest, light brown breeches, brown leather leggings, muffler. A farm labourer, supposed a native of Lacock, Wilts. Recently convicted at Calne. Warrant issued. Information to Supt. Sparkes, Glastonbury. 5 TA FFORDSHIRE. 34.— Brierley Hill ( County).— For obtaining food by false pretences ( representing he was a con- tractor erecting a building, and in receipt of a large income)— Licence- holder ROBERT SMITHYMAN, alias CHAMBERLAIN and GREEN, Office No. 159- 02, age 70, height 5 ft. 0| in., complexion fresh, hair grey, eyes hazel, scar forehead, front of neck and each forearm, right wrist has been broken, walks quickly; dress, blue serge suit, light brown cap. A native of Warwick. Warrant issued. Information to Supt. Johnson, Brierley Hill. 35.— Smethwick ( County).— For stealing a lady's coat, 12th ult.— Licence- holder SAMUEL WHILES, Office No. 1775- 05, age 26, height 5 ft. in., complexion sallow, hair and eyes brown, Staffordshire knot and crossed flags left forearm; dress, dark suit, muffler, and cap. A native of Stockton- on- Tees. Has been convicted at Stafford, Liverpool, and Smethwick. Accompanied by JANE STOKES, age 23, who is wanted on the same charge. Warrants issued. Information to Supt. Goodwin, Smethwick. SUFFOLK ( East). 36.— Ipswich ( Borough).— For obtaining money by a worthless cheque, 21st July last— J. WILSON, age ' about 60, height 5 ft. 8 or 9 ins., complexion fresh, hair and moustache nearly white, carries his head slightly forward, plausible manner, of military appearance; dress, grey suit, and soft felt hat, lavender kid gloves. He presented a cheque for £ 3 14s. 6d. on the London and County Banking Co., Hanover Square Branch, drawn by G. Davidson in favour of J. Wilson, in payment of goods, and obtained £ 1 13s. balance. See cases Nos. 35, 12th, and 16, 26th February last. Warrant issued. 37.— Ipswich ( Borough).— For stealing £ 3 13s from a cash register, 2nd inst.— A MAN, age 26 to 30, height 5 ft. 5 or 6 in., complexion swarthy, hair dark, clean shaved, rather thick upper lip; dress, dark suit ( greasy), carried a black bag containing oil can and tools. He called at a shop, stated he was employed by the National Cash Register Co., London, and had been sent to oil the machine. Warrant issued. 38.— Ipswich ( Borough).— For leaving his children chargeable to the parish of Ipswich— DAVII) THORRINGTON, age 42, height 5 ft. 2£ in., weight about 8 stone, complexion swarthy, hair and eyes dark; dressed as a seaman. A quay labourer or seaman. Native of Ipswich. Warrant issued. Information to the Chief Constable, Ipswich. SUSSEX ( West). 3d.-- Midhurst ( County).— For false pretences — THOMAS KNOTT, age about 40, height about 5 ft. 9 in., round shoulders and features, complexion dark, moustache; dress, blue jacket and trousers, fancy vest, black hard felt hat; WILLIAM MEWS, age about 30, height about 5 ft. 10 in., complexion fresh, clean shaved ; dress, grey suit, cap. Hawkers. Had with them a chestnut horse attached to a van, painted green, picked out red and yellow, red wheels, picked out red and white, 21 in circle and Lane with a buckle underneath on middle of van, off side. May be found at Wimbledon, Portsmouth, Brighton, Hove, Burgess Hill or Merton. Warrant issued. Information to Supt. Webling, Midhurst. FRIDAY, SEPTEMBER 17, 1909. This woman called at the Girls Friendly Society's branch, 27th ult., inquiring for lodgings, stating that she was an old member of the society ; she was recommended to a small private house, where she took lodgings for a month, offering to pay £ 1 per week, and stated that her husband was a police sergeant at Birchington, Kent, and that she had come for a holiday; appeared to be able to speak French and German, and talked a great deal about history and historical towns, & c. Left 31st ult., after receiving a telegram purporting , to have come from her husband asking her to return at once, but this was subsequently found to have been handed in by her at tho local post office. She usually obtains food and lodgings, also charitable contributions by false pretences, and steals from lodgings as oppor- tunity occurs.
